Editor’s MessageIn this month’s magazine we are featuring biographies of the candidates for the Westbrook Village Association Board of Directors. The elected Directors make important decisions for the community and work very hard to make Westbrook Village a first-class active adult neighborhood. You will have the opportunity to meet them all at Meet the Candidates night on February 15, 2018 at the Lakes Ballroom 7 p.m. I encourage you to come out and meet the folks that will be responsible for much of the planning for the community. This is important. Also, please be kind. This is a volunteer position that requires hours of work on behalf of this neighborhood. If you don’t vote then your opinion will not be heard. Remember, you are really blessed to live in Westbrook Village.

“Michelle Gailiun, a member of our club, thought it might be a good way to keep the kids busy with something fun, plus give the guys a little competition,” says Ralph Doner, the club’s president. “I wasn’t so sure,” he said. So Doner invited the kids to stop by his house to find out just how they’d do.

“Like all grandparents, we think our grandchildren are good at what they do, and Michelle was no exception. But given their ages, I assumed their knowledge of the game was limited,” said Doner. “So I sat them down and asked them to name the pieces and so on. But very early in the game, Maxx said, ‘check’, and to my surprise, I was in check, and then shortly thereafter was checkmated! I told myself I had taken him for granted and that’s why I lost, but then I took on Hudson, who had been watching intently, and barely squeaked out a victory.”

The boys, sons of Troy and Molly Calapp of Peoria, attend Great Hearts Archway Classical Academy. Hudson, now seven, started playing chess when he was five. But it was his older brother, Maxx, who first discovered chess when

his classroom teachers arranged an “in-house field day” where students could explore different activities. The boys now take weekly chess lessons and have won trophies in area tournaments involving hundreds of players.

“They are impressive,” said club member Don McCoin.

The Westbrook Chess Club, now in its third year, celebrates not just a game of the ages, but a game for all ages. Literally. Beginning last fall, several tables of dedicated players started taking on a couple of pint-sized contenders on Wednesday afternoons, when they are off from school.

The boys have learned a lot from the players. Recently, club member Charlie Rice brought in his autographed souvenir card from one of the most storied matches in history, the Bobby Fischer/Boris Spassky world championship match of 1972 in Reykjavik, Iceland. “It’s a pretty important piece of paper because Fischer didn’t like to sign much,” said Rice.

Chess club members benefit from the game, just as the kids do. “I like chess because it works your brain,” says Maxx. “At least it’s something worth knowing,” added Hudson.

“In my 35 years in education, I didn’t hear anything like that from many students,” said Doner. “ We see youth today spending a lot of time texting and playing video games so it is refreshing that chess is gaining in popularity with our young people.”

Doner says chess might not build your biceps or tone your abs, but you can benefit your life long mental health by playing the game.

He says studies have shown that chess can:

• Promote brain growth• Spark creativity• Increase problem solving ability• Teach planning and foresight• Improve reading skills• Preserve mental acuity• Teach logic and efficiency

The WBV Chess Club plays from 1:00 to 3:30 p.m. on Tuesdays and from noon to 2:30 on Wednesdays at either the Lakes patio when weather permits, and if not, in the multi-purpose room. When the City of Peoria incorporated in 1954, our city spanned 1.2 square miles and only 1,925 residents called Peoria home. In the past 63 years, we have experienced tremendous growth and we are now home to more than 171,000 residents, spanning 178 square miles.

Every person is part of the unique character that makes up our great City and each of us has a story. With such a large community and so many residents, it can be difficult to know the people

and the families who live and work alongside us. There are those who carry the rich history and heritage of the lands that we call home, and others who are emerging and molding Peoria’s future.

Over the next year, I will help tell the stories of a few of the people who make our community so special through a program I’m calling, “I am Peoria.” It’s a chance to hear directly from the people who impact our community every single day - and as your Mayor, I wanted to give residents a chance to hear my story, too.

Although I took office as Peoria’s first female Mayor in January 2015, I was first elected to Peoria City Council in 2005 to represent the Mesquite District. However, the reason I decided to run for office started much earlier.

I was born in Pennsylvania and my family moved to Arizona in 1969. In the early 1980s, hearing that the job market was booming, I moved to North Texas. As time went on, I met and married my husband Dennis, settled in Plano, and started a family. While we were busy with the daily cares of a young family, our sleepy suburb began an incredible transformation.

