SKILLS DOSSIER

The process of the recognition and evaluation of competences acquired in non formal and informal contexts

INTRODUCTION

In the actual overview of the globalization market and of the technological development, the

coordinate strategies for the employment promoted by the European Union, are oriented with

special emphasis to the skilled active people, ready for mobility and free circulation. Numerous

experts underline that one of the most important challenge to obtain this objective, on the part

of the educational and training Institutions, will be to possess own open, flexible, and effective

evaluation system to recognize real competences of people.

To expand every formative offer (formal, no formal and informal) and to arrange instruments to

the evaluation and the recognition of the professional qualifications, help, without doubt, the

life long learning and the increase of people professional qualification, their professional

development and the quality of employment, in a contest of mobility and free circulation of

workers in the European Union.

The recognition and the evaluation of acquired competences also in different training contests is

one of more innovative subjects, about which the European Countries are working on and that

requests a (qualification) model sharing, that is today non existent.

To satisfy this need, the objective, between others, of the “Rear Window” project is to realize

an instrument to the recognition and the evaluation of competences, in the mechanic area,

through non formal and informal learning. This instrument is important to support the Model of

guiding and accompanying consultancy in the competence validation process, described in the

Output 1.

In order to share, this model wants to offer a series of instruments created to support the process

of the recognition and evaluation of competences acquired in formal or informal context, in

particular in the mechanic area, offering to the people the possibility to receive personalized

guiding courses to increase the value of competences acquired during the life long course,

during the training and job activities, facilitating a right to the mobility in the own Country or in

Europe.

This System, organized in 14 schedules, offers to the professionals that test its, transparent

materials that guarantee the equity in the application of principles and methods for the

evaluation, based on evidences of competences.

The aspects that characterize this system are:

The person as the central figure.

The use of official references of competence in order to conduct the evaluation and the

accreditation of competences, acquired in formal and informal contest.

The participation of various professionals, orientators and evaluators for the

management of various phases of the process.

A personalized approach of evaluation which integrates several modalities of

evaluation and which respects the self-esteem of the candidate, and the principle of equity.

A course the offers recognition, also partial, of competences.

The “Dossier of competences” is an instrument that gathers, records, compares and

organizes the evidence presentation, to facilitate the transparency of the course and of the skills,

acquired by the candidate, respect to the professional qualification.

The dossier, as well as to be useful in the evaluation process of competences that the

candidate improves and updates in formal or informal context, could be used in other contests

and process to organize his own professional long life learning, recording his qualification level

and his job position.

Certification (Certificator)

For a optimum employment of the dossier by the professionals (orientators and evaluators),

is necessary to make reference to the Output 1 (Model of guiding and accompanying

consultancy in the competence validation process) of the “Rear Window” project, which

includes the description of the process of the recognition and evaluation of competences

(organized in 18 phases) and the Professionals’Guides (Candidate’s Guide A+B, Orientator’s

Guide and Evaluator’s Guide)

The Schedules D2, D4, D5, D6 e D10 are created in 7 different versions, everyone

corresponds to one of 7 professional qualifications in the mechanic sector, that are frame of

reference in the “Rear Window” project:

5. Aviation mechanic

6. Car body mechanic

7. Goldsmith.

This instrument is important in the European Community debate, that considers the

certification of competences like a fundamental aspect “technical – structural” to guarantee

improvement and professional growth. Today the improvement and the professional growth tare

necessary in a economy in which the Human Capital is a strategic aspect to create a “Europe of

knowledge” more competitive and dynamic.

We are sure that if the actions of implementation of systems and instruments for certification

will be improved and subscribed with all actors of the system, a recognition of certifications and

qualifications will be more possible.

The instrument of the recognition and evaluation of competences in non formal and

informal context (Output 1 e Output 2) will be tested in the partner country during the next

phase 4 of the “Rear Window” project, to verify the instrument in efficacy and efficiency terms.
