Vision:

“Cultural diplomacy between the regions of Ukraine” is a program of the Arts Department of Ukraine Crisis Media Center that seeks to build a dialogue and reconciliation between representatives of Ukraine’s regions by means of contemporary artistic tools. The initiative aims at attracting public attention to cultural and humanitarian problems, engage active citizens in resolving them, to form efficient long-term humanitarian policy that enhances Ukraine’s unity and integrity.

In 2016-2017 activities of the program “Cultural diplomacy between the regions of Ukraine” will focus on researching regional cultural peculiarities and on improving communication between representatives of the regions of Ukraine. Methods to be used include contemporary artistic tools as well as decentralization of cultural processes and establishing a dialogue between active citizens from all regions of Ukraine. The final aim is to enhance joint humanitarian policy.

The project was implemented outside of the Verkhovna Rada (Parliament) of Ukraine. “Green men” were popping up and disappearing in unexpected “peaceful” places, on “peaceful territory” as a provocation and as a reminder about fragile “peace” in Ukraine and exposure to external aggression.

“Shadows” installation was created as part of the project “Crimea is Ukraine. We are Ukraine” dedicated to the first anniversary of Crimea annexation by the Russian Federation. The work was installed at the Verkhovna Rada and at the Administration of the President of Ukraine. Performance is part of the “Black Sea” project by contemporary Ukrainian artist Roman Mykhaylov.

“Frozen Conflict” installation(Kyiv, March 2015)

Third performance within the “Crimea is Ukraine. We are Ukraine” project took place outside of the Administration of the President and of the Verkhovna Rada of Ukraine. Ice sculptures were installed that symbolize the frozen conflict on the peninsula.

Cultural and artistic residence “Upon Boh”* - the place of culture in de-communization process in Vinnytsia on August 20-30, 2015 *Boh is a historic name of the Pivdenny Buh river that flows through Vinnytsia.

Cultural and artistic residence “Upon Boh” emerged as a reaction of the artistic community to incompetent implementation of “de-communization laws” in Ukraine that often finds itself next to vandalism and creates pretexts for new conflicts in the society. Local half-abandoned cinema house “Rosiya” (Russia) was turned into an open public space where about 100 cultural actors and residents of Vinnytsia were holding discussions centered around de-communization. 27 artists-in-residence presented their visual take on the issue. About two thousand active citizens attended the events of the residence including guests from Mariupol, Donetsk, Kramatorsk and Sloviansk.

Result of the residence became final exposition of works by the artists-in-residence as well as a road map. The road map covers the work with de-communization theme, acute social problems and artistic tools, revitalization of public spaces and reinforcing communication between the civic sector and authorities. A series of “DE” workshops explaining work with the road map also came as one of the residence results. The workshops were held in Sloviansk, Sievierodonetsk and Mariupol.

“DE” Workshop Revitalizing public spaces and establishing communication between the community and local self-governance bodies

Cities: Sloviansk, Sievierodonetsk and Mariupol. November 2015

The workshop idea appeared after the cultural and artistic residence “Upon Boh” was held in Vinnytsia in late August 2015. Curators documented the experience obtained during the residence in the “Road map on the use of inclusive methods of contemporary art to inform the people as well as to reinforce communication between civil society and municipal authorities using implementation of de-communization laws in Ukraine as an example.” Workshop “DE” was designed to popularize the ideas of the Vinnytsia residence. The workshops main themes are: revitalization of public spaces, establishing communication between the community and local self-governance bodies, use of methods and tools of contemporary art in the work with acute social themes.

Workshop participants were activists from Sloviansk, Druzhkivka, Kramatorsk, Bakhmut, Sievierodonetsk, Lysychansk, Starobilsk and Mariupol.

PUBLIC SPACE: bringing up the theme of lack of public spaces in the regions and in Ukraine in general as an obstacle to democracy development and building of a dialogue between authorities and civil society that would take place on common (neutral) territory. In Soviet times public places were constructed but they were never used according to their functionality. This tendency is till in place both in Kyiv and in the regions. Change of the reuthorics and re-arrangement of such places shows that civil society and competent approach to de-communization is developing.

Public space comprises all spaces (urban first of all) open and accessible for anyone at any time and upon any conditions regardless of social and demographic characteristics, property ownership etc. Public spaces are the basis for urban life, these are the main places that host social interaction (basis for urban life), daily practices and other apects of urban life. Public space is a key element of implementing and securing citizen rights and freedoms, first of all the freedom of speech, assembly and belief. It is not possible to implement these rights without physical public spaces.

