Activity 1: Strengthening the NDA
For this activity Area the NDA will hire consultants (individuals or a firm) to build the capacity of the team within the Ministry of Development Planning and create the tools and communication platform for communicating to different stakeholders information related to the Fund’s engagement with Bolivia. A. One of the consultants, hired for 24 months (two year), will be responsible for
coordinating with other ministries on matters related to the Green Climate Fund (the Fund), and more particularly will support the NDA in undertaking the following tasks: i) Initial strategic evaluation of institutional capacities of Ministry of Development
Planning to fulfil its role and functions as NDA. ii) Strengthening the knowledge, capacities, processes, systems and procedures of
the Ministry of Development Planning to fully comply with its role as NDA; iii) Supporting the NDA establish a coordination and consultation mechanism with
other Ministries on Fund-related matters; iv) Organizing workshops and trainings for NDA staff on matters related to the Fund. v) Organizing one inter-ministerial consultation for the coordination mechanism led
by Ministry of Development Planning. B. The second consultant, hired for 24 months (two years), will be responsible for
developing tools and platform for NDA’s communications with relevant stakeholders, including the implementation of the following tasks: i) Preparing, publishing and transmitting brochures and other publications, containing the operational manual for the national coordination and consultation mechanism, based on the operative guidelines and norms deemed relevant for the engagement with the GCF; ii) Creating the contents and initially feeding an online platform to facilitate NDA’s communication with other stakeholders on matters related to the Fund, this platform will be created within the Ministry’s official webpage. Activity 2: Strategic Frameworks
The NDA will hire consultants (individuals or a firm) for 24 months to develop a Country Programme. The country programme will include the following activities:
i) Bolivia’s development priorities with respect to the Green Climate Fund (the Fund) consistent with the country’s existing Five-Year National Development Plan 2015-2020, other strategic sectoral plans and the Fund’s Initial results management framework;
ii) Identifying the roles of prospective public and private sector entities that may be accredited by the Fund in implementing Bolivia’s programming priorities with respect to the Fund;
iii) Identifying the roles of prospective multilateral entities, accredited by the Fund in implementing Bolivia’s programming priorities with respect to the Fund;
iv) Identifying how the GCF can build on the ongoing work of other development partners in the country, and deliver its support in a manner complementary to the efforts of other partners in the country;
v) Identifying opportunities to engage the private sector, including micro, small and medium-sized enterprises, and leverage their capacity to implement Bolivia’s programming priorities;
vi) Identifying programmes and projects, including public-private partnerships, consistent with the Fund’s initial investment framework;
vii) Developing concept notes for national/sectoral multi-stakeholders consultations for the identification of development priorities with respect to the GCF.

SECTION A: RATIONALE FOR REQUEST
A.1 Background
As of 2006, the Bolivian economy, has presented certain sustained growth, including in 2008 and 2009, which were the years of the international financial crisis; nevertheless, Bolivia is a country particularly vulnerable to the impacts of climate change, and the country is exposed to the impact of glacial water retreat, more frequent and higher intensity natural disasters, which may lead to increased food insecurity, water scarcity, increased diseases and others. Additionally, although in recent years, Bolivia has developed initiatives and policy documents, particularly the Framework Law of the Mother Earth and Integral Development for Living Well, which represent a comprehensive response to the great threats posed by climate change, the country’s economy continues to be strongly exposed to certain natural disasters and this has an impact among the most vulnerable sectors, including forests and water resources.
A.2 Justification for request
The Ministry for Development Planning of Bolivia has identified the following issues as the main challenges in its engagement with the Fund:
Weak capacities of the staff;
Lack of detailed information available for relevant stakeholders; and
Need of an inter-institutional coordination mechanisms for coordination on matters related to the Fund. Additionally, there’s a clear need to articulate all climate change legal and policy documents, including the Framework Law of the Mother Earth and Integral Development for Living Well, and prioritize critical investments for the development of project/program proposals, identifying as well relevant stakeholders in the potential implementation of such projects and programmes. In this context, the support is required in the first place to strengthen the capacities of a small team within the NDA to gain expertise on the Fund’s operations, and to support appropriate oversight of Fund activities at the country level. The Bolivian Government has shown interest in strengthening the capacities of the NDA to leverage proactive participation of different stakeholders at national level, including the private sector. The Fund’s readiness support will enable them to develop the tools and provide the platforms for broad dissemination of information relevant to improve the country’s access to international climate finance, particularly the Green Climate Fund. The support will also help to establish a clear climate change priority investment framework for identification and preparation of funding proposals to be presented to the Fund in 2016 and 2017. It is expected that the support will provide a clear framework and will help country authorities identify other relevant stakeholders from private sector and civil society to implement programming priorities of the country and potential Implementing Entities to facilitate direct access to the resources.

