1. Summary of Progress up to September 2012 (Month 4)
In accordance with the Terms of Reference, (TOR), “brief progress reports will be produced
documenting progress during the month”. Schedules of requirements for Implementation Advisor
Services, (IAS), are provided in Appendix 1. A summary of progress during the month of September
2012 is tabled below:

2. Component A: Road Asset Management
Road Asset Management is considered to cover all mainstream road planning and implementation
activities of RAMP, including but not limited to, road planning, project preparation, procurement and
contracts award, civil works, and (cross‐cutting) safeguards, road safety, audit and review.
2.1 Procurement of Civil Works for National Road 2, Section 1 and National Road 7, Section 3
2.1.1 National Road 2, Section 1(RAMP‐CW‐AW.4.1) PK 74+000 to PK 125+110. (Value circa USD
5 million)
IAS team members attended the Bid Opening Meeting for National Road 2, Section 1 on 25th
September. Subsequently, IAS assisted in preparing the minutes of meeting. 6 bidders attended the
Bid Opening Meeting out of over 10 bidders who eventually purchased documents.
Preparation of the Bid Evaluation Report commenced late September. Contract award decision is
anticipated by October 2012, subject to ADB’s No Objection.
2.1.2 National Road 7, Section 3 (RAMP‐CKP‐2012‐ICB‐W007) PK 254+400 to PK 331+700. (Value
circa USD 2 million)
Bid opening took place at the IPA’s office on 18th September, 2012. 3 contractors submitted bids and
attended the meeting. The IPA anticipates submitting the Bid Evaluation Report on the three bids to
the Bank on 18th October and Contract signing is scheduled for 26 November.
2.1.3 Safeguards for National Roads NR2.1 and NR7.3
Draft Environmental and Social Safeguard Assessments were submitted for both road sections this
month. The reports conclude that environmental impacts are minimal subject to vigilance of the
contractor and site supervision team in ensuring compliance with the Environmental Action Plan
included in each Contract.
2.2 Support to the Road Data Collection Management Unit, (RDCMU)
An Asset Management Consultant, (AMC), has been in place since June 2010. This consultancy was
conceived by RAMP stakeholders as an intermittent support to the RDCMU to collect data using
sophisticated equipment in some cases and to establish computerized planning systems capable of
producing annual and 3 year work plans. Since specialists AMC inputs are very short, these inputs
are planned “Just in Time” with sufficient data entry having been completed, for example, before
AMC assistance with data analysis & reporting. The current aim is to establish a 3 year plan.
MPWT and the asset management consultant have been engaged in a number of discussions this
month to resolve data and software issues, with the Road Asset Management (RAM) Specialist,
providing assistance remotely. It is anticipated that the RAM specialist will provide input in Phnom
Penh imminently and subject to agreement with the RDCMU on the most appropriate timing.

2.3 Best Local Contractor Award
The background and rationale behind the proposal to establish criteria and judging procedure for an
annual award for best contractor, was described last month. This month, a draft discussion paper
was provided to the MPWT for their review, following which, it is intended that a copy is passed to
the Development Partners for comment.

3. Capacity Development
Capacity Development is considered to cover all those non‐mainstream project cycle activities that
support and optimize road asset management and enable MPWT to achieve its mandate in the
context of roads. It embraces organizational, structural and human capital1.
The IAS Consultant’s present involvement with capacity development includes the following main
elements:
1. Implementation of the RAMP Training Program and Training Plan
2. Facilitation of QuickBooks Upgrade and Training for DAF
3. Review of Needs for Guidelines
As discussed in more detail last month, IAS is required by MPWT to be directly involved in carrying
out training, (as opposed to procurement of training). This is working well with good attendance and
interaction generally.
3.1 Implementation of the RAMP Training Program and Training Plan
With reference to the RAMP Master Training Plan shown in Appendix1, there are 6 categories:
RDCMU training courses already completed – traffic, condition, deflection, IRI
ICT and FM courses already bid and proceeding to contract award
Courses in English language and Training of Trainers to be put out to Contract
Formal training to be carried out by IASs in Contracts Management, Project Management,
Procurement, in Surface Treatment Design and Competency Based Training,
OJT to be carried out by RAMP consultants (asset management consultant, supervision
consultant and IAS)
Training under JICA on Introduction to Quality Management and Quality Systems
3.1.1 RDCMU training courses already completed
The Asset Management Consultant is involved in training as required to help RDCMU to plan and
undertake road surveys such as traffic, road surface condition, road deflections, road roughness and
bridge condition.
With reference to the Training Plan, training carried out to date includes:
Training titles AR007, AR008 and AR009: OJT in using ROMDAS to collect data on road
surface condition, road deflections and road roughness
Course title AR010: Use of the Trimble PDA for bridge and culvert surveys
1 Structural capital refers to what MPWT employees see on a Monday morning – manuals, guidelines, computer software, etc. – passive resources. It is human capital and energy that brings the structural capital to life. This energy is moderated by the organizational capital that serves to inhibit or promote good performance – clear mandates, effective organization structure, the right staff in the right place, good working conditions, effective management and communication styles, etc.

