Utilizing existing air, sea and land-based resources, the Jamaican government has embarked upon a mission to establish a Transhipment and air cargo Logistics Hub. The government has reached out to world powers, private investors and the Diaspora for support towards achieving this objective. The aim is to establish Jamaica as a central and primary location in the Global Supply chain to reach a market of 800 million customers and consumers around the world. If successful, Jamaica will: • Become the primary Transhipment and air cargo logistics hub of the Americas. • Become the Caribbean’s strategic handling point for bulk commodities. • Become the Latin America and Caribbean Centre for aviation-related maintenance

repair and overhaul and ship repair and dry docking. • Transform the current economic growth trend of the economy into a sustained

positive growth trend which could maximize growth patterns on a positive scale for many years to come.

Jamaica Logistics Hub SWOT Analysis STRENGTHS

- Geographic Location in Global Supply Chain

- Centralized access to a market of 800 million customers

- Telecommunications system (Digital Hub of Caribbean)

- 3rd Largest English Speaking Country in Americas

- Close proximity to the Panama Canal

- Human Resources & Highway (transport) Infrastructure

- Jamaica has the 7th Largest Harbor in the World

- Aggressiveness towards pursuit of Education/Training.

- Close proximity to United States

- Currently recognized as transshipment location in Caribbean.

- Existing Air, Land and Sea facilities and Infrastructure.

OPPORTUNITIES

- Establish Globally competitive workforce requirements in Standardization Certification and Lean Six Sigma strategies.

- Obtain funding from USAID, World Bank, Private Investors,

- (i.e. Capital Region Chamber of Commerce)

- Establish Lean Six Sigma certification training programs in Colleges and Universities in Jamaica

- Identify and utilize land made available by existing property owners (i.e. Diaspora & JA Nationals) for “Special Economic Zones” (SEZ).

- Establish and implement Training Within Industry programs to ensure Leadership Development in the Jamaica Logistics Hub initiative and other areas of business and government.

- Establish world-class Apprenticeship training programs for skilled trades to strengthen Workforce development.

WEAKNESSES

- No experience in establishing Global Standardization and certification in Lean Six Sigma training and Performance Improvement.

- Experience in Logistics Hub development and operations.

- Experience in Business Performance Improvement strategies.

- Minimal experience level implementing Lean Six Sigma Performance Improvement strategies in Jamaica

- Minimal availability of experienced instructors able to teach Lean Six Sigma Performance Improvement strategies in Jamaica

- Lack of knowledge on requirements to establish Global certification training Standards that meet ISO-13053 guidelines.*

- No established curriculums in Colleges or Universities that offer training, degrees, or certification in Lean Six Sigma, Continuous Process Improvement or skillsets associated with these Performance improvement methodologies.

THREATS

- Chinese control & monopoly in region

- External private investors under serving requirements for Global standardization

- Corruption

- Inadequate workforce development (training) to meet Global competiveness requirements

- Logistics Hub implementation does not meet stated goals and objectives for improving Jamaica’s economy

- Empowerment of Jamaicans to achieve their fullest potential is not achieved.

Workforce Development Jamaica Logistics Hub • At General Electric LSS added more than $2 billion to the bottom line in 1999

and $2.4 billion in 2000.

• Motorola saved more than $15 billion in the first 10 years of its LSS efforts.

• Allied Signal (Honeywell) from 1992 through 1996, reduced costs by $1.4 billion.

• DuPont started LSS in 1998 and realized more than $1.6 billion in cost savings in four years.

• City of Fort Wayne using in LSS in a number of departments had project results of over $3 million in savings or cost avoidance.

• Johnson Controls started LSS in 2000. Reduced defects by 70% and costs by $800,000 per year; $1.7 million per/yr. tooling; $943,000 per/yr. productivity; and saving Customers $3.5 million per/yr.

• Mt. Carmel Health System started LSS in 2000. By the end of 2001 realized a savings of $2.4 million. By early 2004, saved $35.8 million after investing only $600,000 in training and consulting.

• Jamaica National Building Society (JNBS) saved $2.7 million in 2012 using the Lean Six Sigma business strategy on a single project.

Training is provided to the Workforce.



PROPOSAL

- NAJASO in collaboration with Milward & Assoc. support the Jamaica Logistics Hub initiative as a primary initiative within the Jamaica Vision 2030 National Development Plan.

- NAJASO affiliate organizations embrace Performance Improvement principles and strategies for all member organizations for Leadership Development.

- NAJASO in collaboration with Milward & Assoc. establish strategic implementation plans and policies for Workforce Development for Business & Government.

- Ensure that the Jamaica Vision 2030 National Development Plan is not underserved by private investors.

- NAJASO in collaboration with Milward & Assoc. present the (IIE) Institute of Industrial Engineers as an International accrediting certification institution establishing training requirements and standards for Workforce development and Global standardization.

- Ensure competitive standards in Education and Training is appropriately delivered. - Establish Lean Six Sigma Continuous Process Improvement curriculums in Colleges &