A Texas businessman bought land and relocated his corporate headquarters to Plano. As other companies followed, the changes to the city of Plano were substantial. Property values soared and families enjoyed economic stability.

Missing family and desert climate, we moved back to Arizona and settled in Peoria in 2001 where I began working for Central Arizona Project.

I moved to Peoria because of the beautiful mountains, the vast desert, the amazing home values, and the great schools.

I ran for office because I knew the value of my business experience and my vision for a complete community.

Having held executive positions in Texas, working at Central Arizona Project for 13 years, and serving on the Peoria City Council for almost 10 years, I retired to concentrate full-time on being Mayor and building Peoria to its fullest potential.

I am thankful for the opportunity to lead a community with as much opportunity as we have here in Peoria.

Peoria is home to people who enjoy an exceptional quality of life. Each of us is bound together by a common thread - a common interest - which brought us to where we are, and over the next several months, I’m excited to share their “I am Peoria” stories. I hope you’ll join me to hear these unique stories for yourself.

The following figures have not been audited. However, they fairly represent the approximate financial condition of the Association at month-end.

GENERAL OPERATING FUND (Funds designated for day-to-day operations.)

Cash and CD’s at Month-end were $1,287,495. Accounts payable, accrued payroll and other liabilities were $678,995. Prepaid and deferred assessments accounted for $532,695 of this.

Revenue for the month was $215,041 which is $11,941 below budget due primarily to rental revenues lagging. Expenses at $228,186 were $11,551 over budget largely due to timing differences and higher than expected repairs for backflows and sidewalks. Year-to-date operating surplus was $71,810 better than budget prior to storm damages of$145,000.

REPLACEMENT RESERVE FUND (Funds designated for major repairs and replacements)

Cash and CD’s at Month-end net of payables were $3,975,866. Revenue for the month of $50,219 trailed budget by $10,530 largely due to preservation fees lagging. For 11 months preservation fees are $219,920 better than budgeted. Expenditures for the month were $9,944 for three items.

General Manager’s ReportKaren Jones

• 61 trees that were lost in the July 2017 storm have been planted.

• 2018 Annual Assessments are due January 1, 2018 in the amount of $620.50 and are late as of February 1, 2018 and will be assessed a 10% late fee.

• Special BOD meeting on 12-20-17 to fill vacancies on the BOD and LRP committee. Jim Schulz applied for the BOD and was the current vice-chair of the LRP. Mr. Schulz was appointed by the BOD to complete the term of the vacancy as well as appointed the Chair of the LRP Committee. Thank you Jim!

• Board of Directors application deadline 12-18-17 - 7 applications for 4 seats were received. Watch for candidate Bio’s in February 2018 Westbrook Living Magazine.

• WVA BINGO – 175 people in attendance.• Facilities Manager and General Manager continuing to work

on the RFP for the Edgewater Road project and will obtain bids for the project.

• Verizon Cell Repeater is installed. We continue to wait on COX to run appropriate cable from street to cell tower.

• Lakes pool area design continues with Tribal Waters Pool Company. Met with designer on second set of changes.

• Vistas sport courts 1 & 2 bids begun by General Acrylics. The project began as scheduled on Monday November 27, 2017 and is expected to take 60 days.

• Condo-certs automated implementation is underway. Documents are in place and being reviewed.

• Preventative Maintenance software and hardware are up and running. Facilities Manager is working with the software and is taking training classes.

• Bird deterrent has been installed. Once the Vistas sport courts 1 & 2 are completed they will be added.

• The January 2018 issue of Westbrook Village Living magazine has been completed and should be in your mailboxes the end of December.

• The Long Range Planning Committee continues their hard work on alternate options that should yield savings yet still result in enhancements suggested by the architect. Please join us at the meetings and learn what great ideas are in the future of WVA. GET IN THE KNOW!

• Security cameras were approved and have been ordered and will be installed at the front desks of the rec centers, administration office and the pool areas.

• Second Sundays Marketplace had 400-450 people in attendance with the holiday shopping event in the ballroom.

• Happy New Year! Here is to working together for a great year in 2018 and Westbrook Village.

When the new National Commander of the American Legion tried to join 37 years ago, she was informed that “Women join the Auxiliary” (the Legion wives’ group). In September, Denise Rohan was voted the first female National Commander, heading up an organization of over two million members and 14,000 posts worldwide, still mostly male.

