Mission StatementThis trade mission from the State of Utah Provo Region is hosted by WSDA, LLC. and supported by Provo City, Utah Mayor John Curtis and other prominent business men and women throughout the state, will be in Hangzhou, China, September 25 -29 2016.

Utah is positioned at the center of one of the fastest growing economic regions in the United States and has seen exponential export growth over the past decade. This delegation represents a broad spectrum of business, education, and community leaders involved in the Utah State Government, including Provo, Utah and throughout the State, to explore business opportunities and forge relationships in China. Hangzhou, as South China’s commercial center, has much to offer and welcomes the chance to discuss and explore its many possibilities and develop direct personal ties with the delegates in attendance along with businesses in the South China region. The delegation members highlighted herein represent the vast business expertise Utah has to offer, including: EB-5 immigration, private equity, investment, logistics, education, real estate, law, construction, IT application design, software application, finance and banking. Despite the diversity of industry sectors, this group of business representatives traveling to Hangzhou are unified in their effort to establish, build, and expand their commercial activities in this dynamic market and also develop opportunities for growth in Utah.

Mission Statement

宗旨本次由世天大成有限责任公司组织，由犹他州普罗沃市市长以及众多优秀企业家代表 带领的犹他州贸易代表团将于2016年 9月25日到29日之间在中国杭州进行友好访问。 犹他州位于美国其中一个经济发展最快的地域中心，并且出口指数在过去的十年间有 显著增长。本次由商业，教育，以及犹他州普罗沃市政府领导所组成的代表团的主要 目的是为了在中国南方寻求商业机遇和建立友好合作关系。杭州作为中国南方的商业 中心，拥有丰富的贸易资源和合作潜力。通过本次代表团的出席，一定会加强中美双 方的友好贸易往来。本代表团成员代表着不同的商业领域，其中包括：EB5移民计划， 私人股权，投资，旅游，教育，房地产，法律，建筑，信息技术应用，设计，软件应 用，金融和银行。虽然成员来自不同行业，但是他们都会凭借专业的知识努力帮助发 展中国国内市场的贸易活动并且积极发展犹他州的经济贸易。

GOVERNMENT

Provo Mayor John R. Curtis is the 45th mayor of Provo City and is currently in his second term in office. Known for his per-sonal approach to city government, Mayor Curtis prioritizes his outreach to residents of Provo by utilizing various channels in-cluding his popular blog (provomayor.org). He was named the #1 Top Elected Official on Social Media 2015 by the Government Social Media group and has been recog-nized by Forbes for his commitment to citizen engagement.

During his terms in office the city of Provo ranked #1 in the nation for Business and Careers by Forbes as well as #1 for Well-Being by Gallop. Other recent awards in-clude national recognition for quality of life, family environment, a booming tech and entrepreneur culture and a successful revitalization of downtown.

With the help of the City Council, employ-ees and residents, Mayor Curtis’ adminis-tration has brought Google Fiber to Provo, regularly scheduled air service at the air-port, expanded parks and trails, and com-pleted Provo’s state-of- the-art recreation center. Mayor Curtis and his wife Sue have six children and four grandchildren.

Mr. Montgomery has been involved in many facets of the financial services in-dustry for over 23 years. His background has included finance, venture capital, in-vestment and financial analysis, corpo-rate development, fee-based planning, and asset management. From 1996-2000, he was responsible for creating, administering and developing the bene-fits division for one of the largest current professional employer organizations in the State of Utah. It was during his ten-ure while working in the Banking, Invest-ment and Financial Services arena that he developed key relationships necessary to make the transition to Real Estate and Real Estate Development. This has been his focus for the past eight years.

Robert is an avid supporter of the Boy Scout program and has served as Scout Master for the last 5 years for his local Boy Scout Troop and now sits as a mem-ber of his local Boy Scout Committee. Robert loves the game of baseball and spends time as a coach in his community and enjoys the opportunity to develop and train kids of all ages in the sport. He resides in Springville, Utah with his wife and three children.

Jon’s level of experience crosses a wide area within the real estate industry and business development. He was a county manager for Associated Title Insurance Agency, First American Title Insurance Company and Summit Title Insurance Agency. He founded Horizon Title Insur-ance Agency Insurance in 2000, which be-came one of the premier title companies in Utah with multiple offices throughout the state.

Jon founded JC Consulting, LLC in 2001, a company which provided consulting ser-vices for real estate developments and new construction projects throughout the state of Utah. He brings his substantial ex-perience in the world of real estate devel-opment, construction and title and escrow and the many facets of the real estate industry to WSDA. Jon is a Notary Pub-lic for the State of Utah and also has held the title of Escrow Officer and Title Officer through the Utah Insurance Division.

