    SITUATION OVERVIEW_______________________________________________________________________

    Over 6.2 million people have been affected by Typhoon Bopha. Approximately 216,800 houses (increased from

    previous WFP sitrep 16) have been either totally or partially damaged. Approximately 973,200 persons are

    displaced (decreased from WFP sitrep 16), 99 percent of whom are living outside evacuation centres often near the

    remains of their homes. The death toll has risen to 1,067 and another 834 are still missing.

    Disaster-stricken provinces of Davao Oriental and Compostela Valley have been experiencing moderate to heavy

    rains during the past week aggravating conditions of affected persons.

    GOVERNMENT AND WFP FOOD ASSISTANCE RESPONSE HIGHLIGHTS__________________________________

    As of 10 January, approximately 385,000beneficiaries have received joint Philippines Department of SocialWelfare and Development (DSWD)/WFP family packs containing 10kg rice and other food commodities.

    DSWD/WFP is aiming to jointly target 400,000 critically affected persons. In addition, over 17,000children

    aged 6-36 months have been receiving the ready-to-use supplementary food PlumpyDoz to prevent acute

    malnutrition. As of 10 January, WFP has dispatched to the affected provinces over 2,800 mt of rice (Davao Oriental,

    Compostela Valley, Agusan del Sur, Surigao del Sur, Lanao del Sur), 145 mt of high-energy biscuits (Davao

    Oriental and Compostela Valley), and 27 mt of PlumpyDoz (Davao Oriental and Compostela Valley).

    Beyond the four hardest-hit provinces (Davao Oriental, Compostela Valley, Agusan del Sur, Surigao del Sur)WFP is also supporting Bopha-affected Lanao del Sur where WFP emergency food support has reached over

    24,600 beneficiaries.

    A vessel containing 1,750 mt of rice re-allocated from WFP Central Mindanao operation to the Bopharesponse will arrive eight days behind schedule due to a Tropical Depression that has caused storm off thecoast of Vietnam. To partially avert the pipeline break for the Bopha response, WFP is continuing to borrow

    in-country stocks of rice from on-going WFP Central Mindanao operations. However, the emergency school

    feeding programme (ESF) for some 83,000 typhoon-affected children will be hampered. ESF is now

    scheduled to commence on 21 January 2013, one week later than initially planned. ESF will be implemented

    in partnership with the Department of Education and UNICEF.

    Discussions are underway for government-led relief distribution to be decentralised to humanitarian hubs,which is expected to increase efficiency and timely delivery of assistance. To date, a total of four

    humanitarian hubs have been established with WFP support. Together with the Office of Civil Defense, WFP

    is co-lead of the Logistics Cluster.

    A total of 41 emergency Food-for-work (FFW) projects in Compostela Valley have been approved by theprovincial/municipal government and WFP, with 25 of these currently underway. As estimated of 6,250

    participants are engaged in 25 projects. The majority of FFW participants are beneficiaries of DSWDs

    conditional cash transfer programme targeting the poorest households.

    In partnership with FAO, several WFP food and cash-for work planned activities will focus on restoringagriculture-based livelihoods (including rice, corn and vegetable production).

    Data encoding for the Government/WFP-led inter-agency Food Security, Nutrition and LivelihoodAssessment is on-going in Davao City. Preliminary analysis of data gathered from 44 municipalities in four

    affected provinces will be available on the week of 17 January 2013. The assessment is anticipated to

    enhance the Bopha response plan beyond the emergency phase. The survey is jointly conducted by the

    Government of Philippines, WFP, UNDP, UNICEF, FAO, ILO, ACF, Save the Children, and World Vision.

    To date WFP has deployed over 400 trucks in support of the humanitarian community at large. More than7,000 tons food and non-food items have been moved. WFP has also chartered three planes carrying non-food items from Malaysia.

    RESOURCE UPDATE___________________________________________________________________________

    In order to provide complementary support (food, nutrition and logistics) to the government response on a timely

    basis, WFP still needs US$11 million to help save lives and to kick-start the recovery process through the below-

    outlined activities. Contributions officially confirmed to WFP total US$9.2 million including: USAID/FFP (2,100 mt

    rice worth $2.6 million), Australia ($2.3 million), Japan ($2 million), UN CERF ($820,000) Canada ($700,000),

    Switzerland ($648,000), USAID/OFDA ($500,000), Japan Association for WFP ($400,000), Yum! ($275,000), ASEAN

    AHA-Centre ($100,000), and Greece ($65,000). Other important pledges are also in the process of being confirmed

    including a Government of the Philippines in-kind allocation of rice for the joint Government/WFP operation.

    By 25 January a revision of the Bopha Action plan will be launched by the UN and the Government of the

    Philippines. The WFP specific needs might be revised based on the needs and gaps revealed by the Food Security,

    Livelihood and Nutrition survey.