SECTION D: IMPLEMENTATION PLAN
D.1 Implementation arrangements
The Ministry of Development Planning will directly implement the readiness programme, and will take responsibility for implementation of the proposed programme including fiduciary management.
D.2 Disbursement and implementation schedule
Ministry of Development Planning will directly implement the requested readiness support and will lead the implementation of the programme. Activities under the two areas will be implemented in a 24 month period, in a sequential way. Activity area 1- Strengthening NDA will be implemented in 24 months starting in October 2015 and expecting to be completed in September 2017. Activity area 2- Development of a country programme under this area will also start in October 2015 and be completed by September 2017. Disbursement will be made directly to the NDA in five equal tranches: • The first disbursement, which amounts US$60,000.00 will be transferred upon the submission of an inception report from NDA, in form and substance acceptable to the Fund, which includes detailed implementation plan, procurement plan and budget; • The second tranche of US$60,000.00 will be transferred upon submission of an interim progress report and financial report, including an expenditure statement after 6 months of implementation; and • The third tranche of US$60,000.00 will be transferred upon submission of an interim progress report and financial report, including an expenditure statement after 12 months of implementation; and • The fourth tranche of US$60,000.00 will be transferred upon submission of an interim progress report and financial report, including an expenditure statement after 18 months of implementation; and • The final disbursement of US$60,000.00 will be made upon submission of a completion report and financial report, including an audited expenditure statement. The disbursement schedule requested meets the need of agility in the execution of resources, according to the schedule and procedures established under national law of Bolivia. Since under national procedures resources from external financing sources are assigned to specific programs and are separate from other public accounts, administration of these resources is independent, not allowing Government to make expenditures in advance therefore needing most resources possible for the implementation of activities planned under this proposal. This disbursement schedule will allow a fluid execution and full, on-time implementation of resources. The last disbursement, made upon the delivery of final report from NDA, will aim at covering payments related to the external audit of overall expenditure of the readiness support.

Ministry of Development Planning as NDA will directly manage the readiness funding and be responsible for providing and contracting the services described in this proposal, as well as reporting on the progress of this implementation. The procurement will be processed in accordance with the procurement guidelines and policies of the NDA in coherence with procurement guidelines and policies of the Fund. The Fund will undertake a due diligence on the fiduciary management capacity of Ministry of Development Planning, through a capacity assessment and/or external audit reports that prove such capacities are in place. The NDA, will competitively procure services consistent with its procurement policies:
Consultants will be procured on a competitive basis and the terms of reference of consultants will be developed further to include the tasks outlined in the request summary above. The NDA may also add other tasks to the ToRs of the consultants in accordance with the Fund’s defined scope of work on NDA strengthening within the resource envelope in this proposal and any supplementary resources secured from other sources.
For items such as venues and travel for stakeholder workshops to be organized, a shopping method will be used to procure such services consistent with the NDA’s procurement policies.
Information on the process and the results of procurement to undertaken will be included in the inception report where such information can be provided in advance, and in any case, in interim progress or completion reports when such procurement has been undertaken and completed.

Overall Objective
With an allocated amount of up to US$ 300,000, the goal of the Readiness Programme is
to establish a vision and the groundwork for a Climate Finance Plan for integral
development, in balance and in line with the Madre Tierra y el Bien Vivir [Mother Earth
and based on the concept of Living Well], that guarantees the capacity to generate the
components and ways of life of the Mother Earth and that contributes to a strategic
institutional framework for planning, public management and investment in Bolivia.
Special emphasis will be placed on providing the MPD – as National Designated
Authority (NDA) – with the tools necessary to manage Bolivia's relations with the Green
Climate Fund (GCF).
The main programme activities in Areas 1 and 2 are summarised below:
Area 1: Strengthening of the NDA
The activities to be undertaken in this area will be implemented over 24 months, from
April 2016 to March 2018; the purpose of these activities is to strengthen and
consolidate all the relevant and necessary institutional capacities within the MPD to
enable it to thoroughly fulfil its role as NDA to the GCF and meet the expectations of the
relevant actors and sectors in the country.
Area 2: Strategic Frameworks
Activities in this Area will include the development of a country programme and will be
implemented from April 2016 to March 2018.

