Main and valve replacement along Niagara Falls Blvd., in the Town of Amherst ECWA PN: 201900126 ECWA FN: AMTN-756-1901

The existing 8" cast iron main along Roll Rd. at Transit Rd. in the Town of Amherst/Clarence has a leak under the pavement and requires replacement. The water main crossing Transit Rd. is currently valved off to isolate the leak which is cutting off the east-west flow of water at this intersection. Instead of excavating in a six lane NYSDOT roadway to repair a cast iron pipe, we are proposing to bore a new main under the road. Boring underneath the roadway will minimize traffic disruptions during the main installation and will eliminate the need to restore the roadway.

This work will be performed using Capital Budget Item 100586 Misc Distribution Mains under 2090 Distribution Mains Unit. The annual budgeted amount is $1,000,000. The estimated cost to do this work is $112,000.00 and will be performed by Kandey Company Inc.

LOCATION AND DESCRIPTION

Roll Rd. is located east of Transit Rd. and north of Greiner Rd. in the Town of Clarence, New York. This project consists of replacing an existing 8 inch crossing by installing approximately 170 FT of 12 inch D.I.P. water main and replacing one hydrant in the northerly RO.W. of Roll Rd. east of Transit Rd.

WATER SERVICE

Water will be supplied by making a connection to the existing 12 inch water main in the westerly RO.W. of Transit Rd., approximately 90 FT north of the centerline of Roll Rd., and approximately 50 FT west of the centerline of Transit Rd., via a 12 inch x 12 inch tee. Then extend 12 inch D.I.P. east a distance of 170 FT to tie into the existing 8 inch main approximately 80 FT east of the centerline of Transit Rd., and approximately 35 FT north of the centerline of Roll Rd., and replace one fire hydrant.

MATERIALS

The proposed water main replacement will consist of 12 inch D.I.P. All valves, fittings and fixtures will conform to ECW A Standard Specifications.

INSTALLATION

The proposed 12 inch water main will be installed and tested in accordance with ECWA Standard Specifications. Inspection of the main installation and the testing of water samples will be done by ECW A. All pr<;>posed waterlines will maintain physical separation from the other utilities as per Ten States Standards.

The Work consists of the installation oflarge water services, small services, hydrants, water main pipe, appurtenances, and related work located generally from the Authority's existing water main to the customer's property line.

The Work is to be performed in the entire Erie County Water Authority's franchised area and all water districts that the Authority operates under a leased managed contract. The work is located in Erie County and includes the towns of Alden, Amherst, Aurora, Boston, Cheektowaga, Clarence, Concord, Eden, Evans, Hamburg, Lancaster, Marilla, Newstead, Orchard Park, and West Seneca; the Villages of Blasdell, Depew, Hamburg, Orchard Park, Lancaster, Sloan, and Williamsville; and the Cities of Lackawanna and Tonawanda,

As part of the Work, the CONTRACTOR shall provide, as hereinafter set forth, a crew or crews, or men· and equipment as may be required, to install customer domestic andlor fire services 3" diameter to 12" diameter and other related work.

The CONTRACTOR shall be prepared to provide at any time, a crew or crews, men or equipment immediately including weekends and holidays, to install domestic andlor fire services and other work .

Other Work shall include hydrants installed in conjunction with large services and %" to 2" domestic services installed in conjunction with large fire services.

The Authority may use bid items included in this Contract to install distribution mains, relocate existing mains, adjust elevations at existing mains and other work deemed necess!ll')' which shall not be in conjunction with the installation oflarge fire or domestic services.

The summary of the Work described in the 01100 Section is an overall summary of the responsibilities of the CONTRACTOR and his relation to the OWNER. It does not supersede the specific requirements of the other Contract Documents.

WORK BY OTHERS

A. Work by OWNER: 1. OWNER will operate all utility water system valves and hydrants of existing

watermains and recently installed watermains once placed into service.

Products furnished by OWNER are as follows: 1. All waterrnain piping, fittings, valves, tapping valves, tapping sleeves, tees,

fittings, fire hydrants, valve boxes, couplings, retainer glands, tie rods, service tubing, corporation stops, curb stops, curb boxes, service saddles, polyethylene tubing, magnetic tape, and other related appurtenances or accessories.

CONTRACTOR shall be responsible to obtain all OWNER furnished materials from the Erie County Water Authority Service Center, 3030 Union Road, Cheektowaga, New York, between the hours of9:00 a.m: and 3:00 p.m.

Materials shall not be available any sooner than 48 hours before the Work is scheduled to be performed.

