Key Considerations:
We have a clear commitment and duty to support our communities both during incidents and in their aftermath
We have undertaken a major review and refresh of how we will do that
We understand that we can do this better with the assistance and direction of those communities we are trying to support
Aim:
To give you an understanding of the Council’s emergency response arrangements

Working with the Voluntary Community
and Faith sector (VCSF)
in an emergency
Strategy and Communications
“The voluntary sector has an important role to play in supporting the statutory
services in the planning, response and recovery phases of most
emergencies…”
“Category 1 responders who include the voluntary sector in their local planning
arrangements will make the overall response more accessible and effective
throughout the community.”
Civil Contingencies Act (revised) 2011
Background
• If an emergency takes place in the borough, our VCSF is well-placed to assist
• VCFS organisations are on the ground and embedded in our communities. They
often have strong links to residents and can command their trust
• The VCFS provides a network through which the Council can communicate
messages to residents
• VCFS groups can assist with coordinating a physical volunteer response on the
ground
• They can also provide useful intelligence from communities to the Council
• Inclusion Barnet are our commissioned VCFS partner organisation with
responsibility for sector support and coordination
Communities Together Network
• 700+ individuals from different VCSF organisations across the borough.
• The CTN database allows groups to be filtered by community group / faith
group / geography
• Some CTN members have volunteered their mobile numbers as emergency
contacts
What other roles could CTN partners offer?
Other key networks and their functions
Barnet Multi Faith Forum
• The BMFF is the council’s strategic partner for faith organisations within Barnet.
• It works together to promote understanding between religious groups within Barnet and to
challenge discrimination concerning age, disability, race, religion and sexual orientation
Town Teams
• Town Teams are independent groups of local residents, business people and community
representatives who come together to make their area a better place to live and work
• While not formally incorporated groups, the makeup of Town Teams makes them potentially
valuable partners for locality based emergency response
• Coordinated by staff in Business, Employment and Skills

stage special events for the festival. Example events include:
