Fall Chores & Winter RemindersSNOW, Sidewalks & Streets

As always, the cooperation of residents and businesses is appreciated by the Townships to help them keep your streets and sidewalks safe during inclement weather. Please remember:

Tackling Fall Chores With an Eye on Stream Pollution

There are many sources at this time of year that can pollute stormwater - the rainwater that makes its way into storm drains or runs off properties into streams. Leaf litter and yard waste dumped into a stormwater basin or near a waterway can cause harmful nutrient accumulation. Leaves swept into the street can enter storm drains and make their way into the nearest creek as well. Excess lawn fertilizer can wash away with the rain and bare soil can also run off into streams and cause sediment pollution.

As you tackle fall cleanup chores, put these tips into practice:

Shred yard and leaf waste for use as mulch or fertilizer. Or, place out for yard waste collection.

Don't fertilize immediately before a rainstorm and don't apply fertilizers in excess. Always follow the directions on the bottle for safe application and disposal whenever you use a chemical product.

As long as it's snowing, the first priority is keeping main roads open and passable. Under normal circumstances, cul-de-sacs and dead end streets are typically plowed last because they carry the lowest volume of traffic. State highways and county roads are cleared by state and county snow removal crews.

Please keep in mind that it is almost impossible to keep snow from being

deposited at driveways during plowing. Please do not shovel or blow snow from driveways into the street.

Tenants and owners of properties abutting public streets are required to clear a pathway in the sidewalk. A path at least 30 inches wide must be cleared within 48 hours after it stops snowing/sleeting. Tenants/owners also are required to cover the sidewalk with ashes, sawdust or similar materials in the event of ice or sleet. Placing snow in the gutter or roadway is prohibited.

If you have a fire hydrant on your property, please clear the snow away from the area around it (leaving the markers intact).

Trash receptacles should not be placed on the street. This inhibits the snow removal vehicles from doing their job. Please place your trash cans either on the lawn or curb in front of your property.

From the beginning of the storm until the roadway is cleared, vehicles, trailers, boats or campers should not be parked in the roadway.

Be Prepared This WinterWith any luck, winter will come and go without the crippling storms we endured last year. Mother Nature, though, isn't known for her predictability so here are some tips from www.ready.gov, a Federal Emergency Management Agency (FEMA) preparedness campaign, to help you weather winter's worst.

In advance: Stock up on rock salt or an environmentally safe product to melt ice; antiskid materials such as sand; snow shovels; fuel for fireplace or wood-burning stove; and warm clothing and blankets. Once a storm arrives or temperatures dip to single digits:

Stay indoors as much as possible.

Avoid overexertion when shoveling snow. Take breaks, p u s h t h e s n o w instead of lifting it when possible, and lift lighter loads.

Change wet clothing frequently to prevent a loss of body heat.

Drive only if it is absolutely necessary. If you must drive, travel during the day, don't travel alone,keep others i nfo rme d of your schedule, and avoid back roads and shortcuts.

If the Power Goes Out

Maintain ventilation when using kerosene heaters to avoid build-up of toxic fumes.

Refuel kerosene heaters outside and keep them at least 3 feet from flammable objects.

Never run a generator indoors or in an attached garage.

Check the fuse or circuit breaker box to see if a fuse tripped inside the home and check with neighbors to see if their power is out. Call PECO at 1-800-841-4141 as soon as possible. The automated, interactive system allows the company to accept thousands of calls at a time and get your information to the right people faster. Don't assume someone else has called: When more customers call, PECO can better manage their response efforts. Be sure to request a customer service representative if you can describe damage that has occurred, such as a downed pole or wires.

Place the generator outside in a well-ventilated, dry area, away from air intakes to the home.

If you will be going away during cold weather, leave the heat on in your home and don't set the temperature any lower than 55 degrees.

Phone Scam Warning - Don't Be a VictimOver the past year, there has been an increase in phone scams targeting Township residents. Two of the most common ones are the IRS scam and the grandparent scam. Please take time to read about these scams and ways to prevent becoming their next victim.

