b. Northern Area 1. Royal High School – Football Only - Andy Andreolli, Athletic Director from Royal High School spoke regarding the Northern Area releaguing process. Andy expressed frustration and opposition to the process of the approved area confi guration and the lack of exploring all proposals for releaguing. The CIF Southern Section Executive Committee accepted the Royal High School proposal and when Royal went back to the Marmonte/Camino Leagues with the approved proposal from the Executive Committee, that proposal was defeated within the Marmonte/Camino Leagues. Discussion: There is concern that an appeal can only be launched on behalf of the school that is being impacted without consideration for all other schools that will also be impacted. (Newbury Park) concerned with the data that was presented in the appeal. The Northern Area (non-football) leagues were created with regard to competitive equity, enrollment and geography. There are a few members of the Marmonte/Camino Leagues (football-only) who do not believe that there was an establishment of competitive equity among the schools within the Marmonte/Camino Leagues. The 8-0-2 vote that was taken at the fi rst Marmonte/Camino Leagues meeting would not be considered an offi cial vote due to the failure to follow the CIF Southern Section Blue Book guidelines on the formation of athletic conferences. The 5-5-0 current vote of the schools is the vote that should stand. There was a motion and a second to approve SS470. The motion carried 30-6-39. 2. Simi Valley High School – Football

Only - Simi Valley offi cially withdrew their appeal due to the approval of SS471.4. NON-ACTION ITEMS A. STATE FEDERATED COUNCIL NON-ACTION ITEMS 1. Proposed CIF Swimming and Diving Championships - Should this proposal pass, the championship will be held in Spring, 2015. The CIF Southern Section Council and Executive Committee have approved this proposal. There will be a bidding process for the facility to host the CIF State Swimming and Diving Championships and will ultimately be decided upon by the CIF State Offi ce. 2. Bylaw 600 Revision - This proposal is coming from the CIF State Executive Committee and the response from the diff erent Sections and Committees vary. The proposal will not be presented for a CIF State Federated Council Vote until Spring, 2014. There are 26 states that have decided to eliminate a similar rule in order to avoid particular issues within their particular state. Discussion: Could the CIF Southern Section (should this pass) adopt a rule to continue current practice? No, the CIF Southern Section cannot be in confl ict with the CIF State Bylaws. While this might work for some Sections, this proposal seems to be in direct contradiction to STATE474 and could prove to be detrimental to high school sports. Other Section feedback: Commissioner Wigod shared the CIF Section Commissioner’s vote on the CIF State Proposal Form and reiterated that Section Commissioners were casting personal votes and not necessarily

Minutes of the April 25, 2013 Council Meeting - There was a motion and a second to accept the minutes from the previous meeting as presented. The motion carried.2. PUBLIC HEARING SESSION A. Recognition of anyone wishing to address the Executive Committee. Speakers must limit their remarks to three minutes. Mark Edgemon, Athletic Director from Upland Christian Academy, presented information regarding the NIAAA Conference in Anaheim December, 14-17. Keynote speakers are Bill Walton from UCLA and Pat Haden from UCS. LTI classes and workshops will be available. For more information visit NIAA.com. Brett Proctor, Athletic Director at Alta Loma High School discussed the importance to remember the principles of education-based athletics. Expressed concerns regarding the proposal to eliminate Bylaw 600. 3. ACTION ITEMS A. STATE FEDERATED COUNCIL ACTION ITEMS 1. CIF Budget, 2013-14 Revisions - There was a motion and a second to approve STATE 467. The motion carried. 2. Proposal to Adjust Fall SOP Dates Bylaw 1108.B - Commissioner Wigod explained the genesis of the adjustment to the SOP dates for the Fall. An immediate adjustment was made by the CIF State Executive Committee to the current SOP dates this the fall for equity purposes. The dates were determined by each Section and the Southern Section utilized a percentage of the season remaining after the SOP date to create more parity among the sports aff ected. There will be more discussion in the future for Winter and Spring sports as well. There was a motion and a second to approve STATE 468. The motion carried. B. SOUTHERN SECTION ACTION ITEMS 1. 2014-2018 Area Releaguing Plans - There was a motion and a second to approve SS478. The motion carried (1 abstention) a. Coast Area Releaguing Appeal 1. El Segundo High School - Steve Shevlin, Athletic Director, presented an appeal presentation on behalf of El Segundo High School. El Segundo would like consideration to be taking to reassign El Segundo into a league with more comparable attendance numbers and competitive equity. Discussion: Coast Area Releaguing Chairman Carter Paysinger discussed the process for releaguing in the Coast Area. Competitive Equity was a key area of consideration. The league members met and discussed multiple times to discuss proposals. There was an 11-7 in favor of the current Coast Area confi guration. Principals in the area are not fully opposed to the proposal of the El Segundo administration, but would like to honor the process currently in place to establish new league confi gurations. There was a motion and a second to approve SS469. The motion was defeated 9-54-17.