A. PROJECT BACKGROUND & CONTEXT
A.1 Assessment of strengths and needs of the NDA
Please provide a brief analysis on the state of readiness to engage with the Fund and other climate finance, and
highlight strengths, assets, weaknesses, and need for support.
In its capacity as governing entity in charge of National Public Investment and of the Economic and Social
Development Plan (PDES, for its acronym in Spanish) 2016-2020, and on the basis of the Agenda 2025, the MPD is the
entity entrusted with recording and following up on the execution of all projects undertaken by the Non-Financial
Public Sector (SPNF, for its acronym in Spanish).
In what regards the implementation of GCF Readiness resources and, particularly, the development process of the
Country Programme (and according to current regulations: Supreme Decree 29894 of the Organisational Structure of
the Executive), one of the strengths of MPD is that it leads planning and coordination of Bolivia’s development, in
coordination with corresponding Ministries, Autonomous and Decentralized Territorial Entities, and Community and
Productive Social Organisations. In addition to defining policies, MPD acts as the Governing Body of the
Comprehensive State Planning System (SPIE, for its acronym in Spanish) and of the Investment and Finance State
System for Development (SEIF-D, for its acronym in Spanish). The MPD is in a strategic position to develop the
capacities of the NDA and, particularly, to articulate the relevant priorities and actors involved in Bolivia's
engagement with the GCF.
In spite of the fact that the MPD has the qualified professional human resources and the infrastructure necessary to
lead on country planning, it identified some challenges when undertaking its role as NDA:
Creating the necessary systems and mechanisms to establish adequate information flows, to consolidate national environmental and climate-change standards, to make them compatible with the GCF's investment criteria and to align the Strategic Framework for the GCF with the Economic and Social Development Plan 2016-2020.
Setting up an efficient and effective coordination and interrelation with the different national entities and with other actors from both private and public sectors to implement high-impact projects and programmes.
Instituting the NDA as a catalyst to manage efficiently the programmes and projects that address the risks
related to climate change. At present, the formulation and execution of programmes and projects related to such risks – whether with public or private resources – are sparse and not very systematised, which generates a duplication of efforts, loss of know-how, difficulties in the accounting for greenhouse gas emission reductions, etc.
The resources of the readiness and preparatory support programme will be particularly relevant, given the need to
procure consulting services to enable these activities to take place.
Consequently, MPD is building on the opportunity offered by the GCF Readiness Programme, while at the same time
articulating its legal and leadership capacity with Ministries, Autonomous and Decentralized Territorial Entities,
Community and Productive Social Organisations, so that the MPD becomes a platform for coordination and funding
of climate change adaptation and mitigation projects/programmes included in the Agenda 2025.

