Executive Summary

The Stage Two report combines the quantitative data survey findings, with the direct qualitative

feedback through the face to face round of workshops, using the survey results as guidance to

inform discussions at each industry engagement workshop in each Partner country.

BIMcert is pioneering the upskill of the construction sector with the digital skills for collaboration

towards sustainable energy and efficient zero energy buildings. A multidisciplinary skills

approach that incorporates the entire design chain, full material life cycles, and energy

production and consumption in the building sector, to make an impact in the world of digital

construction and create a climate-aware, environmentally proactive AEC (Architectural/

Engineering/Construction) industry. This Horizon 2020 project aims to create a transparent

training model and toolkit enabling and empowering industry to achieve a greener built

environment. The goal is to develop more efficient and relevant training programme materials

that integrate concepts of sustainability and renewables together with practical application and

integration with technology (BIM), as based on real life industry needs and limitations.

The State of the Art (SOTA) survey commenced on 30th March with a temporary

suspension on 25th May 2018 to collate the results within the D2.2 Stage 2 Report: -

The consortium targeted the entire construction sector all levels of the construction industry

engaging Blue collar workers, Middle Management and SMEs including trade occupations,

managers, designers, suppliers along with construction students to capture the views of

stakeholders and using the BIM Strategy Compass to map a clear pathway for the development

of qualifications in terms of both content and method of delivery ensuring the tools we develop

meet industry and needs, as we also wanted to construct a knowledge base of BIM awareness

on a European level i.e. who were the leaders, who were enthused by BIM and who were

reluctant to adopt BIM principles and practices.

To identify emerging industry trends in the initial survey to assist the practitioners with the

development of materials and how this would impact in the reception of the BIMcert on a

national and wider European level. A round of workshops took place (Spring 2018) in each

Partner country aiming to gather qualitative responses to ensure the findings of the survey

(D2.1) accurately reflect industry needs and expectations. This report (D2.2) will form the

direction and practitioner input to provide clarity for the development of materials for the

consortium to comprehend and develop the tools required to meet industry expectations.

The approach was to promote the survey as widely as possible and to the target audience of

blue-collar workers– firstly, targeting companies directly through various partner (& country-

specific) email databases, but that this employer engagement activity was supported by social

media promotion and promotion at employer events in each country.

In addition, the consortium also promoted the survey via other construction stakeholders/

influencers such as chartered institutes/ trade associations, who circulated the survey to their

members; accessing blue collar workers via Site Managers, Project Managers and Engineers

etc. who filtered the survey down to their sub-contractors and site workers.

Summary of key findings: phase one testing for D2.1

BIMcert can lead the way through the implementation of blended learning, training processes

and initiatives. The survey attempts to quantify the impact of upskilling in terms of the amount

and value of projects that have the potential to benefit from efficiencies gained by implementing

BIM in the construction maintenance and refurbishment of the Built Environment.

This second report funded through the H2020 European Project is a result of collaborative work through the Consortium across five countries: the UK, Ireland, Portugal, Macedonia and Croatia and is intended to gauge reaction to the concept of BIM/digital construction as well as identifying the training needs and expectations of the construction industry to establish a training platform through blended bite-size learning mechanism to encompass implementation. All Partner countries have demonstrated varying levels of BIM knowledge and skills. The UK and Ireland have obtained a joint response to the survey through the English version.

The top five initial survey findings, were:

1. Respondents indicated a 50:50 preference for BIM knowledge

2. Confidence in IT ability rated overall at 81% which suggests implementing e-learning

and creating mobile apps for gamification, meets end-user requirements

3. BIM awareness and skill vary significantly from country to country

4. Some contractors indicate reluctance to invest in BIM (citing ‘lack of awareness’ of the

BIM benefits)

5. The BIM supply chain is congested (mostly confined to white collar workers)

1. Introduction Work Package 2 requires State Of The Art analysis, primarily to measure the current level of BIM maturity; knowledge and end-user ability within the Built Environment Sector practitioners and academia through quantitative survey responses, endeavouring to identify knowledge gaps and training needs. The workshops will help ensure the course of action identified through the survey collaborate the findings and will be used to inform the consortium of the qualitative data sourced on the training framework’s direction and design. As stated in the submission, the project aims to deliver a BIMcert training program as follows:

Increased energy savings for at least 10%, in new building projects;

Increased energy savings for at least 20%, in renovation building projects;

Increased generation from renewable sources, in buildings, for at least 13%; and

Reduction of gap between designed and achieved energy performances by at least 10%

With improved design and construction when applying BIM, as well as implementation of

environmental construction methods and materials, the reduction of about 70% of energy

consumption during construction activities can be assumed as additional energy savings.