Practice Time Allowance Proposal - This proposal has originated from the CIF Sports Medicine Advisory Committee. The proposal was reviewed in detail with the Council members and discussion was held. Questions were raised about how this would impact football practices when students are not in school at the beginning of the practice season. How will this be monitored? The CIF Southern Section Football Advisory Committee will be looking into this further, if this proposal passes, as it might impact the implementation of “double-days”. B. SOUTHERN SECTION NON-ACTION ITEMS 1. Revision of Proposal from Sunset League Volleyball – Bylaw 2911 - Rich Boyce, Athletic Director from Edison High School, presented the proposal from the Sunset League. This proposal would attempt to eliminate the option for student-athletes to participate in club volleyball tryouts that are held during the CIF Girls Volleyball season. There is concern about the confl ict between high school volleyball and club organizations. The coaches and administrators from the Sunset League would like to ask for consideration for the safety of the student-athletes participating in the sport of Girls Volleyball. Discussion: There was concern about making student-athletes choose between high school sports and club programs. How will this rule be enforced and what is the penalty for violations of the rule? The proposal suggests a 2 for 1 penalty. 2. Proposal from Executive Committee to Eliminate 3214.1 - The proposal was reviewed by Commissioner Wigod and questions/comments were solicited regarding the proposal. Questions that were asked: “Why isn’t Basketball included in this proposal?” Basketball currently has Blue Book rules in place. “Can Wild Card games be included” They will not be included in compiling statistics. 3. Proposal from Mountain Pass League to Change Blue Book - -Rule Regarding Number of Contests Allowed for Tournaments (Bylaws 1503.2, 1609.2, 1803.2, 2204.2, 2404.2, 2504.2, 2906.2, 3004.2). Dave Anderson, Athletic Director from Hemet High School, presented the proposal to the Council. This proposal would allow for schools who host tournaments, regardless of the number of participating teams, to provide participating schools with a 5-game guarantee and having that tournament count as 2 allowable contests against the maximum contest limit for the season of sport.5. REPORT SESSION A. President’s Report - Jim Monico - The CIF Southern Section has had a great opening this year and commended the staff on handling issues that have surfaced throughout the beginning of the school year. The Champions for Character Dinner continues to be a successful event highlighting student-athletes. Make sure to communicate with your principals and discuss the issues we have reviewed today. The Hall of Fame Luncheon will be held this afternoon and we look forward to honoring members of our Section who have made a memorable impact in our area. B. Treasurer’s Report - Carter Paysinger - The audit was completed and fi nancial statements have been fi nalized for 2012-13. As of November, 2013-14 there are only 18 schools that have not paid their sport fees as of today. Total assets equal

$3,000,000 with total liabilities equal $160,000. C. Commissioner’s Report - Rob Wigod - This is going to be a year of change with all of the upcoming proposals to be discussed and voted upon. This is an exciting time for the Section to really determine our philosophy and direction we will move into. The Executive Committee has been very involved and will continue to work to serve the Section and the staff continues to work hard to serve the Section and provide student-athletes with quality championship experiences. We are looking forward to a great year. Please continue to invite us to your meetings so that we can continue to have conversations throughout the year and ensure that we are refl ecting the membership. We are looking forward to honoring members of our Section during the Hall of Fame Luncheon.6. ADVANCE PLANNING A. DATES 1. Appointment of Southern Section Executive Committee At Large Representative - Rob Wigod asked for current Executive Committee members to submit recommendations for the At Large Representative seat, which was vacated by Dr. Monica Colunga’s appointment to the Orange County Area Representative seat. B. Competitive Equity for Playoff Divisions in All Sports - Rob Wigod discussed the ongoing eff ort to develop a playoff model based upon competitive equity for all sports.6. OLD BUSINESS A. CIF Southern Section Bylaw 3214.1 - A discussion held and it was determined a proposal will be drafted and submitted to Council on behalf of the Executive Committee to eliminate Bylaw 3214.1. The CIF Southern Section Executive Committee fi rst read of the proposal will take place on October 10, 2013.7. CLOSED SESSION The closed session began at 4:13 p.m. to discuss CIF Southern Section legal updates and the

