New Homes Bonus is about to enter its third year and provisional allocations totalling £661m have

been announced.

Spending Review 2010 provided the following resources for New Homes Bonus within the CLG DEL (Departmental Expenditure Limit) Budget

Resource Redistribution

The funding mechanism for New Homes Bonus has consequences for resource distribution.

In 2012/13 £176m that would otherwise have been distributed through Formula Grant (using that methodology) is now distributed as New Homes Bonus (using that methodology).

In 2013/14 £411m that would otherwise have been distributed using the methodology for the replacement for Formula Grant (The Start Up Funding Assessment (SUFA) is now distributed as New Homes Bonus.

It is possible to examine the impact of these changes by:

In 2012/13: Comparing the distribution of £176m using the Formula Grant methodology and the distribution of £176m using the New Homes Bonus methodology.

In 2013/14: Comparing the distribution of £411m using the Revenue Support Grant element of SUFA methodology and the distribution of £411m using the New Homes Bonus methodology.

The effect is to distribute resources away from the North East (-£13.104m); North West (-£29.637m); Yorkshire and Humberside (-£9.991m) and the West Midlands (-£11.852m) to London (+£7.287m); South East (+£27.633m); South West (+£16.145m) and Eastern (+£12.021m) Regions.

New Homes Bonus is a General Grant. It can be spent on any expenditure that a local authority lawfully incurs and there is no requirement that it is spent on matters related to ‘new homes’.

The Grant Determination says “The purpose of the grant is to provide support to local authorities in England towards expenditure lawfully incurred or to be incurred by them”.

This is not how the New Homes Bonus is presented to Parliament.

“It also is worth noting that the new homes bonus does the job it is meant to do. It pays for, and helps to pay for, the development of new homes. Empty homes also benefit from the new homes bonus. While it is not ring-fenced, it supports local authorities in providing infrastructure that will support homes.” (Hansard; 17 January 2013 col 860; The Parliamentary Under-Secretary of State, Department for Communities and Local Government (Baroness Hanham):

The Regional resource re-distribution therefore means that resources are removed from local authority X which results in a service being reduced or closed and transferred to local authority Y which may result in the same service being retained or saved.

Two Tier authorities

In those areas where local government operates over two tiers – the County and the District level – New Homes Bonus is split between the County and the District using the ratio 20:80. As a consequence individual counties are all ‘losers’ because they lose Formula Grant and their 20% share of New Homes Bonus is not sufficient to recoup that loss.

Countywide Analysis

However when the County wide view (upper and lower tier) of the resources is considered the net effect is positive except in Cumbria; Lancashire; Staffordshire and Derbyshire.

Winners and Losers

The Government is taking resources from Formula Grant in 2012/13 (and in 2013/14 by reducing the Revenue Support Grant element of the Start Up Funding Assessment) and redistributing the same sum of money via New Homes Bonus. It is possible to identify which authorities get the biggest ‘return’. In 2013/14 Uttlesford gets £21.94 for every £1 it loses from Revenue Support Grant up from £19.34 the previous year.