Rohan is a U.S. Army veteran from Wisconsin, and in her inaugural address she announced her theme for the year: “Family First,” based on the Legion’s motto of “For God and Country.” She stated, “I believe we were put here, where you are today…for the greater good. We are not here to judge one another. We are here to nurture and take care of one another.” She stressed that “families grow through love and support for one another,” and the American Legion family is part of our larger extended family.

All American Legion posts now will take Commander Rohan’s mission and apply it locally. Arizona Post 145’s Commander, also a woman, is prepared to do just that. Commander Bobbie Kimelton, a Westbrook resident for eight years, also a U.S. Army veteran, served many years primarily in Germany. Her MOS (Military Occupation Specialty) was as a Russian linguist (Cryptographic Signal Interceptor).

Kimelton’s plans to apply the “Family First” theme are first to make Post 145 well-known as family friendly: spouses, children, grandchildren are all welcome. Kimelton’s second strategy is to get Post members personally involved in supporting children and youth programs such as Junior Shooting Sports, the Law Enforcement Academy, Boys’/Girls’ State, the annual oratorical event, Boy Scouts, Junior ROTC, flag education, and Legion Baseball. The third prong of her plan is to support veterans’ programs including shelters for homeless women veterans, the AZ Stand-down, and training dogs for wounded veterans.

Commander Rohan also stated in her speech that “To make a difference in someone’s life, you don’t have to be brilliant, rich, beautiful, or perfect. You just have to care enough to be there.”

Commander Kimelton seconded that thought, adding that “Legion Support” is more than financial support. It is actually partnering with area schools, for projects like scholarships for children of wounded warriors. Observers will see an impressive year with these two women at their helms!

Peter AtkinsI grew up in Gravesend, England where I left school at 18 to pursue an accounting career. I studied for my accounting certification while working and passed the necessary exams by the time I was 22.

In 1968 I joined 3M Company. During my 34 years with 3M, I worked in England, Belgium and, from 1988 to my retirement in 2002, the United States. My career included time in management accounting, sales, marketing and information technology. In 1989 I passed the Certified Management Accountant certification exams. I retired in 2002 as a Director in the Information Technology area.

My three daughters all live in the United States (in Minnesota, Texas and Missouri). They have five children and two stepchildren between them. Janet and I have been married for 29 years.

We first bought a property in Westbrook Village in 1998, and moved full time to our present home in 2002. In our youth, I played rugby and Janet was a good skier/ski instructor. We now enjoy playing golf and traveling. We are also keen football fans and have Arizona Cardinals season tickets. I am a member at Peace Lutheran Church where I serve as an Assisting Minister and occasional lay preacher.

I served on the Board from 2005 to 2015 and was part of the team that put Westbrook Village in a strong financial position. After a year's break, I returned in 2016 and I now offer myself to serve again.

Max W. Allen, B.S., DPh.I was born and brought up in Bangor, ME. I graduated from the Univ. of Conn. College of Pharmacy and have been a Registered Pharmacist since June of 1962. I moved to Oklahoma in 1987 where I supervised the start-up and operation of a full service clinical laboratory for long-term care facilities. I also practiced pharmacy while there for 20 years. In 2007, my wife and I moved to Phoenix working for CVS Pharmacy until I retired in August of 2009.

I have always enjoyed giving back to my community, profession, and synagogue. Over the years, I have participated by serving on boards in many organizations taking on responsibility of leadership at all levels. Nonprofessional groups included, Masons ( 32nd Degree), Anah Temple Shrine, Bangor Jaycees, Synagogue Boards in both Bangor and Oklahoma, Locally I serve as President of the Village Players Group, PAC and the Westbrook Village Recreation Committee.

I believe that it is past time for a change in the composition of the board. New faces, ideas and fresh voices are needed for Westbrook Village to continue to be a viable, lively, active community and fun to live in. I am asking for your vote to the Board of Directors to enable me to contribute my knowledge and experience accumulated over a lifetime to help WBV continue to grow and prosper. Thank you.

Thomas CanepaI recently retired following a 40 year career in administrative roles at public universities. Each position involved extensive budgetary management and fiscal responsibility, personnel functions, committee work and interaction with various public constituents.

Following completion of bachelor's and master's degrees from the University of Arizona, I worked for Northern Arizona University for 20 years in various administrative positions. While at NAU I completed my doctoral degree in educational leadership. Most recently, I oversaw the admissions and financial aid offices for the University of Cincinnati, working with a staff of 80+ professionals to enroll over 5,000 new students each year.