Please highlight information on key national climate change response policies and initiatives (e.g. national policies,
NAPs, NAMAs, INDCs, etc.) that are to be reflected / prioritised in the country programme. Highlight country and
donor strategies and programmes that are of relevance, and institutions to be engaged in the process.
The Plurinational State of Bolivia considers the preservation of the Mother Earth and the protection of the
environment as high priorities. The reform of the Political State Constitution (CPE 2009) provides Bolivia with the
fundamental legal framework to establish said priorities. In the context of the Country Programme set up as the
strategic framework for GCF engagement, Readiness support will allow MPD to institute consistent, integral State
policies, backed by specific regulations such as the Forestry Law, the Environmental Law and, fundamentally, the Law
of the Rights of Mother Earth that defines the treatment of policies and instruments like NAPs, NAMAs and INDCs.
Along the same lines – and acknowledging that the Government of Bolivia has defined the Agenda 2025 as a long-
term Plan based on which the Five-Year Plan 2016-2020 was developed as the principal tool to articulate all actions
and policies related to Bolivia's development – the implementation of GCF Readiness activities will ensure a broad
consultation process. Because of this process, potential sectors, actors and ideas for projects will be prioritised
inasmuch as they aim to achieve a climate-resilient development and a significant reduction of GHG emissions in
Bolivia.
In this sense, the Country Programme will be structured taking account of current legal regulations and existing
national policies; the following regulations and policies are relevant to climate change adaptation and mitigation and
will help materialize the projects to be identified for funding consideration by the GCF:
1. Political State Constitution (CPE, for its acronym in Spanish) Its article 342 establishes that: "It is the duty of the State and of the population to preserve and utilise natural
resources and biodiversity in a sustainable manner, in addition to maintaining a balanced environment."
Article 343 states: “The people have the right to participate in environmental management, to be consulted and
informed in advance of any measure that might affect the quality of the environment.”
2. Law 1333, Environmental Law and its Regulations The purpose of the Law is to protect and preserve the environment and natural resources by regulating the actions of
men as regards nature, and promoting sustainable development with the objective of improving the quality of life of
the population.
3. Forestry Law Its purpose is to regulate the sustainable use of forests and forestlands to the benefit of present and future
generations, by harmonising the social, economic and ecological interests of Bolivia.
4. Law 1700, its regulations and related standards The Law deals with the preservation and sustainable use of renewable natural resources to the benefit of present
and future generations of Bolivians, as part of the social function of property. The social function includes the rights
of use and the utilisation of the resources of the original domain of the State.
5. Ley 300 Marco de la Madre Tierra y Desarrollo Integral para Vivir Bien [Framework Law of Mother Earth and Integral Development based on the concept of Living Well] (NAPs – NAMAS)
Its purpose is to establish the vision and the foundations of integral development, in balance and in line with the
Mother Earth to Live Well; it guarantees the capacity to regenerate the components and ways of life of Mother Earth.
The Law provides for the creation of three mechanisms to manage climate change adaptation and mitigation (a Joint
Mechanism, an Adaptation Mechanism and a Mitigation Mechanism).
6. Intended Nationally Determined Contributions (INDCs)

Bolivia believes fair and ambitious efforts must be made to face the impact of climate change, even if it has not
caused the global warming phenomenon. In the same manner, Bolivia defines its national contribution within the
framework of the 17 Sustainable Development Objectives and its 169 goals that are part of the new development
agenda with a holistic view of the commitments made, which will be implemented voluntarily by each State and fall
under the Political Declaration in the document. This view is present in the fight against climate change for a
sustainable and harmonious development, where nature will be the basis for managing ways of life.
7. Patriotic Agenda 2025 The Patriotic Agenda 2025 is a very important document for the present circumstances of Bolivia and for the future
we want for Bolivia. The Agenda establishes 13 important Pillars that will make it possible to attain that objective.
The Patriotic Agenda highlights the importance and the priority granted to the preservation of the Mother Earth and
to climate change, as mentioned under Pillar 7, that makes reference to "sovereignty over our natural resources with
nationalisation, industrialisation and marketing, in balance and in line with the Mother Earth." Pillar 9, in turn, makes

8. Economic and Social Development Plan 2016-2020 (PDES) Within the framework of the Patriotic Agenda 2025, the PDES establishes the general guidelines for the integral
development of Bolivia's objective to live by the “Bien Vivir” concept, which should be coordinated with the medium
and short-term country plans that will serve as a framework for the actions of public, private and community actors in
general. The Plan aims at achieving a level of compatibility between the industrialisation of natural resources and the
preservation of the Mother Earth by strengthening ways of life throughout the territory and reducing environmental
pollution.
A.3 Key stakeholders to be involved & Proposed process for multi-stakeholder engagement
Please provide an overview of the key stakeholders in the country engaged in climate policy dialogue, project
development, public awareness, etc. Multi-stakeholder engagement is central in activities supported by the Fund;
please indicate the stakeholder engagement approach anticipated in the development of the country programme,
including prospective implementing entities / intermediaries where possible.
In its capacity as NDA, MPD will serve as facilitator to engage stakeholders in the consultation processes, a
mechanism that legitimizes the Country Programme. Under the scope the GCF Readiness Programme – and in a
context of establishment of a dialogue mechanism – the roles and responsibilities of each stakeholder will be defined
and the opportunities for private sector participation will be identified. The private sector will include micro, small
and medium enterprises and their capacity to implement the priorities of the Bolivian Plan will be observed. It is
difficult to anticipate the roles of the stakeholders, but the consultation process will allow for definition and
structuring of these roles.
It is important to emphasize that, starting with the reform of the CPE in 2009, all matters related to Climate Change
and respect of the Mother Earth became extremely important: entities are in general obligated to fulfil current
related regulations, allowing the MPD to act as facilitator to coordinate actions and policies among relevant
stakeholders. The Readiness Programme will contribute to this by (i) strengthening and training the NDA staff, (ii)
identifying responsible units within the MPD and (iii) identifying processes and procedures to coordinate and
articulate the implementation of projects and programmes.
Attention is also called to Bolivia’s Constitution (Chapter 2 – Principles, Values and Purpose of the State – article 8)
pointing to social and gender equality, a principle that will be considered in the multi-stakeholder engagement efforts

