I know that you’ve all read many newsletters that start out…”this term has gone
by in a flash, where has the summer gone, I can’t believe we’re on the cusp of changes
in color and temperature…” but it’s all true and it amazes me how quickly events come
and go and soon the days blend into weeks and months.
With that I need to step back and take an accounting of the great things that occurred
during the past few months including the bittersweet departure of one of our Chapter’s
biggest supporters, Milwaukee SAC Rich Ruminski. Rich’s retirement announcement
during the summer board meeting took us all by surprise. Rich indicated that although
he will no longer be directly involved with the Chapter’s Board, he will stay an active
supporter. As Rich said, “I want to continue to be included in one of the best NA
chapters in the world”. Thank you Rich for your years of FBI service and tremendous
support of this chapter!
With exceptional work on the part of our Training Committee, Board, Wisconsin FBI,
partners (Verizon and American Military University) and the wonderful staff at The
Pointe, this year’s annual re-trainer was a successful event in terms of activities and
attendance. One of the on-going expectations your Board strives to achieve is adding
value to your time and attendance at Chapter functions. I further hope that you found
value in the 5.11 bag.
In addition to the exceptional training offerings and various networking opportunities,
attendance of National President Kim Derry speaks highly of our membership and
professional annual program.
History was made. With no objections, members attending the annual Chapter Business
Meeting unanimously voted to accept the newly revised Association Bylaws. Along with
updating general operational procedures, the membership supported changes to the
Board President’s installation date and the creation of an appointed Historian. With
the change the existing board will be in place until the 2011 Business Meeting.
In addition to upgrading the bylaws, your Board is working to accomplish other goals indentified during the 2009-2010
Strategic Planning process including incorporation, solidifying event insurance, developing event standard operating
procedures and defining Board Position Descriptions (PD). As always, if you have suggestions, ideas, comments or concerns
about Board activities and operational direction please contact any board member directly.
By early 2011 we anticipate having a PD completed for the newly created Historian position so that those interested in
applying will have an opportunity to understand the duties and responsibilities of the office. If you have an interest in
gathering, identifying, preserving and organizing our Chapter’s history we encourage you to consider the job.
Finally, please take note of upcoming Chapter events for your scheduling. Your attendance is what makes this association
great.

FAREWELL TO SAC RICHARD K. RUMINSKI
Mr. Ruminski was born and raised in Chicago, Illinois and earned a Bachelor of Science Degree from Loyola
University in Chicago. He entered on duty as a Special Agent with the FBI on September 2, 1986. Upon
completion of training at Quantico, he was assigned to the Washington Field Office, where he worked
general criminal investigations. He was transferred to Chicago in 1987, and worked Counterintelligence,
Violent Crime, White Collar Crime and Drug matters. In May 1997, he was promoted to supervisor in the
Domestic Terrorism Operations Unit at FBIHQ, and later served as an Assistant Inspector in the
Inspection Division from May 1999 to May 2000. In October 2000, Mr. Ruminski was selected as a
Supervisory Special Agent in the Richmond Division over a squad with investigative responsibility for the
Counterterrorism, Counterintelligence, Civil Rights and Applicant Programs. In April 2003, Mr. Ruminski
was promoted to Assistant Special Agent in Charge (ASAC) in the Chicago Division where he managed five
Counterterrorism Squads, O'Hare and Midway Airports and a Resident Agency. In July 2004, Mr. Ruminski
was designated as the Administrative ASAC and later assumed responsibilities as the Acting Special Agent
in Charge of the Chicago Division from November 1, 2004 to January 30, 2005. In February 2005, Mr.
Ruminski was promoted to Inspector, Inspection Division, where he led inspection teams to FBI offices,
Headquarters Divisions and overseas Legal Attache offices. In June 2006, Mr. Ruminski was appointed
Special Agent in Charge of the Milwaukee Division. Mr. Ruminski and his wife, Pam, are the parents of
three daughters.
Mr. Ruminski retired from the Federal Bureau of Investigation on June 30, 2010, after almost 24 years of
service. He begin his new job immediately after retiring and will be the Security Manager at
Commonwealth Edison. He is currently enjoying a satisfying and thrilling victory of the Stanley Cup by the
Chicago Blackhawks and is looking toward a Superbowl win by the Chicago Bears. SAC Ruminski states:
"The time I've spent here in Wisconsin, getting to know all of you, has been one of the most rewarding
experiences of my 24 year career. I hope to return for the NA Retrainers and have a chance to share a
drink and catch up with my friends and colleagues. Thanks for making my job here easy. Rich"
Mr. Ruminski will be greatly missed, he was a hugh supporter of the Wisconsin Chapter of the FBINAA.
2010 ANNUAL RETRAINER
Over 115 members attended our annual Minocqua re-trainer held at The Pointe Resort from Wednesday
June 2nd through Friday June 4th. 5.11 Tactical gift bags and shirts were provided to attendees this year. The
re-trainer featured what we hope is the first annual retiree golf outing, our traditional Wednesday night cook
out picnic and pontoon boat rides.
The training agenda included presentations on Wisconsin and National threats by the U.S. Attorney’s
Office, Radicalization and Gangs within the Prison System by the FBI and the Racine Correctional Institution,
Active Shooter Incident Intervention by the FBI and presentations on national data collection.
We were privileged to have the FBINAA National President Kim Derry as our guest speaker at the
dinner banquet. The Executive Board held a business meeting and the Past Presidents also held a meeting.
The annual general membership meeting was held on Friday June 4th. Among the items discussed was
Wisconsin Chapter by Law changes updating the existing 1993 document. After a presentation by the
Executive Board the membership overwhelmingly voted in support of the proposed changes. Additionally we
discussed strategic planning initiatives and the Incorporation of the Chapter.
We would like to thank all those that attended, helped plan and facilitate the event as well as our
sponsors 5.11 Tactical, Verizon Wireless and the American Military University.
2010 SPRING SHOOT
The Wisconsin Chapter FBINAA Spring Shoot was held at the FBI Racine Range on May 6, 2010. The event
was attended by 87 members and guests.
The shoot began at 8:00am with firearms training led by FBI Milwaukee’s Firearms Instructors, followed by
a presentation on “Law Enforcement Flying while Armed” given by Air Marshall Jason Wiedmeyer and
Training Instructor of the Federal Air Marshall Service Patrick Lenart.
The lunch was provided by Brossman’s Meat Market once again, with their wonderful steaks. The event and
social networking was enjoyed by all who attended. We hope you can join us at the next fall shoot,
September 16, 2010 at the Waukesha Police Department Range, Waukesha, Wisconsin.
2010 NATIONAL CONFERENCE IN BOSTON
2010 GOLF OUTING
The 2010 FBINAA Wisconsin Chapter golf outing was held on Friday, August 6, 2010 at the Evergreen Golf
Course in Elkhorn, Wisconsin, and again was a great success due to the efforts of Robert Rosch and chapter
members who assisted Bob.
The 169 golfers that participated in this year’s event were tee’d up with great weather, fantastic food, and
friendship. The funds we raise from the golf outing fees, raffle prizes, and skill hole event are contributed to our
charitable organizations, scholarship opportunities, and Youth Leadership Program.
Thank you to all our participants, raffle donors and volunteers. Next year’s event will be held on Friday, August 5,
2011 at Evergreen. Come and join us.
2010 COLLEGE SCHOLARSHIP RECIPIENTS
We are pleased to announce the following 2010 Wisconsin Chapter FBINAA Scholarship Award recipients:
Brandon Moore, son of David J. Moore (Session 186) , Brandon will be attending Louisiana Tech University.
Kasie Rae Netko, daughter of Toby R. Netko (Session 176), Kasie will be attending UW-Milwaukee.
Robbie Arts, son of James Arts (Session 217), Robbie will be attending UW-Madison.
Congratulations to these students and to all of the nominees who submitted applications for the scholarships.
Each recipient will receive $500 towards there college education.
While the awards are based on the student’s grade point average, community service, and school involvement, the
sponsor’s involvement in our Chapter activities is also considered in the formula.
It is important to be involved with your Wisconsin Chapter of the FBINAA.
YOUTH LEADERSHIP PROGRAM
On March 31, 2010, Executive Board member Robert Rosch and Wisconsin Chapter graduates Chief Jim
Wallis, Capt. Mike Bagin and Capt. Pat McKenough interviewed 6 applicants wishing to represent the
Wisconsin Chapter at the FBI National Academy Associates 2010 Youth Leadership Program. The
candidates had to be a high school sophomore or junior with a grade point average of 3.0 or higher. They
were also required to write an essay on leadership as part of the process. After comparing the
accumulated scores of the candidates, the Wisconsin Chapter’s representative selected is Rebekka Keller.
She is the daughter of Mike Keller, Session 193, from Port Washington Police Department.
Rebekka will be attending the Youth Leadership Program through the cooperation of the FBI at the FBI
Academy in Quantico, Virginia. This year’s session begins on June 24, 2010, and concludes on July 1, 2010.
The program offers the attendees an opportunity to gain knowledge of the American system of criminal
justice, police organizations and function, criminal law, the structure and operation of our courts, as well
as leadership skills and personal development.