Jon is a competitive youth soccer coach and has traveled throughout the western United States and Canada with his teams. He has developed and trained well over 100 athletes from the beginner level, high school and up to the college level. Jon lives in Springville with his wife and 4 children.

David Chan has owned an import-export and consulting business (World Sky In-dustries Ltd) for more than 30 years. He is the Chief Authorized Representative for Utah Valley University and Dixie State University in China. David owns and op-erates World Sky International Group, a company that focuses on recruiting Asia students to attend high schools and uni-versities in the United States and Canada. The company has nine offices in mainland China and Hong Kong as well as a number of partner schools throughout China.

David gives non-profit service through his time as a scout leader. David also has more than 40 years of experience work-ing with scouting through the Hong Kong Scout Association and Scouts Canada as a Scouter, District Commissioner and Re-gional Trainer.

Steve Sumsion is a diversified business attorney with 30 years of experience, and he is the Managing Partner of Sum-sion Business Law. His diverse business law experience includes international business, investment, corporate, dis-pute resolution, and transactional work. Steve is licensed to practice in New York, Pennsylvania, and Utah, and is admitted to practice before the United States Su-preme Court. He is also included in Utah Business’s “Legal Elite.”

After graduating from Brigham Young University’s law school in 1986, Steve clerked for a federal judge in Washington, D.C., then worked in IBM’s legal depart-ment at several east-coast positions. He has also lived and worked in Asia and has represented clients in China and Taiwan. BUSINESS INNOVATION David Hall is the president of Tracy, a mod-ern day Edison lab, with a mission to create new products and spin off new ventures to scale to the world. David earned a BS in mechanical engineering from BYU, and he went on to earn an MBA from Rider Col-lege in 1976. David was recently awarded with an honorary doctorate from Weber State University. David has helped start and grow dozens of businesses, innovat-ing across many fields. More recent spinoff companies include IntelliServ, NovaDrill, NovaPick and Novatek. These business-es developed advanced drilling and mill-ing technologies and diamond-enhanced tools for road construction, mining, oil & gas and other industrial applications. Da-vid is Utah’s top patentee with over 450 patents granted and sold and an additional 400+ applications in progress.

Matt Van Dyke, CPA, has served as CFO of Tracy since 2015. Matt graduated from Brigham Young University in 2009 with his Masters of Accountancy with an emphasis in tax. Upon graduation, Matt went to work for PricewaterhouseCoo-pers (PwC) in Salt Lake City, Utah where he provided tax compliance and advisory services to large and small businesses. Shortly after joining PwC, Matt received his Utah CPA license. In 2012, he joined NuSkin in their corporate tax department and provided tax consulting services to Novatek during that time. From 2012 to 2015, Matt worked as chief financial of-ficer for Novatek, Inc where he oversaw all accounting, finance & HR functions. Matt was an integral part of the sale of Novatek to Schlumberger in September 2015.

Daniel Lowe is the Chief Executive Of-ficer of GBS Ventures, LLC. and has over twenty years of sales and business devel-opment experience. Daniel’s passion for business was sparked while attending the University of Utah, having graduated with a BA in Spanish.

Daniel loves developing businesses and working in front line sales, employee de-velopment and relationship management. Daniel has been fortunate to have worked with several national box stores including Home Depot and Menards Hardware and was instrumental in starting a new busi-ness segment for Enterprise Rent a Car within Commercial Trucking. Daniel transitioned to a successful career in the financial services field of Merchant Processing and Banking Services with First Data, now the largest merchant pro-cessing company in the World. He started as a Business Consultant to learn the mer-chant processing industry and soon be-came a Regional Sales Direct covering four states. David Eberting is the Chief Operations Officer of GBS Ventures where he heads up business relationships and card pay-ment integration with strategic partners. He plays a key role in helping companies accept international credit card payments and bring their businesses and products to new markets. With 15+ years of busi-ness strategy and development experi-ence he is an asset to any venture he be-comes involved in.

David has extensive experience mentor-ing sales professionals and developing sales teams in both short and long term sales processes. He is a graduate of the University of Utah with BS in Commu-nity and Consumer Studies which set the foundation for an understanding of how government regulation and corporate self-regulation affects spending trends in both the public and private sectors.

