Civic House Numbering Over the past number of years, the Town and local emergency services departments have noticed that there are a number of residents that do not have a civic number visible on their property. It is very important for emergency purposes to have the correct civic number displayed on your property. The Town has developed a new policy requiring a visible civic number to be placed on all properties within the Town and encourages all property owners to display a civic number.

The Town has designed a template for civic number signs, which can be purchased through a local signage company. If you wish to confirm your civic number, please contact the Town office.

Home Based BusinessAs the Town continues to grow, the largest portion of businesses in the Town are becoming home based business. The Town’s Municipal Plan allows for a variety of home based businesses within residential zones such as small-scale hair and nail salons, low ratio childcare providers and home offices for a number of different classifications. Please note, it is the property owner’s responsibility to contact the Town’s Planning Department to ensure compliance.

Permits Required As we move out of the building season and into the winter months, many of you are maybe considering future renovations. When doing so, please keep in mind that the Town of Torbay is actively enforcing its regulations and bylaws. A Building Permit is required when completing any outside work to your property and for various other items. If you are unsure whether a permit is required, please contact the Town’s Planning Department.

In 2018, with the high influx of alterative heating sources and ventilation systems being installed, Council agreed that ventilation equipment, propane appliances/fireplaces, heat pumps, mini splits, oil fire burners, and chimneys shall be installed by a licenced/certified contractor. The Town now requires that a permit be obtained for such installs and that written confirmation from the licenced/certified installer indicating that the work has been completed in accordance with required codes be provided to the Town prior to the release of an Occupancy Permit or associated deposits.

DEPARTMENT OF PLANNING AND DEVELOPMENT

Private Well Water TestingA large portion of properties within the Town of Torbay are on private well water sources. The Town encourages residents using private wells to have their water tested at minimum, twice a year, in the Spring and Fall. There are water-sampling bottles available at the Town office during regular business hours. It is also recommend by the Department of Environment and Conservation that chemical testing be completed every two to five years after initial analysis.

Electrical Permit RequirementsOver the past number of years, the Town has been requesting final electrical inspections on all electrical work that is completed in the Town; this is required as per the Provincial Electrical Regulations. As per the regulations, only a registered electrical contractor can complete electrical work; it is the electrical contractor’s responsibility to obtain an Installation and Repair Permit from Service NL prior to starting any work. As with all Town and Provincial regulations, the Town and Province is actively enforcing the requirements.

Property StandardsIn 2015, Council adopted Property Standards and Maintenance Regulations to ensure that properties throughout the Town are maintained to a certain standard. It is the responsibility of all property owners to ensure that their property is maintained in a state of good condition and repair.

Notice to Property and Business Owners - 2019 Property & Business Tax Invoices:Invoices will be going in the mail, in January 2019, to all Property and Business Owners for the 2019 tax year.Please note that the payment deadline is Friday, March 29, 2019.

Either payment in full or a payment plan must be put in place on or before the deadline date in order to avoid any accumulation of interest.

Please keep in mind that the new entrance to the town hall is now at the rear of the building during ongoing renovations. Look for front desk/ reception signage as you enter at the rear of the building.

Pre-authorized Debit AgreementsIf a Pre-Authorized Payment Plan was in place during 2018, it will automatically renew for 2019. The 2019 Pre-Authorization Plan will remain in effect and continue each consecutive year until the customer notifies the Town of cancellation in writing.If you wish to cancel or discontinue your PAD agreement you must contact the town office at 437-6532 or email [email protected] as soon as possible.

This agreement will commence on January 2 and /or 15, 2019 unless otherwise instructed.

Guaranteed Income Supplement – GISResidents currently in receipt of the Guaranteed Income Supplement may be eligible for a 25% discount applicable to the primary place of residence only.

An town application and GIS entitlement letter must be provided to the town each taxation year. For more information, please visit the Town’s website at torbay.ca or call 437-6532. Deadline for submission of completed applications is April 30, 2019.

Low Income Property Tax ReductionResidents may be eligible for a 20% Property Tax Reduction for their primary place of residence only. Single income must be less than $18,955.00 or family annual income must be less than $32,052.00 to qualify for this reduction .

A town application must be completed each taxation year and a 2018 Notice of Assessment from Canada Revenue Agency must accompany the completed 2019 application.