An aggressive and sophisticated phone scam targeting taxpayers has been making the rounds throughout the country. Callers claim to be employees of the IRS, but are not. These con artists can sound convincing when they call. They use fake names and bogus IRS identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling. V ictims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver's license. Or, victims may be told they have a refund due to try to trick them into sharing private information. If the phone isn't answered, the scammers often leave an "urgent" callback request.

1) Call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill;

2) Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe;

3) Require you to use a specific payment method for your taxes, such as a prepaid debit card;

IRS-Impersonation Telephone Scam

Remember, the IRS will never:

4) Ask for credit or debit card numbers over the phone; or

5) Threaten.

In this scam, a grandparent receives a phone call (or sometimes an e-mail) from a "grandchild." If it is a phone call, it's often late at night or early in the morning when most people aren't thinking that clearly. Usually, the person claims to be traveling in a foreign country and has gotten into a bad situation, like being arrested for drugs, getting in a car accident, or being mugged and needs money wired ASAP. And the caller doesn't want his or her parents told.

Sometimes, instead of the "grandchild" making the phone call, the criminal pretends to be an arresting police officer, a lawyer, a doctor at a hospital, or some other person. And we've also received complaints about the phony grandchild talking first and then handing the phone over to an accomplice who further spins the fake tale. We've also seen military families victimized: After perusing a

soldier's social networking site, a con artist will contact the soldier's grandparents, sometimes claiming that a problem came up during military leave that requires money to address. While it's commonly called the grandparent scam, criminals may also claim to be a family friend, a niece or nephew, or another family member. To avoid being victimized:

-Resist the pressure to act quickly

-Try to contact a family member to determine if the call is legitimate

-Never wire money based on a request made over the phone or in an e-mail

1. Don't answer phone calls from unfamiliar phone numbers. Let those calls go to your voice mail and decide after listening whether you want to call back.

2. Never provide anyone with personal information such as bank accounts, social s e c u r i t y n u m b e r s , o r p e r s o n a l identification numbers (PIN).

3. If you get a call saying you're a winner, don't pay any money to collect a prize. A legitimate sweepstakes will never ask you to pay to collect your winnings.

4. Never wire money to anyone with whom you are not familiar.

5. Remember that old saying, "If it sounds too good to be true, it probably is."

6. When in doubt, call the police and ask them.

Money Transfer Scams

Scam artists use a number of elaborate schemes to get your money, and many involve money transfers through companies like Western Union and MoneyGram or the purchase of a GreenDot Money Pak or Walmart MoneyCard. These are legitimate companies being used by criminals to take advantage of you. Many money transfer scams involve dramatic or convincing stories that play on your optimistic nature, your altruism or your thriftiness. But no matter how you parse it, they always cost you money. Here are some scams involving money transfers that you may recognize:

Someone sends you a check with instructions to deposit it and wire some or all the money back.

You just won a foreign lottery! The letter says so, and a cashier's check is included. All you have to do is deposit the check and wire money to pay for taxes and fees.

Someone responds to your posting or ad, and offers to use a cashier's check, personal check or corporate check to pay for the item you're selling. At the last minute, the so-called buyer (or the buyer's "agent") comes up with a reason to write the check for more than the purchase price, and asks you to wire back the difference.

If you are buying something online and the seller insists on a money transfer or prepaid card as the only form of payment, consider it a red flag: ask to use a credit card, an escrow service (PayPal) or another way to pay.

You get a call out of the blue from someone who claims to be a member of your family and needs cash to get out of a jam to fix a car, get out of jail or leave a foreign country. He begs you to wire money right away or to provide the card number to a prepaid money card and to keep the request confidential.

member of Newtown Square Presbyterian Church. But precious few know that over the last few years, Dr. Koch has been pursuing a new avocation - art. And this December, N e w t o w n S q u a r e P u b l i c L i b r a r y i s pleased to feature the terrific results. How did a physician with a hectic schedule get absorbed in acrylics?

What Cheryl didn't mention is the way she approaches her art with the concentration and focus of a highly trained physician.

