    I. Foreword “Due to technical problem in CRM (Complaint Redressal Mechanism) of call centre application, no information is

    available from 1.10.2017 to 31.12.2017.” This is not the kind of response one would expect to an official Right to

    Information (RTI) application seeking basic information such as the number of complaints registered in an official

    complaint mechanism of a State-run body in India. The Delhi Jal Board (DJB) has apparently ‘lost’ data from their

    citizen complaint system for three months. This is extremely worrisome, and is indicative of a larger disregard for

    citizens’ complaints, which has unfortunately been observed in this year’s analysis in our white paper. Exasperation

    towards the administrative officials’ lack of intent is also portrayed in deliberations by elected representatives,

    where 716 issues (9%) raised in Ward committee meetings from April – December 2017 were an expression of

    frustration towards the working of the administration.

    On the deliberation front, they say clichés exist for a reason. Well, the cliché that politicians only make promises

    just to win votes seems to be holding true in the case of the three Municipal Corporations in Delhi. The issues raised

    by Councillors elected in the April 2017 Municipal Corporation elections indicate that they are not serious about

    the promises that they made in their respective Manifestos for the Corporation elections.

    For instance, Fires in houses and building is an extremely serious and life-threatening issue. However, Indian

    National Congress (INC) was the only party among Bhartiya Janata Party (BJP), Indian National Congress (INC) and

    Aam Aadmi Party (AAP) to mention it in their manifesto. Additionally, no issue has been raised by newly elected

    Councillors between April-December 2017. Similarly, Councillors from the Aam Aadmi Party (AAP) attended only

    63% of all ward committee meetings from April – December 2017. This means that Councillors from AAP did not

    attend one in every three Ward Committee meetings, which are useful for raising issues pertaining to the

    Councillors’ wards at a microscopic level. How are the Councillors expected to follow through on their promises in

    their manifestos if they are not attending Ward Committee meetings and raising important issues?

    Even where Issues raised are being asked, they seem to be poorly prioritised. Despite civic complaints relating to

    Water such as No water, contamination of water, etc., consisting of 43% (1,65,735) of all civic complaints in Delhi

    in 2017, a dismal 0.4% (29 issues) of all issues raised by Councillors were on the water related issues, in Apr-Dec

    2017. Additionally, complaints on no water, shortage of water, and dirty water, which have always been a priority

    for all political parties in elections, have shown an increase in the past three years, and yet MLAs have asked only

    59 questions on water supply in 2017.

    Similarly, complaints related to contaminated water registered in Delhi Jal Board (DJB) have increased by 24% from

    Jan – Dec 2015 to Jan-Sept 2017 This is especially alarming since contaminated water is a breeding ground for

    preventable diseases and a basic goal of our governments should be to eradicate deaths due to preventable

    diseases. According to RTI data from our Health study, there were a total of 6,22,480 diarrhoea cases in 2016 and

    303 institutional deaths in Delhi due to Diarrhoea in 2014 and 2015.

    Data collected by Praja Foundation on Air Quality is corroborating the national conversation on global warming

    and worsening air pollution in the national capital. 54%, 66%, and 58% of days in 2015, 2016, and 2017 respectively

    saw Poor, Very Poor or Severe Air Qualities.

    All these grave issues facing citizens need to be taken cognizance of and need to be dealt with in a steadfast

    manner. A crucial prerequisite for this is a robust complaint mechanism to address citizens’ complaints. The system

    currently being implemented as a citizen complaint mechanism in Corporations is medieval at best, wherein

    complaints are maintained in a register. There is no way to track the status of these complaints, or easily see if they

    have been closed. There does not exist a unified, sophisticated complaint mechanism system in which citizens can

    lodge a complaint about issues that matter most to them. Agencies responsible for maintaining and storing this

    data also need to do so with rigour and treat citizens’ complaints with the seriousness that it elicits.

