WINDSOR DOWNTOWN REDEVELOPMENT PROJECT FEBRUARY 2018
WHATThe Town of Windsor and the Downtown Development Authority have been working together the past several years on a redevelopment of the “backlots,” a three-block stretch along the railroad tracks from 7th Street on the west to where the rail crosses Main Street on the east. Prior planning efforts completed in 2015 envisioned what might occur on the DDA property in this area. To help advance these discussions , a request for proposals was issued in 2017, and after a competitive process, Brinkman was selected to work with the Town and DDA to bring a project forward that will enhance the vibrancy of the community.
As presented during the proposal, the project is expected to include a variety of destination commercial, office, and residential uses that will help advance the mission of the DDA to create a prosperous, vibrant, energetic and clean town center.
WHENCurrently the Town, DDA, and Brinkman are working to create a “shared vision” for the project by talking with stakeholders, neighbors, and the community at large, to ensure the project enhances Downtown Windsor. We’ll explore what types of uses might be appropriate, how circulation and parking can be addressed, and enhancements to public realm. This multi-stage discussion will unfold over several months to arrive at a successful design proposal. Current schedule is:
Concept design and community input: November 2017 – April 2018Redevelopment agreement with parties: April – July 2018Project approvals: July – November 2018Project commencement of Phase 1: November 2018
WHEREThe “backlots” between the railroad tracks and Ash Street.
HOWThe project is a public/private partnership, which allows full community input to include a shared vision. Three to four community meetings will be held during the process to allow ample opportunity for community members to provide feedback.
WHYBrinkman, the DDA, and the Town of Windsor seek to continue the revitalization of the downtown area for the betterment of the community as a whole.