My familiarity with Westbrook Village goes back 30 years, when my parents became residents. I witnessed the evolution of the development through our regular visits and was always impressed by the conscious effort on the part of previous board members and management to maintain a community that offered many amenities and a warm, welcoming environment to residents. This environment was a major consideration to our moving here to begin retirement.

I am very interested in contributing to the future of Westbrook Village, and in the short time we've lived here I have joined the golf club and the woodshop organization. I had the opportunity to participate in the budget development process for 2018 as a member of the Budget Committee. Learning more about the workings of the Westbrook Village HOA has further piqued my interest and I look forward to serving the community as a member of the board.


CandidatesMichael GreeneMy wife, Jo Ann, and I have lived in WBV fulltime for over 12 years and have owned a home here since 1998.

In my two years on the WBVHOA Board I have endeavored to represent the entire community and not any individual group or point of view. As Chair of the Landscape & Facilities and Recreation Committees, I have worked to make improvements in our village which will benefit all and enhance the community. Our objective as Board members should be to produce progressive thinking and improvements, maintain our facilities and property in top condition and be fiscally responsible.

In the past I have served on the Board of the WBVGC; as President for four years and Greens and Grounds Director for 2. I was elected to the Elwood, NY Board of Education and served it for years being re-elected 4 times. I was President of the Board for 6 years. These positions gave me experience working in a group to achieve positive results. I was deeply involved in personnel, facilities and future planning in each position.

Most of all, these positions taught me the importance of listening to all concerned first and then, speaking.

Sil Maiorana My name is Sil Maiorana. My wife and I moved to WBV from the suburbs of Chicago in September 2016. We were very familiar with WBV as my parents were original owners in Phase I in 1985. We were always impressed with the friendliness of the village and how beautifully maintained the homes and facilities were. It made our choice for retirement relocation an easy one.

In my professional life, I spent the last 30 years in the Aerospace and Defense industry, most recently working for United Technologies, one of the largest defense contractors in the world. I served as Accounting and Finance Director for several sites within UTC, as well as Accounting Director for 25 years for a privately held company in the Chicago area. My professional experience has trained me well to be "fiscally responsible" and it is this training that I believe would qualify me to serve on the WBV Board of Directors.

I am a member of the Pickle Ball Club, the Italian American Club and WBV Golf Club. Most recently I served on the WBV Budget Committee which provided valuable insight into the processes in place for managing our Operations and Replacement Reserve budgets. It is in these critical areas that I believe I can best serve our HOA Board. I believe my skill and experience in financial management can help ensure the continued success of our community.

Jerry Johnson Jerry Johnson is a sales and marketing professional and business trainer who has helped entrepreneurs organize and build small businesses.

Now retired, Jerry has spent over 32 years in a successful career in sales and marketing, training and recruiting. Jerry offers a wide range of skill sets in organization, small business instruction and experience in homeowners' associations. Jerry currently serves as committee chair for the Town Hall committee and the IT committee. He also serves on the Recreation committee and the Personnel committee for Westbrook Village and is currently the President for Westbrook Village Home Owners Association.

In addition, Jerry has recently retired as a volunteer for The Sheriff's Posse of Westbrook Village and served as commander in 2012. Jerry also was a General Instructor for the Maricopa County Sheriff's Office posse program and also coordinated District HI School Patrol Program, special details and also was the West Side DUI Coordinator for the Sheriff's posse program.

Jerry's objectives as a Westbrook Village Board Member are to maintain the assets of Westbrook Village in order to preserve homeowners' property values and to assure Westbrook Village remain a top-class adult community. In addition, Jerry desires to continue the work as a board member on the Long Range Plan for updating the facilities in Westbrook Village. Budget control is a top priority.

WV Tennis Club TOURNAMENT AND LUNCHEON JANUARY 13, 2018

The WV tennis club had its “Welcome Back” event, dubbed the “Snow Bowl” on Saturday Jan 13. Even though there was no snow here, the snow birds had returned, and everyone enjoyed playing ball and socializing over lunch.

New officers include: Don Gurian, acting President; and Ned Blauvelt, acting Vice-president. Permanent positions will be voted on at the annual meeting on March 3. Other officers include Bob Ciarla, Treasurer; Paul Nagy, Past-president; Barb Wilson, Member at large; and Mary Ann Dickey, Secretary.

