The World Water Forum

A Forum for dialogue on water

Solutions are first and foremost of a political nature and must be found by reinforcing dialogue between:

Thematic Process: mobilize stakeholders to bring about shared targets, solutions and strong commitments

Political Process: mobilize key actors to make water a top priority in local, national and global political agendas (ministerial, parliamentarians, local/regional authorities)

Political Process Input

Ministerial Process

• Goal of producing a Ministerial Declaration that is based on the Thematic Framework of the 6th World Water Forum and other major international meetings

• Develop a link with the Rio+20 process to raise the profile of water

• Two Preparatory Committee Meetings (PrepComs) at UNESCO Headquarters in Paris

I. 5-6 December 2011II. 2-3 February 2012

• Participation of International Organizations, Major Groups and Thematic and Regional Coordinators

• Lead by the French Ministry of Foreign Affairs

High Level Roundtables• 10 Roundtables • Convened by one or more National Governments• Other high level representatives to participate:

Local/Regional Authorities, Parliamentarians, NGOs, private sector, etc.

• Preliminary list of Roundtable topics (10 will be chosen through a survey of national governments) :

Parliamentarian Process

• Strengthen the sharing of information and knowledge on the elaboration, the passing of and control of parliamentary budgets concerning water;

• Facilitate legal and political cooperation on legislation and national regulations connected to water, utilizing the “Water Legislation Helpdesk”;

• Mobilize Parliaments and their elected officials to ensure the follow-up of commitments ;

• Improve the dialogue between the Ministerial, Parliamentary and Local levels to reinforce the coherence between water policies.

• The Parliamentarian Process launched in Strasbourg on 10 June is lead by the World Water Council

Local/Regional Authorities Process

• The launch of the Local/Regional Authorities Process took place in Lyon (France) on 30-31 May 2011 ;

• More than 250 participants reaffirmed the fundamental role of local/regional authorities in the provision of water and sanitation services and water resources management;

• The implementation of the Istanbul Water Consensus will increase of the number of signatories along with the adoption of L/RA priorities and an adapted strategy for achieving them based on concrete actions ;

• 13 “Champion” cities will play a catalyzing role on specific themes.

• The L/R Authorities Process is lead by the World Water Council

Trialogues

• 4 Regional Trialogues (one for each region of the Forum)

• Interaction between Ministers, Parliamentarians and Local/Regional Authorities

• Based on targets/solutions chosen by the Regions

• Discussion on how the different levels of government work with one another and “scaling out” and “scaling up”
