On the 23rd July 2014 the Forest Hill Society and See3 organised a workshop to look at the town centre of Forest Hill. The workshop was organised to facilitate a group of built environment professionals, architects and landscape architects who live or work in or near SE23 to use their time and skills to improve Forest Hill Town Centre. In particular, to build upon the many positive outcomes as part of the Town Centre’s role in SEE3, as one of the Portas Pilots.

The objective for the workshop was to help identify what works and doesn’t work in the town centre at the moment; to help develop a community led vision for change and action; and to develop creative ideas for making the town centre a better place.

The workshop was organized by Hilary Satchwell of the Forest Hill Society and Ed Holloway of See3. Both of whom provided their time to organize the event and attend on a voluntary basis.

<PM�QV^Q\M�TQ[\�NWZ�\PM�M^MV\�_I[�QLMV\QÅML�from existing local contacts, social media, recommendations and other community stakeholders. Invitations were sent out by email to around 50 individuals (see text on the next page), with around 25 positive responses.

The intention was to include a range of professionals and backgrounds as well as a few local business owners and other members of the community. The focus of the event was to be on harnessing high Y]ITQ\a�KZMI\Q^M�IVL�KZQ\QKIT�[SQTT[�\W�JM[\�MٺMK\�QV�I�relatively short time. It was about asking questions, LM^MTWXQVO�QLMI[�IVL�\M[\QVO�IXXZWIKPM[�\W�LQٺMZMV\�parts of the town centre in order to further explore its potential.

The workshop was held in the Gallery Space of No.6 Havelock Walk. The use of the space was kindly donated by Donal and Karen McCusker.

The workshop was held between 10am and 4pm, with an open feedback session for the wider community running between 4-5pm.

The format of the workshop was to divide those attending into four groups each focusing on a LQٺMZMV\�XIZ\�WN �.WZM[\�0QTT�<W_V�+MV\ZM��<PM�NW]Z�areas were:1) Forest Hill Station Forecourt and London Road2) Perry Vale 3) Dartmouth Road4) Dartmouth Road to the railway line - routes

It is intended that this workshop forms the start of a series of town centre focused events in Forest Hill over the next year making use of the time and expertise of the local community. Forest Hill town centre has great potential and a strong community vision for the area has the potential to inspire, direct and bring about positive change.

The town centre has seen a considerableincrease in new businesses and new residential development over the past 3-4 years, a newswimming pools complex has opened and the Horniman Museum and Horniman Triangle attractever more people to the area. There is also an established arts community focused onHavelock Walk and new workspace for artists is due to open this year in Louise House. Theaddition of London Overground to connect Forest Hill into the underground network has beenhighly successful and the area is in high demand to new residents. BUT at the heart of this thesouth circular still passes through the town centre and has a big impact on people and spaces,in addition key streets lack coherence, some connections are poor and key sites are aneyesore.

The Forest Hill Society, SEE3 and members of the _QLMZ�KWUU]VQ\a�PI^M�QLMV\QÅML�\PI\�\PMZM�Q[a strong need for a new creative vision for the town centre and related areas, based on:

This workshop will be run between 10am and 5pm in a central venue that enables site visits,investigations and ideas testing. This is a realistic amount of time to expect local people tocontribute initially and that we hope a sufficient number of people with creative vision and usefulexperience will be able to attend (ideally we are looking for around 20-25 in total for thecharrette plus more for a feedback and review session at the end of the day). Those attendingwill comprise both invited local built environment specialists, including architects, landscapearchitects, engineers, planners and other specialists, and others that have identified they wouldlike to attend in response to a local call for support. We would like those attending to includelocal traders, community groups, and people from a range of ages and ethnic groups.Specifically we want to bring together a creative mix of skills, experience, local knowledge andnew ideas.

A number of pieces of work focused on or including the town centre have taken place over thepast couple of years that will be used as background for this work. This includes:

The supplementary planning guidance from 2003 _I[�\PM�TI[\�IZMI�[XMKQÅK�XTIVVQVO�O]QLIVKM�\PI\�NWK][ML�[XMKQÅKITTa�WV�.WZM[\�0QTT��;M^MZIT�WN �the proposals including the development of the Sainsbury Site and the mixed use retail/residential along Perry Vale have been implemented, but not, critically perhaps, the Station Forecourt and its environs.

The 2010 Street clutter report captures many visual impediments to the legibility and clear circulation of pedestrians in the area. It would appear that few of the recommendations have been carried out.