3.1.2 ICT and FM courses already bid and proceeding to contract award
Some potential improvements were identified building on IAS training preparations and pre and post
course evaluations. These are being finalized so that training can be commenced next month.
3.1.3 Courses in English language and Training of Trainers to be put out to Contract
Following the Financial Management and ICT courses under procurement and referred to under
Section 3.3.1, only two further courses are identified as requiring Contracts:
1. English (Basic) – training for 10 people is to commence next month. A further 10 people will
receive English tuition commencing the first Quarter of 2013
2. Training of Trainers
8 course participants from key departments of MPWT including RID, TRC, HEC, RDCMU and RAMO
attended the “Advanced Training Techniques for Professional Trainer” course on 29th and 30th
September, 2012.
3.1.4 Formal training to be carried out by IAS in Contracts Management, Project Management,
Procurement, Surface Treatment Design and Competency Based Training
These training subjects have been conceived as 5 Modules with inputs of the Project Management/
Capacity Development Specialist, Pavement Specialist and Team Leader. Status as follows:
Module1. Project and Contract Management for MPWT – Course codes PR001, CM001 and CM003
completed in the MPWT 2nd floor Conference Room on 18th and 19th September. (1.5 days at
MPWT’s request).
Module2. Procurement and Civil Works Contracts for MPWT –Course Codes PC001, CM004 and
PR003 under preparation this month for delivery 2‐4 October, 2012. (3 days).
Module3. Contract Administration and Management for Contractors –Course Codes CM002, PC006
and PC007 to be prepared next month and delivered at an external venue between 23rd and 25th
October, 2012. (3 days).
Module4. Design Pavements and Surface Treatments ‐ Course CodeMT008 to be prepared in third
week of October and delivered in an MPWT Conference Room during the week 22nd to 26th October,
2012.
Module5. Competency‐Based Training Design and Materials Development ‐ Course Code HD005 is to
be prepared in the first quarter of next year and delivered in an MPWT Conference Room.

Module 1: The Training Event for Module 1 was held in the MPWT Conference Room on 18 – 19
September, starting with two sessions under PR‐001 and followed by four sessions under CM‐001
and CM‐003 combined. There were no less than 23 participants in total attending at least some parts
of the training. At the request of the RAMP Management, the presentations were given in English
with hand‐outs also in English. Participants were requested to complete a pre‐assessment form and
a post‐assessment form, as well as a course evaluation form after each Course. It had been planned
that there should be a group exercise as part of each session, but participants seemed reluctant to
engage in identifying constraints and opportunities. This will be revisited prior to designing the
training materials for Module 2. In summary, the feedback from this Module was positive,
constructive, appreciative and very encouraging in particular from the more experienced
participants. English language competency may be an issue for less experienced MPWT personnel. A
training event report is under preparation.
Module 2: The preparation of training materials is well underway this month, and will incorporate
targeted group exercises based on feedback on the Module 1 Courses. The schedule is to hold the
Module 2 Training Event over 3 days between 2nd to 4th October. Preparation of the prakas for
signature regarding invitations for selected MPWT personnel from key departments and units to
attend will be undertaken by the RAMP Management.
Module 3: Discussions are to be held shortly with RAMP Management on the target audience for
this Module, the optimal scope and duration, and the possible need for presentations in English
and/or Khmer. A recurring concern raised by the MPWT is that contractors’ personnel have poor
English language reading and verbal skills. With MPWT contract documents in English, considerable
thought will have to be given to how best to make the Module attractive to and worthwhile for
MPWT contractors. The provisional schedule is to hold the Module 3 Training Event in the week
beginning Monday, 22 October and for there to be at least two days overall, subject to confirmation.
In order to target this Module for maximum impact, it may be necessary for the MPWT to arrange
for briefings of the IAS team by a small but representative group of contractors on their needs and
issues with MPWT contracts. There is an OJT element to Course CM003 that has been discussed with
the Supervision Consultant. It was suggested to the Supervision Consultant that they use their OJT
training titles as sub‐headings in their routine reports.
3.1.5 OJT to be carried out by RAMP consultants (asset management consultant, supervision
consultant and IAS consultant)
Of the 18 Courses listed in the Inception Report (Table 3.4), no less than nine of them have OJT
elements. These are expected to be covered by the two other RAMP consultants – the Asset
Management Consultant and the Supervision Consultant. Some of the Courses are technical in
nature, but there are a number under the Supervision Consultant, which relate to contract
management, contractual relationships and supervision. In this regard it is important at the field
training to be undertaken by the Supervision Consultant should be consistent with and build upon
the formal sessions being led by the IAS team. Discussions have been held and also the Module 1
training materials have been shared with the Supervision Consultant. Perhaps the time is now right
for the RAMP Management to convene a tripartite working meeting on how best to ensure that
formal training and OJT are complementary and if at all possible, seamless.

