On March 22, the Department of Energy (DOE) announced $452 million inpotential investment funds to support design and commercialization ofAmerican-made Small Modular Nuclear Reactors
Initiative for United States to become the world leader in design,development and manufacturing of SMR technology
Investment funds may be awarded to up to two SMR technology vendors
and utility alliances 50/50 cost sharing for design certification and obtaining a Combined
Construction and Operating License (COL) from the Nuclear RegulatoryCommission (NRC)
Requires applicants to include a plan with a plant in-service date in 2022timeframe
Applications are due May 21, 2012
Expected DOE decision Summer of 2012

COLLABORATION IN SUPPORT OF DOE APPLICATION
Westinghouse approached Ameren Missouri and Missouris cooperative, municipaland investor-owned electric service providers and key leaders in Missouri to supportWestinghouse in its application to the DOE for SMR investment funds
Westinghouse and Missouris electric service providers have agreed to support theDOE application
Roles of collaboration participants:
Ameren Missouri will be the first utility in the country to seek a COL for aWestinghouse SMR from the NRC if DOE application is successful (this does not
create an obligation to build a plant) Westinghouse will seek design certification for their SMR design from the NRC
and submit an application to the DOE in pursuit of SMR investment funds
Missouris electric service providers will support Westinghouses SMR DOE
application for investment funds Westinghouse will explore economic development opportunities in Missouri in the
areas of SMR related training, design, manufacturing and university research andeducation programs

WHAT IS A COL?
A Combined Construction and Operating License (COL) is a licensefrom the NRC that permits (but does not obligate) a company toproceed with construction of a nuclear plant technology at a particularsite
The license is valid for 40 years, and can be renewed for anadditional 20 years
Includes work necessary for an early site permit, which verifies that aplant would be suitable for a nuclear power plant in the future
The COL review process takes up to four years from the date ofapplication and costs approximately $90-$100 million (excludingbenefits from potential DOE funding)
