Overview of the machine building sector in Bulgaria

The Bulgarian machine building is an export-oriented industry. In the Manufacture of machinery and equipment and in the automotive industry (units, accessories, spare parts, etc.), over 80% of the production is exported. Over 75% of the machines are exported to the EU. The value of the production in 2013 is around 8% more than in 2012, for all the subsectors of the machine building, except the Manufacture of other transport equipment, where there is a decrease of around 15%. The development of the European economy and machine building directly affects the Bulgarian machine building sector. A further positive development in the industry of the leading European countries will have a definite positive effect on the Bulgarian companies.

Since the beginning of the 2000s, the machine building companies began to gradually increase their sales revenue every year, to enter and develop new markets. Particularly favorable are the years 2006-2008, during which the exports follow a steady growth rate of around 20-30% per annum. After the accession to the EU, the possibilities for the companies to apply for investment projects with co-funding from the European funds, increased significantly. The companies focused on the implementation of new, modern equipment and technologies and on the development of new products. The Bulgarian machine building production became competitive on the international market, the former markets were restored and new ones were uncovered. There was also a stabilization in the number of qualified personnel – fewer and fewer experts and specialists were looking for work abroad.

The crisis of 2009, which began a few months later, than the crisis in the developed European countries, had a catastrophic effect on the companies in the sector. The number of the persons employed, from 143 000 in all subsectors of the machine building - Manufacture of machinery and equipment; Manufacture of fabricated metal products, except machinery and equipment; Manufacture of motor vehicles, trailers and semi-trailers; Manufacture of other transport equipment, decreased with more than 30 000 people. In 2009-2010, around 10% of the companies suspended their operations.

At the end of the first half of 2013, the number of persons employed in the machine building subsectors is 102 000. For the subsector “Manufacture of machinery and equipment”, the number is 33 000. The largest number of persons employed is in the subsector “Manufacture of fabricated metal products, except machinery and equipment” – 40 000. The total number of companies is over 3000, 2200 from which are with a total number of 8000 persons employed. Around 47% of all persons employed work in companies with more than 250 employees. Total output is over 3,5 billion Euro.

The Electrical Engineering and Electronics sector has been transformed relatively successful, after the economic changes during the nineties, based on its development up to 1990 and thanks to the powerful positions of the electrical engineering in Bulgaria.It is indicative, that the electrical engineering factories were the first ones to be privatized. The privatization of the electrical engineering industry was accomplished practically about the end of the nineties. Even though without significant investments, ABB, Schneider, Hyunday, Sparky and some other companies procured important manufacturing plants. As a follow up, FESTO, SCHNEIDER, ABB realized big “greenfield” production projects. The restructuring was facilitated by the availability of the necessary technical and economic cadres as well as the already established positions on the global market.Representative of the sector is its technological fragmentation. Historically, the enterprises were created with the aim of being subcontractors or sub suppliers of parts, components and modules. Only a few end products have their own brand.Technologically tied structures are being created gradually around the big foreign investors’ enterprises.

The sector is characterized by an exuberance of qualified specialists. There are 5 technical universities and 65 vocational training schools in electrical engineering and electronics in Bulgaria. A positive tendency for the realization of highly qualified specialists is being observed in manufacturing companies of foreign investors.

The Bulgarian Branch Chamber - Machine Building is a non-profit association for rendering assistance, encouragement, representation and protection of the interests of its members. It was established in 1991 as an independent legal entity. It liaises with the relevant agencies and organizations for addressing issues of interest for the companies in the machine building sector. It maintains contacts with similar organizations from Germany, Austria, Switzerland, France, Serbia, Korea and other countries. In October 2012, the branch chamber was accepted as a member-observer in CEEMET.

Members of the branch chamber are more than 280 companies from all sectors of the machine building – heavy and investment equipment, machine tools, woodworking machinery and tools, hydraulics and pneumatics, machinery for the food industry, refrigeration, transport and lifting equipment, agricultural machinery, semi-finished products – casting, forging and pressing. The Branch Chamber member companies manufacture about 65-70 % of the Bulgarian machine building production.

As a voluntary organization, the branch chamber has mainly coordinating functions. It assists its members in the implementation of various activities of mutual interest: social partnership; establishment of direct contacts with foreign companies and organizations; organization of specialized visits of machine building companies abroad; participation in exhibitions and fairs; information and consultancy services; developing proposals for legislative acts; assistance in the solving of technological problems and other issues, related to the development of the companies and the sector and increasing their competitiveness.

The branch chamber is constantly assisting the companies with the developing of projects, financed by the European funds. For this purpose there is a Consulting Centre for the Acquisition of the European Funds, established in the branch chamber.

Three unions have also been established as non-independent legal entities, attached to the branch chamber, namely: Truck Producers Industry Union, Refrigerating and Conditioning Machinery Union and Foundry Industry Union.

The branch chamber assists foreign companies and organizations, interested in cooperating and establishing direct contacs with Bulgarian ones.

associations and companies and supports development of commercial and technological links between branch partners. Close relations have already been established with the most authoritative German organizations as VDE, VDI, ZVEI, ZVEH, well-known to international circles. Aiming elaboration of new market perspectives for its members, BASSEL has concluded agreements with the Italian National Association of Electrical Industry, the Italian Commercial Chamber in Bulgaria, the Serbian Chamber of Commerce, AENOR (Spain), the Trade and Industrial Chamber of China, the Czech and Moravian Electric & Electronic Association. Good contacts are maintained with the respective chambers in the Balkan region. BASSEL is an active member of the authoritative international organization INTERELECTRO with headquarters in Moscow.

• Organizes business visits of foreign experts and investors to this country and of Bulgarianspecialists abroad, organizes national and international meetings, workshops, conferences, training and professional courses.

• Takes part in consulting councils, committees andworking groupswith the state and publicauthorities and introduces to the state authorities proposals of new and amended legislative acts in the domain of control of the economy.

• Preparesannualanalysisesofthestateandthetendenciesinthebranch,publishesinformativeand advertising materials on technological, manufacturing opportunities and human resources of the companies. BASSEL keeps the Bulgarian electrical engineering society au courant on important branch issues, trends, tenders etc. and publishes two electronic bulletins weekly, respectively maintains a currently updated web-site.;

• Takespartinseveralprojectsforestablishmentofindependenttestinglaboratoriesforproductcertification, incl. in collaboration with VDE and assists the public and state authorities in implementing the European technical legislation.

• Organizes participation of companies and maintains own stands at international fairs andexhibitions, incl. HANNOVER MESSE, LIGHT & BUILDING (Frankfurt), INTEL (Milan) and at national exhibitions and fairs, as ELTECH (Sofia), PLOVDIV FAIR etc.

The Bulgarian Association of Electrical Engineering and Electronics (BASSEL) is a nation-wide representative of the main part of the Bulgarian electrical engineering industry and was founded in 1994 as an officially registered national non-profit organization with members – state enterprises. Only just after the privatization of the industry, the Chamber started gradually to function and the number of its members from around 30 in 1999 increased to more than 150 companies from the electrical branch with manufacturing, engineering, commercial, consultant and R&D activities.