Commissioner’s Goals for 2013-2014. The closed session ended at 4:25 p.m. with no action taken.8. REPORT SESSION A. President’s Report - Jim Monico - Jim Monico thanked the committee and staff members for an outstanding year. He stated one of the bigger issues to be discussed statewide this upcoming year will be limits on practice time during the high school season of sport in trying to emulate what the NFL and the NCAA have implemented. B. Treasurer’s Report - Carter Paysinger - The annual audit is forthcoming, pre audit calculations point to a signifi cant loss year. This is due to decreased attendance in football and 100th Anniversary expenditures. No further information to report at this time. C. Commissioner’s Report - Rob Wigod - The Fox Sports West 100th Anniversary television show will be aired on August 29, 2013. Fall Eligibility Workshops are currently taking place and New Principal and Athletic Director’s training workshops will be held in September. Rob thanked the Executive Committee members and CIF Southern Section staff members for their continued hard work. NFHS Summer Meeting Report - Jim Monica reported attending the NFHS Summer Meetig in Denver, CO and mentioned in particular the legal update session which included the relationship between state legislatures and state associations. Also, he attended a session which discussed how to continue to emphasize what high school athletics does for student athletes specifi cally academics and character. D. Executive Committee Member Reports - There were no Executive Committee reports given.9. ADVANCE PLANNING A. DATES 1. September 30, 2013 – Tenth Annual Jim Staunton Champions for Character Award Dinner, Queen Mary Hotel and Conference Center, Grand Ballroom, 6:00 p.m. Tickets are available for this event. 2. October 10, 2013 – Southern Section Executive Committee Meeting, CIF Southern Section Offi ce, Los Alamitos, California, 1:00 p.m. 3. Adopt Agenda - A motion was made and seconded to adopt the agenda. The motion carried. F. Approval of Minutes - There was a motion and a second to approve the minutes of the August 15, 2013 Executive Committee meeting. The motion carried. 2. PUBLIC HEARING SESSION There was no one present to address the Executive Committee.3. ACTION ITEMS A. STATE FEDERATED COUNCIL ACTION ITEMS 1. CIF Budget, 2013-14 RevisionsThere was a motion and a second to support the CIF State budget revision. There was no discussion held. The motion passed with unanimous approval. 2. Proposal to Adjust Fall SOP Dates Bylaw 1108.B - Rob Wigod, Commissioner provided an overview of the proposal and stated there were inequalities with the length of seasons in boys and girls sports conducted within two diff erent seasons. Sit out period dates were not balanced between boys and girls sports and State CIF took emergency action. This issue will be discussed in the future and formal changes will be made with the Bylaw change process. There was a motion made and seconded to support the proposal. No discussion held. The motion passed unanimously. B. SOUTHERN SECTION ACTION ITEMS 1. Releaguing Appeal Hearings a. Northern Area 1. Royal High School – Football Only 2. Simi Valley High School – Football OnlyThe Northern Area releaguing appeals were heard and supported by the Executive Committee at the August 15, 2013 meeting. The Northern Area did not make changes to the proposal after meeting and discussing alternatives. The appeal process and Council procedures were explained by Rob Wigod, Commissioner. A motion was made and seconded to forward the original Northern Area proposal to the CIF Southern Section Council. There was no discussion held. The motion passed unanimously.4. NON-ACTION ITEMS A. STATE FEDERATED COUNCIL NON-ACTION ITEMS 1. Proposed CIF Swimming and Diving Championships - The proposal overview was given by Kristine Palle, Assistant Commissioner. It was approved and passed by the State Executive Committee and will be heard by Federated Council October 28, 2013. 2. Bylaw 600 Revision - This Bylaw revision was authored by State CIF and it will appear before Federated Council for a fi rst read on October 28, 2013. Discussion held. 3. Practice Time Allowance Proposal - The proposal overview was given by Jim Monico, President and Rob Wigod, Commissioner. The proposal was originally forwarded by the CIF Sports Medicine Committee. A Commissioner’s Sub Committee drafted the proposal and defi ned the guidelines. At the Federated Council meeting on October 28, 2013 the proposal will be reviewed and a proposal made with more general guidelines. B. SOUTHERN SECTION NON-ACTION ITEMS 1. Revision of Proposal from Sunset League