Career highlights include being on the development teams of multiple Point of Sale, Telemedicine platforms, and e-com-merce startups. David’s passion for busi-ness development, relationship building, and work ethic is key to his success in ev-ery endeavor. David is a serial entrepreneur from Lehi, UT. David graduated Magna Cum Laude with a degree in Entrepreneurship from Brigham Young University’s Marriott School of Management. While at BYU he was President of the Collegiate Entrepre-neurs’ Organization, created an equiva-lent program in the Fulton College of Engineering and Technology and played a pivotal role in the creation of an expe-rienced-based Social Entrepreneurship in-tern program with the Peery Foundation.

David has spent his career in startup and early-stage ventures. He has a broad range of experience founding and direct-ing startups in computer hardware, graph-ic design, internet marketing, IT develop-ment, employee leasing, technology, and durable goods.

David has hired and directly overseen hundreds of employees in these ventures, and has held roles ranging from Sales to Marketing, IT to Operations – and every-where in between. David has international experience in Europe, China, Hong Kong, and the Philippines. His most recent exit was an innovative, sustainable product company (http://www.ecoscraps.com/) which turns left-over food waste into or-ganic, eco-friendly soil and soil additives. While at EcoScraps, David prospected and developed partnerships with all of USA’s largest retailers including The Home De-pot, Lowe’s, Costco, Sam’s Club, Walmart, Target, etc. and grew EcoScraps until it was acquired by Scotts Miracle-Gro.

Paul is responsible for building relation-ships with leading health care compa-nies, provider networks and doctors to increase the availability of AZOVA, the world’s leading telemedicine platform. He is passionate about being a part of changing how healthcare is delivered and helping improve patient outcomes.

After graduating from Brigham Young University with a BS in Finance, he has spent over two decades in the technol-ogy industry as an executive with a core focus on sales and partnership develop-ment. As the founder of Computer Con-nection, he was instrumental in building strategic relationships with leading tech-nology companies like HP, Intel, Micro-soft, Raritan and many others.

Through this role, he was responsible for leveraging those partnerships to deliver technology solutions to leading educa-tion, government and enterprise orga-nizations, including many Fortune 1000 companies. In his spare time, he en-joys being with his family hiking, camp-ing and mountain biking in the Wasatch Mountains of Utah, and, when he dares, wrestling with his twin 13-year-old boys. Paul, his wife Kristin, and the twin wres-tlers reside in Alpine, Utah.

IMMIGRATION

Dixon H. Fung has firsthand experience about the immigration process. Although Dixon is a natural-born citizen of the Unit-ed States, he has gone through the long immigration process with his wife. Thus, Dixon fully understands how his clients feel and what his clients expect from him as their attorney. Dixon became interest-ed in immigration law when he worked as a volunteer in Sydney, Australia.

Dixon earned a B.A. in political science from Brigham Young University in Provo, Utah. He then received his J.D. from the J. Reuben Clark Law School at Brigham Young University and served as an execu-tive editor for the Journal of Public Law in his final year of law school. Dixon had worked for the Law Office of Michael J. Zhang, a prestigious immigration law firm in Southern California. He had also com-pleted an internship at Salt Lake City, Utah with the Executive Office of Immigration Review (EOIR), which is an agency within the Department of Justice and commonly known as the immigration court.

Dixon is an active member of the State Bar of California and is admitted to practice law in the United States District Court for the Central District of California. In other words, Dixon is allowed to accompany clients to interviews with USCIS officers and represent clients in EOIR proceed-ings. Moreover, Dixon is a member of the American Immigration Lawyers Associa-tion, commonly known as AIL.

LANGUAGE EDUCATION

Brian MacKay is the Department Chair for the Department of English Language Learning at UVU. Brian has worked in the area of second language training both in higher education and at the corporate level. He has also been involved in inter-national student recruitment, internation-al business, financial management, and human resources. He has had extensive experience in teaching both German and English language courses and managing language training programs.

From May 2006 until January 2012, he worked for Pearson Education as a con-tent writer for digital reading and English language learning (ELL) products. In past years, Brian had the opportunity of as-sisting in the recruitment of many inter-national students. He worked with many international companies in Europe, Asia, and South America. He is well versed in immigration matters including the SEVIS procedures.

He has had the opportunity of present-ing numerous workshops and seminars on a variety of pedagogical and program administration issues at national and in-ternational conferences. Brian has had the opportunity of helping thousands of students not only in learning languages, but also in academic and career planning activities. Brian is married and has three children and nine grandchildren. Brian has had the privilege of visiting many coun-tries. When Brian teaches, his greatest wish is that his students have a wonderful and meaningful learning experience.

Scott Mitchell’s passion for sports took him to become an awarded All-State player, he continued his athletic excellence at the University of Utah, where he set 10 WAC and 38 NCAA passing records along with every major passing record at Utah. He played professional football for 12 years with the Dolphins, Detroit Lions, Baltimore Ravens and Cincinnati Bengals.