    An efficient & robust complaint mechanism needs to be coupled with steadfast administrative and deliberative

    leadership. All governments active in Delhi must show intent towards making a structural change to address and

    eradicate citizens’ issues. A long-term plan needs to be put in place to fundamentally reform the system and

    prevent recurring problems from happening in the future. For instance, complaints relating to major issues like

    sewerage, removal of dead animals, contamination of water are also major potential public health hazards. They

    have showed a continuous rise, and the problems faced by citizens are showing no sign of going away, for years on

    end. And yet, we see no concrete plan of action or willingness to create and implement policy on these issues.

    III. Source of Data

    The sources of information1 for this study have been collected by filing RTIs (Right to Information) to the relevant

    departments and through Citizen Survey:

    1. Civic Complaints data2:

    a. MCD: The data was collected by filing RTIs to all 12 zones of the Municipal Corporation of Delhi.

    We have taken data from Municipal Corporation of Delhi (January 2015 to December 2017) for

    complaints and deliberations. The reply to our RTIs to the 12 zones was given in the form of a

    photocopy of the complaint register. This data helps us understand the trends that are prevalent

    regarding the registration of civic complaints.

    b. State: From August 2014 to December 2017, complaint data is collected from Delhi Jal Board. The

    data from January 2014 to July 2014 was taken from complaints registered with MCD because

    complaints for Delhi Jal Board (DJB) was not available for this time frame. The data we received

    from the Delhi Jal Board Online Complaint System was in the form of a print out of the summary

    data. Delhi Jal board Complaints data help us to understand the trends in the complaints of citizens

    and compare it with the issues raised by our elected representatives.

    Note:

    2015 Complaints: Complaints for Delhi Jal Board was not available from January 2014 to July 2014 thus the

    same has not been included in the total complaints. Complaints mentioned in 2014 was taken through

    complaints registered under MCD. Total complaints of Delhi Jal Board (Sewerage, Water Supply, Road and

    Drainage) from August 2014 to December 2015 have been considered under 2015 column. In the total

    number of complaints, the complaints registered with EE projects in different wards, and at the

    headquarters of Delhi Jal Board (DJB), have not been included. This is because the data provided by DJB

    did not have the ward numbers to which the complaints belong.

    2017 Complaints: DJB complaints were only available from Jan 2017 - Sept 2017. Hence, all total complaints

    from 2017 are general complaints from Jan – Dec ’17 and DJB complaints from Jan-Sept ’17. In an RTI

    response to Praja Foundation, an Executive Engineer of the Delhi Jal Board (DJB), also the Public

    Information officer (PIO), responded, “Due to technical problem in CRM of call centre application, no

    information is available from 1.10.2017 to 31.12.2017.”3

    2. Deliberations4:

    a. Councillors: The data on deliberations i.e. attendance, numbers of issues raised and the categories

    of issues raised pertain only to the WARD COMMITTEE for the period January 2014 to December

    2017. Rest of the forums such as General Body Meetings, Standing Committee, Education

    Committee, and records of other such committees are not taken into account for this study.

    b. MLAs: The data on deliberation i.e. attendance, number of issues raised and categories of issues

    raised of MLAs is collected from Vidhan Bhawan of the meetings from 24-02-2015 to 11-10-2017.

    c. Issues raise by Councillor for Manifesto Analysis

    Note: We have analysed issues raised by Councillors in 2017 from April 2017 to December 2017, since Corporation elections were held in April 2017 and new councillors were elected.

    3. Population: The population data has been taken from the Primary Census Abstract Data available on the

    Census India website (www.censusindia.gov.in). The data obtained was in electronic format.

    4. Air Quality Index (AQI): The AQI data has been downloaded from the Central Pollution Control Boards

    (CPCB’s) bulletin (http://cpcb.nic.in) after confirmation through an RTI application.

    5. Toilets (Open Defecation Status): Data relating to public toilets has been obtained from the 12 zones

    (before delimitation) of the Municipal Corporation of Delhi and 12 District’s Executive Engineers of Delhi

    Urban Shelter Improvement Board (DUSIB).