Through BIM, the translation from design to construction and building management will improve

the delivery of sustainable energy efficiency in our built environment. The BIMcert consortium

will help industry by developing materials that will deliver the training required by all identified

parties with primary focus on the construction sector.

This report comprises of direct market engagement, creating a questionnaire (see Appendix 7.1)

using Survey Monkey initially in English and translated in other Partner languages, Croatian,

Macedonian and Portuguese. CITB NI have consulted with the consortium on the preparation of

the methodology for testing and worked particularly closely with all Work Packages 1, 3, 4, 5, 6,

7 and 8. The process through which the State-of-the-Art inputs within all Workshops is

Figure 1 illustrates the interaction of the work packages and the links of tasks in the process of

Understanding State of the Art (SOTA) and Establishing Beyond (SOTA). All Partners have

promoted the survey and encouraged participation at the workshops engaging the end users

and targeted stakeholders using the following Consortium format as set out in the application.

The survey was opened initially for one month on 30th March until 9th May 2018, enabling the

results to be collated and the findings compiled to meet MS10 Benchmarking and Guidance

from industry best practice (D2.1 Stage One Report) and re-opened until 25th May 2018 (D2.2

Stage Two Report). The survey contains 45 questions1 in total, taking on average approximately

15 minutes per respondent to complete the survey.

CITB NI undertake regular programmes of research aimed at identifying the skills needed to

improve the industry's competitiveness. This background contributes to the results recorded

within WP2, providing the evidence that the consortium needs to make strategic decisions, and

to form the building blocks for change and improvements in performance for those who use and

work in construction including various stakeholders such as Federation of Master Builders,

Construction Employer Federation, Health & Safety Executive, Government, Further Education

(FE) colleges, Higher Education (HE) institutions, private training providers, larger construction

companies and careers advisers.

State of the Art – Engage with the entire construction sector supply chain

Task 2.1 Workshops with Survey Respondents - (M3-M4): Face to face workshops have

been scheduled with the consortium to engage with local industry to both quantify the survey

results and gain qualitative data about the national BIM maturity and government knowledge on

the Energy Efficiency performances through the lifecycle of this BIMcert project.

Direct input will be sourced at intervals through the first round of workshops (Focus Group

contributions) to ensure all intelligence is collated to support consortium and all work packages,

WP3 BIMcert Platform, WP4 with the concept and methodology, WP5 Draft curriculum training

materials and tools, along with the WP7 development platform throughout the life of the project.

This task and its associated workshops will be undertaken at the next phase of the WP2

Direction and practitioner input to assist the development of materials and have taken place in

Skopje, Zagreb, Dublin, Lisbon, and Belfast.

Task 2.2 Check on Direction and Deliverables - (MS4): The results of the survey along with

the contribution from the workshops conducted in Task 2.2 will enable the consortium to

proceed with the development of a framework based on direct input to establish intervention

strategies, impacts and progression of the technologically advanced tools.

Also, to ensure the project continues to meet and deliver on the set objectives, the Project

Focus group will engage with the construction industry to monitor progress of consortium and

source direct input to meet end user expectations through bite-size blended learning and

gamification methods to deliver a robust training package capable of delivery at all levels, blue

and white collar workers, middle management and SMEs.

The aim of WP2 is to source tangible data directly from the construction industry at all levels, to

create this report and to direct the consortium to fulfil the expectations of the end-user.

2. Methodology CITB NI led Task 2.1 working with the consortium, developed the questionnaire, uploading onto

survey monkey, and translating from English into three other languages, Macedonian,

Portuguese and Croatian. All Partners across five European cities with groups of people at all

levels linked to the construction industry, from designers and architects to contractors and

engineers as well as policy makers and professional associations (chambers) of engineers and

industry, reaching out through All Partner websites, social media – Facebook, Twitter &

LinkedIn, along with news articles promoting the survey and the workshops while also raising

awareness through employer engagement events.

The workshops will provide participants with an overview of the BIMcert and generate

discussions on 1. The use of BIM 2. How BIM is being used 3. Perception of industry attitude to

BIM 4. Individual perception to BIM 5. The biggest impact of BIM in the construction sector

2.1 BIMcert End User Survey Results

A total of 537 responses have been received mainly from the cohort All Partner countries

accounting for the majority of responses, an increase of 16.5% on the (D2.1) Stage 1 report.

The survey was translated into three other languages to encourage all levels of industry in each

partner country to contribute. The English version of the survey also captured a significant

response from outside of the UK / ROI (21%). Of these the largest responses came from Serbia

(10%) & Romania (6%). Responses were also received from Dubai (1%) & USA (1%).