Finally public spaces are only places in which various lifestyles and social groups are represented including marginal ones, the ones that have been forced out – true democracy and civil society are not possible without them.

MUSEUM – museums remain next to the only humanitarian institutions in the regions. Work and cooperation with museums will help turn museums into regional flagships to develop and implement humanitarian policy as well as search for and form the identity.

MODERNITY – fear of everything modern and new that the society has and that hampers reform process in Ukraine. Contemporary art is a tool that allows working with topical problems and themes as well as overcoming rejection of new (“different”) experience. It results in creative thinking, increased capacity for self-assessment as well as in productivity.

“Colored Paper” exhibition by Lilia Teptyayevaand a series of master classes

Cities: Kyiv, Vinnytsia, Sievierodonetsk (Luhansk region), Sloviansk (Donetsk region), Kramatorsk (Donetsk region), Druzhkivka (Donetsk region), Bakhmut (Donetsk region), Tchasiv Yar (Donetsk region), Chervony Lyman (Donetsk region).

“Coloured paper” exhibition and a series of master classes by Lilia Teptyayeva demonstrates traditional Ukrainian techniques of “vyryvanka” and “vytynanka” (paper cutting) in a contemporary manner. The project aims to work with children in the cities and towns located close to the frontline. It also seeks to attract public attention to children growing in conditions of war and affected by the military conflict.

Media play “il Caprese”:letters of Mykhaylo Kotsyubynsky from the island of Capri

Cities: Vinnytsia, Kyiv, Mariupol, Lviv, Sievierodonetsk, Odesa, Mykolaiv,Kherson

The island of Capri became a turning geographical point in the life of Mykhaylo Kotsyubynsky – one of the most distinctive Ukrainian writers of the XX century. Text of the media play combines two opposite female characters – the writer’s wife Vira Kotsyubynska and his lover Oleksandra Aplaksina. His letters to them set against the natural beauty of the island of Capri show writer’s internal transformation. After his visit to Capri Mykhailo Kotsyubynsky wrote his best novels: “Birthday Present”, “Horses aren’t to Blame”, “Apple Trees in Bloom” and “The Dream”. The Italian island made Kotsyubynsky discover Europe and made Europe discover Kotsyubynsky. The voice of the radio host Danylo Khomutovsky takes the audience to the Caprian coast where Kotsyubynsky is working on the “Birthday Present” novel – an important piece for Ukrainian literature. The villa of Maksym Gorki and traditional folk celebrations also appear in the play accompanied by collages of VJ Svitlana Reynysh. Caprian folk music, popular Italian songs and electronic sounds are skillfully mixed DJ Anton Quarkmonk Dehtyaryov.

“The Wall” artistic projectLev Skop and “Cactus” artistic team

Cities: Kyiv, Sloviansk (Donetsk region), Kramatorsk (Donetsk region), Bakhmut (Donetsk region), Tchasiv Yar (Donetsk region), Lysychansk (Luhansk region).

Artistic project “The Wall” is a composition of authentic wooden pieces of various sizes on which icons of Ukraine’s most respected saints are painted. The exhibition is of educational nature and aims at presenting traditional Ukrainian icon-painting to the audience. Its unique manner combines Ukrainian tradition, mentality and soul with Byzantine motives and European ideas of beauty. Thus the tradition of Ukrainian icon-painting is revived and continued. Artist and arts experts Lev Skop has been restoring interior decoration of the Saint Yura Church in Drohobych, Lviv region for about 30 years. The church is part of the UNESCO heritage. Wooden shingles (gonta) started to be changed in the church. The artist has been using the pieces to paint icons on them. That’s how a new take on sacred art appeared. Students of Lev Skop and participants of the “Cactus” artistic team accepted and develop the idea. Artists’ works form “The Wall” exhibition.

Research-exhibition “Foreign investment in Ukraine. Late XIX – early XX centuries. Part I. Belgium”

Idea: The research ruins the myth on Soviet industrialization of central, eastern and southern Ukraine. The project emphasizes European context in the history of region’s development that is under-researched and not well-known these days. Mining and metallurgy of Ukraine’s Prydniprovsky (the area around Dnipro) and Donetsk area developed with the help of business capital and the experience borrowed from England, France, Germany and Switzerland. Belgian business capital was of particular importance; therefore Ukraine’s Prydniprovsky-and-Donetsk area was called “Ukrainian Belgium”. Almost 250 historical documents and photographs dating back to those times are represented at the exhibition. They recreate this period important for development of Ukrainian regions in a vivid and convincing manner.