Volleyball Bylaw 2911 - Brandi Stuart, Assistant Commissioner informally polled members of the CIF Southern Section volleyball committee members. She reported they would be interested in this proposal with some changes suggested to keep the club and high school programs separate during season. This proposal would be null and void if Bylaw 600 was to be eliminated and if the proposal is adopted, it would only aff ect girls’ volleyball. 2. Proposal from Executive Committee to Eliminate Bylaw 3214.1 - Proposal overview was provided by Jim Monico, President. There was no discussion held. 3. Open Division Basketball - Rainer Wulf - Rainer Wulf reviewed a handout specifying timeline of Open Division discussions and questions that still need to be answered before making this change in playoff format. Discussion held. B. Audit Report - Mitch Carty - Mitch Carty explained the loss experienced this year was based mainly on decreased ticket sales for football, but other contributors were staffi ng costs, legal expenses, and 100th Anniversary costs. In general, the CIF Southern Section is stable and reserves are not being used to cover any costs. Discussion held. C. Marketing Report - John Costello - There will be 206 football games available on the web and 12-20 volleyball or water polo games, which are generating income. Last year, more than $90k was distributed to schools due to the television schedules and caused overall increased visibility for the CIF Southern Section and member schools. A pending Fox Television agreement will allow for additional coverage and income for the next 6 years. The rights fee will increase and additional PrepZone games will be covered. The CIF Southern Section has also signed a one year agreement with the NFHS network which covers 27-28 states and they will broadcast 150 events in all sports, including live events. This agreement will generate additional income for the CIF Southern Section.6. OLD BUSINESS A. Appointment of Southern Section Executive Committee At Large Representative Rob Wigod - Rob Wigod, Commissioner recommended Val Wyatt, Principal at Ventura High School to join the Executive Committee as the At Large Representative. She has experience as a teacher, Physical Educator, Activities Director, Athletic Director and Principal. Jim Monico, President opened the fl oor for additional recommendations and none were received. The committee was excused for a break from 3:38 p.m. and reconvened at 3:50 p.m. 7. CLOSED SESSION Closed Session began at 3:50 p.m. and ended at 4:22 p.m. A. Legal Update - Rob Wigod - No action was taken during Closed Session8. REPORT SESSION A. President’s Report - Jim Monico - The Champions for Character dinner was a wonderful night of celebration he thanked the staff for all their hard work putting together a tremendous event. He suggested all Executive Committee members who have not yet been involved to please plan to attend in the future. Jim also appreciate all the data on all reports that are given and he commended and appreciates staff for all their hard work. B. Treasurer’s Report - Carter Paysinger - Reggie Thompkins provided the treasurer’s report on behalf

of Carter Paysinger. He reports membership dues are 92% collected with the October 1 due date approaching. C. Commissioner’s Report - Rob Wigod - The Assistant Commissioners are building relationships with member schools and continuing to work through issues with the assigned schools. The 100th Anniversary televisions show DVDs were handed out to all Executive Committee members. Rob off ered his appreciation to Heather Smith and the staff for their work with the Champions for Character Dinner and thanked the Executive Committee members who attended. He stated this upcoming year will be one of discussion and philosophy on several issues. He announced the Association Rule survey will be launched on October 28, 2013. He also reviewed a handout regarding off season leagues related to CIF membership and rules. This memo was authored by the CIF State offi ce and will be distributed to all schools across the state. He introduced and showed a video with Brandi Stuart, Assistant Commissioner where she reviews playoff dates and important information member schools should know about volleyball playoff s. Additional videos will be created and posted for our member schools. D. NFHS Section 7/8 Meeting Report - Jim Monico stated the discussions within the CIF Southern Section mirror trends nationwide, football has decreased signifi cantly as well as Pop Warner type leagues nationwide. Some of the issues being discussed are concussion awareness and heat exhaustion or safety issues and the need to provide faculty training for the issues. He reviewed a presentation given by Dr. John Underwood who specializes in sports medicine and marijuana use and eff ects. Reggie Thompkins commented on threat assessment at events, and information that was discussed at the meeting. He suggested some schools may be more prepared than others if a plan is in place. Dr. Monica Colunga was interested in identifying with other sections and state organizations and she appreciates the structure within CIF Southern Section. She fi nd the CIF Southern Section to be a proactive leader amongst the other organizations across the nation. E. Executive Committee Member Reports - Chris Calderwood suggested thought be given to off ering discounted rated for new member schools. Terry Barnum appreciates the opportunity to serve on the Executive Committee and apologized for being unable to attend the previous meeting. Dave Reid applauded the Champions for Character dinner event and commended the staff for a great event and enjoyed the video presentations. Todd Arrowsmith stated he had read articles on Rob Wigod in his local newspaper and feels this is good exposure for the CIF Southern Section and commended Rob showing involvement in the local communities. Glenn Martinez reported on a new agreement to move the Boys Wrestling Masters Meet to the Ontario Citizens Bank Arena this upcoming year. Rainer Wulf reported Boys Basketball will no longer be held at the Anaheim Convention Center, but instead at multiple venues such as Azusa Pacifi c, Honda Center, and Godinez High School. Thom Simmons reported the CIF Southern Section intern is currently pursuing a full time position, so there may be a search for a replacement in the near future. Paul Kostopolous supports the CIF Southern Section rules and is thankful for the opportunity to serve on the Committee. Monica Colunga thanked the staff for the Champions for Character dinner and also stated her appreciation for attending the NFHS meeting. She commended staff on their continued work. Bill Dabbs stated what a wonderful opportunity and great evening the Champions for Character Dinner was.
