1. INTRODUCTION-WELCOME

The Covasna Winter Rally is an event organised for racers from Romania and the European Community which is supported by the Romanian Motorsports Federation (FRAS). On this competition can also participate racers without license, if they posses a recomendation from a sport club or a rally driving school. In this rally guide, you will get usefull informations about this event. The rally guide can be updated so please check our site regulary. The offical website of the rally is www.autocrono.ro . This guide is just for information and it's not a rule book. 1.1 WELCOME The organising team wishes you a warm welcome in Covasna. We enjoy organising this rally everytime, considering the fact that we are in the hands of the weather and by this we refer to the snow layer, which in lack of snow can cancel the competition. We wish an accident free event and joyfull days for the racers and also for the motorsport fans attending the competition. Simon Árpád-President 1.2 COVASNA RESORT Covasna city is situated on the south-east edge of the lower part of the Carpathian Mountains in Covasna county, Transilvania, Romania, GPS coordinates 45.85194 -nordic latitude, 26.182809 -eastern longitude. Time zone UTC +2. The town is situated at 580 m altitude, 250 km from Bucharest, 310 km from Cluj and 270 km from lasi, this are the nearest airports too. With a subalpine climate, cool summers and moderate winter, the medium annual temperature is 7,5 Celsius, with moderate rainfall, weak winds, the majority of the days are dominated by calm atmosphere, the resort is well protected by mountains wich generate aerosols with high negative ion concentrations. Covasna has important turistic resources, because is situated on a post vulcanic zone. During rest time in „ The city of the thousand mineral water spring”, you can visit the springs and the balneo moffettes. The resorts soil it's extremely rich in different types of therapeutic mineral water, all around you can feel the attendance of the carbon bioxid. One of the natures is the Drake Lake, wich is a mineral water and sludge spring, situated in the center of the town. The last erruption was in 1984. At the exit towards Comandou, you can see the inclined railway, built in 1892, used for wood transportation, an unic monument of the central european industry. The loaded wagones start from the hill, because of the gravity pulling up the other wagon. ln this resort you can heal from different diseases, like heart problems, dermatologic issues etc.

4. SERVICE PARK 4.1 LOCATION Comandau, from traditional gate in accordance with Appendix GPS coordinates: 45.767396 , 26.278627

4.1.1 On the road between Covasna and Commandau there are road works in progress therefor it is recommended to take the detour Covasna- Papauti- Comandau.

4.1.2 Heavy vehicles can not ascend on any of the routes leading to Comandau! 4.1.3 Only vehicles having affixed the plates (service), distributed by the organisers will be allowed to enter the actual service park Maximum speed permitted within the service park area is 30 km

4.1.4 Access from the service park Saturday January 16th 07:00- 20:00 hours Sunday January 17 07:00- 20:00 hours 4.1.5 All competitors, will be allocated 10 x 2 m of service space Competitors who wish to have the service space in common areas are requested to mention that on the application form. 4.2 RESTRICTIONS All competitors must use a ground protector for each rally car. It is absolutely forbidden to spill any oil or other chemicals. 4.3 FACILITIES Chemical toilets for public use Rubbish collection-recycling points Container for waste oil, brake fluids and other chemicals 4.4 GSM PHONES The only working phone network in Comandau is Telekom 4.5 RE-STARTING NEXT LEG (superally) 4.5.1 Any crew that has failed to complete Leg 1 can re-start the rally from the start of Leg 2 only if they confirm their intention to the clerk of the course one hour prior to the publication of the start list of Leg 2. 4.5.2 The competitor must advise the organiser of the reason for retirement (e.g. accident, technical problems, etc.) and the intention to have the car re-scrutineered. 4.5.3 The organisers will recover the car after the opening of the stage

5. FUEL 5.1 Competitors may refuel their cars only in the designated refuelling zones marked on the itinerary and the road book The Fuel zone is located at the exit of the service park (TC Service Out) 5.2 Team members assisting during refuelling, should wear industry homologated PPE for hydrocarbons handling, such as safety glasses, protective rubber gloves, safety shoes and anti-static clothing.

6. TYRES SPECIFIED FOR USE DURING THE RALLY All tyres must be commercially available. 6.1 Only use of studded tyres allowed. Studded racing tyres must conform to the following: -studs must be solid, have cylindrical shape and be flatly chopped -maximum diameter of the stud sole is 9 mm -minimum diameter of the metal stud core is 2.5 mm -studs must not be longer than 20 mm -maximum weight of the stud is 4 grams -studs must be mounted on the outside of the tyre

-maximum number of the studs must not exceed 20 units at any decimetre of wheel circumference.