engaged in by the MPD.
Below is a list of public, private, international cooperation and civil society entities that will participate in the dialogue
and play an active role in the development of the GCF Country Programme:
Mother Earth National Authority: A public entity in charge of promoting the reduction of the causes and impacts of
climate change through the implementation of strategic plans, policies and mitigation and adaptation actions,
guaranteeing the capacity to regenerate the components and the ways of life, with a cross-sectoral, programmatic
and territorial approach to sustainable development.
Ministry of the Environment and Water: A public entity that promotes development in balance and line with Mother
Earth through the integrated management of water resources, access to water, sanitation, irrigation for food security
and the integrated management of the environment and ecosystems and basins approach.
Ministry of Hydrocarbons and Energy: A strategic public entity that promotes the development of the Plurinational
State formulates and evaluates policies, standards and plans for the energy sector in order to guarantee sovereign
efficiency, security and energy and to contribute to the wellbeing of all Bolivians in a context of fair and sustainable
development.
Ministry of Productive Development and Plural Economy: A public entity that promotes (i) changes in the processes
of the production matrix, (ii) strengthening the rural economy (through handcrafts and manufacturing, industrial and
agricultural industries), (iii) production in balance with nature (adding value and generating productive capacities) and
(iv) the universalization of access to internal and external markets to contribute to food sovereignty and to the
diversification of production with decent employment.
Ministry of Public Works and Housing: A public entity that promotes and manages the Bolivian population's universal
and equitable access to quality telecommunications, transportation and housing services, in balance with nature.
Ministry of Rural Development and Lands: A public entity responsible for defining and applying policies to promote,
facilitate, regulate and coordinate agriculture, silviculture and aquaculture, integrated with sustainable rural
development, with fairness, inclusion, reciprocity and cultural identity, based on the “Bien Vivir” concept.
Forestry Chamber of Bolivia: The leader in the forestry sector in Bolivia, the Chamber represents its members in
social, environmental, economic and political matters; it promotes the development of sustainable forestry within the
framework of the law and of free enterprise.
Partners for the Development of Bolivia - GRUS (International Cooperation): The group of Partners for the
Development of Bolivia (GRUS, for its acronym in Spanish) is a coordination entity constituted by bilateral,
intergovernmental and multilateral organizations present in Bolivia (World Bank, International Monetary Fund, Inter-
American Development Bank, Latin America Development Bank CAF, Belgian Technical Cooperation, German
Cooperation, Denmark and its agency for International Cooperation for Development, Spanish Cooperation,
FONPLATA, Japanese Cooperation and agencies of the United Nations System, among others). Its main strategic
purpose is to support the implementation of the agreements of the Paris Declaration and the Accra Agenda for
Action: instruments that support harmonisation and alignment of international aid with Bolivia's priorities.
The GRUS supports the leadership of the Bolivian Government to coordinate and harmonise international
cooperation, to improve efficiency and alignment in the fulfilment of the Government Plan objectives and the plans
approved by it. The GRUS is made up by 23 donor members who, since its creation in 2006, have gradually
strengthened coordination with the Government and cooperation in Bolivia.

Confederation of Private Businessmen (CEPB, for its acronym in Spanish): A private entity that promotes and actively
participates in the economic and social development process in Bolivia and supports the free-enterprise philosophy
and market freedom as the essential foundation for this process. The Confederation of Private Businessmen of Bolivia
groups most Bolivian enterprises, be them small, medium or large. The CEPB's main activity centers on representing
and advocating for business interests before institutions, public organisations and social agents.
Civil Society - This refers to Non-Governmental Organisations (NGOs) as a means to represent civil society. They
represent an organized civil society, independent from the State and respectful of current regulations and democracy
in Bolivia. Civil Society in Bolivia is organised into unions that represent such NGOs as the Integrated Health
Coordination Programme (PROCOSI) or the Network for Sustainable Development and the Environment (REDESMA),
but also the Coordination of International Non-Governmental Organisations (CONGI), among others.
Finally, the institutions that are accredited by the GCF as Implementation Entities present in Bolivia, with which
meetings have already been held: CAF, IDB, WB, UNDP, AFD. MPD is also working with CAF and IDB to prepare energy
project proposals. In the areas of mitigation and adaptation, the proposals contemplate co-financing through loans
that Bolivia will receive from these agencies.

