PREPARATION OF A REMEDIAL INVESTIGATION/FEASIBILITY STUDY
1.0 INTRODUCTION
This work plan memorandum describes the tasks to beperformed in preparation of the work plan for the SkinnerLandfill located near West Chester, Ohio, in accordance withEPA's Work Assignment No. 31-5L73.0.
The Skinner Landfill is a sanitary landfill locatedapproximately 1 mile northeast of the Town of West Chesterin Union Township, Butler County, Ohio (Figure 1). SeeFigure 2 for a location map of the landfill site. Thelandfill is approximately 50 feet higher than thesurrounding terrain and consists of 50 to 70 acres of land;the boundaries are not clearly distinguishable by visualinspection. The initial owners of the landfill were Mr. andMrs. Albert Skinner and their sons; the present owner isElsa Skinner, wife of Albert Skinner. The property isbounded on the north and east by wooded land, the south bywooded and agricultural land, and on the west by theCincinnati-Dayton Road and scattered single-family resi-dences.
The entire site, including the presently used landfill area,is scattered with debris such as tires, wood, aerosol cans,numerous large tanks, engines, washers, and dryers.
Access to the site is obtained from the Cincinnati-DaytonRoad. There is a complex pattern of trailways leading intoand through the landfill. One residence is located in thelandfill area itself. Refer to the site map (Figure 3) fora general layout of the area.
The site is hidden from the public community by thesurrounding trees and other vegetation which appears to benormal and healthy. Trails leading to the six water pondssuggest possible dumping activities or usage of the water.Two intermittent drainages traverse the base of the landfillflowing southwest through the Town of West Chester wherethey meet to form the East Fork of Mill Creek.

From photo analysis, it appears that the land was originallyused in the 1930s for the extraction of sand and gravel.
During the next several decades, the Skinners acceptedgeneral municipal refuse. As early as 1964, hazardous wastewas reportedly accepted at the landfill and cyanide wasconfirmed to have been disposed of at the site. In 1976,toxic chemicals from the Chem-Dyne Corp. were reportedlyplaced in the landfill.
The site was never permitted as a municipal landfill and ispresently unpermitted. Application for a permit was madebut never approved because the area had previously beenzoned as a rural residential area. Because the landfill wasnot permitted, regular inspections were not conducted.Therefore, records concerning the landfill operation arescarce.
In 1977, the landfill operators were charged by Ohio EPAwith improperly disposing of hazardous waste material at thesite. Approximately 100 drums, allegedly containingindustrial and chemical wastes, were photographed on site.In a subsequent court case, in which the Ohio EPA attemptedto force the landowners to remove the drums, the presidingjudge ruled that the Ohio EPA failed to present sufficientevidence that the drums posed a danger. The same judge didprohibit the landowners from using the facility for futuredisposal or storage of industrial wastes of any natureexcept under legal permit.
Another business activity was conducted on site by JohnSkinner, son of the landfill owners. Beginning in the early1960s, John Skinner worked for the Chem-Dyne Corporation(now in receivership), cleaning, washing and repairingChem-Dyne equipment used to haul chemical wastes. Thisactivity apparently began under the auspices of WilliamKovacs, a vice president of Chem-Dyne Corp. It is unknownwhen this business began or ended; however, in the courtcase referred to above, which was tried in October 1978, thepresiding judge allowed this activity to continue.
Industrial chemicals from the Chem-Dyne Corporation havereportedly been dumped in an old lagoon area in thelandfill. The dumped material consists of drums, brokendrums and free standing liquid. The lagoon area was coveredwith soil from the landfill in 1976 and the limits of theold chemical dump are not presently known. Samples of thesechemicals were found to contain toxic concentrations ofhazardous chemical substances. Groundwater contamination isa possibility.

Leachate has been reported seeping from the bank in the areaof the old lagoon. Surface water contamination of the twostreams tnat traverse the base of the landfill is apossibility.
Numerous storage tanks and 55-gallon drums are scatteredthroughout the landfill. The contents of these tanks anddrums are unknown. During a site visit, the instrumentreadings in two of the tanks registered high concentrationsof organics. It is not known if there are buried drums inareas other than the lagoon area.
Six standing water ponds lie along the western boundary ofthe landfill. Based on visual inspection, these ponds donot appear to be contaminated. Trucks have been seenbacking up to these ponds indicating possible dumping.
To date there have been no remedial actions taken to rectifythe problems at the Skinner Landfill site.

The SiteManager will request all raw data fromthe Central Regional Laboratory and willprovide a separate and independentevaluation of this data. Procedures forthis independent verification will beidentified in the Sampling and AnalysisPlan.
Subtask 2.4 Site Management Plan
A plan detailing project operations atthe site, including site access and secu-rity, contingency plans for other thansite personnel, and the general coordina-tion and operational planning of activi-ties to be performed at the site will bedeveloped.
Subtask 2.5 Quality Control (QC) Plan
There are two Quality Analysis/QualityControl protocols that apply to theSkinner Landfill site: a QualityControl Plan that governs office workand deliverables, and a site specific Qu-ality Assurance Project Plan that coversfield and laboratory work. The types ofreviews included in the QC Plan areshown in Table 2-3. As part of the WorkPlan, a site-specific list ofdeliverables and reviews will beprepared. An example that applies tothis memorandum is included asAttachment D. The QAPP for field andlaboratory work are discussed in Sub-task 2.1. All field analyses and samplecollection shall be done in accordancewith accepted operating procedures andchain-of-custody procedures as providedby the U.S. EPA and Ohio EPA.

The costs associated with the initial tasks are presented inAttachments A and B. Attachment A presents a summary of allcosts associated with the initial tasks and Attachment Bpresents a detailed breakout of labor by category and taskexpenses and other direct costs (ODCs) by task. These costsare in accordance with our understanding of the requirementsof this project.
4.0 SCHEDULE
The Schedule of Activities by task and subtask is presentedin Attachment C. As shown, we estimate that the final WorkPlan will be completed the week of December 24, 1984.
The Schedule of Deliverables is presented in Attachment Dand shows distribution and approval dates. We have notincluded distribution to any idnetified potentialresponsible parties; we look to your guidance in theseareas.
We have also included an Initial Tasks Flow Chart asAttachment E to present graphically the interrelationshiptasks and generalized flow of information.