Resulting in an unprecedented worldwide survey response for the construction sector/industry

and demonstrates the significance of the BIMcert project.

The BIMcert survey has been conducted to gain evidence-based demand for BIM to develop

wider European links and to encourage a system of peer support across states of varying

maturity to aid the delivery of more energy efficient new and renovated building. Also, by raising

awareness of both conceptual (benefits) and practical (tools), including to the end user.

The profile of participants is represented in Figure 3 indicating an overall rate of practitioner

respondent of only 4% within craft/technicians (blue-collar workers) whilst 96% indicate they

represent academia having achieved a degree or above in middle management /professionals.

The consortium aimed to engage the entire construction sector supply chain through partner

contacts, advisors and other stakeholders (particularly SMEs), representative bodies.

2.2 BIMcert Testing Process

The BIMcert Testing framework consists of a five-phase-process with a consistent testing

cohort, as illustrated in Figure 4.

The consortium promoted the survey to stakeholders and end users in each country

independently. Phase 1 combines the responses from each survey monkey report for UK/ROI,

Macedonia, Croatia & Portugal.

Phase 2 aims to gain qualitative data to endorse the survey results through face to face

workshops engaging the local construction sector at all levels encapsulating their direct input,

knowledge and ability. The results will be collated by notetaking during the event and workshop

reports post-event (see section 4 workshop reports). The mixed methodology approach ensures

that immediate responses are recorded and implemented with Phase 3 to ensure the collective

findings of the Survey Stage 1 Report are accurate. Individual country results are included

within Appendix 7.2 to enable each Partner country to undergo comparable result analysis with

the overall results.

Phase 4 engages the Focus Group at intervals to ensure the development of the platform,

training tools and framework meet the expectations of the construction industry. The results of

that feedback and information gathered during the face to face/web meetings will feed into

phase 5 which concludes a full review of the industry needs and expectations to validate the

next development phases of the project consortium.

2.3 Evaluation Methods

As evident in Figure 2: BIMcert SOTA Process, it is intended to apply different evaluation

methods throughout the course of WP2. These methods include:

Collating the survey responses for the entire construction sector supply chain to gain an

insight to their needs and expectations

Workshops have been undertaken to discuss the results of the survey to both inform

stakeholders/end-users and discuss the development phase of the BIMcert project

Further face to face/weblink engagement will be undertaken with the Project Focus

Group to gauge reaction to the tools developed and the impact within the workplace

A final workshop will be held as outlined in phase 5, encompassing the check on

direction and deliverables.

2.4 BIMcert Testing Timeline

The intended timeline for the BIMcert Testing process is shown in the figure below, green

indicating actions completed as of June 2018.

The BIMcert Testing process will take place in month 8 (October 2018) and will finish in month

10, December 2018. Workshop dates and web meetings will be set in coordination with the

appropriate partners. The results of the whole BIMcert SOTA process will be summarised in the

deliverable D2.3, due by the end of December 2018.

2.5 Evaluation Metrics

The focus of the survey was to collect quantitative data directly from the entire construction

sector supply chain to identify the construction industry’s level of BIM maturity, along with the

training needs and aspirations to implement and encourage greater workforce mobility,

continuous upskilling and better employability, through improved sustainability of the built

environment in more efficient greener ways of design and construction through BIM processes.

The consortium was aware of alternative BIM surveys as sourced through the Bibliography (see

Appendix 0) however, clarification was required on industry training needs and likely

implementation.

3. Results The survey findings: -

3.1 Key Findings

a) Clarified Target Learning Groups

Problems relating to engaging the entire supply chain have been identified through the initial

Stage One survey results, to remedy this the Consortium have agreed to promote the survey as

broadly as possible uses the resources available particularly targeting social media (Facebook,

LinkedIn, Twitter) structuring a regular marketing campaign. As outlined the following groups are

BIMcert’s target End Users:

Blue Collar Workers Who usually have difficulty accessing a

suitable upskilling pathway

BIMcert has focused on adding to the achievements of existing BUILD

UP Skills Initiatives. Also, the way we will approach curriculum and

leaning outcomes, in small bite sized pieces, allowing for micro

accreditation that will enable these workers to easily achieve upskilling

and qualifications in a short period without impacting on their ability to

earn.

Middle Management They will make decisions about implementing

changes in the short term rather than larger

organisations

The key problem for this group is lack of BIM awareness, particularly

about benefits across the supply chain and for new and retrofit projects

of all scales. BIMcert’s engagement (WP2) and dissemination (WP8)

actions will address this shortfall.

