7. The members of the staff are required to regu-larly conduct their classes, as detailed in the Syllabus,at the hours shown ou the time table, and to commencetheir classes at the time specified. The re;,,,ular hoursof duty shall be from 10 a.m. to 1 p.m. and frownp.m. to 10 pinli 01' an equivalent.

8. .Ilitch member of the sia shall be required toprevent an accumulation of arrears of work and maybe called upon to meet a temporary increase of work.without additional payment.

9. Each member of the staff shall be held respon-sible for the proper conduct of his classes and the safekeeping, of the material and apparatus used in connec-tion with his work. Ile must at onee report to theDirector any damage to school property, disobedienceto Regulations, and misdemeanour which may comeunder his notice.

10. Correspondence from members of the stall' to thehead office must pass through the Director.

11. No information connected with the school orohtained by means of the school applia».ces is to hemade public by any member of the storr, without theknowledge and consent of the Director.

12. -Members of the staff are prohibited from s; s-ing the influence or interest of any person iu order toobtain promotion, transfer, or other advantage, exceptwith the consent of the :Director. All claims for ad-vancement within the service most he made through ilieDirector.

13. No member of the staff, in Ids official capacity,shall give to any person who is leaving or wino hasleft the school, any written testimonial without the con-sent of the :Diroctor.

11. No address, testimonial, or presentation shall beaccepted by any member of the staff without the sanc-tion in writing' of the responsible Minister.

15. if any member of tile staff is on all indictmentconvicted of any offence, he shall be deemed to haveforfeited his office, and shall thereupon cease to per-fom his duties and receive his salary..

10. The recognised summer vacation shall extendfrom the week prior to Christmas up to the cud of thesecond week in February. Before leaving for tile Vile:A-tiOn each member of the staff must have completed his

year's work to the satisfaction of the Director, andmust state his proposed postal address. Each memberof the staff must report himself for duty on February11th.

17. The school shall be closed on Public Serviceholidays.

18. Each. member of the staff is required to give onemonth `s notice before leaVing. Any appointment inDivision 1 may be terminated by three months' notice,and any in Division 2 by one month's notice on thepart of the Department; but the appointment of anymember of tile staff may, in case of misconduct, be ter-minated summarily by the 'Minister.

19. Resignations shall take effect on the last day ofthe calendar month. If the month 's notice is givenduring the vacation the officer's salary for that monthmay be withheld, and in no case shall the last month'ssalary he paid to the officer who is leaving the Schooluntil the various matters under his charge have beenarranged to the satisfaction of the :Director.

20. Inquiries into complaints and appeals frommembers of the staff, or into charges of misconductagainst the same, may be conducted by the AdvisoryBoard.

21. Mentbers of the staff when travelling on thePublic Service will be subject to Section E of the Pub-lic Service Regulations.

22. The granting of Long Service leave, Sick leave,Free passes to the coast, and Goldfields Allowancesshall be in accordance with the Education DepartmentRegulations.

Authority may alter or a.mend By-laws so made: Now,therefore, the Bunbury Municipality, being the LocalHealth Authority for the Bunbury Health District, dothhereby amend such By-laws by:

(1) Inserting the words "or balcony" after theword "room" wherever such word occurs inparagraphs "a" and "h" of By-law No. 5of Part V. of Series "A" of the Model By-laws, and

Whenever upon any premises any litter, hay,straw, packing material, manure, building material,produce, timber,' bags, tins, old iron, pn.por, packingcases, or similar material is kept or stored in such away as to afford or form shelter or harbourage for rats,it shall be removed er so stacked, stored, arranged, orprotected as to no 'longer afford or form shelter or har-bourage for rats.

No waste food, garbage, edible trade waste,horse-feed or cow-feed, food intended for bir;ils or otheranimals, or similar material, shall be kept or allowedto remain on any premises unless it is contained in rat-proof receptacles, or compartments which are kepteffectively covered or closed against access by rats.

4. 'Every opening' front or into any covered drain orsewer within the curtilage of any premises, and everyopening front or into any pipe, covered ,?.onduit, orcovered channel (whether or not used for drainage)Which affords or is likely to afford access, shelter, orharbourage for rats, shall be so trapped or otherwiseprotected as to prevent effeetively the ingress or egressof rats.

5. Every disused covered drain, disused coveredsewer, disused pipe, disused covered conduit, or disusedcovered channel within the cartilage of any premiseswhich affords or is likely to afford access, harbourage,or shelter for rats, shall, upon notice to that effectbeing given by the inspector to the owner ar occupierof the premises, he taken up, repaired, blocked, orotherwise so dealt with in the manner specified hi suchnotice, as to effectively prevent the access, harbourage,or shelter of rats therein.

