How much wind is needed to build a utility-scale wind farm?

That depends: it’s a function of how much energy you can get from the wind, and what you can sell it for

How much energy do you need to run turbines?

Wind speed 11-13 mph (power increases exponentially with speed)

Capacity factor (how much power is produced over time rel. to how much power would be produced if the plant ran at full capacity) ca. 27%
