T he NSW government has failed to address bracket creep for the 30th consecutive year

as home buyers continue to be ignored in the Budget, according to the Real Estate Institute of New South Wales (REINSW).

REINSW President John Cunningham said all residents of NSW are aff ected by the govern-ment’s decision to continue to overlook bracket creep.

“It is unbelievable that the NSW Government has again failed to review stamp duty bracket creep and continues to leave home buyers out in the cold,” Mr Cunningham said.

“NSW Transfer Duty revenue for 2015-16 is more than $1 billion over budget at $8.886 billion, instead of the forecast $7.841 billion.

“Looking ahead NSW Transfer Duty revenue for 2016-17 is budg-eted at $8.777 billion, still more than the Transfer Duty Budget for

last fi nancial year 2014-15 of $7.29 billion and almost as high as the 2015-16 original budget of $7.841 billion, notwithstanding abolition of duty on transfers of non-land business assets from 1 July 2016.”

The foreign investor surcharges in relation to NSW residential land are budgeted to bring in over $1 billion revenue over the next four years to June 30, 2020 which means that it is unlikely that the measures will operate to take pressure off the price of NSW residential land.

“It is time for the greed to stop. Year after year, budget after budget, the NSW government has the opportunity to support fi rst home buyers and those look-ing to purchase property and it continues deny them a fair go,” Mr Cunningham said.

“Aff ordability is essential to the continued viability of our great state and the nonsense must stop.”

New property related taxes in the 2016-2017 Budget include:

· Four per cent stamp duty surcharge on foreign persons acquiring NSW residential land, from June 21, 2016;

· 0.75 per cent land tax surcharge on foreign person owners of NSW residential land and no threshold and no principal place of residence exemption for such foreign persons in relation to NSW residential land, from 2017 land tax year; and

· Emergency Services Levy to be substituted with Emergency Services Property Levy from July 1, 2017.

Taxes previously legislated to be abolished from July 1, 2016 are confi rmed to be abolished from that date, namely NSW Mortgage Duty, NSW Transfer Duty on transfers of unquoted marketable securities and NSW Transfer Duty on transfers of non-land business assets.

Planning For The Future

Brexit sparks fear in the markets

B y now we are all more than aware that the people of Great Britain recently voted to leave

the EU. This caught everyone by surprise and resulted in markets all over the world plummeting. This is a perfect working example of investment decisions being heavily infl uenced by emotions.

The fi nancial planning process involves developing investment strategies to achieve goals based on long time frames, utilising over 100 years of data to predict statistically likely outcomes. The whole premise of this process is that exposure to each of the vari-ous asset classes over time will produce a predictable result.

Through the course of invest-ment there will be a number of events that occur that will have either positive or negative impacts on investment assets over time. However, the overall performance

will move towards the average and will have reasonably predict-able outcome ranges.

The whole process works by not attempting to predict the market or the eff ects of certain events. The problem is that often fear and greed turn our attention to the short term, and may lead to aban-doning our long term strategy.

The Brexit decision has been a classic example of fear leading many investors to abandon long term strategies and sell stocks. As soon as it became clear that the “leave” vote would be successful, share markets all over the world fell sharply.

Market reactions like this are almost solely driven by emotion. The Brexit does fundamentally change the future performance of many companies which in turn impacts the value of the company shares. It is unlikely that many that sold last week were making

calculations on the likely future earnings of the investments they hold.

The issue is that when large numbers of people are reacting to the same event in the same way, you’re buying or selling at exactly the wrong time. When selling out of fear while others are doing the same thing, it is likely we will be selling below the market value.

What normally happens after an emotion based sell off , people are keen to return to their long term investment position and will look to re-enter the market. However, they are not keen to re-enter until their confi dence returns, which is usually after the markets have rebounded. This results in them buying back at a higher price than they sold.

This emotion driven investment sees them stray from the long term strategy, crystallising a loss in the process.

What having a portable loan means

M ost lenders off er portability with their home loans, but what does that actu-

ally mean?If your loan is portable it means

you can change the security for the loan without having to go through the whole credit process again – providing you meet certain conditions, the three main things being:

1 You don’t need to increase your loan amount;

2 Secondly that the loan you need is not more than 80 per cent of the value of your new security;

3 Thirdly that the sale and purchase settle on the same day – or your purchase can settle within a few days AFTER your sale in a lot of cases.

On this fi nal point, an issue can come up where your loan is now

a higher percentage of the value of your property, to explain – let’s say your loan was originally 60 per cent of the value of your old place, but now it’s 75 per cent of the value of your new place, lend-ers don’t love this so it may end up going through credit anyway.

You can get the stamp duty, deposit, agents fees and legal fees covered by the new loan – if there’s enough room as per the above comment – but they won’t be paid until settlement.

That’s OK for everything except the deposit. For the deposit you can consider:

1 If you have cash or redraw, paying from these funds ;

2 If your solicitor can negoti-ate for the deposit paid on your place to be released to be used as your deposit;

3 A deposit bond which

you can organise through your broker.

Essentially it’s a tool to avoid some of the paperwork involved in a new loan approval, if not all of these conditions line up, however, you will probably need a new loan and in fact if you’ve been in the loan more than a year or two it’s smart to reconsider your options as doubtless the market has changed and you could get a better off er.

A fresh coat of paint is one of the easiest and cheapest ways to update the look of your

home.If you’ve never tackled the task

yourself, Bunnings National Paint Accessories Buyer David Woodford has some tips to help you through the process.

The fi rst step is to decide what colour will work best for the room. Consider the existing furniture, the space you’re working with and the style you’re aiming to create.

Once you’ve chosen your colour you’ll need to organise your tools and safety equipment. It’s important to use goggles and a dust mask to protect against paint fumes.

Next you’ll need to prepare the walls. Fillers can be used to fi x

Giving a room a fresh sparkle can be as easy as a new coat of paint, but do you know what you’re doing?

any holes and cracks, while a caulking gun will help to refasten skirting boards.

Once the cracks and holes have been dealt with you’ll need to create a smooth surface for the paint. This can be achieved by using a sanding block over the fi ller followed by a once over on the whole wall with some fl exible sand paper. Be sure to use a dust mask during this step.

Next you can give the walls a wash with some sugar soap,

throw down a drop sheet and you’re ready to start painting.

Begin by stirring the paint to make sure it’s thoroughly mixed. Now you can start applying an undercoat to prime the walls. Edges can be handled with the use of an edging brush while the rest of the wall can be done with a roller brush.

Using the same technique paint the topcoat and once it’s dry apply a second coat. Don’t forget to clean the brushes!

pers: Both the major daily newspapers offer a service to temporarily suspend delivery of the newspaper while you’re on holidays. The last thing you need is a few weeks worth of newspapers piling up on your front lawn.

Bin night: Ask a family member or neighbour to put your bins out on bin night, even if there’s not much rubbish to speak of.

Leave your number: You just never know when something might go wrong, so make sure you leave your relevant contact details inside your house. That way if the police or emergency services need to contact you for whatever reason, they will have an understanding of where you are and how to contact you.

The little things: If you have someone looking after your house, make sure you give them a proper tour and include little things like where the electricity box is located. If the power was to go out, it could be very confusing for someone unfamiliar with your house to find their way around.

Leave a light on: If you can, leave a light on somewhere in the house.