SMEs Who usually have more difficulty

implementing changes in short term than

larger organisations

One of this group’s difficulties in relation to undertaking training is that

they may have financial resources but insufficient time (Capex versus

Opex constraints). BIMcert’s approach will enable SMEs and their

workers to undertake manageable bite-size pieces of accredited

training, that build to recognised qualifications, at a time and a pace to

suit their needs.

b) Survey Results Conclusions

The findings from the survey (see Workshop Reports 4) confirm and support the identified needs within the initial H2020 bid and the processes of BIMcert should continue to follow, develop and implement the mix of blended learning styles identified, with two preferred options focusing on a mix of Person-led practical training and classroom person led courses:

From the survey (see Appendix 7.1 Questionnaire) and workshops carried out within the project the following recommendations should act as guidance in the development of the BIMcert framework design:

1. The framework should provide access point to continue and / or start development of BIM skills at all levels of the construction process including but not exclusive to: a) User - understand how BIM enhances collaborative working and the naming

conventions. (potential courses for Clients and Policy makers) b) User - view and navigate BIM c) User - view and extracting information from BIM d) Adaptor - view, navigate, extract information and carry out simple amendments to

insert information and update BIM models.

e) Adaptor - create maintenance programmes and specifications for asset management and cost control.

f) Adaptor - incorporate and evaluate energy efficient design amendments into basic BIM model

2. The training framework should be blended in terms of transfer of knowledge however the main focus should be small ‘bite-sized’ parcels of practical knowledge that can be built upon.

3. Training packages should be structured to accommodate a mix of learning methods. The survey indicates a clear preference for skills development through person led transfer of skills & knowledge. This, however, should be blended with other methods of delivery to suit various learning styles.

4. While the influencing of Government policy is outside the remit of this project, there is a strong indication of a need for awareness training directed towards policy makers and clients to create a better understanding of the long-term benefits BIM can deliver through energy efficiency and lifelong asset management. The perceived need is to shift focus from short term benefits (design and construction phase) to long term, strategic, gains through better asset management.

5. Call for Clear National and European-Wide BIM Training and Implementation Policy: there is great confusion and frustration expressed over the lack of clarity in terms of a pan-European approach to BIM and this is experienced on an individual level for those seeking qualifications and for those trying to implement BIM in their work life. Discussion Questions The following five questions have been compiled to initiate participant discussions

The findings from each workshop have been logged within workshop reports, with a summary of the top findings has been collated:

a) The knowledge of BIM varies considerably country by country. Participants on the

whole know about BIM but are not completely aware of the overall long-term energy efficiency benefits, however, they do recognise and aim to implement BIM within the next 0 – 3 years, the short – medium term, as identified in the survey Q19. Furthermore, SME’s indicated until Government’s fully recognise and enforce legislation, SME’s will remain reluctant to engage, due to time and cost constraints.

b) Workshop attendees expressed some confusion around the terminology ‘BIM’ which is not just a software package, but a process requiring skills, knowledge and practitioner application, supported by collaborative working at all levels, to achieve full implementation and gain longer term energy efficiency savings.

c) To clearly relay the benefits of BIM and enhance uptake by SMEs case studies should be produced demonstrating the advantages of energy efficiency improvements, waste management reduction, improved production versus the outlay costs. This data should be relayed to all potential end-users to promote the advantages such as energy efficiency savings through BIM, helping to develop knowledge; this should be equally supported by an easily accessible training platform to engage end-users directly within the preferred blended-learning approach, as identified within the survey findings.

d) Build on the marketing strategy already established by BIM software developers

capturing designers, architects as indicated by: - Vector Works (http://www.vectorworks.net/bim) – who quote from their website: ‘BIM is a firmly established part of the architecture industry and it's here to stay - are you?’

e) To support all SME’s end-users engaging within BIM through the blended learning training packages this should be complimented by a support network to include a BIM ambassador/mentor, a BIM website; BIM toolkit; BIM networking opportunities; BIM awards event.

f) The introduction of a concise BIM glossary, outlining ‘digital construction’ terminology

will provide end users, at all levels with clear, easy to understand information eliminating/reducing the jargon.

BIMcert Workshop

CITB NI in partnership with ROI Partners, DIT & FAC hosted a workshop on 2/5/18 at the City West

Hotel where the barriers to BIM in the Irish context were discussed. The group also discussed the

greatest potential for BIM in Ireland and Europe in general with energy efficiency, cost savings, and

an all-round better build were cited as significant future impacts.

Background

At the launch of BIMcert (6/3/18), and subsequent end-of-month Skype Meetings all Partners

discussed the Workshops, the consortium agreed to hold events in conjunction, if possible, with

other BIM/Digital Construction events taking place to maximise publicity and awareness of BIMcert

and utilise the opportunity to engage the entire Irish construction workforce at all levels. The ROI

partners and CITB NI agreed to hold the workshop. Registrations were obtained prior to the

workshop through Eventbrite at CITB NI, with 10 attendees booking online prior to the event.

speaking slot at the main National Construction Summit to promote the BIMcert workshop.

