Our covenants, unlike several other Williamsburg developments, are restrictive enough to maintain an appealing neighborhood, but not so restrictive so as to be burdensome and unreasonable. That being said, when there is a violation (which is rare), a member of the Board of Directors will approach home owners to discuss the violation. Please keep in mind that this can be uncomfortable for the board member as well as for the home owner, but that adherence to the covenants will benefit all of us. IMPORTANT REMINDER! Wexford Hills Annual Homeowner’s meeting will be held on Sunday, March 14, 2010 at 1:30 PM, at the James City County Library on Croaker Road. Be there to discuss important neighborhood issues, vote for new board members and meet your neighbors. Complete meeting details will be mailed to all property owners in February. Three new Block Captains have volunteered. The number of families assigned to each captain was reduced and geographically compressed. The Block Captains are: Linda Howlett, Greg and Priscilla Caldwell, Kim Mallette, Jennifer Innanen, Jim Franklin, Susan Findlay, Tracy Schwartz, Loretta White and Cathy Koon. All nine Captains will meet with the Board and Master Officer Hal Diggs, be updated by him and given handouts from the Community Services Unit. They will be instructed by the Board and Officer Diggs to personally contact each of their families and to discuss important points toward providing enhanced neighborhood and home security. They will also give each of their assigned family households a list of addresses and phone numbers of the families for which they are responsible. The Board of Directors hopes each family will welcome their Captain to discuss some of these points and more. Captains are cheerleaders for the County Police and professors of Neighborhood Security for homeowners. Their job is to instruct homeowners on what to look for and when and whom to call. Of course, in the case of an emergency, homeowners should call the police directly rather than call their Block Captain. January 2010

o Know your neighbors well enough to know if something is wrong.

o Know neighbors vehicles and usual times of departing and returning.

o Politely introduce yourself to strangers by offering assistance. If suspicious of a stranger’s motives, call 566-0112, the non-emergency number. Call 911 to report a crime in progress.

o Record license numbers, vehicle make and color. o If working, and neighbors wish, put empty recycling

and garbage containers out of sight. If you’re planning to be away, call the Police Daily House Watch Service at 566-0112. This service brings a squad car to the development daily and an officer will physically inspect the home. To optimize home security, call Police Home Security Survey 253-2481 or 592-6847.

For fire safety information and proper fire extinguisher use, call 253-0574. Participate in the annual National Night Out and the Wexford Hills Annual Block Party. Sleep with an auto key fob nearby, push the Panic button if you suspect intruders in your yard or garage. Keep these phone numbers readily available, and a pen and note pad in your car(s).

The Board of Directors and the Community Services Unit thank all homeowners for their active participation in this program, for welcoming Block Captains into your homes to discuss security, being constantly alert to unusual changes within your neighborhood, and being willing to call police. False alarms are not a problem. If you suspect trouble, call the neighbor to confirm that all is well. If your suspicions are aroused, call 566-0112 (the non-emergency number). As part of the Neighborhood Watch Program we should all take an active part in ensuring that street lights in Wexford Hills are functioning. Anyone can call Dominion Virginia Power, 1-888-667-3000, to report outages or broken lenses. Light posts are individually identified. When reporting, please provide Dominion VA Power with the ID number and a nearby address or street corner location. The lamp post ID system is a bit confusing. Every lantern at the top of each post carries the number 7. Every post is also numbered M1842 near the base. Do Not use these numbers. Instead, just below the number M1842 is a combination of two (2) letters and two (2) numbers. This is the alpha-numeric ID to report. Although not all insurance companies may use the same criteria for rating homeowner policies, there is no harm in checking. When Bud informed his insurance company that the York Country Fire Department, located only about 2 ½ miles from Wexford Hills, serviced our development, his premiums were cut in half!

If nothing else, this is good to know information about the Fire Departments serving us. Thanks, Bud. About 4 months ago JCC and York County finalized an agreement for fire protection here in Wexford Hills (and Riverview Plantation). This new agreement changes the fire response conditions between JCC Station 1 (Toano) and York Station (Newman Road) to “AA”, (Always Available), roughly meaning that York Station 5 will respond along with JCC. The next result is that because a responding fire station is within 5 miles, the community’s categorization changed from ISO 9 to ISO 4 – for much better rates! (ISO is an Insurance Service Organization code that somehow quantifies risk and directly impacts insurance rates; 9 meaning expensive, 4 is much better)! Fire protection is quantified for insurance rate purposes, in part, by 2 significant conditions: distance from the responsible fire station and distance to the closest fire hydrant. Under 5 miles and under 1,000 feet are the critical measures and both must be met for an ISO 4. Since we are in James City County, our “responsible or assigned” fire station is JCC Station 1 in Toano, about 8 miles away. The previous agreement between JCC and York Counties categorized the responsibilities between JCC Station 1 and York Station 5 as “MA”, or mutual aid, roughly meaning that the 2 counties agreed that the 2 stations would respond to each other’s calls if requested; however, they were not committed to respond. Since there was no obligation for York Station 5 to respond, the distance from JCC Station 1 (greater than 5 miles) resulted in our community being categorized as an ISO 9. With the new agreement, JCC Station 1 gets credit for a responding station within 5 miles (York Station 5 is about 3 miles away), and thus the ISO 4 category. This is probably not the case in Wexford Hills, but if your house is more than 1,000 feet from a fire hydrant (that 2nd critical measure for insurance rates), you may not be able to get better rates, but you might want to check your policy or with you insurance agent to see if it will help you. This information was obtained from Fire Administration in the JCC Fire Chief’s office (220-0626).

Some dog owners continue to allow their dogs to defecate on other people’s property and don’t pick up after their pets. This includes leaving feces at the children’s bus stop areas and around other peoples’ mailboxes!! We are asking all dog walkers, whether adult owners or adolescents, to be courteous neighbors and please, don’t let others find what your dog leaves behind!
