+ Upon Selection, GAI will:– Attend kickoff meeting with D1 (George Lovett and key staff)– Develop invoicing system– Develop production management tools– Develop recordkeeping/filing protocols– Locate staff in Orlando, Bartow or D1, as directed– GAI is prepared to start work immediately


GAI’s Approach to the Project (Cont’d)

+ When a Letter of Authorization is issued, GAI will:– Meet with D1 to precisely understand task assignment and schedule– Confirm with D1 the staff to complete the work– Establish a QA/QC Plan detailing which tools will be used, when reviews will

be conducted, and how results will be documented– Fully inform staff and Subconsultants of D1 expectations for work– Review project history, read all reports, gather additional information– Have weekly staff meetings to monitor progress and coordination– Report progress each week to D1 Project Manager– Evaluate performance and seek opportunities for improvement


GAI’s Understanding of the Scope

+ This is a task assignment contract with no guaranteed assignments+ Letters of Authorization will be given by D1 on an as-needed basis+ GAI will work closely with other firms under contract to D1+ All work must comply with all state and federal laws, rules and

procedures+ Accurate and complete working files must be maintained+ All decisions and strategies must be approved by D1’s Project

Manager+ All staff working on assignments must attend meditation or testify in

court if requested

Acquisition Services:+ Negotiations:

– Review title information, R/W maps and construction plans– Notification letters for D1 mailing– Contact owners pre-negotiation, confirm information and answer questions– Prepare first offers for legal review– Make offers and negotiate– Document all contacts– Clear encroachments

+ Business Damage Reports:– Determine eligibility– Visit each business– Interview owner– Prepare Business Damage Estimate Report– Other consultation services



+ Relocation Services:– Provide relocation assistance in accordance with Department policies and

procedures– Research and prepare relocation needs assessment survey– Perform advisory assistance– Hand deliver eligibility notices– Calculate relocation payments and costs– Obtain necessary estimates for business moves– Deliver warrants, notices and reports– Maintain accurate and complete working file– Thoroughly review and collate working file within 30 days of final relocation

+ Cost Estimate Services:– Making estimates of market value for all interests– Management/administration of Subconsultants needed to complete work– Complete documentation – field inspection forms, worksheets, etc.– Quality reviewed before submission– Provide updates

+ Other Acquisition Services:– Mediation– Settlement and closing– Suit preparation and legal support– File transfer (between 60-90 days after closing/relocation)



+ Other Services:– Rental Management Services– Demolition– Environmental Management and

Administration– Records Management Services– Relocation Services– Architectural Services– Environmental Assessment

+ GAI has made a corporate commitment to quality – Quality Management System (QMS)

+ Rusty Sievers is on the QMS Steering Committee

+ Code of Ethics for Project Managers+ Quality Assurance / Quality Control by

George Lovett for each assignment+ Clear communication of D1

expectations+ All staff will know what will be

measured, when and by whom+ Rely on D1 tools

+ Use Quality Tools developed by D5 (Checklist for owner notification, offer, invoice processing, closing)

+ Shirley and Jim will provide peer reviews of acquisition/relocation process and files

+ George Lovett will make sure the subconsultants follow their own Quality plans.

+ George Lovett will review subconsultants products before submittal.