Requirements:

1. Who has already used BIM on a live project? How are you using it? The event was attended by two participants. Both with a good knowledge of BIM with both using

BIM regularly within the workplace.

2. What is your perception of industry’s attitude to BIM? What is your perception of industry’s

knowledge of BIM? The current ROI structure requests SME’s to tender for the work and upon exchange of

contracts the SME engages a third party to cover the BIM element, which is an additional

overhead that SME’s are capable of achieving with the right training and knowledge. If BIM is

built into the contract and led by the ‘Client’ this would be more effective.

- Larger employers using this type of built-in BIM contract are readily up-skilling staff to

address this requirement, therefore reducing additional time/resources.

- Additional support is available to the contractor when all staff involved within the project are

based on site e.g. designer – contractor – subcontractor. Additionally, avoids delays, captures all

live information required for the design model.

- Ownership is a real issue for all parties e.g. the client, the designer and the contractor,

particularly as it’s seen as an extra cost to be incurred, which hasn’t been included in the

‘bid/tender’ work. The contractor therefore resorts to traditional construction methods.

- Refreshingly neither of the attendees indicated ‘money’ as a barrier to the uptake of BIM,

however, it was noted ‘fear’ could stop uptake due to lack of awareness; clear information;

accessibility; and not knowing the advantages of BIM.

- Both attendees noted reluctance to change by onsite workers and that stipulating BIM in

contracts is crucial if any hope for implementation on the ground is to be achieved

- Resistance comes in many forms: often just want to work with CAD and PDFs on frontline

- BIM adaption may not suit business interests resulting in certain agents ‘scaring’ clients

away from utilisation of BIM technology

3. What do you think is / will be the biggest impact of BIM on our sector?

With a legal mandate this is a definite driver for SME’s. However, it was noted that CPD

procurement contracts in ROI currently do not include BIM/digital construction within their

contracts.

4. What do you think will encourage industry to develop BIM skills – and adopt BIM / Digital Construction? A government strategy to implement BIM in terms of digitisation would help support local construction organisations. Additionally, if the comprehensive contract is executed correctly between the designer and the contractor, this ensures the contractor is required to strictly follow the model displayed. One participant gave insight into working with a client that wrote BIM into the contract and description of work, explaining that one contractor went off the model and at his own cost was made to strip the work undertaken until the model design and commence the structure again.

5. One of the attendees mentioned that their main driver to BIM should be a well-informed, knowledgeable Client. This sets the sequence of events to fully implement BIM at all required levels

Additional requirements include regular on site BIM Co-ordination meeting to ensure all parties are aware of the process at all stages, as required. This creates a better building infrastructure.

that Macedonia has taken some steps into digitalisation of some processes in the sector

and it has done it quite successfully. Namely the entire process for issuing construction

permit has been digitalized and about 250 institutions are connected into one integrated

system, this serves as a positive example not only in Europe, but in the world.

3. What do you think is / will be the biggest impact of BIM on our sector?

Obtaining government support to implement BIM will be instrumental, the professional community gave positive feedback, so the Chamber remains open to cooperation. They were skeptical about the legislation related to BIM and said they would like to source research on how it’s been dealt with in other countries, like the UK for example.

4. What do you think will encourage industry to develop BIM skills – and adopt BIM / Digital Construction? A government strategy to implement BIM in terms of digitisation would help support local construction organisations. It was agreed for IECE to contact the Chamber so that further coordination activities could be arranged. In Macedonia BIM is recognised as advanced technology (the future of construction) and to gain its wide acceptance mutually coordinated activities are necessary by all stakeholder

5. One of the attendees mentioned that there is one critical mass of people known as energy controllers. This capacity has not been used and they should be informed about BIMcert. These software tools should be used to bridge the gap between the projections and actualisation. All engineers should be involved including the thermo-technical and electro engineers, etc.

BIM? The maturity of the industry is growing a lot. All the participants agreed on this. Comparing the 1st edition

of the congress on 2016 and this year, the topics discussed were much more interesting and challenging.

The conference proceedings have 70 articles, most of them from the industry, and showing a growing

knowledge. However, we still see that the BIM developments are very much based on individual

applications and implementations.

3. What do you think is / will be the biggest impact of BIM on our sector?

New construction/Renovation In Portugal we have few investments on new construction, so participants believe that renovation is the

major driver of BIM implementation. 3D Lase Scanning has been progressively used, mostly because of

this.