In his professional football career he completed 17,000 yards passing and 115 touchdown passes.

In 2009 he became the head football coach at his high school in Springville, UT. Scott has been inducted into the Nebo School District Sports Hall of Fame, the University of Utah Crimson Club Hall of Fame, and the Utah Sports Hall of Fame.

Scott evolved his passion for sports into a passion for business. He owns a company that provides seamless solutions to businesses for revenue cycle management. His company helps thousands of businesses improve profits while maintaining customer loyalty.

In the summer of 2014 Scott began a life changing transformation process as a reality TV personality on the critically acclaimed show “The Biggest Loser”. A national audience saw Scott overcome a very real and difficult challenge of obesity. He recently authored the book “Alive Again” where he shares the lessons and secrets he’s learned through out his life about how we can find our best selves.

Gary L. Prince obtained his MBA and BA degrees from the University of Utah. Mr. Prince joined Ernst & Young, as an audi-torin 1981. Later, Prince became control-ler of a real estate development company specializing in the construction and man-agement of retirement living centers. In 1987, Mr. Prince became a shareholder and chief financial officer in a start-up company franchising veterinary hospi-tals. Included in his responsibilities, Mr. Prince developed software specific to that business.

In 1991, Mr. Prince was invited to be-come a partner in a Salt Lake City based accounting firm, Bushman & Associates. He developed the management services section of the practice. He also started a company in which financial account-ing and document management software was sold, installed, and supported. In 2004, Mr. Prince became certified as a business valuation analyst (Certified Val-uation Analyst).

Mr. Prince has experience working in multiple industries including real estate, business consulting, veterinary, account-ing, medical, banking, distribution, manu-facturing, and technology industries. As an entrepreneur, he has been a founder or co-founder of six businesses.

Mr. Prince and his wife have seven chil-dren, eleven grandchildren, and a dog. Mr. Prince’s hobbies include hiking, bik-ing, cooking, gardening, and fishing. He lived for two years in Taiwan where he learned to speak Mandarin.

AVIATION EDUCATION & INDUSTRY Mr. Stephen Ley is serving as Associate Professor and Chair for the School of Avia-tion Sciences at Utah Valley University. He provides leadership and strategic vision to graduates within Aerospace Sustainment & Logistics, Unmanned Aircraft Systems, and Aviation Business Management.

This position was preceded by his former role as Program Lead, Instructor and FAA ASSURE UAS Research Lead for Kansas State University Polytechnic within the Department of Aviation Technology locat-ed in Salina, Kansas.

His industry experience includes lead-ership as Head of Customer & Services Training for Rolls-Royce Corporation based in Indianapolis, IN. During this ten-ure, he helped develop global operational strategies in training services develop-ment, deployment, and sales for US and international based teams. Constructed the Rolls-Royce Regional Customer Train-ing Center in Indianapolis, IN where train-ing & conference services were provided to national and international customers in Regional, Corporate, Defense, Helicop-ter, and Energy business segments. Also held business development and customer facing roles as Program Development Manager for Defense, and Lead Regional Customer Services Manager for Corporate Aircraft.

Mr. Ley served in the US Air Force as an F-16 Aircraft Maintenance Specialist and Crew Chief during Operations Desert Shield & Desert Storm.

AVIATION Dr. Greg Schwab began his early aviation career as an air traffic controller. Later he served as a crewmember on the E-3 AWACS serving flight duties in many parts of the globe with long-term assignments in Alaska, and extended duty in Iceland, Panama, Middle East and Southwest Asia. After flight duty he returned as air traffic control manager served as airfield manag-er as well. After military service he served as Airport Manager and other airport posi-tions at several airports. Dr. Schwab has been a full-time aviation faculty member at Saint Cloud State University, Purdue University, Indiana State University were he served as Chair for 6 years, and until 2012, was the first assistant and associ-ate Dean in the Aviation Science at Utah Valley University having over 2000 US and foreign flight and management students. Since 2012 has served as Chair, School of the Aviation Sciences several times and recently returned as full-time faculty.

Dr. Schwab holds a variety of FAA flight, aircraft dispatch and air traffic control cer-tificates and holds a BS, in Professional Aeronautics, Masters of Aeronautical Sci-ence, Masters of Business Administration in Aviation, and his Doctorate in Educa-tion.

Dr. Schwab’s ongoing interests are in air traffic control, aircraft dispatch, and airport management. He serves an active role on Executive Committees with the American Association of Airport Executives as well as a peer-review editor for several aviation journals and as a Trustee for the University Aviation Association.
