Midway is an atoll of two

islands in the Pacific Ocean barely big enough to hold an airport.

Yet this was the site of the most decisive single naval bat-tle in U.S. history, a fight that determined the outcome of the War in the Pacific.

Naval Air Station Whidbey Island and the PBY Memorial Foundation hosted a Battle of Midway remembrance cer-emony June 3. The ceremony took place under the sturdy

wing of the PBY Catalina aircraft “Gigi” on display off Pioneer Way in downtown Oak Harbor.

On hand were U.S. Rep.

guest Harvey Lasell watched the ceremony from a special seat up front. During the battle he was a 27-year-old fire control division officer aboard the USS Yorktown. He fought the Japanese aerial attack from the flight deck. A month earlier he survived the Battle of Coral Sea.

Also honored with an empty chair was the late Harry Ferrier who died in April. At the Battle of Midway, 17-year-old Ferrier was a radioman and gunner who flew into battle in a Grumman TBF-1 Avenger. He and his crew kept the Japanese Carrier Striking Force busy, carrying out five attack waves without cover. Out of the six Avengers that launched that day, his was the only one that returned.

Under the wing of a PBY was an espe-cially appropriate place to remember, given the importance of patrol and reconnaissance aircraft in the battle, said NAS Whidbey Commander Capt. Geoff Moore, who deliv-ered the keynote address.

“They were the vital eyes and ears that gave us the advantage of first strike,” Moore said. “Crews flying the PBY-5A ‘Catalina’ patrol bomber similar to the one behind me made first contact on the morning of 3 June, with pilot Ensign James Lyle sighting a pair of Japanese minesweepers.”

Moore recounted the highlights of the bat-

tle, which occurred six months after the attack on Pearl Harbor. Thanks in major advances in code breaking, the U.S. was able to put a stop to Japan’s planned ambush of our country’s remaining aircraft carriers. American scouts found the Japanese early the morning of June 4. Then American carrier-based planes turned the tide. Japanese carriers were caught while refueling and rearming their planes.

In all, the Japanese lost four fleet carriers and a heavy cruiser, 322 aircraft and more than 3,500 sailors. The U.S. lost the Yorktown and 307 lives.

“As important as the loss of the carriers themselves, the loss of over 100 aviators and 700 maintenance workers would have an equally damaging effect on their ability to carry out effective aviation operations,” said Moore. “Showing the world that a squadron’s capability is more than just those in the air. It requires the skills of every person assigned.”

Moore said the loss of Japanese maintenance expertise symbolizes the incredible value of U.S. aviation maintainers.

Capt. Frederick McDonald envisions a time when a Navy wife worried about her sick baby at 2 a.m. could get help immediately on the Seaplane Base in Oak Harbor.

She could enter a clinic “pod” staffed by a technician and visit face-to-face virtually with a doctor at a hospital elsewhere.

We’re not there yet, but health care is moving in that direction, said McDonald, commander of Naval Hospital Oak Harbor. The base hospital already is tak-ing advantage of advances in telemedicine that make health care more accessible to patients and save money.

Not long after McDonald took command in 2014, the base started offering virtual behav-ioral health services. Patients talk to a provider remotely via video conferencing technology. A technician is onsite with the patient if they need assistance.

This option isn’t right for everyone or every situation, but it’s helped solved a problem for the hospital, which struggled to attract a mental health provider willing to take a modest sal-ary and live in a rural location. There’s a high demand for men-tal health services statewide and

stiff competition for providers in the civilian sector.

“This created an opportunity to think about out-of-the-box coverage,” he said.

Naval Hospital Oak Harbor is averaging around 10 tele-medicine behavioral health vis-its a month with fluctuations based patient needs, psychiatry manning and deployments, said Cdr. Andrew Mortimer, a staff psychiatrist. Telemedicine is available to active duty person-nel and dependents.

“It’s an additional tool to help with access to care but has limi-tations based upon patient pref-erence and acuity,” he said.

Telemedicine in its more rudimentary forms is nothing new, especially in the military when sailors and soldiers can be far removed from hospitals and

specialists. Many times when McDonald was deployed at sea, he called specialists for a consultation.

“The military has been a lead on this because of the way we work and where we work,” he said. “We’ve been doing things like this a long time because we needed to.”

What’s changing is how tech-nology allows for face-to-face contact with a specialist any-where in the world.

That’s particularly important at Naval Hospital Oak Harbor, which is a long drive from the specialists at Naval Hospital Bremerton or Madigan Army Medical Center in Tacoma. These facilities may seem close as the crow flies, but patients can be traveling for up to four hours to see a specialist.

