WORKSHOP PROCEEDING OF ENERGY CONSERVATION BUILDING CODE (ECBC) ORGANIZED AT ASHOKA LAKE VIEW, BHOPAL ON 22 TH FEBRUARY 2019 [1] Energy Conservation Building Code (ECBC) was drafted with an objective to improve the energy efficiency in the buildings and infrastructure sector in India. The first version of the ECBC was launched by the Ministry of Power (MoP), Government of India, in May 2007, as the first step towards promoting energy efficiency in the commercial building sector having connected load of 500 kW or Maximum demand of 600 kVA or above or 1000m 2 of air-conditioned area. During subsequent stages of discussion and amendment there-of requirements where revised to 100kW or more, or contract demand of 120kVA or more. Since then State Nodal agencies in synergy with Bureau of Energy Efficiency (BEE) had been building capacity of civil society for promoting measures regarding improvement of energy efficiency under Energy Conservation Act (EC Act) 2001. GoMP realizes the potential growth in Commercial and building sector along with its contribution in Indian economy. And as State Designated Agency, MPUVN has been empowered under Section-15(a) of EC Act 2001 for amending it according, to regional requirements and local climatic conditions of MP. MPUVN is in the process of notifying ECBC and MP- ECBC Rules, with the help of BEE in association with the European Union along with PwC India. In order to sensitize Government Departments and Concerned agencies involved in regulating and implementation building/constructional bylaws in Madhya Pradesh about the Energy conservational aspect of building. Madhya Pradesh Urja Vikas Nigam Ltd, Bhopal under flagship of BEE organized One day Workshop on Energy Conservation Building Code (ECBC) in Madhya Pradesh on 22 th February 2019 at Lake View Ashoka, Bhopal.

Workshop initiated by welcoming Mrs. Carlyn K Deshmukh (IAS), Commissioner, UADD, Mr.

Rahul Jain (IAS), Director, UADD, Mr. Shailendra Saxsena, Secretary, MPERC, Prof (Dr.)

Rajan Rawal, Director, CEPT University, Ahmedabad with Flower vase by Mr. Surendra

Bajpai, Project In-charge of MP-ECBC Cell and briefed workshop participants about present

implementation roadmap of ECBC in MP along with optimistic development associated with

ECBC in commercial building sector.

Mr. Jitendra Vyas, ECBC Master Trainer for State presented the need of ECBC in

State and integrated it with present concerns of energy security and Global warming associated

at domestic and National level. During the session, tenets of Energy conservation, civil

engineering and building design was discussed in details by Mr. Vyas with both policy makers,

administrator and implementing agency representatives.

Prof. (Dr) Rajan Rawal, Director, CEPT University, Ahmedabad as Expert discussed

and presented about bottlenecks and solution related to designing of MP-ECBC Compliant

building’. During session there was active participation from representative of Directorate of

Urban Administration & Development (UADD), Maulana Azad National Institute of Technology

(MANIT), Bhopal,etc queries related to building material and its relevance in respect to Madhya

Pradesh climatic zones were effectively explained by Dr. Rawal.

During session, response from the nominated participants from various organizations was over

whelming and hence they had various queries related to building design, simulation and ECBC

compliance. So both Mr Vyas and Mr Rawal amicable shared dais with each other and ensured

that they reached out to every participant for satisfying the queries pertaining to their respective

area of interest and domain.

Mr. Kaushal Lodaya Energy Expert from MP-ECBC Cell culminated the session with

presentation on the MP- ECBC and discussed about design approach for MP-ECBC Compliant

Buildings and simultaneously briefed about MP-ECBC compliance Mechanism.

Mr. Rahul Jain (IAS) Director, UADD had appreciated the efforts invested to bring all stake

holders at single platform and discussed about futuristic possibilities for implementation of ECBC

mechanism through his department. Besides this, response from participating organization like

EPCO, UADD, PWD, CPWD, MPPHCL during workshop was interactive and overwhelming.

The workshop culminated with thankful deliberation by Mr. Surendra Bajpai and there was

unanimous decision from participants for initiating and taking up similar ECBC activities in their

respective organization, which would promote MP-ECBC compliance.

The ECBC workshop was conducted under kind aegis of Mr. Surendra Bajpai, Program

Incharges, ECBC and sessions were anchored by Mr. Pulkit Khosla, Consultant, BEE-

MPUVN and Mr. Kaushal Lodaya, PwC. The program and other support activities where

coordinated by Mr. Ambuj Adhwaryu, Consultant, BEE- MPUVN.

The leading daily news papers of Bhopal had covered the event and published it in 23rd

February 2019 edition.
