Smarter Regional Areas: Towards a Smarter BendigoA smart city is one that uses different types of electronic data collection sensors to supply information which is used to manage assets and resources efficiently. This includes data collected from citizens, devices, and assets that is processed and analysed to monitor and manage traffic and transportation systems, power plants, water supply networks, waste management, law enforcement, information systems, schools, libraries, hospitals, and other community services.

The smart city concept integrates ICT and various physical devices connected to an IoT network to optimize the efficiency of city operations and services, and connect to citizens. For Bendigo, the journey has already begun, with a number of local organisations working with the City of Greater Bendigo to form the Smart City Alliance.

Jon Anstey, Executive General Manager, Insight and Innovation, Coliban Water Corporation Jon is a thought leader, connector and entrepreneur. Towards Conversational AI: Making Machines Understand Human LanguageInventor and Founder of Pat Inc, John Ball, explains the path toward Conversational AI – the science and engineering behind his model and the relevance to emerging conversation for digital assistants, chatbots, and robots. A new hypothesis about the brain and its approach to language, has led to the development of this approach to Natural Language Understanding (NLU) for a machine. This talk will cover the history of the AI problem for language and explain the uniqueness of this NLU system, and its application for the future natural language interface.

John Ball, Co-founder, Pat Inc John Ball is a cognitive scientist, focused on machine intelligence and solving the open scientific problem of Natural Language Understanding (NLU). Since he was a Computer Science undergraduate at The University of Sydney, and challenged by one of his Professors who said “Machines will never understand human language” John applied all his attention and Research and Development efforts to the problem. This lead to Patom Theory; the theory of how a brain approaches language, applied to a computer. He is founder and CTO of Pat Inc and is building the platform for natural language interaction to support applications such as chatbots, intelligent assistants, IoT conversation, language learning and text analytics.

Beth Carey, Co-founder, Pat Inc Beth’s corporate career has included senior management in IBM and Fujitsu, managing technical teams of 150+ people and facilitation of the world-class IBM leadership development program in Asia Pacific. Beth co-founded the deep tech AI startup, Pat Inc in 2016 and continues to pursue her passion of building teams and communities, this time around the future platform for human-machine interaction.

The Problem with IdeasMost innovation efforts are undertaken with an obsessive desire to generate great ideas, however, truly great ideas are few and far between. Often we’re flooded with so many ideas that we don’t even know where to start. Ian will draw upon his experience as a project manager and innovator in the healthcare sector to show that ideas are almost worthless unless they are accompanied by three essential elements that we often either overlook or underemphasize.

Public Sector Innovation in Victoria: Doing Things Better TogetherThe role of government is to ensure positive outcomes for its people, and government is always working in new ways to deliver better outcomes for real people. Recent research suggests that it only takes a motivated, resilient and tenacious 25% to shift the thinking of an entire population. The public sector has enough tough and talented people to make it to 25% easily - we just need to join forces and start speaking out.

Sam Hannah-Rankin, Director Public Sector Innovation, Department of Premier and Cabinet (VIC) Sam Hannah-Rankin is the Director of Public Sector Innovation for the Department of Premier and Cabinet in Victoria. Since its establishment in 2015, Public Sector Innovation (publicsectorinnovation.vic.gov.au) has supported new ways of delivering better outcomes for real people by:

• launching over 20 cross-sectoral projects through the $11m Public Sector Innovation Fund

• introducing human behavioural thinking into policy development and service delivery through a central Behavioural Insights Unit

• bringing Victorian public servants together to deliver value through a whole of government Public Sector Innovation Strategy and Network

• developing a world-first practitioner-based innovation program in government through partnership with Nesta and its States of Change initiative.

Designing and Building a Software Product When You’re Not Technical YourselfHow do you make your idea a reality when you have zero technical ability? Elena will teach non-technical attendees about what’s involved in designing and building a digital product such as an app or website. Topics that will be covered include: how much should a website cost; the biggest mistake when building a digital product; the process that they use at Google Ventures, Google’s startup investment fund, to help their startups build digital products successfully; and the unexpected costs of building a website that most people don’t factor into their planning when they’re thinking about building a digital product.