The foray into telemedicine is working so well, the base hos-pital is expanding the option for other specialties. Right now they also offer some dermatology services. Diagnosis works best face-to-face, McDonald said, but for chronic conditions when patients just need to check-in, a tele-appointment is faster and easier than waiting a month for an appointment in Bremerton.

The hospital is looking to expand telemedicine offerings to rheumatology, pulmonology and endocrinology.

A Search and Rescue team of five from Naval Air Station Whidbey Island conducted a rescue mission on Mount Hood, Ore., on Sunday, June 12.

The crew launched from NAS Whidbey Island at 7 p.m. in response to a call for two climbers stuck on Mount Hood. After arriving on scene and doing several passes to find the survivors, the crew, with assistance from a fixed-wing

Civil Air Patrol asset, located the two climbers at 10,300 feet on an icy cliff. Based on the temperature and elevation, the crew was unable to immediate-ly hover, so they landed nearby to drop off extra gear to lower aircraft weight.

Once the helicopter was as light as it could possibly be, the crew conducted power checks and moved in for the rescue.

The crew chief called the

pilots into position mere feet from the cliff face and lowered the helicopter inland rescue aircrewman, or HIRA, down to the first survivor.

After hoisting the HIRA and first climber into the heli-copter, the crew flew a small circle to reset and get ready for the second pickup. Again, the crew chief called the pilots into position and lowered the HIRA to the climber who was perched at the edge of a sheer cliff face. Unpredictable winds made hovering very dif-ficult in this location, but the crew was able to quickly, and

safely get the second survivor onboard.

With everyone secured in the helicopter, the crew assessed the survivors for inju-ries while the pilots coordi-nated a landing at Portland International Airport to refuel. After fueling, the crew flew back to Mount Hood and landed at a pre-coordinated landing zone by Timberline Lodge, to transfer the climbers to the Mountain Rescue ground unit. Upon turnover, the crew of “Rescue 58” (aircraft call sign) picked up their extra gear and

returned the 180 miles back to NAS Whidbey Island for shutdown.

“This rescue today just vali-dated the amount of training we do day in and day out,” said Naval Aircrewman 2nd Class Justin Colon. “The crew worked together flawlessly and we got the job done.”

Two days later a SAR team also conducted a Medical Evacuation on Tuesday, June 14 from Naval Hospital Oak Harbor, on NAS Whidbey Island.

The SAR crew of four received initial notification that a female patient was in need of urgent postpartum care at 3:17 p.m. The crew conduct-ed preflight planning, specifi-cally looking into the weather that had been moving into the area, and determined they could complete the flight safely.

An ambulance transferred the patient to the waiting helicop-ter and the crew launched at 4:10 p.m.

The crew worked their way around storm cells and landed at Madigan Army Medical Center at 4:50 p.m. to transfer the patient. Once the entire crew was back onboard, they took off and flew back to NAS Whidbey Island.

“It is good that we were able to get the mother down to the care that she needed,” said SAR Mission Commander, Lt. Jared Wada. “We always strive to do our best, and it is nice when we can help a member of our Navy family.”

This was the sixth MEDEVAC of 2016 for NAS Whidbey Island SAR, which has also conducted two search missions, and nine rescue operations this year.

Search and Rescue conducts tricky mountain rescue

Whidbey Island’s announcement that it will publish flight practice schedules for Ault Field. Larsen made the recom-mendation to the base at the request of his constituents.

The base currently publishes a weekly schedule of Growler field carrier landing practices at OLF Coupeville, which Larsen helped initiate. Larsen listened to community members’ suggestion that the base also publish a schedule for similar flight training at Ault Field to try to give people impacted by jet noise from Ault Field the same notice.

Cmdr. Chad J. Livingston relieved Cmdr. Matthew T. Frauenzimmer as command-ing officer of Patrol Squadron (VP) 46 during a ceremony at Naval Air Station Whidbey Island June 10.

“Very few times in my life have I got my number one choice,” said Frauenzimmer. “Coming to 46 was one of those times.”

Frauenzimmer, a native of San Clemente, Calif., is a 1997 graduate of the U.S. Naval Academy. In May 2014, he reported to VP-46 as the

squadron’s executive officer. His next duty station is work-ing for Commander, Patrol and Reconnaissance Group. During Frauenzimmer’s time as the commanding officer, the squadron earned the Retention Excellence Award.

“The Retention Excellence Award, for me, is one of the biggest awards a squadron can get,” said Frauenzimmer. “As a group of leaders we are doing the right thing to create that culture and environment where people can grow and have success.”