Feedback from the Asset Management Consultant on their OJT course category Road Asset and
Network Management, Course Codes RM008, RM009 and RM010 was received as follows
Course CodeRM008: OJT has been provided on prior visits of the Road Asset Management Specialist
to manage the RMDS inventory and Condition information, focused on the new system and
correcting data inconsistencies.
3.1.6 Training to be carried out under JICA on Introduction to Quality Management and Quality
Systems
The IAS team is in liaison with HRD/ MPWT and JICA and will report further next month.
3.2 Facilitation of QuickBooks Upgrade and Training for DAF
3.2.1 QB training and RAMP reporting to SFMM formats After training in QuickBooks by the FMA, the DAF team has posted the vouchers of January ‐ March 2012. The design of Financial Reports was tested and it was found that relevant data can be extracted from QuickBooks to Excel to fulfill the information in financial report format in compliance with the SFMM (1A, 1C, 2C). Posting is essentially complete. Checking of posted data, vouchers and certified opening balance will be reconciled early October. An updated financial report for Jan‐Mar 2012 will be produced as a sample for next quarter’s posting. 3.2.2 NRSC payment reconciliations and readiness for NRSC to obtain further advances One of 3 advances was approved and one advance is being finalized for PD’s approval. The 3rd advance needs further input from NRSC due to lack of clarity and supporting documentation. DAF will be liaising with NRSC to resolve this matter so that the advance can be agreed and approved.
3.2.3 Unaudited accounts to 30th June 2012 The WB raised a number of queries and RAMP/ MPWT has responded to these. In association therewith, DAF has reviewed and made corrections to the accounts ending June 30th.
3.3 Review of Needs for Guidelines
The IAS team held discussions with the key MPWT departments on the guidelines and references
currently in use, and the areas where new or amended guidelines would be welcomed. This
investigation into guidelines and references may be regarded as complementary to the capacity
development consultant’s work. A starting point for assessing needs for guidelines is to assess the
current status. A Table was prepared and distributed that addressed 4 questions:
i. What MPWT official Guidelines and other references are presently in use?
ii. What non‐MPWT Guidelines and other references are presently in use?
iii. What (non‐MPWT) Guidelines are needed but not available to MPWT?
iv. What new Guidelines could be produced to help the MPWT?

A summary table is attached in Appendix 1 – last 3 sheets. In summary, the key findings are that the
RAMP/ MPWT departments:
(i) Are using a range of national and international guidelines and references;
(ii) Would like to have further technical references including Codes, as well as guidelines in contract
and project management with due consideration for the needs of site personnel in areas such as site
management and QA/QC; and
(iii) Require more key documents to be translated and available in the Khmer language to accelerate
learning of those MPWT staff members who are not conversant with English
4. Priority Operating Cost, (POC)
There has been no change since last month. POC incentive ended June 30th 2012.

5. Commentary on Progress
Component A:Procurements for Works Contracts for National Road 2, Section1 and National Road 7,
Section 3 are proceeding satisfactorily with Bid Openings on the 25th and 18th of September, 2012
respectively, taking place as scheduled. Bid Evaluation Reports are expected next month.
The RDCMU is receiving remote support from the Asset Management Consultant, (AMC). The
RDCMU is dealing with data issues as a prelude to a visit from the AMC’s Road Asset Management
Specialist which is expected soon.

month. Both reports concluded that environmental impacts are minimal subject to vigilance of the
respective contractor’s and site supervision team.
A Draft Paper on Assessing the Best Local Contractor(s) of the Year) was also submitted to MPWT.
Component B: Good progress was made this month on developing and delivering training courses of
the RAMP Training Plan allocated to the IAS team. IAS has taken on responsibility for 11 training
titles and these have been interpreted under 5 Modules. Ten of these training titles, incorporated
within Modules 1 to 4 are to be delivered by the end of October and the remaining training title
under Module 5, will be prepared and delivered early on next year. (Section 3.1.4 shows the content
of each of these Modules).
During September, training materials were produced for Module 1: Project and Contract
Management for MPWT – Course codes PR001, CM001 and CM003 and Module 2: Procurement and
Civil Works Contracts for MPWT –Course Codes PC001, CM004 and PR003. The Module 1 training
event has been completed this month. Modules 2, 3 and 4 will be delivered next month
The Train the Trainers course code HD009 was completed this month through an external provider.
The IAS team is coordinating with the Supervision Consultant and Asset Management Consultant on
their OJT contribution under the Training Plan.

Annual review maybe only one and small inception report based on available RAMP progress outline presentation (200slides). The delivery of inception report could be delayed, but should provide an overall summary of the progress and problems on the RAMP to date.