4. What do you think will encourage industry to develop BIM skills – and adopt BIM / Digital Construction?

New construction/ Renovation The participants emphasized the role of the public client (government) as the main trigger for the future of

BIM and its adoption. It was agreed that the industry enthusiasts are already implementing BIM, and

prepared to apply it, but the most conservatives need to feel the encouragement of the government (in

Portugal BIM is not mandatory and the government did not encourage it yet).

Also suggesting BIM Ambassadors could potentially ‘champion’ the digital construction era as ‘Industry only

listen to industry’, when peers and competitors talk about what they do and how they do it, this will empower

others to partake. Organic growth along with ongoing marketing promotion and continued digital construction

education should aim to change society and existing traditional habits/motivators.

BIM at varying levels and believe the driving force for implementation across the entire

3. What do you think is / will be the biggest impact of BIM on our sector?

UK legislation has been the key driver to the implementation of BIM with the benefits

already being realized through varying projects representing energy efficiency savings,

waste reduction, improved performance and enhanced creditability for the contractor, the

client, the workforce.

These benefits should be supported by case studies aimed at raising awareness of energy

efficiency savings and cost reductions which should be used to influence other

governmental departments outside the UK, as well as the supply chain to demonstrate the

benefits

4. What do you think will encourage industry to develop BIM skills – and adopt BIM / Digital

Construction? SME attendees indicated BIM/Digital Construction has key benefits with energy efficiency reduction, waste management and improved performance. However, until a structured training programme exists to engage the workforce, SME’s encounter an additional business cost

5. Conclusion

The report has outlined the survey methodology for WP2 and defined the approach and results

for the first report until Task 2.1. It provided a summary of the concept of BIMcert and its

methodologies, as well as industry results to the survey.

Indicating the varying levels of BIM maturity across All Partner countries which will require a

productive platform to engage all parties at varying BIM levels to pursue digital construction

skills.

The key barriers to training remain as predicted: a) Lack of Awareness of BIM benefits; b) Cost

(Financial Constraints); c) Not suitable or available to organisation followed by d) Time

constraints.

The initial favoured learning styles remain ‘Classroom’ Traditional based learning,

however, given the significant level of respondents with academic qualifications it

appears the End User would embrace the ‘beyond blended’ option with self-selection of

‘pick and mix bite sized learning’, complimented by a series of instructor led live lectures.

Through Problem Based Learning (PBL), Design for Disassembly (DFD) and Self-guided

Learning which would create the active learning environment suggested in the results.

Other options include delivering the module through interactive videos that require elements of

PBL before the student is deemed to have achieved the required learning outcomes. This could

be complimented through self-guided learning suggestions. The BIMcert consortium will discuss

the findings in detail, to establish the best methodology moving forward.

6. Recommendations

The survey findings combine both the quantitative data obtained along with the qualitative data

sourced through the workshops. The combined results will be used initially by the consortium to

assist the development of other work packages to create the bite-sized blended learning

platform, before being issued to stakeholders, partners and the wider public.

The preferred learning methods demonstrate a preferred choice of person-led practical training

– hands on approach, however, given the educational level of survey respondents, this could be

mixed with the blended online bite-sized learning option to suit a range of learners and meet

expectations, supported by an online mentor.

Respondents indicated a likelihood to upskill within the next 3 years, which supports the BIMcert

project timeframe to development and create a framework within the short to medium term,

meeting the demand of the training and bridging the gap from professional designers to on-site

trade employees.

The following recommendations remain as guidance in the development of the BIMcert framework design:

1) The framework should provide access point to continue and / or start development of BIM skills at all levels of the construction process including but not exclusive to: a) User - understand how BIM enhances collaborative working and the naming

2) The training framework should be blended in terms of transfer of knowledge however, the main focus should be small ‘bite-sized’ parcels of practical knowledge that can be built upon.

3) Training packages should be structured to accommodate a mix of learning methods. The survey indicates a clear preference for skills development through person led transfer of skills & knowledge. This should be blended with other methods of delivery to suit learners at differing levels and various learning styles, encouraging and motivating BIM educational development by the entire construction workforce at all levels.

4) While the influencing of Government policy is outside the remit of this project, there is a strong indication of a need for awareness training directed towards policy makers and clients to create a better understanding of the long-term benefits BIM can deliver through energy efficiency and lifelong asset management. The perceived need is to shift focus from short term benefits (design and construction phase) to long term, strategic, gains through better asset management.

5) The key benefits to BIM/Digital Construction should be promoted more effectively to all end-users showcasing energy efficiency reductions, along with improved waste management and improve performance. Until a structured training programme exists to engage the workforce, SME’s will encounter an additional business cost.

