Background of Andhra Pradesh State Council of Higher Education (APSCHE)

• The Andhra Pradesh State Council of Higher Education (APSCHE) the first of its kind in the

Country, set up as per the recommendations of the National Education Policy 1986, is primarily a

coordinating and liaisoning body between the University Grants Commission, the State

Government and the Universities.

• It came into existence to advise the Government in matters relating to Higher Education in the State

and to oversee its development with perspective planning and for matters connected therewith.

• The general duty of the Council is to coordinate and determine standards in institutions of Higher

Education or Research and Scientific and Technical Institutions in accordance with the guidelines

issued by the University Grants Commission.

Background of Intel Initiatives

• Through collaboration with educators and governments in more than 50 countries.

• Intel’s education programs are adapted to the needs of individual countries and utilize an approach focused on building local competency for teacher training and technology innovation.

• The Intel® Teach program is a proven, worldwide professional development program which has been active in India for a decade and has trained more than million teachers till date.

• This program is currently running successfully across 17 state governments, 2 Union territories, 75 teacher education universities and central government schools like Kendriya Vidyalaya and Navodaya Vidyalaya.

• Intel® Teach enables teachers to be more effective educators, by training them on integrating technology into teaching methods and curriculum, promoting problem solving, critical thinking and collaboration skills among their students.

• Oct 2001 - Launch of pilot Program at Osmania University

• 2002 - Signing MOU with APSCHE for 6 Universities. (Minus - Dravidian University, Kuppam and Osmania University, MOU signed in 2001)

• 30th December 2002 - Curriculum Integration: Intel® Teach to the Future Pre Service Curriculum was integrated as practical paper for 2002-03.

• December 2003: Compulsory paper in “Education Technology and Computer Technology” , practicum component

• May 2004: Signing MOU with APSCHE for 8 Universities.

• January 2007 - Deakin University conducted Post Practicum Survey and Impact survey for Pre service program

• 22nd August 07 - MOU renewal: Intel and APSCHE renewed MOU for a period of 3 years.

• 2007 onwards Campus interviews for graduating D.Ed, B.Ed, B.Ed (Spl.), B.PEd, M.PEd, M.A (Edn), M.Ed students are the regular feature and part of the academic calendar at Osmania University and Andhra University in the state.

• 4th Feb 09 – For the first time APSCHE – Intel joint State level Contest on Technology Integration in Education for COE, Teacher Educators, Student Teachers from 8 Universities across the state announced.

• 30th July 09 – APSCHE – Intel joint contest award ceremony held at Rajbhavan, Hyderabad where Governor of Andhra Pradesh was chief guest. 3 best colleges of education, 3 best teacher educators and 3 best student teachers have been awarded.

• 7th February 10 – 2nd APSCHE – Intel joint State level Contest on Technology Integration in Education for COE, Teacher Educators, Student Teachers from 8 Universities across the state announced..

• 19th April 2011 – 2nd APSCHE _Intel joint contest award ceremony held at APSCHE auditorium where Dr. Laxmi Narayana, IAS, Commissioner, Technical Education was chief guest. 3 best Colleges of Education, 5 Teacher Educators, 10 student teachers have been awarded..

• 2011 – Intel Teach Elements courses were launched in universities and workshops were conducted for teacher educators.

Brief Description of the initiative

Intel® Teach Essentials Course helped classroom teachers develop student-centered learning through technology integration and project-based approaches.

It includes identifying ways students and teachers can use technology to enhance learning through research, communication, collaboration, and productivity strategies and tools.

Student teachers have started using ICT in practice teaching lessons to make the teaching learning process effective.

It provides hands-on learning and the creation of curricular units and assessments, which address state and national academic and technology standards.

It facilitates student-centered classrooms to encourage student self- direction, higher-order thinking.

Beneficiaries

7500 Teacher Educators and more than 3,50,000 Student Teachers have been impacted till date.

23 districts of Andhra Pradesh.

Project became operational from 2001.

The program presently covers 607 Colleges of Education and has impacted more than 3,50,000 student teachers since its inception in 2001

The project is innovative because….

1. Judicious use of technology to enhance teaching learning.

2. Focus on technology supported learning methodologies like PBL (Project Based Learning), PBA

(Project Based Approaches)

3. Development of research based content at regular time intervals.

4. Strong worldwide feedback collection mechanism to improvise and strengthen program

implementation at various levels with diverse stakeholders.

5. Enabling the students and teachers gain technical expertise without depending upon anyone,

as it had independent learning options.

6. Content enriched website which includes in-depth information about formative, summative

assessments.

7. The Designing Effective Projects resource includes a collection of exemplary Unit Plans that

integrate technology into classroom projects.

8. Assessing Projects helps teachers create assessments that address 21st century skills and

provides strategies to make assessment an integral part of their teaching and their students’

learning supported with repository of more than 200 assessment tools. These can be

downloaded and modified for use and also maintained in an online assessment library with

the help of the workspace provided on the website.

9. Job fairs help in bridging the gap between preservice and inservice which is an innovative

approach of the collaboaration to enhance the outcome of the project.

10.Strong and well researched content is available in the elearning mode.

Achievements of the project

• Integrating Intel Teach Preservice curriculum as part of computer education paper in colleges of education across 17 Universities in the state.

• Worked with Telugu Akademi to translate and publish Intel Teach to the Future Pre-Service Curriculum as a textbook in Telugu (regional language) for B.Ed Students.

• Successfully organizing job fairs for teacher trainees at Osmania and Andhra University for more than 200 COE.

