Welcome to CCF WA’s second Western Austral ian Civi l Construction Industry Capacity Guide. It’s gratifying to see that this year more contractors have taken advantage of the

opportunity to be part of the Guide.

As well as providing a valuable reference to the capacity and capabilities of WA’s leading civil construction companies, the Guide gives us a unique insight into our membership. From the information supplied by the companies listed, we have conservatively estimated that our contractor members generated nearly $5 billion of revenue last year, employ around 10,000 people, and own more than $700 million worth of mobile plant and equipment.

This Guide is just another “value add” for our members, and one of a number of new initiatives in recent years as we strive to make CCF WA membership ever more valued and relevant. These initiatives include the quarterly magazine, ONSITE, and our annual State Conference.

Less tangible but equally important is CCF WA’s role ensuring a “fair go” for members in their dealings with regulators and clients, both government and private sector. In this sphere we have also been busy, with more resources directed to policy and advocacy than ever before and the recent creation of a full-time Policy Manager role.

One major change on the political front over the past year has been the election of a new Federal Government led by Prime Minister Tony Abbott, who has declared he wants to be recognised as an “infrastructure PM”.

Mr Abbott’s Government has also been active in identifying opportunities to reduce red tape, including Federal/State duplication. In this regard, CCF WA has welcomed recommendations put forward by the National Commission of Audit (NCoA) to reform the duplicative infrastructure funding arrangements between the Commonwealth and the States.

The NCoA has recommended that the States should retain primary responsibility for delivering infrastructure, and that the Commonwealth should simplify its infrastructure funding by providing each State a lump sum, rather than tying its funding to specific projects.

This reform would have significant flow-on effects. Successive State Governments have been rightly criticised for the lack of rigour and transparency in their infrastructure planning, but State plans are sometimes at the mercy of Federal Government funding decisions, especially in the politically sensitive area of road infrastructure.

By receiving pooled or “untied” road funding from the Federal Government, the State Government will be better placed to implement the long-term, coordinated planning we have advocated for. The Federal Government could still perform a valuable role, providing advice to the States on best practice in funding and procurement.

Another recent Federal Government initiative that could lead to significant reform is the Productivity Commission’s Inquiry into Public Infrastructure. In its Final Report, the Commission has recommended that government clients should be more proactive in identifying opportunities to ‘unbundle’ major projects by packaging them into smaller components, thereby attracting more competitive bids and receiving greater value for money. This is a message the CCF has been spreading to government for many years, and it’s encouraging to receive support from the Productivity Commission.

These are just a couple of examples of the reforms being advocated by CCF WA to help governments achieve greater value for money in infrastructure delivery and maintain a broad-based, vibrant, sustainable civil construction industry.

CCF WA will continue to work for our members’ interests in policy areas such as infrastructure planning and procurement, red tape, skills, contract reform, and many others.

The Civil Contractors Federation (CCF) is the peak body representing the Australian civil construction industry, with branches in each state and territory. Nationally, we represent some 2000 small, medium and large sized contractors and suppliers who in turn employ many thousands of Australians in an industry of some 350,000 people.

CCF’s WA branch represents more than 150 Contractor Members and more than 130 Associate Members. Members range in size from small local businesses to national and international corporations.

Our Contractor Members build the roads, bridges, harbours, railways, subdivisions and other vital infrastructure that ensure Australia’s continued economic growth.

One of CCF WA’s core activities is proactive industry representation and advocacy to government at all levels and to public and private procurers of civil construction services. We also deliver a wide variety of publications and events with the aim of keeping members informed, educated, and connected.

CCF WA’s training arm, Civil Train, delivers training courses covering all aspects of civil construction, including Certificate II, III and IV qualifications, Short Courses and Verifications of Competency.

CCF WA’s annual Earth Awards recognise excellence in project management and construction innovation. All projects pictured in this Capacity Guide are finalists in the 2014 Earth Awards.

Last year’s Western Australian Civil Construction Industry Capacity Guide highlighted the rapid growth of civil construction in Western Australia over the decade to 2013, fuelled by the resources boom. In 2011/12, total civil construction activity in WA exceeded building construction for the first time*.

Civil construction activity in WA went on to peak at almost $18 billion in 2012/13. In the 2013/14 financial year it is expected to moderate to $16 billion, and according to BIS Shrapnel will continue to decline over the next four years to $10.6 billion by 2017/18 (see Chart 1) In a historical context, however, this would still be very high, at nearly three times the $4 billion of civil work done in 2003/04.

Resources-related works accounted for 60% of total civil construction activity in WA in the 2011/12 and 2012/13 financial years. As the resources sector transitions from a construction focus to a production focus, the contribution of resources-related work will reduce, to an expected 38% in 2017/18 (see Chart 2).

CCF WA believes this decline in resources-related construction will create an opportunity for governments to take advantage of the industry capacity that will become available.

One pressure point for contractors has been the skills shortages in the traditional infrastructure construction sectors caused by competition from the resources industry. According to the Australian Workplace & Productivity Agency (AWPA), 28,575 workers were employed in resources project construction in 2013*.

