The Westmead Health precinct is one of the largest integrated health, research, education and training precincts in the world. It is a key plank in NSW Government policy to transform Western Sydney into a global growth corridor and economic stimulus for the state and beyond.
The precinct includes:
Western Sydney Local Health District (WSLHD) commissioned a master planning study in November 2013 to inform future planning activities for both the Westmead Health precinct and Westmead Hospital. The process was led by Health Infrastructure under the direction of a Master Plan Executive Working Group comprising representatives from precinct service partners.
This master planning study was twofold, included the Westmead precinct and then focusing on Westmead Hospital (adults), and will be used as a framework to continue the planning of all redevelopments.

The following six project aspirations embody the Westmead vision, and provide the framework for the future planning and design of the Westmead Hospital Redevelopment.

PRECINCT VISION
To develop a precinct that responds to the needs of the community we serve by providing a co-ordinated, efficient and shared service that focuses on integrated healthcare, teaching and research services, while promoting patient and staff wellbeing and community engagement.
PROJECT ASPIRATIONS
The objective was to deliver the Westmead Health precinct for key stakeholders including Westmead Hospital (adults), Pathology NSW, The Children’s Hospital at Westmead, Westmead Millennium Research Institute, Children’s Medical Research Institute, Cumberland Hospital and strategic partners
The objective was to complete the Westmead Hospital Master plan to inform future development and utilisation of Westmead Hospital, to ensure it can respond to current and future needs of the service population; whilst providing appropriate clinical, academic, teaching and education services. The solution is to acknowledge the precinct plan
MASTER PLANNING
Consultation is the cornerstone of what we do, and to achieve the vision a significant consultation process has been and will continue to be undertaken.
A key aspect of the planning for the transformation of the precinct and hospital has been engagement with strategic partners and Government Agencies, such as:
• UrbanGrowth NSW• Parramatta City Council• Transport NSW• Department of Planning• Universities and education partners• Research partners

STRATEGIC PARTNERS AND GOVERNMENT AGENCIES
Delivers the following planning strategies for both the precinct and the hospital:
• Long-term consolidation and integration of services across the precinct into an integrated services zone
• Aligns WSLHD requirements with UrbanGrowth NSW’s proposal to develop North Parramatta Parklands
• Articulates long-term infrastructure replacement for each precinct stakeholder
• Establishes a hub and spoke planning model for Education & Research activities
• Improves colocation opportunities for Public and Private hospital service provisions; and
• Establishes zones for car parking to support the precinct and improves integration with public transport services.
WESTMEAD PRECINCT AND WESTMEAD HOSPITAL MASTER PLAN
THE PROPOSAL
The preferred master plan for the precinct has the potential to deliver in excess of 750,000m2 of building area, which is approximately 380,000m2 of additional space.
Provides the following planning principles:
• Re-alignment of Institute Road to provide significant development opportunity for the precinct and hospitals
• Continue existing connections for connectivity with existing and future infrastructure
• Develop a network of urban blocks, streets and open spaces
• Activate the public realm to support hospital and community safety, and amenity of the surrounding areas; and
• Provide appropriate building density to achieve best use strategy for Government asset
THE SOLUTION
Provides the following planning strategies:
• Expansion of Westmead Hospital to the north of the existing facility to create a new identity from Darcy Road
• Effective incorporation of the Aged Care, Disability and Home Care (ADHC) site into the health precinct; and
• Re-provision and expansion of car parking solutions across the precinct

FUTURE WESTMEAD HOSPITAL MASTER PLANThe planning strategy provides a clear direction to deliver future services by relocating acute services to new purpose-built facilities, while repurposing vacated areas for ambulatory care services.
Limited expansion for acute, ambulatory and bed services in their current configuration and location.

THE SOLUTION
The Master Plan recommended the following outcomes:
• Incorporation of the Aged Care, Disability and Home Care (ADHC) site for the future utilisation of precinct stakeholders
• Recommends enabling works for the benefit of the hospital expansion including new car parks and the relocation of the Institute of Clinical Pathology and Medical Research
• Recommends the expansion of Westmead Hospital (adults) to the north of the existing facility
• Recommends an Integrated Service Zone between Westmead adults and children; and
• Planning strategy is co-ordinated with Westmead stakeholders including Parramatta Council, Transport NSW and UrbanGrowth NSW and other Westmead Alliance partners.