In Area 1 concerning the Strengthening of the NDA, the proposal contemplates the hiring of:
One (1) international consultant (“Consultant 1”) for a period of 4 (four) months. This consultant will conduct an initial strategic evaluation of the capacities of the MPD as NDA and will provide the tools to strengthen MPD know-how, capacities, processes, systems and procedures, including no-objection procedures for project submission to the GCF.
One (1) national or international consultant (“Consultant 2”) for a period of 8 (eight) months to support the NDA in the establishment of a coordination and consultation mechanism with other ministries related to the Fund’s activities. In the same manner, Consultant 2 will work on the organisation of interministerial meetings and meetings with actors and stakeholders to work on the coordination mechanism led by the MPD.
Finally, a national or international consulting firm (“Consulting Firm 1”) will be hired for a period of 10 (ten) months
and will be in charge of developing an online platform to facilitate NDA communication with stakeholders on Fund-
related matters. At the same time, the firm will work on the development and publication of materials and other
publications deemed necessary for delivery of Activity Area 1 results.
With respect to activity area 2, concerning the development of the country strategy, three (3) consultants will be
hired that will be in charge of:
One (1) national or international consultant (“Consultant 3”) for a period of 8 (eight) months. The specific objective of this consultant will be to develop the Country Programme for the GCF and guarantee that project/programme concepts are consistent and integrated with the National Five-Year Plan 2015-2020.
One (1) national or international consultant (“Consultant 4”) for a period of 6 (six) months, who will work on the development, mapping and coordination with other pertinent national strategic plans or strategies at a sector level.
One (1) national or international consultant (“Consultant 5”) for a period of 14 (fourteen) months, who will be in
charge of coordinating the preparation of the programing priorities and project/programme Concept Notes as part of the climate-change adaptation and mitigation National Strategy.
The proposal also considers hiring a second consulting firm (“Consulting Firm 2”) to conduct an external audit and
elaborate audited reports.

Annex IV: Terms of Reference for National and International Consultants and consulting firms:
Background and context
The Plurinational State of Bolivia is located in western-central South America. The country's population is estimated at
10.1 million (2012 Census). With an area of 1,098,581 square kilometres, it is the sixth largest country in South America.
It exhibits a great variety of terrains and climates as well as several ecoregions with ecological sub-units such as the
Altiplano, tropical rainforests and dry valleys, and is one the world´s most biodiverse countries (Like Minded
Megadiverse Countries - LMMC 2015).
Bolivia is a Plurinational State, decentralised with autonomies, divided into nine departments. Civilisations as old as the
Wankarani, Chiripa, Tiwanaku, Mollo, Kolla and Inca, to name but a few, developed on its territory. The Spanish
conquistadors ruled the country until its independence in 1825. The pre-Columbian cultures blended with the Spanish
culture to make the country's multi-ethnic and pluricultural population, rich in diversity of customs and traditions
inherited from indigenous peoples and the Spanish conquistadors; a mix of traditions and the folklore of Mestizos,
Amerindians, Afro-Bolivians, and European and Asian migrants, to a lesser extent.
The Bolivian economy is mainly based on the development of its natural resources, mostly mining and gas. Bolivia’s GDP
is one of the lowest in Latin America, and it is considered to be a low to medium-income country. Economic activities are
strongly exposed to natural hazards leading to natural disasters, According to the World Bank (Strategic Alliance 2012-
2015) the country is highly vulnerable to natural disasters and climate-change phenomena such as floods, droughts and
glacier retreat, which in turn affect water supply, water management, irrigation systems hydropower generation and
transport infrastructure. The impact on sustainable productive development and on living conditions for the rural and
urban poor can be considerable, as proven by El Niño’s weather phenomena in the last 10 years.
Along these lines, and under the Ley Marco de la Madre Tierra y Desarrollo Integral para Vivir Bien [Law of Rights of
Mother Earth and Integral Development based on the concept of Living Well] (Law N° 300 from October 15, 2012) and
its Climate Change Adaptation and Mitigation Mechanisms, actions are undertaken to mitigate its associated risks and a
space is created for Bolivia to interact with the Green Climate Fund (GCF) and its participation in international
commitments to reduce greenhouse gases.