7. VEHICLE, EQUIPMENT AND SPARE PARTS In case the vehicle(s) is (are) registered in a country of the EU, a document showing that the vehicle has been attested for the purposes of racing in a rally must be provided. Signature by the owner will be also requested. In all cases the vehicles original registration documents must be available. Random checks may be carried out by customs officers to ascertain that vehicles and the on board equipment are included in the equipment and spare parts list.

8. RECONNAISSANCE 8.1 PROCEDURE FROM REGISTRATION Reconnaissance registration will take place at the Rally Office in Covasna House of Culture, 1 Decembrie 1918 Street, no. 1 Friday 15th of January, 08:30- 15:00 The reconnaissance car registration form must be submitted. 8.1.1 Every car will receive an identification tag bearing the contest number of the Team. This sticker must be displayed on the top (middle) of the front windscreen (inside) and remain visible during reconnais sance. The reconnaissance control card for the 2 passages that must be stamped at the start and finish of each special stage 8.1.2 RESTRICTIONS AND SPEED LIMITS On the special stages speed limit is 40 km/h Exceeding the speed limit on the special stages, will be sanctioned by disqualification from the race. On the special stages returning and changing the direction is strictly prohibited. Violation of the recconaissance schedule and rules will attract the interdiction to participate at the rally. The special stages are open to forest exploitation 8.1.3 SPEED LIMITS ON ROMANIAN ROADS:

- 130 km/h motorway - 90 k/h on roads, county, municipal outside towns - 50 km/h in cities, villages - 5 km/h in pedestrian zones

8.1.4 TIRES FOR RECONNAISSANCE CARS It is forbidden to use tires with studs. Tires used for reconnaissance cars are winter tires.

9. TECHNICAL CHECK 9.1 Location Will take place at Covasna, in city centre car parking. GPS coordinates: 45.845346, 26.167855

9.2 Rules 9.2.1 Cars may be presented by the crew or a team member. 9.2.2 Cars must be presented to the scrutineers with the rally plates and competition numbers affixed.

9.2.3 The maximum noise level for petrol engines must not exceed 100 dB(A) for an engine rotation speed of 500 rpm and 2500 rpm for diesel engines. 9.2.4 Competitors must present all items of clothing and equipment (helmets and head restraints) intended to be used. 9.2.5 The crew must present all protective equipment (helmets, overalls etc) first aid kit, warning triangle. 9.2.6 The complete homologation form and relevant documents and the homologation form for the roll cage must be presented and will be checked. 9.2.7 After checking technique is not closed park.

10. START PROCEDURE The start of the Rally will take place on Saturday 16th of January, from TC 0, located at the exit of the service park in Comandau. 10.1.1. START INTERVALS The starting intervals of the rally will be 1 minute for all drivers. 10.1.2. START ORDER The start order for the start of the rally will be prepared by the Stewards. The start list will be published on Friday 15 January , at 20:30 pm.

11. FINISH PROCEDURE The finish of the rally is at TC 10C, located in Covasna ,Sunday 17th January For CN Rally2/Rally Sprint the finish of the rally is at TC 6C, Saturday 18th January Early check-in is allowed at TC 10C and TC 6C Prize Giving Ceremony Covasna, House of Culture - Sunday 16th January, Time 20:00 from Rally2/Rally Sprint Covasna, House of Culture - Saturday 17th January, Time 18:00 from Winter Rally

12. MEDIA 12.1 MEDIA CENTRE An information panel for the media will be located in the press room, Covasna Culture House. Media Centre will open from Friday to Sunday, with daily schedule between 10: 00-20: 00. Internet access will be provided 12.2 ACCREDITATION Any media representative wishing to attend the event must complete the form published on Rally website. 12.3 ACCESS IN SPECIAL STAGES An hour before the start of the first competitor media representatives must occupy positions on the special stages, respecting the race direction.

13. USEFUL INFORMATION 13.1 TAXES ROVIGNETTE The Rovignette is defined as being the document or the electronic registration attesting the payment of the tax for using the Romanian national road network, also know as Road Tax. The tax is structured depending on the duration of use on the Romanian national road network (1 day, 30 days, 90 days, 12 months). The period of use includes both the time spent in traffic and the time the vehicle remains stationary.