The AWPA report looks at projected employment levels under three different growth scenarios – high growth, low growth and base case. In each scenario, WA’s resources construction workforce is expected to fall dramatically – to 6,995 under the high growth scenario, 3800 with the base case and just 328 with low growth. AWPA says the low growth scenario “appears to be more likely due to the lower probabilities of projects proceeding to the committed stage”.

AWPA notes that under any scenario, falling demand in the resources sector “is likely to force many thousands of trades workers from the domestic workforce to seek

employment in other industries, unless their skills can be transferred to mining and oil and gas operational roles”.

The resources boom has created unprecedented capacity in the state’s civil construction industry. Now, as resources construction cools, CCF WA is advocating that this built-up capacity could be harnessed to address the state’s infrastructure deficit.

The figures for civil construction work done in WA used in this guide are based on the Australian Bureau of Statistics quarterly estimates for Engineering Construction Activity, Australia. These estimates are analysed by BIS Shrapnel in its report Engineering Construction in Australia, 2013/14-2027/28. Along with detailed commentary and analysis, the BIS Shrapnel report also contains forecasts for all engineering construction categories for each financial year up to 2017/18. All values are expressed in constant 2011/12 prices.

The ABS recognises twelve categories of Engineering Construction: Roads, highways and subdivisions; Bridges; Railways; Harbours, Water storage and supply, Sewerage and drainage; Electricity generation, transmission and supply; Pipelines; Recreation; Telecommunications; Heavy industry; and Other. Civil infrastructure construction comprises all categories except Heavy Industry. In this Guide, Roads, highways and subdivisions and Bridges are grouped together as Roads, and Water storage and supply and Sewerage and drainage are grouped together as Water & Wastewater.

Transport Infrastructure The 2013 Capacity Guide noted that the Harbours and Rail sectors had been massively boosted by work associated with iron ore mine expansions. Work done in Harbours and Rail was worth a combined $7.9 billion in 2012/13, compared to $371 million a decade earlier. BIS Shrapnel predicts the combined value of Rail and Harbours work will fall to $2.5 billion in 2017/18.

Most harbours and rail spending in the next two years will be associated with the Roy Hill iron ore project and with expansions being undertaken by Rio Tinto.

The prospects for spending on urban rail have taken a blow with major works on the Airport Rail Link and MAX Light Rail projects not expected to start until at least 2020.

subdivisions and Bridges) totalled nearly $2.5 billion in the past financial year and is expected to remain in the $2.2-2.5 billion range over the next four years.

State Government agency Main Roads asset investment program totalled just over $1 billion on 2013/14 and is expected to decline to $888,000 in 2014/15 and $644,000 in 2015/16, before recovering in the final two years of the forward estimates.

The $1.6 billion Perth Freight Link road project was announced in the 2014 Federal Budget. It combines the Roe Highway Extension (“Roe 8”) and an upgrade of High Street, along with some previously unannounced works.

Government spending on roads over the next five years will be dominated by three “mega-projects”: Gateway WA, Northlink WA and Perth Freight Link.

Spending on the $1 billion Gateway WA project will total nearly $300 million this financial year, or about a third of the agency’s budget. Since the State Budget, the Government has announced that the $45 million Roe Highway/Berkshire Road Interchange has been bundled into Gateway WA.

Northlink WA, comprising the $840 million Swan Valley Bypass plus three grade separations on Tonkin Highway, is scheduled to commence in 2016 and finish in 2019.

The $1.6 billion Perth Freight Link, announced in the Federal Budget, comprises a freeway standard link from the Roe Highway/Kwinana Freeway interchange to North Fremantle. It includes the long-awaited Roe 8 extension.

The Federal Government has promised $915 million for the Perth Freight Link, with another $230 million from the State Government and the remainder to be privately funded through a PPP, with a toll expected to be imposed on trucks.

Utility InfrastructureBIS Shrapnel expects spending on electricity infrastructure to decline from a peak of $2.7 billion in 2012/13 to $1.85 billion by 2015/16, before picking up again.

While government trading entities Western Power and Horizon Power combined to spend a healthy $1.4 billion on asset investment in 2013/14, that spend will plunge to just $540 million by 2015/16, according to the State Budget.

Capital works in the water and wastewater sector is also expected to dip until 2015/16 before recovering to current levels by 2017/18. The Water Corporation’s asset investment program will follow that trend, falling from $972 million in 2013/14 to $763 million in 2015/16.

Telecommunications spending is expected to dip slightly in 2014/15 before rising over the following three years as the National Broadband Network rollout reaches its peak.

Spending on pipeline infrastructure, which has been inflated by works associated with the Gorgon and Wheatstone LNG projects, is expected to more than halve from 2013/14 to 2015/16, while remaining at historically high levels. BIS Shrapnel notes that more than $750 million will be invested in the Dampier-Bunbury natural gas pipeline.