"I started the year I turned 50, ostensibly because my husband, Joe Talento, and I became empty nesters. I thought I should direct my energies towards something that I would enjoy and always wanted to learn. It started with a class called "Anyone Can Draw" at Delaware County Community College. That course was the backbone, the basics for everything: perspective, light, shadow, shapes. The other classes built on each other, and two years later here I am!"

"After dinner is over and the house is quiet, I may start a painting at the kitchen table around 9pm. Sometimes the subjects

are so engrossing, they seem to take shape of their own accord, and fly into existence. Then I'll look up, and it's one in the morning -- and I don't feel tired at all! For me, painting is both relaxing and energizing. So sometimes I have to force myself to walk away and take a break. Of course, when I come back, I can immediately see what I have to fix."

"Like any job, the field of medicine can be demanding, and the creativity of art helps because it does alleviate stress. I enjoy painting a variety of subjects things that interest me, like the vegetables from my garden, or a little girl blowing bubbles (I wanted the challenge of painting the reflection of the floating water). It's a gut feeling when a subject catches me in some way. There is one painting of my daughter Suzanna, who was asked to emcee a tug-of-war at a fraternity/sorority event while she was in college. That painting taught me a bit

about working with a complicated background and not having it overwhelm the subject. You learn from every piece…like my alpaca. We were visiting an alpaca farm, and there he was - standing in a barn door, half of him shining in the sunlight, staring at me. Of course I just had to paint him!"

owned by the late renowned book conservators Fred and Elke Shihadeh of Ardmore, Pennsylvania.

Fred Shihadeh went to Germany during WWII and remained after the war to apprentice with a master bookbinder. He met his wife Elke there, and eventually moved back to the United States in 1961. They opened their

bookbinding shop together in Ardmore, and over the years, drew national recognition for their skills as conservators. A two-volume set of The Federalist Papers, Broadside announcing the Declaration of Independence, and the original works of John James Audubon are among the important documents that the

Shihadehs restored. The Shihadeh's work can be f o u n d i n r a r e b o o k collections of museums, universities, dignitaries and s e r i o u s c o l l e c t o r s throughout the world.

After the Shihadeh's retired in 2000, Sugartown's founder John C. Nagy, did not want to see such a beautiful collection get sold off in pieces. Historic Sugartown purchased the collection and constructed the Book Bindery to preserve and interpret the increasingly rare artisanship of book binding. The collection features many early rare brass tools, including decorative pallets, fillets, and decorative rolls, with examples by makers from the United States, England and France. It is thought to contain the largest collection of Philadelphia-crafted tools in the United States.

Historic Sugartown's Book BinderyHistoric Sugartown recently partnered with Ramon Townsend of Exton, PA, to offer hand bookbinding workshops in the Book Bindery. Townsend, who specializes in custom bookbinding and repair, apprenticed at Colonial Williamsburg. Workshop attendees create and take home their own personally hand-crafted book. Dog Training - Praising Your Dog

As humans, we are able to understand the various ways words can be used. We understand that one word can have many meanings in various situations and that different words can be used to mean the same thing. Unfortunately, your dog is not so lucky when it comes to verbal communication. Dogs are phenomenal at exhibiting and reading body language, but they have a vocabulary of approximately 12-20 vocalizations (depending on which study you read).

This number range is way less than the thousands of words humans have adapted to understanding, and that doesn't even include tone, context, etc. Once you know and accept this idea, it becomes a little more understandable when your trainer tells you that "down" can only mean one thing and that "put your belly on the floor" can't also mean "don't jump." Other than overusing words and leading to misunderstandings, there is one other instance where people misuse words with their dogs, and this is a big one "sit" followed by "good sit" or some other variation of using a command word in praise.

Why is this such a bad idea? Well, you are going to be spending quite a bit of time teaching your dog a few key words, such as sit, down, stay, etc., and pairing them with specific behaviors. Each time you use a word differently, you are adding a little confusion to the mix and potentially making it harder for your dog to learn the true meanings of the behaviors. We generally refer to this as the power or value of the cue. You want the cue to be very strong and for your dog to understand its meaning clearly.

Why is it so hard for your dog to understand praise including a cue? You will often see directions on the internet with phrases such as, "Every time his rump hits the floor, tell him 'Good sit!'" This is meant to help your dog pair their current act with the word "sit."