Development Planning to fully comply with its duties as NDA. PROFESSIONAL TRAINING

- Experience in coordination and joint projects with various institutions at national or regional level. - Experience working with the Global Environment Facility (GEF), Adaptation Fund (AF), and other
Climate/environmental Funds - Good management of information and technology tools - Good command of English and Spanish (both spoken and written).
ACTIVITIES TO BE DEVELOPED BY THE CONSULTANT.
The consultant will develop a 5-year Strategic Plan, containing at least the following activities:
a) Initial strategic evaluation of the MPD institutional capacities (diagnosis) to determine the advantages and
disadvantages of the Vice-Ministry, the Section and the Unit, where the structure of the team to manage the
administration of the Green Climate Fund portfolio will be set up. Likewise, the report shall include a structure proposal
for the team that will develop the program.

b) Strengthening of know-how, capacities, processes, systems and procedures of the Ministry of Development Planning
to fully comply with its duties as NDA, through the drafting of two documents:
• An outward-looking document that summarises the relevant information about the international commitments
concerning climate change and the environment, COP21 conclusions, Green Climate Fund relevant information
about project cycles, project submission forms, key documents, global targets, finance frameworks, etc.
• A second inward-looking document describing concepts, rules and regulations in force, analysis of needs,
procedures, systems, timelines, forms, etc., that will be called Environmental Project Finance Management
Guidelines.

OVERALL OBJECTIVE
Strengthening of the Ministry of Development Planning as National Designated Authority in managing and developing
projects in the areas of climate-change adaptation and mitigation before the GCF
SPECIFIC OBJECTIVE
- Develop an online platform to facilitate the NDA communication with other stakeholders on Fund-related matters. The platform will be created as part of the MPD-VIPFE official web page.
- Prepare and publish information material and other publications, including the operational manual for the national coordination and consultation mechanism, based on the guides and operational standards considered relevant for engagement with the GCF.
EXPERIENCE
- At least 10 years of experience in the development o communicational and advertising strategies;
- Experience in the development of web pages;
- Experience in formatting and printing documents;
ACTIVITIES TO BE DEVELOPED BY THE CONSULTANTING FIRM.
I. The Consulting Firm shall design and develop a communication and advertising strategy to communicate
effectively and fulfil the NDA’s objectives.
II. The Consulting Firm shall develop an online platform to facilitate the National Designated Authority (NDA)
communication with stakeholders on Fund-related matters. This Platform will be created as part of the MPD official
page.
III. The Consulting Firm shall prepare and publish materials including the operational manual for the national
coordination and consultation mechanism, based on the guidelines and operational rules considered relevant for
engagement with the GCF.

OVERALL OBJECTIVE
Conduct an external audit of the financial report prepared by the Ministry of Development Planning for the period from
1 March 2016 through 31 March 2018 and issue Green Climate Fund requirements to get the Auditor’s qualified and
independent opinion on the reasonability of the figures included in the financial reports.
SPECIFIC OBJECTIVE
A. Audit the financial reports, as presented to the GCF, and issue an opinion about whether the financial report of
the program has been prepared in compliance with the GCF requirements for financial reports, and with the
International Financial Reporting Standards, if applicable.
B. Check the revenues and expenditures recorded in the period under review analysing the supporting documents,
their approval, review, accounting process, truthfulness, reliability and other established internal and legal
requirements;
C. Verify that the procurement process for goods, materials and supplies has been performed in compliance with
the country´s procurement requirements and with the best practices established in the field;
D. Assess the evidence supporting the amounts and data presented in the financial statements;
E. Assess the accounting policies used and the relevant estimates included in the financial statements;
F. Assess the accounting system used by executing entity to record financial transactions, including the
procedures to obtain the figures related to project implementation;
G. Analyse financial transactions and accounting records to verify if the financial information (basic execution
statements and supplementary financial information) of the program is reasonably presented and if it was prepared in
accordance with the IFRS.