• First time APSCHE – Intel joint State level Contest on Technology Integration in Education for COE, Teacher Educators and Student Teachers from all Universities under the APSCHE umbrella across the state organized.

• Teacher Educators and Student teachers won state level awards in ICT integration. Similarly teacher educators from different affiliated colleges have regularly participated and presented papers or prepared casestudys in the Nation level workshops like NAAC workshop, RTF (Research Task force) workshop. The program presently covers 607 Colleges of Education in Andhra Pradesh State and has impacted more than 3.5 Lakh student teachers since its inception in 2001.

Key challenges faced during implementation – Strategies to overcome

1. Strong opposition from some section of people questioning the need of integrating technology which

was overcome by the stalwarts in the field of education who believed strongly that usage of ICT

will bring a paradigm shift in the teaching learning process initiated and collaborated for the

successful launch of the program.

2. APSCHE wanted to spread pedagogy and technology across diverse environments, teacher

educators, and student teachers. To achieve this before carrying out training programs for teacher

educators, orientation programs and hands on sessions were conducted for the Principals of

Colleges of Education.

3. Ensure quality of this endeavour across the more than 600 Colleges of Education under its umbrella.

Extensive training was conducted for the teacher educators to become master trainers. When it

became difficult for these Master trainers to go back and train their colleagues, again the faculty of

education stepped in and motivated the teacher educators to undergo the training so that they

could provide valuable feedback to the department. Principals and Faculty who were apprehensive

initially were slowly drawn into the fold.

Key challenges faced during implementation – Strategies to overcome

4. Maintaining infrastructure for quality implementation of the curriculum across the 23

districts in the state. Key educationists were instrumental in making Computer

Education a compulsory paper in Teacher Education in the State of Andhra Pradesh

since 1998, came across the program and was keen to for getting other Universities of

the state associated with it. This view was voiced by several other deans and heads of

the department of education from other universities.

5. It was observed that the student teachers found it a little difficult to negotiate this

course in English medium, since the official language and the mother tongue of most

people in the State of Andhra Pradesh is Telugu. Hence, there was a dire need to make

available Intel Teach to the Future Pre-Service Curriculum in the local language.

Keeping this in mind, another Memorandum of Understanding (MOU) was signed with

Telugu Akademi to translate and publish and distribute Intel Teach to the Future Pre-

Service Curriculum material from English to Telugu.

Programme to serve as a model that can be replicated or adapted by others

1. Intel Teach Preservice pilot training started at Osmania University. MOU also has been signed with

this university. Later it has been made it compulsory for all COE in 8 Universities to 17 Universities.

2. The Program offers a wide range of content and mode of transaction which enables adaptability of

implementation across diverse needs.

3. Providing state level platform for showcasing or sharing the programme implementation.

4. Intel Education in India established the ‘Strategic Advocacy Group on Education (SAGE)’ consisting of

eminent educationists, educational administrators and professionals working towards good strategic

planning making and making intelligent impact possible where Dean of Kakatiya University is part of

this group. Deakin University conducted Post Practicum Survey and Impact survey for Student

Teachers of IASE, Osmania University on technology implementation in teaching learning.

5. Creating awareness about the program in other universities through seminars and UGC sponsored

National level courses which create a strong platform for others to moot adaption and integration.

Scalability of the programme

1. The basic versions of the program had multilingual content to offer which enables penetration of

reaching large beneficiaries.

2. With emphasis on professional development of teachers in schools and increase in student

teachers capabilities in Preservice segment, there is a great demand for teachers with skills of

innovative teaching practices in school eco system. Since there is no formal teachers’

recruitment drive in the education system, Intel is trying to bridge the gap between inservice and

preservice segments by conducting Job Fairs at university level. Job Fairs provide a good meeting

ground for the school management and the graduating B.Ed students who are interested in

seeking career opportunities at various schools in the city. Representatives of schools shall be

present on that day and will short list the candidates for further interviews. This is a win-win

proposition for schools, B.Ed. teacher trainees and Intel who is trying to bring better educational

practices in the eco system.

3. Policy initiatives such as curriculum integration in the B.Ed syllabus, minimum infrastructure

guidelines in the form of directives to all colleges, appointing Intel trained teacher educators as

examiners for the computer education paper to enable them to conduct the practicals effectively.

Scalability of the programme

4. Deakin University, Australia have for the last three years led the evaluation of the Intel® Teach Pre-Service

Program in India, as part of a study of the implementation of the program in the Asia Pacific region,

covering seven countries. APSCHE Case study has been examined in-depth the process of implementation

and impact of the Intel® Teach Pre-Service Program in teacher education institutions in the state of Andhra

Pradesh, which ultimately impacts the quality of education imparted in school and higher education and, in

turn, impacts the economic and social development of the people in the state.

5. APSCHE – Intel Organizing state level contest on Best Integration of technology in education for Colleges of

Education, Teacher Educators, student teachers to felicitate award winning colleges of education, teacher

educators and student teachers across Andhra Pradesh. This has led to providing a platform for

collaboration and communication despite the geographical hurdles.

Objective of the contest is:

oTo celebrate the successful association between APSCHE and Intel in Andhra Pradesh

oTo encourage and felicitate colleges of education, teacher educators and student teachers of Andhra Pradesh to integrate innovative teaching methods to promote 21st century skills among students.

oTo showcase the impact of technology supported PBL promotes skills in children and enhances student centric learning and makes teacher as facilitators.

oTo achieve better programmatic convergence.