Here is why that doesn't work: your dog does not understand grammar. Simply stated, you understand that "sit" can be both a verb and noun, as in "sit down" and "the act of sitting." Your dog does not. For your dog, "sit" is technically a discriminative sound or stimulus.

A good example of a discriminative stimulus that may be easier to understand is the sound of a whistle in sporting events. The whistle tells you to start, whether that means dive off of the block in swimming, or to stop due to a penalty, as seen in football. The whistle means only one thing in each sport and is never repeated right after the start or stop to tell the players they did a good job. This is how it feels to your dog.

The sound "sit" means that they are likely to get a reward if they put their bum on the floor. Once their bum is down, repeating the cue with the praise does not tell your dog that they did a good job sitting. That would mean that they understand "good" is being used to describe the act of sitting. You're essentially wasting the power of the word "sit" by repeating it with the praise.

So what does this mean for praise? You might have come to the conclusion that words matter for your dog. This is absolutely true! So what about the power of your chosen praise word? Well, you give a word power through consistency and clarity by using each word for only one meaning.

A lot of people choose the word "good." This is a completely fine word to use. However, now that you know words have power, you may notice yourself using "good" to mean multiple things. "Good" might mean you did a good job and are about to get a treat, or it might mean that they are generally a good dog. Either way, it is hopefully paired with a good reward which can help the pup

associate it with good feeling and drive them to work for the chosen praise word.

To be extremely clear and consistent you can choose a unique word or sound and pair it exclusively with a food reward to help build a stronger drive for reinforcement. This is one reason why many trainers recommend clickers for training. The clicker is used as a primary reinforcer since it is always paired with food. Even if you accidentally click, you still treat to ensure the clicker is highly reinforcing.

Secondary reinforcers, like praise, are also used once a dog has a good history of reward and is preforming extremely well so that you can fade out the clicker or primary reinforcer. I, for one, tell my dogs they are good and beautiful and the best dogs ever all the time, which is why I specifically do not use the word "good" in training. My primary reinforcer is "yes." Rarely would I say "yes" to a dog in regular every day interactions. I use "rockstar" as my secondary reinforcer, letting my dog know they are on the right track or that a treat will be coming imminently (it's a great way to utilize praise for performance dogs since you are not allowed to treat them during competition).

Hopefully now you understand that words have power and meaning for your dog, just maybe not the meaning you expected. By communicating clearly and consistently with your dog, you can build a stronger relationship and see better training results.

Chanticleer - A Wonderful 2015 Season

The Chester and Delaware County Departments of Aging through their APPRISE programs of trained Medicare counselors, helps Medicare beneficiaries understand the health care options specific to their health needs and financial resources.

Each year during the Open Enrollment period, October 15 - December 7, Medicare beneficiaries should check their health plans and drug plans, but many don't. Here are some of the most important reasons to consider changing your plan.

Most Medicare beneficiaries consider the premiums, deductibles and co-pays when initially selecting a Part D plan, butÊtheyÊdon't continue to shop for the lowest cost plan each year. Plans may change premiums, deductibles and co-pays each year, so it is important to consider the cost of all the plans that cover your medications.

Each Medicare Part D plan has a list of covered medications called the formulary, which is tweaked from year to year. Seniors who need medications that aren't on their plan's formulary may try a number of workarounds such as applying for discounts from drug manufacturers, appealing the insurer's decision not to cover the drug

Many seniors say it is important to have access to a specific pharmacy or a specific pharmacist. Each Part D plan has a network of pharmacies offering the best price for members of that plan. When considering a switch, it is easy to check the pharmacies in other plans' networks to ensure similar access.

Most beneficiaries do not realize that there may be various levels of plans offered by their current insurer; for example, there may be a "Basic" plan and a "Preferred" plan. The "Preferred" plan may offer the same benefits with slightly lower co-pays but higher monthly premiums. Changing a level of plan with the same insurer could save a significant amount of money while providing the same benefits.

Don't be fearful of changing plans. Remember that making a change in your drug plan or Medicare Advantage plan should be done to optimize your benefits and minimize your costs.
