What is TranSMEC all about?

Our “operating basis/cockpit” is the INTERREG III B and IV B NORTH

WEST EUROPE programme, we would like to …

… execute a demand driven application of ESPON results in order to improve the operational linkage between an “Objective 3 Structural fund programme” and ESPON evidence.

• Generate practical – easy understandable - tools that are needed for programme implementers in order to be able to generate evidence-based and solid communication to the outside world.

• Develop tools that assist a more evidence based steering of the programme in the future

Page 3: Workshop 2.2. Territorial Co-operation and Tools TranSMEC Transnational support method for European Co-operation Dorothea Palenberg, blue! advancing european

What does that mean for our work?

• Ascending and overlooking the ESPON data pile

• Filter out evidence base that is suitable for our objectives

• Create tools (e.g. overlay maps) that show new cross-references between territoral evidence base and the results of the programme

• Illustrate the functioning of new tools in case studies

• Create instruments to assist programme steering and programme

Our general objective:

Page 5: Workshop 2.2. Territorial Co-operation and Tools TranSMEC Transnational support method for European Co-operation Dorothea Palenberg, blue! advancing european

How do we proceed?

QUESTION/ASSUMPTION NO 1Relevant cross references can be established between evaluation/analysis of INTERREG III B NWE and ESPON projects

Working approach

• Screen existing ESPON Projects and develop a project list

• Filter out information/maps with the potential to establish cross references to the NWE III B priorities• Innovation• Attractive and coherent system of cities, town and regions• External and internal accessibility• Sustainable management of water resources and prevention of floods• Sustainable development, prudent management and protection of other natural

resources and cultural heritage• Promoting the maritime potential of NWE and its territorial integration across seas

How do we proceed?

QUESTION/ASSUMPTION NO 2Reflection on usability of ESPON data might help to improve the operational linkage between ESPON and INTERREG III and IV B NWE

Working approach

• Reflect on usability of ESPON data for the TranSMEC purpose, e.g.

• Comparability of information presented

• Accessiblity of data for the production of overlay maps

How do we proceed?

QUESTION/ASSUMPTION NO 3Overlay maps can represent accessible and understandable tools for communicating the performance of Objective 3 structural funds programmes

Working approach

• Select existing ESPON maps with data that are comparable to the information provided from the INTERREG NWE program

• Zoom in on NWE region OR position NWE region in a wider European context

• Superpositionig with existing maps on the INTERREG III B NWE programme, such as • Overall ERDF expenditure on NUTS II/III level• Location of active participants in the programme on NUTS II/III level

• Interpretation and analysis taking into account the limitations and uncertainties

How do we proceed?

QUESTION/ASSUMPTION NO 4ESPON evidence base can help to targeted steering of ongoing programmes

Working approach

• Analysis of current INTERREG IV B NWE programme information (e.g. gap analysis)

• Use ESPON information to help e.g. the demarcation of a thematically targeted call

Which questions are we currently wrestling with?

COMPARABILITY OF DATAHow can meaningful overlay maps be produced?

•Degree of detailedness•Further factors (national, Objective 2 investments)

ADDED VALUE OF TRANSNATIONAL CO-OPERATIONFollowing which indicators can the EU added value be measured….and visualized?

•Indicator “improvements due to transnational approach”•Indicator “transnationally active region”

TERRITORIAL IMPACT OF INNOVATIONHow can the ERDF activity area “innovation” be cross-referenced with territorial impact?