    Note: Throughout this paper, we have used abbreviations EDMC, NDMC and SDMC. These abbreviations stand for

    East Delhi Municipal Corporation, North Delhi Municipal Corporation and South Delhi Municipal Corporation

    respectively.

    Inference:

    Complaints related to ‘Sewerage’ increased by 14% from 64,481 in 2015 to 73,088 in 2017, in Delhi.

    While complaints related to ‘Sewerage’ have gone up from 2015 to 2017, issues raised by Councillors on

    the same topic dropped to half, from 44 in 2015 to 24 in 2017.

    Issues relating to ‘Nuisance due to stray dogs, monkeys etc.’ increased from 21,376 in 2015 to 22,574 in

    2017. In 2017, issues relating to ‘Nuisance due to stray dogs, monkeys etc.’ constituted 6% of all complaints.

    Most complaints were relating to ‘Water Supply’, with 43% of total complaints relating to Water Supply in

    2017.

    Inference:

    Complaints relating to ‘No Water’ have increased from 34,554 in 2015 to 52,100 in 2017, which is an

    increase of 51%. Similarly, complaints relating to ‘Dirty Water (Contamination)’ rose from 27,227 in 2015

    to 33,884 in 2017, which is an increase of 24%.

    V. Analysis of Political Party Manifestos

    When political parties make certain promises in election manifestos, it is expected that they would have put some thought into those issues in the years leading up to the election. If parties made an effort to raise these points in the period before the elections, then it indicates a sincerity towards the causes they espouse. It also indicates a coherent thinking process of the parties. The most objective way of analysing this is by comparing the promises in the manifestos with the issues raised by the Councillors in the Corporation and its various committees. For this, we collated all the promises made by major political parties in their manifestos and divided them into several broad categories. Not all parties have necessarily raised issues related to all of these categories. Within these categories, we have compared specific points mentioned by the parties in their manifestos with issues raised by them in the preceding years. Thus, we have restricted our analysis to these sub-issues rather than focusing on broader issues.

    In our analysis, we have given the benefit of doubt to political parties while comparing points mentioned in

    the manifestos with issues raised earlier. For example, if constructing toilets at auto and taxi stands was listed as a

    point in the manifesto, issues raised on sanitation were taken as being related to this issue. This is because although

    constructing toilets at auto and taxi stands is a specific issue; it is linked to the broader topic of sanitation.

    ‘Complaints’ shown in the tables of this section are civic complaints registered under all Corporations in Delhi as

    well as complaints registered under Delhi Jal Board (DJB), which is a state-run body.

    Note: All complaints shown below are complaints received from January 2017 – December 2017, except complaints

    received from Delhi Jal Board (DJB). DJB complaints were only available from Jan 2017 - Sept 2017. In an RTI

    Inference:

    The top three registered complaints in Shahdara North Zone from 2015 to 2017 were on issues related to

    ‘Water supply’, ‘Sewerage’ and ‘Unauthorised Construction/Development’.

    In Shahdara North Zone, the highest number of complaints are on ‘Water supply’ with a total of 48,390

    complaints over a period of last three years while the Councillors have raised just 16 issues in three years

    (2015, 2016 and 2017) and MLAs have raised 18 issues in three years on this issue (2015, 2016 and 2017).

    Inference:

    The top three registered complaints in Shahdara South Zone from 2015 to 2017 were on issues related to

    ‘Water supply’, ‘Sewerage’ and ‘Nuisance due to stray dogs, monkeys etc.’

    In Shahdara South Zone, the highest number of complaints are on ‘Water supply’ with a total of 37,320

    complaints over a period of last three years (2015, 2016 and 2017). On the same topic in the same period,

    Councillors have raised 8 issues, and MLAs have raised 14 issues.

    Despite complaints relating to ‘Sewerage’ being at a significant 10,221 in 2017 and 11,183 in 2016, only

    two issues were raised by Councillors on ‘Sewerage’ from (2015, 2016 and 2017).