The exhibition displays shares and bonds of Belgian stock companies that operated in the governorate (so called “gubernia”) at that time and the accurate evidence of those events. The exhibition also presents photos collages of Belgian and Ukrainian enterprises, managers and founders of factories, quarries and mines. The photos capture giant metallurgic plants with blast furnaces, quarries, mines, products of factories and surely the photos of workers including metallurgists and miners.

The exhibition is accompanied by educational excursions and lectures.

Next countries of research are England, France, Germany and Switzerland.

Artistic expeditions through Ukraine“LOVE AND KNOW YOUR NATIVE LAND”

IDEA: • a group of artists, cultural experts and historians

make a trip to a Ukrinian town or village to study local cultural, historic and social peculiarities as well as to set contacts with local artistic and civic communities. Findings made during the trips are to be promoted through media and social networks.

Problems:• lack of dialogue between Ukraine’s regions, insufficient

communication between Ukraine’s regions and the center;

• unbalanced concentration of cultural processes and events between Ukraine’s regions and the center;

Idea:• Education for regional partners - the cultural sector

• Sharing of knowledge and experience with Ukrainian and foreign experts;

• Creation of a community of culture practitioners for cooperation and mutual support during the project implementation.

Topics: management of cultural projects; PR management; marketing; management of social and cultural projects; fundraising and financial management; coaching in the field of culture; museology; tourist and excursion business; cultural policy; cultural diplomacy; communication through culture; legal support of culture, etc.

• Lack of an opportunity of sharing experience between Ukrainian and foreign counterparts;

• Lack of innovative ideas for cultural projects and practices in the regions.

Cultural and artistic residence “Upon Boh” in Vinnytsia in 2016

Artistic residence as a tool for resolution. Artistic residence as a term started being used in 1990s. Artist in residence is often abbreviated “AIR”. Travelling artists that used to work together in particular places where they were invited to or where they gathered at own initiative have been existing for many centuries. The name that appeared in the 90s suggests that the artist has a clear function in a particular place. Artists act as agents in various locations, since then the role of artists is being researched in this context.

Idea: positive experience of the 2015 edition of the cultural and artistic residence “Upon Boh” in Vinnytsia and further interest from local audience made organizers continue the tradition of the residence “Upon Boh” in Vinnytsia in “Rosiya” cinema house and in other locations across the city. The project’s main idea is to reorganize the city’s public space and restore its direct functionality. It also seeks to continue familiarizing the city with contemporary art, to provide a location where Vinnytsia-based artists as well as cultural initiatives and projects from across Ukraine can implement their creative ideas. The project also aims at engaging international participants and guests, organizing a discussion platform and establishing alternative space for cultural leisure. Artists in residence will work over topical themes including ecology, identity, modernity, heritage and its future using contemporary artistic tools.

Problem: lack of public space in cities and towns; no platform for communication and exchange of experience between artists, activists and experts from all regions; limited opportunities for communication and networking between regional activists, Ukrainian and international experts; no processes are in place that would initiate search for methods to resolve the topical issues voiced by them.

WORK THEMES:

ECOLOGY: war is being in one of central public discourses in today’s Ukraine while threats to environment are almost not mentioned. In discussions on European integration we often tend to forget the basic ecological values of the European community. It is important that Ukrainians get their understanding of the place of the human in the ecosystem, the place where a human is not “above nature” but is its functional element.

IDENTITY: Ukrainians keep searching for their identity and place both in their homeland and in the global world. This search has been on through the Revolution of Dignity and the war in Ukraine and still remains topical and acute these days.

MODERNITY: fear of everything modern and new that is present in the society creates circumstances in which reforms in Ukraine are not possible, both in the wide sense and at individual level – changes that are linked to self-education and the zest for self-development.

“HERITAGE – FUTURE”: absence of humanitarian policy caused disdainful attitude towards cultural heritage. Lack of knowledge about own history leads to lack of understanding of modernity and of the ways to build the future.

AchievementsResidence was conducted in 2015. Concept of a new project was created based on experience of the residence. Experts, participants and organizing partners necessary for the 2016 edition of residence were engaged. Organizing team was formed. Reputation and a database of partners in Vinnytsia were obtained. Project idea was presented to potential international partners.

