Why a disconnect between ambition and reality?
Fragmentation: Multiple transport actors and stakeholders act in isolation
and work on an ad-hoc basis.
Lack of Leadership: Inability of an actor to provide legitimate leadership
on behalf of the entire sector.
No One Voice: The transport community failed to talk with one voice to
influence global processes, such as the SDG’s and the Climate Change
debate.

2. The Global Tracking Framework
To measure progress, the report proposes a Global Tracking
Framework (GTF) that covers existing targets and relevant
transport-related indicators, including those already identified as
part of the Sustainable Development Goals (SDGs).

3. The Global Roadmap of Action
• A set of policy recommendations and actions that countries can take to achieve sustainable mobility.
• It will be global in nature with some specificity for example by region, by income group, etc.
• The roadmap will be informed by both data and existing conventions/agreements.