Generated during the 2011 lead-up to the Governments new legislation on Neighborhood Planning, this report captures the results of a workshop held to explain and explore the potential for generating a neighborhood plan in the Forest Hill area.

In summary it was broadly felt by the participants that the determination of a boundary, required through this planning mechanism, would be \WW�LQٻK]T\�\W�M[\IJTQ[P�IVL�\PI\�\PM�QV\MV[Q^M�administrative requirements to generate, consult and facilitate would be too onerous.

It is a consequence of the neighborhood planning workshop that this Urban Design session was organised jointly between Forest Hill Society and SEE3 portas pilot for Forest Hill, Sydenham and Kirkdale.

The initial ideas coming out of the workshop and set out in this report are intended to spark debate, make XMWXTM�\PQVS�LQٺMZMV\Ta�IJW]\�_PI\�_M�PI^M�VW_�IVL�what might be possible in the future.

What is clear is that over the past 10 years much has changed for the better in Forest Hill, key sites have been developed, the Pools have been rebuilt and reopened, and the Horniman continues to be a major attraction within the area. There has also been a change in the fortunes of the high street with new shops opening, a range of cafes and other new high street uses. However, there are other areas \PI\�PI^M�VW\�QUXZW^ML��[XMKQÅKITTa�QVKT]LQVO�SMa�linkages, the impact of the south circular and some prominent town centre sites - the main one of these being the station itself.

Following on from the workshop it is important that these initial ideas are tested, developed and given broader consideration by the community. These ideas and the professional expertise donated by members of the local community at the workshop have the potential to change our view about Forest Hill Town Centre and its surrounding links and connections.

It is now intended that this work informs the production of a new vision for Forest Hill. This will \ISM�KWV[QLMZIJTM�KWUU]VQ\a�MٺWZ\��KWTTIJWZI\QWV�with a range of agencies and organisations to do this. It is something that the Forest Hill Society and SEE3 intend to lead on but this will only be achieved with the ongoing positive support, time and energy of our community.


<PM�UIRWZ�TWVOMZ�\MZU�XZQWZQ\QM[�QLMV\QÅML�NZWU�\PQ[�work are:

��)�XIZ\QK]TIZ�NWK][�Q[�\PM�[\ZMM\�_WZS[�XTIVVML�NWZ�,IZ\UW]\P�:WIL�IVL�\PI\�PI[�N]VLQVO�QLMV\QÅML�NWZ�it by Lewisham Council. These will be designed IVL�LM^MTWXML�NZWU�)]\]UV��IVL�\PM�OZW]X�involved in this design workshop, are keen to support this work. The idea from the workshop for a series of TQVSML�[XIKM[��MIKP�_Q\P�I�LQٺMZMV\�NWK][�KPIZIK\MZ�has a lot of potential to improve this busy and congested part of the ‘high street’.

2) Creating a more positive arrival space to Forest Hill around the station, both on the London Road side and at Perry Vale. There is considerable potential here for both new development, improved and extended public realm and pedestrian space, and a more attractive built environment generally. This XIZ\�WN �.WZM[\�0QTT�Q[�_QLMTa�QLMV\QÅML�I[�\PM�TMI[\�attractive and yet is how most people passing through on the South Circular see it.

3) Creating a much stronger and direct pedestrian and cycle route along the railway line towards Sydenham, with improved lighting, a clearer route IVL�MٺMK\Q^M�[QOVIOM��<PQ[�Q[�I�ZW]\M�\PI\�ITZMILa�M`Q[\[�J]\�Q[�XWWZ�Y]ITQ\a�IVL�Q[�QLMV\QÅML�I[�I�[QOVQÅKIV\�UQ[[ML�WXXWZ\]VQ\a��

4) To better support and integrate Perry Vale into the \W_V�KMV\ZM��QVKT]LQVO�[XMKQÅKITTa�KWVVMK\QWV[�IKZW[[�the railway line and the qualities of the Perry Vale triangle. This might be through new bridge links, crossings, road closures, alternative uses on the Perry Vale Car park and improved station access. This part WN �\PM�\W_V�KMV\ZM�JMVMÅ\[�NZWU�LM^MTWXUMV\�[Q\M[�that could help deliver these opportunities and will need a carefully coordinated approach.

<PM[M�IVL�W\PMZ�XZQWZQ\QM[�QLMV\QÅML�L]ZQVO�\PQ[�event and from other events will also be developed as part of the community led vision. If you have the energy, interest and skills to help with any of this work we would love you to work with us in doing so.
