INTRODUCTION/WELCOME

1.1 Welcome from Rally Australia Dear Rally Colleague We are looking forward to welcoming you to Coates Hire Rally Australia and Round 10 of the 2015 FIA World Rally Championship on 10-13 September. This will be the 24th Rally Australia and the fourth located on the Coffs Coast of New South Wales. Continuing major support from the New South Wales Government and Coffs Harbour City Council, in addition to commercial partners including naming sponsor Coates Hire, ensure Rally Australia remains on the Coffs Coast. Government and the community are proud to host this event and recognise its contribution to the regional economy through the direct spending of rally visitors and unmatchable global media exposure. Rally Australia showcases one of the most beautiful regions of Australia. Located between the Pacific Ocean and rainforest-clad mountains, the Coffs Coast enjoys a sub-tropical climate all year round; in particular, the spring weather in September will be delightfully warm. Tourism and rural industries, including cattle-raising, wine-making and the iconic banana plantations that cover the local hillsides underpin a vibrant economy. But for rally people, perhaps the immediate attraction is the sporting challenge of the Rally Australia roads. Competitors widely praised last year’s special stages. The 50km Nambucca was hailed as one of the best in the world and I’m pleased to confirm it remains in the 2015 itinerary. Yet we have listened to feedback in making further improvements. These are detailed elsewhere in this Guide but, briefly, there are three new Friday stages in the Nambucca region that we believe are the most exciting we’ve offered on the Coffs Coast event – surpassing even the Nambucca stage itself - plus a traditional night stage in the countryside to close Saturday’s leg – a first for Rally Australia - and a new stage on Sunday. The new stages are fast, technical and set in beautiful forest and open country. The itinerary, based around the same Coffs Harbour Service Park, remains one of the most compact and efficient on the WRC calendar. Every year, we strive to deliver a better rally. As well as the quality of the route, organisation, promotion and other elements, we’re proud to have achieved another world first since 2014, becoming the first FIA-sanctioned event to attain carbon-neutral status. This complements the FIA Institute Achievement of Excellence for environmental sustainability awarded after 2013. Innovation and ideas are traditions at Rally Australia, so while we’re working hard to bring 2015 to the start control, we’re also looking for ideas to carry us into future years. SERVICE PARK(S) AND LIGHT FITTING ZONE

4.1 Information about the Service Park The Service Park will be in C-Ex Sports Stadium located on Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. GPS Coordinates: 30o 19.344S and 153o 5.626E. FIA Priority Competitors can access the Service Park from 1000hrs Saturday 5th September 2015. Non-Priority Competitors can access the Service Park from 0900hrs Sunday 6th September. Manufacturers will be placed on the bitumen service. Non-manufacturers will be on a gravel surface. Flexi Service, in accordance with FIA WRC Regulations Art. 51, will apply for the end of day service.

4.2 Facilities at the Service Park

The Organisers will provide the following facilities at the Service Park: • Public toilets • Water taps for shared use • Wi-Fi Internet Connection • Waste removal and Waste oil

To order these facilities please download the “Service Park Facilities Order Form” from the event website. Each competitor will be provided with the following area within the Service Park: • WRC Registered As published by FIA (WRC Regulations Appendix VI) • Other Competitors 10m x 10m or as agreed.

4.2.1 Security in the Service Park The Organisers will provide 24 hour General Venue Security from Saturday 5 September until Monday 14 September 2015. Should Competitors wish to hire dedicated security please refer to the “Service Park Facilities Form” available in the forms section of the website.

4.3 Environmental Requirements For environmental reasons we ask that all competitors use the recycling facilities provided within the Service Park. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground. A car wash facility just for rally cars will be provided near to the Service Park as noted in the Road Book. The use of pressure cleaners within the service park is prohibited and any breaches noted by an official of the rally will result in a report to the Stewards with a recommendation that a fine be applied. A wheel wash area will be established near to the Manufacturer service areas within the Service Park.

4.4 Light fitting zone For the night stage (Valla II, SS12) on Saturday12 September, a light fitting zone (LFZ) will be established after the exit of TC11B (Bowraville Regroup Out). Refer to Appendix 9 for travel instructions.

HELICOPTERS

6.1 Registration Procedure In accordance with FIA guidelines on helicopter use, all helicopters flying in support of the rally must be registered with the organisers. It is intended that, as a safety precaution, there will be a protocol to control rally airspace and only registered aircraft will be allowed to fly in this airspace. Registration forms will be available from the WRC forms section of the Rally Australia website. By registering a helicopter with Rally Australia the pilot of the helicopter must agree to follow the rules and instructions notified to him or her during the event and agree to attend the compulsory briefing at 1830hrs on Thursday 10th September in Coffs Harbour.

FUEL

7.1 FIA Fuel All Priority Drivers are required to use FIA Fuel. The supplier appointed by the FIA for 2015 to carry out fuel ordering, fuel supply and refuel services is Petrochem Carless (working with Vital Equipment Ltd).