With the change of com-mand right after deployment, it leaves plenty of room for opportunity.

“You guys are in great hands,” said Frauenzimmer. “Cmdr. Livingston brings perspective having just seen a deployment with 46, so he knows what the squadron needs done during homecycle.”

This is Livingston’s third time on Whidbey Island. After com-pletion of Fleet Replacement training, he reported to VP-1 in March 2001. Later, he reported to VP-40 in June 2009 where he completed his department head tour. Now, he is back on the island completing his XO/CO tour.

“I absolutely look forward to leading the Grey Knights

to continued success as their commanding officer,” said Livingston. “We have a busy inter-deployment readiness cycle in front of us with the goal of deploying forward next year, fully prepared to support our fleet commanders.”

“Even though VP-46 is ‘the oldest and the best,’ I believe it’s possible for us to be better, and I think we will achieve

this goal by focusing on three things: doing the right thing; helping shipmates be success-ful; and holding ourselves accountable when required,” Livingston added. VP-46 performs anti-submarine warfare, intelligence, surveil-lance and reconnaissance, and anti-surface warfare. They are homeported out of NAS Whidbey Island.

Capt. Edward A. Drum, MD, USNR-ret, has never been one for idle pastimes, nor has he ever been one to shirk the call of duty.

“I don’t like taking on sim-ple projects,” he said.

His recently published novel, “Quarantine Access: A Novel of Faction,” serves as testament.

The book is a complex amalgam of six storylines, each tying into central motifs like speculation on government conduct, the AIDS epidemic and medical-political intrigue.

The plot is based on his experiences as a medical pro-fessional working in the years in which the AIDS epidemic first emerged in the US.

“The implication is that it kind of applies to today as much as it applied to the time he was practicing medicine. It’s all very similar today,” Drum’s wife, Rita Bartell-Drum, said during a recent interview at the couple’s Penn Cove home.

Several of the characters are also based on real-life individ-uals, though names and other identifying details have been changed.

Bartell-Drum likened the nature of the novel to those authored by Eric Larson, a bestselling author of non-fic-tion thrillers like “Devil in the White City.”

It was she who found the copy of Drum’s manuscript underneath a stairwell and encouraged him to edit and publish the novel he had writ-ten several years prior.

“This never would have seen the light of day if it weren’t for Rita,” Drum said.

Drum began his post-col-legiate career working ship-board as a ship’s physician, ful-filling a duty required at the time under the Ensign 1914 program during the Vietnam War.

After a two-year tour, he practiced in the private sector for several years before return-ing to the Navy Reserves, where his positions includ-

ed senior medical officer at Bangor Sub Base and flight surgeon for EA-6B Prowlers.

Some of the situations detailed in the book occurred while Drum was employed at Bangor, he said.

Drum said many of the issues discussed in the book are relevant to today.

“One of the main issues was managed care and how destructive it is to the profes-sion of physicians, the domi-nance of the political types

that absolutely completely dominate medicine,” he said. “The doctors are basically stuck in a dilemma of how to practice their profession. It’s really serious. I mean I have friends in various specialities, and they are dominated by the Medicare/Medicaid dollar, as are hospitals.”

The main focus of the story, however, is upon the way in which the AIDS epidemic was handled by the U.S. govern-ment and the effect it had on

the nation and the medical community.

He said he initially took on the project because the epi-demic had just begun as he started working in the private practice.

“None of it made sense,” he said.

Drum contends that much of the onus was placed on medical professionals. He recalled that he and others received instructions from government agencies on how to handle AIDS patients, but he believes little if anything was being done to curb the spread of the disease or dis-cover its root cause.

There was minimal under-standing of the nature of the virus or how it was transmit-ted, he said. Effective treat-ment had yet to be developed; AZT, which can treat HIV but cannot cure HIV or AIDS, was the only anti-viral available.

The Drums contend that a form of quarantine, similar to that enacted at the onset of

the ebola epidemic, could have been a more effective method of reducing the spread of the illness.

“You can quarantine activi-ty,” Drum explained. “Restrict activity so you can deal with the underlying problem.”

The medical community was in a state of terror, inter-acting with infected patients and coming into contact with infected or potentially infect-ed blood on a regular basis.

Drum was alarmed, he said, that he and others were not privy to certain information — even as professionals work-ing with the U.S. Navy.

“‘Quarantine Access,’ in a novel format, is code,” he said, explaining that through the story, he aims to challenge readers to ask questions and engage in critical thought in regard to policies and events.

“It’s written as a novel so that people follow the players,” he said. “If they don’t grasp onto that, they’re not going to get the message.”