6) Call for Clear National and European-Wide BIM Training and Implementation Policy: there is great confusion and frustration expressed over the lack of clarity in terms of a pan-European approach to BIM and this is experienced on an individual level for those seeking qualifications and for those trying to implement BIM in their work life. There is an opportunity and an appetite to develop a European-Wide training tool via BIMcert with a practical industry-focused extension.

This indicates / confirms the level of BIM maturity in Macedonia. Levels of knowledge and

ability are matched as is the case with Croatia also. This reinforces the need for BIMcert to

focus on a ladder of training interventions aimed at all sub-sectors and abilities within the

industry to help the upskilling.

If approached properly this could lead to all areas developing BIM skills in parallel and the

full impact of using digital construction being implemented from design to construction

with an equal focus on construction efficiency and energy conservation.

countries. The “profile” of the results is similar to UK / ROI but at a slightly lower level.

Respondents reflect a good appreciation of the benefits of BIM across the range identified.

While there is a greater recognition of the “short term” benefits during the design and

construction phase, there is also a better appreciation of the benefits around energy

efficiency and maintenance planning that the other partner countries.

Clients’ awareness and BIM skills are perceived to be the main barriers. Interestingly

insufficient leadership from representative bodies (which perhaps includes Government

policy as discussed in the Macedonian workshop) is the third highest challenge.

This suggests that the BIMcert project may have a significant impact on the industry if the

training materials are developed and implemented in parallel with Government policy

development.

Responses are predominantly from Architects and

Civil Engineers with little engagement from other

disciplines. This may reflect the maturity of BIM in

that it has not penetrated the M&E or construction

sector in Portugal indicating a need for training and

awareness raising within these areas.

There is a high level of training in BIM which is not

translating into engagement outside the limited

areas of Architecture and Civil Engineering.

Perhaps there is a portion of the Civil Engineers

who are also construction managers. There is still

a significant proportion of respondents that have

had no BIM training (more than 25%).

Given the above, it is not surprising that there is

still a demand for BIM training (>85% of

respondents). Those citing they do not intend to

undertake further training identify Time as the

main factor followed by a lack of relevant subject

offering available to them.

This reinforces the need for a BIMcert suite of

training interventions that are small and targeted

to specific needs at different stages of career

development.

The overall response, taking account of the limited

nature of BIM penetration outside the

architectural and civil engineering disciplines, may

Respondents seem to be proficient in Modelling and Visualisation in 3D. The need is

reasonably consistent across the other areas indicating a good appreciation of the need to

extend BIM to areas of sustainability and energy efficiency.

Taking account of the type of respondents, this would be expected from professionals and

designers. Perhaps results would differ with a higher percentage of respondents from M&E

and contracting backgrounds.

The low numbers of respondents from other areas may

reinforce the view that BIM “maturity” in Portugal while

ahead of Macedonia and Croatia in terms of the design

individuals, it is surprising that BIM is less likely

to be a development consideration for

organisations with less than 50% of companies

having undertaken BIM training.

This result tends to the position in Macedonia

and Croatia rather than UK / RoI.

In comparing this result with the

foregoing one, it appears that awareness

in BIM and the benefits may be increasing

within Portuguese companies, which is

encouraging.

The development of the BIMcert suite of

training materials may contribute to the

speed and ease of this process.

three main factors indicated are: -

1. Awareness 2. Finances 3. Lack of perceived benefit

Perception of required training seems to reflect previous indications that the Portuguese

industry has not progressed BIM awareness or knowledge beyond academically qualified

staff and design disciplines.

For EU integration of contracting companies and the realisation of the full potential of BIM

in energy efficiency and life time maintenance of buildings penetration into lower academic

levels will be essential.

Responses are predominantly from Architects and

Civil Engineers with little engagement from other

disciplines. This may reflect the maturity of BIM in

that it has not penetrated the M&E or construction

sector in Portugal indicating a need for training and

awareness raising within these areas.

There is a high level of training in BIM which is not

translating into engagement outside the limited

areas of Architecture and Civil Engineering.

Perhaps there is a portion of the Civil Engineers

who are also construction managers. There is still

a significant proportion of respondents that have

had no BIM training (more than 25%).

Given the above, it is not surprising that there is

still a demand for BIM training (>85% of

respondents). Those citing they do not intend to

undertake further training identify Time as the

main factor followed by a lack of relevant subject

offering available to them.

This reinforces the need for a BIMcert suite of

Respondents seem to be proficient in Modelling and Visualisation in 3D. The need is

reasonably consistent across the other areas indicating a good appreciation of the need to

extend BIM to areas of sustainability and energy efficiency.