All competitors using FIA Fuel must place their fuel order directly with Vital Equipment Ltd no later than 5th August 2015.

The Order Form issued by Carless/Vital Equipment Ltd is available on the Rally Australia website www.rallyaustralia.com.au The cost of the fuel, including refuelling service, is €5.48 per litre. Payment details are outlined on the Order Form. All competitors are required to fit FIA specified refuel couplings, except Non-Priority Drivers using a car which retains a standard fuel tank.

7.2 Pump Fuel All WRC entered crews requiring standard pump fuel at the Remote Refuel locations on Friday and Saturday must place their fuel order directly with the organisers by Friday 21st August 2015.

The cost of this fuel including the refuelling service is AUD3.90 per litre. The order form is available on the Rally Australia website in the WRC section. Distances for Pump Fuel users are as per the Itinerary for FIA fuel users EXCEPT for the distances referred to above between the Service Park and the BP Service Stations.

7.3 Remote Refuel Zones Remote refuel zones will be established as follows and each of these locations will be used twice during the day (refer Appendix 9 for travel details):- • Friday 11th September, following SS3 and SS7; • Saturday 12th September, following SS9 and SS11.

START PROCEDURE

11.1 Rally Show & Ceremonial Start A Rally Show incorporating a ceremonial start will commence at 1600hrs, Thursday 10 September 2015 in Coffs Harbour City Centre, Harbour Drive. Vehicles can be presented by a team member and all competitors in the WRC event will enter the Rally Show via Entry B and depart the Rally Show via Entry/Exit A. See travel instructions and map in Appendix 6.

Attendance is compulsory and all crews must attend wearing approved overalls and must arrive no later than the times indicated in the schedule below. Late arrival of crews and/or vehicle may be penalised at AU$100 per minute late for P1 and P2 drivers and AU$20 per minute late for other crews.

Following the Rally Show crews should return via the route in Appendix 6 to the Service Park where they are free to work on the vehicles until their due start time. There will be no pre-event holding area.

11.2 Start of the Rally The Start of the Rally will be at TC0 at the Service Park, C-Ex Sports Stadium, Coffs Harbour, on Friday 11 September.

FINISH PROCEDURE

12.1 Finish of the Rally The finish of the rally will be located in the Coffs Harbour City Centre, Harbour Dr, Coffs Harbour (the same venue as the Rally Show) on Sunday 13 September. After Service H, crews will travel to a holding area in the Coffs Harbour City centre where they must follow the instructions of the marshals who will re-order them for the finish ceremony. The proceedings for the finish will be published in a bulletin. After the podium finish, competitors must drive their cars to the Parc Fermé adjacent to the Service Park under Parc Fermé conditions or to Final Scrutineering in convoy as appropriate. Cars travelling to Final Scrutineering may be driven by a team representative.

14.7 Expected media coverage (TV & radio, times, channels, frequencies) The standard WRC event television package of preview, daily roundup and post-event review will be broadcast in Australia on free-to-air Network Ten and national and regional affiliates and on the national Fox Sports subscription cable network. Broadcast schedules will be published by both networks. The Coffs Coast region and Coffs Harbour city have bi-weekly and weekly newspapers; at least four numerous radio stations and staff news bureaux for two regional free-to-air TV networks with national affiliations. All will produce substantial coverage before and during Coates Hire Rally Australia. Arrangements are being put in place for national coverage through the main capital city newspaper groups (News Limited and Fairfax) and the domestic news agency Australian Associated Press. Official radio partner network Southern Cross Austereo will broadcast regular updates throughout the rally across the Coffs Coast region from a dedicated journalist. Where reception permits on the daytime special stages, these broadcasts will complement on-site live commentary.

15.2.1 Coffs Harbour Base Hospital There are numerous medical facilities available within the Coffs Coast Region. Coffs Harbour Base Hospital is the major hospital which has a 24 hour emergency department and is located at 345 Pacific Highway, less than one kilometre from the Service Park. Coffs Harbour Base Hospital provides emergency and critical care medicine as well as surgery and a range of clinical support services.

16.11 Driving in Australia All overseas visitors must carry their valid overseas civil drivers licence when driving in Australia. If the licence is not in English, an official English translation or an International Driving Permit must accompany the licence. If the overseas licence is a licence to drive cars, then the holder may drive vehicles of the kind covered by a NSW Class C driver licence (up to 4.5 tonnes GVM and seating up to 12 adults, including the driver). If the overseas licence is a license to drive heavy vehicles, then the holder may drive vehicles that are authorised by their overseas licence class. In Australia all vehicles travel on the left side of the road. The maximum speed limit in cities and towns varies between 40-60kmh. On country roads and main highways maximum speed limits are typically 100 or 110kmh, as signposted. New South Wales uses many fixed speed cameras as well as mobile cameras and lasers to monitor speed. Each occupant of a vehicle must wear a seatbelt at all times. The use of a hand-held mobile phone while driving is an offence in Australia and can result in a fine of up to AUD$405.