Residence for ceramists “HLYNA” (clay) in Sloviansk Artistic residence as a tool for resolution

Artistic residence will become a platform for meeting of contemporary ceramists. They will demonstrate how to make ceramic items produced in Sloviansk more competitive and attractive on the market by using existing resources. Expert consultations are also foreseen for entrepreneurs on how to sell their products on markets that have higher consumer potential, to develop and promote own brand. It is expected that rhetorics on Sloviansk will be changing nationwide: the city will be known not only as a place where the war started but as a place where traditions of ceramics production in place for centuries keep developing.Indicative budget – 58 000 euros

IDEA:

• humanitarian - creating a new identity of Slovyansk as a city with ancient traditions of ceramic industry;

• business - restructuring the existing industry (about 6,000 small businesses), access to the national and international markets.

PROBLEM:

• Humanitarian – Slovyansk is not associated with ceramic wares produced in the city and sold as souvenirs throughout Ukraine; Slovyansk has a negative reputation as a city, where the war in Ukraine began;

• Business – Slovyansk ceramic enterprises are beyond the concept of “brand“ and their production is of low aesthetic quality which is not competitive. It is proved by its low prime cost; lack of professional education in the areas of management, marketing, promotion and modern design make it impossible to develop and use the potential of the city, which has unique deposits of white clay, the resource of existing businesses and the situation in Ukraine, when due to currency fluctuations the prime cost of Ukrainian products is lower than the Chinese products prime cost.

Implementation stages

1. Creating an information field to raise citizens’ awareness. Presentation of Slovyansk as a city where traditions of ceramic craft reach back to the late nineteenth century and whose products have been highly valued in Europe. Introducing creative heritage of an outstanding ceramist Natalia Maksymchenko, who was born and began her creative development in this area. The local museum hosts 240 works of this master. Timeframe - April - August 2016.

Communication platform “Svitlohrad“for the cities of Severodonetsk, Lysychansk, Rubizhne

Idea:creating communication platform “Svitlohrad“ for active people of three cities - Severodonetsk, Lysychansk and Rubizhne, in order to develop communication strategy for creating a common vision of development (community association without cities association). Experts and artists’ research on the history of the cities to form a base of sources, which will serve a foundation for developing humanitarian policy and involve community, government and museum community.Indicative budget - 160 000 euros

“SVITLOHRAD“PRACTICE

The purpose of the project - to draw attention of the local community and the government to the following questions:• establishing communication between the inhabitants

of the cities, building a community of the like-minded who will work together on formulating a joint vision of regional development;

• humanitarian policy: studying the history of the region from ancient times to the present; initiating and supporting cultural processes; updating processes of self-identity in the region;

• forming public image of the existing museum institutions, popularizing the museum’s developments among the local population and establishing communication between the institution and the community; creating public spaces on the museum basis where each citizen can study history, conduct their own research or implement a project;

• forming the community’s aspiration for a new (virtual)museum to present the study of the history of the region.

Problem: In the Soviet period there was a plan to merge Severodonetsk (a young city that grew up in the 30’s and was separated from Lysychansk and Rubizhne by the “Azot“ plant), Lysychansk and Rubizhne in one city-agglomerate called Svitlograd. This plan was never implemented, but it resulted in competition and discord among the inhabitants of the cities. The problem is vital not only for those cities, but also for the whole Ukraine due to the decentralization process. Absence of normal communication among the cities impedes economic, social and humanitarian development of the agglomerate. In addition, absence of an institution for competent covering the history of Severodonetsk, Lysychansk and Rubizhne intensifies the problem. because the issues of self- identity and development of humanitarian policies are now pressing in the region.

• research on the cities’ history by Ukrainian and foreign historians, experts, artists with the participation of the local population and experts;

• formation of source base through research for the virtual museum and its popularization;

• communication sessions for active citizens (with the participation of Ukrainian and international experts) in order to develop strategy or roadmap for establishing communication between cities and elaborating a common vision for the development of Severodonetsk, Lysychansk, Rubizhne;

• educational lectures for local museum staff, representatives of cultural, educational and humanitarian branch to develop a communication strategy for museums or state humanitarian institutions;

• work with schools and universities to promote the project research.

Stages of implementation:

• April-May 2016: Historical research expeditions to Severodonetsk, Lysychansk, Rubizhne with the participation of historians, experts and artists.

• May-June 2016: Work on communication strategy for Sievierodonetsk, Lysychansk, Rubizhne.

• September 2016: Work on the virtual museum project.• November - December 2016: Educational programs for

museum staff and University teachers on work with the project achievements.