A highlight this year is the use of a ball machine for individual or group practice.

The tennis courts are available to all WV residents, owners and lessees according to the reservation schedules. Non-residents can use the courts by being sponsored by a resident, paying the $50 annual fee to WV; additionally they can join the tennis club for $20/year.

The next event is scheduled for March 3, and includes tennis, luncheon, and the annual general meeting.

WVA Annual MeetingWednesday March 14, 2018

Going GalapagosGil Vasquez became enamored with the Galapagos Islands years ago with the documentaries of Jacques Cousteau. June 2017, Vasquez fulfilled his wish to see the isles, with a trip to Ecuador from the sixth to the sixteenth.

Inspired by the famous nature documentaries of the French documentarian Jacques Cousteau, Vasquez embarked on what he described as “the best adventure trip ever”, first with a flight to Miami, Florida, and then to Guayaquil, Ecuador. The next morning, he landed on the Galapagos Islands, 620 miles west of the mainland in the Pacific Ocean. The flight from Guayaquil to the Islands lasted about an hour and a half, and at the end of that flight, Vasquez found himself on Isla Isabela, right on the equator, the largest of the islands.

On that island, there is an inactive volcano named “Cerro Negro”, with a caldera ten miles across. Vasquez hiked the volcano and had one word to say: “Yikes”.

Needle Arts In 2017 Needle Arts donated many afghans and quilts to the Veterans thru the Westbrook Veterans Club. We donated Christmas bags filled with scarves and things to New Life Center for battered women and we took many afghans and quilts to local nursing homes. We also sent checks to 3 local charities. We are an active group that stays busy.

We are knitting and crocheting 7 in by 9 in rectangles to sew together to create warm blankets for the homeless. We use any color and any pattern, and we accept left over yarn to complete the rectangles for this outreach project.

Watch the bulletin boards for our own crafty day in late February or drop by our room at the Visitas. We will have a flyer posted in the window. Dues of $10.00 a year begin now. Join us. Our meetings are Tuesday or Thursday 1 to 3 p.m.

Citrus, One of the Arizona C’sIt’s that time of year, right? Neighbors see you coming with a bag in your hand, and they turn the other direction. We give away a lot of lemons this time of year, and you may be in the same boat (or is that “tree”?).

At church, I give ideas for lemon use to unload more produce. For example, I zest a bunch of lemons and freeze the zest for Shrimp Scampi or lemon bars later on. I freeze whole lemons to zest or juice later. I freeze them whole, skin on and naked (de-zested), in a gallon bag pushing out extra air. I use those when I need a lot of juice for a recipe. Yeah, they get mushy, but that’s okay. You’re going for the juice. I also freeze juice cubes, two tablespoons in each ice cube tray section. I freeze slices for water or tea. Lesson: don’t give them all away!

Sharon’s Lemon Bars Crust: 1½ cups flour ½ cup powdered sugar 1 tablespoon lemon zest 8 tablespoons butter

Filling: 1 cup sugar 2 tablespoons flourzest of 2 lemons ½ teaspoon baking powder¼ teaspoon salt2 eggs8 tablespoons lemon juice

Directions: For crust, combine flour, sugar, zest, and butter and mix to coarse ground meal. Press into bottom of 11x7” lightly greased pan. Bake at 350 degrees for 20 minutes.

For filling, combine sugar, flour, zest, baking powder, salt, and eggs. Whip with whisk. Add lemon juice.

Pour onto baked crust. Bake for 20-25 minutes. Cool 30 minutes. Cut into 12 squares and dust with additional confectioner’s sugar if desired.

How much did homes in Westbrook appreciate last year?

I’ve heard this question many times recently so I thought I would share some market sta-tistics. Looking at Arizona Re-gional Multiple Listing Service (ARMLS) data, the overall rate of appreciation based on price per square foot in Westbrook was 5%. If we break it down to single family homes only, the rate drops to 4.5%. Casitas and condos have appreciated more than homes at 5.5%. Is this surprising to you?

The reason for this is that low-er-priced homes are going up in value faster than higher-priced homes because of the supply and demand principle. We are in what analysts refer to as a “trifurcated” market. There is a low-supply of homes under $300,000. There is a balance between supply and demand in the mid-range ($300,000-$800,000). And an over-supply in the higher-end inventory ($800,000+).

However, remember that we do not only use price per square foot to price homes. There are many variables such as location, condition and more.