Taking account of the type of respondents, this would be expected from professionals and

designers. Perhaps results would differ with a higher percentage of respondents from M&E

and contracting backgrounds.

individuals, it is surprising that BIM is less likely

to be a development consideration for

organisations with less than 50% of companies

having undertaken BIM training.

This result tends to the position in Macedonia

and Croatia rather than UK / RoI.

In comparing this result with the

foregoing one, it appears that awareness

in BIM and the benefits may be increasing

within Portuguese companies, which is

encouraging.

Perception of required training seems to reflect previous indications that the Portuguese

industry has not progressed BIM awareness or knowledge beyond academically qualified

staff and design disciplines.

For EU integration of contracting companies and the realisation of the full potential of BIM

in energy efficiency and life time maintenance of buildings penetration into lower academic

levels will be essential.

Person- led training is the favoured option with practical application of BIM. Interestingly online

learning has a higher preference rate to other countries surveyed which may reflect a tendency for

Respondents are from the technical disciplines

with few from construction management and

none from an environmental background. This

reinforces the perception of BIM as a design

collaboration tool rather than a means of whole

life design and management of buildings.

There is a majority that have had no educational

training in BIM. However, there is a demand to

train in BIM related subjects, this may indicate a

need for upskilling training for the industry as

proposed by BIMcert.

Those who indicate they do not intend to

undertake training cite time and finances as the

main reason. The survey also indicates that

courses currently available are not delivered in a

feasible way to allow industry to access them.

Lack of BIM Skills is the most significant factor, followed by adoption by smaller companies and

clients’ awareness.

There are clear indicators that a system of training interventions are needed aims at all sectors and

sizes of company within the Croatian industry.

As with other participant countries there is a perception based on feedback, to develop the client

sector (public and private) in the benefits of commissioning projects using BIM.

The preferred learning methods are person led practical training and classroom training, with step-

by-step manuals (possibly as back up references) being the third highest preference.

benefit from their integration.

Industry continues to train in BIM and

demand for training still strong.

However, those not intending to

enrol in further training site time as

the major factor followed by

relevance of subject matter.

Interestingly finance lags behind

relevance indicating that if the correct

content delivered in a way that

minimises time requirements (or

available at a time that suits the

company / learners) would be

attractive.

Over 20% of respondents indicated

that lack of a feasible course is a

factor in their negative response to

future training. Adding this to the

“time and relevance” results indicates

that a significant number would train

if the right training was available and

delivered in a convenient way.

Industry always cites finances as a

barrier but when it can see benefits,

this often disappears.

Where respondents indicated their

organisation would never implement

BIM, the reasons were mainly logistical

(Financial 73%; Time 55%) followed by

lack of awareness.

This may indicate a need for better

information of benefits in developing

BIM skills appropriate to their

operations and training to deliver the

skills that is delivered with minimum

disruption to their business.

Interestingly, the results seem to point to a training need at “Professional” and “Craft” levels in

particular (45% & 45%). This may reflect the UK / RoI industry in that there is a growing

recognition that BIM, initially looked on as for designers, is now needed across all level of

industry to realise the benefits.

There is also a significant call for non-accredited training (31%) which may indicate an

appreciation that BIM is not a skill in itself but an upskilling issue for those who already have the

required technical skills in their field.

Again, similar to the results for the needs of individuals, there is an even distribution of

organisational needs in terms of the training required.

Also, the requirement for training in Energy Efficiency and Life Cycle assessment falls slightly

behind the needs of the design and construction phases with most identifiable need being

around co-ordination and collaboration, closely followed by Modelling, scheduling and Bills of

Quantities.

As indicated this may reflect the industry’s current position of viewing BIM as a way of better

efficiency and cost reduction at design and build stages rather that energy efficiency and life

cycle costings.

Unsurprisingly, the majority of respondents indicated a good level of knowledge and ability. However, when

relating this back to earlier questions this may mainly be in BIM’s limited phase of design and construction.

Again it is interesting that the results for “knowledge” are greater than “ability”. This may reflect a degree of

industry maturity and self-awareness that BIM has much more to offer than currently being used.

Again, respondents reflected an appreciation of the benefits related to core design and construction

phases of the building. However, the results drop off dramatically when considering the potential

benefits of using BIM to develop better energy efficiency and long-term energy performance /

Again this reinforces the need to focus training interventions in this area both to raise awareness and to

upskill the entire workforce.

Person led training is clearly preferred over on-line, perhaps reflecting the lack of experience

of on-line learning. However, as the construction industry tends to attract those with a

tendency for “active learning styles” this could be expected. In developing BIMcert materials

the proposal to develop a Blended approach, mixing practical (person led) training with other

forms of training seems to be appropriate. The “blend” may need to be considered for each

level of training (from craft to professional).