D. The CONTRACTOR shall inspect the materials and give written acceptance ofthe same on the materials requisition slip of the Authority. The CONTRACTOR will be responsible for all material until installed in the fmished work and accepted by the Authority. Upon completion of the work, he shall return all surplus to the place of origin where it shall be received, inspected, and credit issued to him for the returned material. Any loss of material which has not been returned or is in unsatisfactory condition shall be charged to the CONTRACTOR. Short lengths of pipe less than thirtY (30) inches in length shall not be returned for credit. All jointing material not used on the job and not returned shall be charged against the CONTRACTOR at the cost per unit.

CONTRACTOR FURNISHED PRODUCTS

A. Products to be furnished by CONTRACTOR are as follows: 1. Concrete, concrete blocking, select backfill, bedding, temporary construction,

testing needs, casing pipe and accessories, restoration items (temporary and permanent), and all other items necessary to complete the Work including any temporary construction work.

2. Tapping equipment, boring equipment, and all other equipment necessary to install watermains, services, and appurtenances under this Contract.

1.06 SEQUENCE OF WORK

A. General

1. The Work generally shall be constructed without disruption to the normal operation, except as noted in Section 01311, and 01731, and as otherwise approved by the ENGINEER.

2. It is hereby understood that Time is of Essence in performing all work, but especially in the time that service is interrupted to the customer. Disruption of water service to customers shall be minimized and shall not exceed four hours in duration for service installations.

3. Work performed in the vicinity of existing restaurants, police stations, health care facilities, industries, municipal buildings, places of worship, and schools must be performed in the least disruptive time (off hours) and must be coordinated with the affected establishment and the ENGINEER prior to work being performed.

4.. Prior to any interconnection or abandonment, the CONTRACTOR shall schedule a water shut-down with the Erie County Water Authority through the ENGINEER .

Customer Notification 1. The CONTRACTOR is responsible to notiry all customers 72 hours in

advance of when Work is to take place at their address. This notification also applies to customers who live adjacent or opposite to and who are also affected by or are part of the Work. The Authority shall also be notified no sooner than 5 business days of the date of the requested shut-down. The CONTRACTOR is required to complete a Customer Notification Form conforming to the requirements of Erie County Water Authority.

2. The notification shall be on the CONTRACTOR'S letterhead stationery explaining whet technical work is being performed and that temporary restorations will be completed inunediately and a tentative schedule for final restoration. The CONTRACTOR'S phone number will.a1so be included for the customer's use to report any unsafe condition for which CONTRACTOR must respond to upon immediate notification. A copy' of the letter shall be provided to the Erie County Water Authority for its files. Also, when questioned by the public, the CONTRACTOR'S workers shall first inform the public of what CONTRACTOR they work for and then for whom the CONTRACTOR is doing work.

3. The CONTRACTOR shall also prepare a letter to be provided to the homeowner where restoration was performed, explaining care instructions for the completed restoration.

C. Construct the Work in a manner and sequence as specified or as required.

D. Weekly Restoration Status Reports: 1. CONTRACTOR shall submit weekly reports, in a form acceptable to

ENGINEER.

Reports shall be submitted to the ENGINEER by 9:00 a.m. every Monday during the months when Work is being performed. Reports shall indicate each service address and the type of restoration to be performed. Weekly reports shall include, but not necessarily be limited' to: a. New Services and Restoration completed during the reporting period. b. New Services and Restoration scheduled to be completed during the

next reporting period. c. The nnrnber of crews assigned to each type during the next reporting

period. d. Status of backlogged Work. Backlogged Work defined as assigned

and not completed jobs. e. All CONTRACTOR reports must adhere to and comply with the

OWNER'S reporting standards and procedures. f. A computerized schedule shall indicate dates for jobs based on each

restoration type. Unsatisfactory Work tbat needs to be redone must be identified on a separate listing to be included with the weekly report.

CONTRACTOR'S use oftbe premises shall be confmed to the areas shown.

The full use of the premises for storage, the operations of workmen and all other required construction activities will not be available to the CONTRACTOR.

CONTRACTOR must share use of the premises with the OWNER and other contractors specified in Article 1.03.

CONTRACTOR shall: I. Assnrne full responsibility for protection and safekeeping of products stored

on or off premises. 2. Move stored products that interfere with the operations of OWNER or other

contractor. . 3. Obtain and pay for all additional storage or work areas required for his

operations. 4. In general obtain and pay for all permits and satisfY all permit requirements. 5. Comply with all requirements defmed in other specification sections.

CONTRACTOR shall minimize disturbance of the existing conditions of lawn, pavement, sidewalk, driveway, etc. during the course of the Work.

The CONTRACTOR shall be responsible to verifY the location of the right-of-way line for all new services.

H. The CONTRACTOR shall be responsible to verify the location of the sidewalk for all new services. Under no circumstances shall a curb box be installed in a sidewalk. If the right-of-way line falls within the sidewalk, the curb box shall be installed outside of the sidewalk. Any curb box installed in a sidewalk shall be moved and sidewalk replaced by the CONTRACTOR at his cost.
