The system is designed to allow the user to repeatedly open, modify and save plate resolution information at any time. The user may leave the application open, or open it only while working on resolution details.

This system, is designed to capture the results of license plate reading activity for simplified reporting to the New York State Division of Criminal Justice Services. The system allows users to view recent alarm activity, assign outcome measures to selected alarms, and then to generate summary reporting. No installation is required; simply copy the executables from the following link.

There are 2 independent parts to the system -• The "Plate Resolution Tool" allows the viewing and assignment of outcomes. • The independent "Outcome Report Tool" generates summary report.

To open the Plate Resolution Tool, double click the plate resolution icon. '" I

Begin by selecting an alarm plate from the pull-down in the upper left hand corner.

Just below the license plate number is a free form text area labeled "reference number". The reference number can be used to record up to fifteen characters of inform""t.r,-....., associated with the plate, such as local agency reference number, case number, or agency specific tracking information.

By checking the "Show Plate Image" box the user can view the image captured at the time of the alarm.

There are two types of outcome aSSignment controls.

A series of pull-down numeric boxes allow the aSSignment of details like "Number of Weapons Recovered".

The other is a series of simple check boxes.

By clicking the "Update & Refresh" button the information is stored and any additional recent alarms are displayed in the Plate pull-down. To close the application click "Quit".

To generate the plate resolution report, close the plate resolution tool and double click the outcome reports icon. .

The outcome reports tool generates a simple, delimited text file containing results for all of the alarm plates currently contained on the PC. Since the default retention for most PCs is 35 days, this generates a rolling 35-day report of the outcome information.

By clicking the "Generate Report" button, the user is prompted for the location for storage of the report file and the report is generated. The report is non-destructive, meaning that the report can be generated repeatedly, and will always contain all of the information currentl stored on the PC.

For users without Excel, the report generated is a simple delimited text format, which can be opened in Excel, Notepad, or other reporting tool. Users with Excel installed on the PC will see a "Totals" row. The report is intended to act as a simple baseline for reporting and to allow the user to enter additional information such as reporting agency and date range

Remington ELSAG DCJS License Plate Reader Hot List Generator

This system is designed for the New York State Division of Criminal Justice Services to generate a complete list of possible target vehicles based on a partial target plate. The system allows the user to enter each known character of a plate in the appropriate location and generate a list of the matching variations. No installation is required; simply copy the executables from the following link.

Click on the "AmberGen.zIP" file; select save and save in C:\OataMerge. Unzip the folder to C:\OataMerge. Make sure the executable is in C:\DataMerge and not in a folder underneath OataMerge. You can then copy the executable with the images folder to multiple PCs.

To open the Hotlist Generator, double click the AmberGen icon.

There is a place on the plate for each of the 8 possible characters on the target plate. -For each character, enter a letter, number or one of the 3 wild-card symbols described below (*,#,?)

In each position enter

a space if you believe the position is unused in the target plate.

~ * for ANY Character (A-Z,O-9 or space). Use * if you do not have any information about the character in that position.



~ ? for ANY LETTER (A-Z) . l)se? if you believe the position in the target plate is a letter, but are not certain what the letter is.

~ # for ANY NUMBER - use the # if you believe the position in the target plate is a number, but are not certain what the number is.

Do not enter any characters that are not full size (e.g. stacked letters like GI on government plates and VF on volunteer firefighter). If there are stacked letters on the plate note that in the Alarm Text area.

In the Alarm Text area, enter any information that you want to appear when a possible match is found, examples include vehicle make, model, color, description, instructions and contact information. This is a free-form text field so you may enter any information you like up to 120 characters.

Enter the state, if known, note that at this time, state is not used by the system to match the target plate, this information is only used by the operator in the field to visually assure that the suspected matched plate is the same state as the target plate. If you do not know the state, simply mention that in the Alarm Text area.

When you have finished describing the target license plate, click the "Generate File" button.

The system will notify you of the number of potential target license plates that you are about to add to the hotlist. Note that the larger the number, the more likely false hits are in the field. At this time the limit for a hotlist is 4 million plates. The more information you have on the target plate, and the more precisely you describe the plate to the system, the more accurate the target list will be.

Once the list is generated, save it to a text file.

To use it alone, simply drop the text file into the C:\Hotlist folder on a plate reader PC and it will be loaded into the plate reader.

To add it to the NYSPIN hotlist, follow the following steps-

Edit your normai NYSPiN LPRINFO.ZiP conversion process. (typically the file C:\DataMerge\LPRINFO.zIP Converter for Remington Plate Reader.bat

Change the line: COpy IY c:\OataMerge\Merged.text C:\Hotlist\Merged.txt

To C:\DataMerge\Ambergen.exe C:\DataMerge\Merged.TXT

. When the normal load process is run, it will bring up the Hot List Generator and append those records to the hot list before loading them into the plate reader. The system should load the merged file into the plate reader normally.