G. Whenever in any building the floors, skirtings,wainscots, walls, partitions, ceilings, or like internalfittings, or any of these, are so constructed or are insuch a condition as to permit the access, shelter, orharbourage of rats in, under, or about such building,the said floors, skirtings, wainscots, walls, partitions,

7. Every retaining wall, embankment, structure, im-provement or work of ally kind or any formation,whether natural or artificial, Wallin the cartilage of anypremises, which affords or provides or is likely to affordor provide the means of access, harbourage, or shelterfor rats shall, in accordance with all inspector's order,be removed or so reconstructed or repaired or alteredas to prevent the access, harbourage, or shelter of rats.

S. Every hotel, restaurant, butcher's shop, smallgoods shop, baker 's shop, grocer 's shop, fruit shop, fishshop, oyster saloon, produce store, hide store, flour mill,stable, and slaughterhouse shall he so protected, alteredor refitted: in accordance with an inspector's order, asto effectively prevent rats from gaining access to or har-bouring ill, under, or about the building or buildingsthereof. All holes or openings in the external walls ofsuch buildings which are of such a nature as to permittire entry of rats, shall be blocked with cement or pro-tested with stout wire netting or metal in such a man.-nor as to effectively prevent the entry of rats.

All supplies or collections of water to which rats mayhave access in or on such premises shall be so protectedas to effectively prevent such access.

9. For every hotel, restaurant, butcher's shop, smallgoods shop, baker's shop, grocer's shop, fruit shop, fishshop, oyster saloon, produce store, hide store, flour mill,stable, and slaughterhouse there shall be provided atleast two rat traps of a pattern approved by the localauthority or as many more as may be required fromtime to time by an inspector. Every such trap shall bebaited with fresh bait at least twice in each week, andshall be kept -set. Every such trap shall be inspecteddaily by the owner or occupier or his agent or his ser-vant, and all rats found therein shall be killed andtheir carcases forthwith disposed of so as not to causea nuisance, aud the trap or traps reset and rebaited bythe said owner or occupier or Ids agent or servant.

10. In addition to the foregoing, every owner andoccupier shall use all reasonable means by blockingaccess ways, tlestroying harbourage, protecting food-stuffs, poisoning and trapping', the use of rat-killingdogs, cats or other animals, and otherwise to keep thepremises occupied by him free from rats and to pre-vent and discourage the access or harbouring of ratsin on, or about such premises.

11. All public and private clocks and wharves, in-cluding all sheds and other buildings thereon, shall beso protected as to prevent rats from graining entranceto such clocks or wharves or sheds or buildings, at anystate of the tide, from vessels moored or anchoredalongside of such docks or wharves or from othersources, and all goods, products, wares, and merchandiseliable to attract or to become infested with or infectedby rats on any dock or wharf shall be so kept or storedas to prevent rats from gaining access to or cominginto contact therewith.

12. Every dock or wharf shall be provided with notless than two traps of a pattern approved by the localauthority and as many more as may from time to timebe required by an inspector. Every such trap shall bebaited with fresh and suitable bait at least twice aweek and shall be kept set. Every such trap shall beinspected at least once daily by the owner or occupieror his agent and servant, and all rats found therein shallbe killed and their carcases shall be forthwith disposedof in such manner as an inspector may from time totime require, and the trap or traps reset and rebaitedby the said owner or occupier or his agent or servant.

13. The presence of rat holes, rat runs, fresh ratdung, or other evidence of rat infestation upon anypremises, dock, wharf, land or place shall be taken asevidence that these by-laws have not been compliedwith, and shall be held to constitute a breach of theseby-laws.

14. It shall be the duty of every owner and occupierto comply with the foregoing by-laws at his own ex-pense and to continue such compliance during the con-tinuance of such by-laws.

Penalty Clause.15. If any person neglects to perform any duty cast

upon him by these by-laws, or neglects to comply withany order served upon him under these bylows, thenthe local authority may cause such work as is necessaryto comply with the terms of these by-laws, or with theterms of any order issued under these by-halos, to beperformed. on behalf of the person guilty of suchneglect; and the local authority may recover from suchperson the cost involved, in addition to any penalty orpenalties recoverable under the next succeeding by-law.

Rh. Where anything by these by-laws is directed tobe done or forbidden to be done or where authority isgiven to the local authority or to any offices' of the localauthority to direct anything to be done, or to forbidany-thing to be ,.done, and such act so directed to bedone remains undone, or such net forbidden to be cloneis done, in every such case the person making defaultshall be deemed guilty of a breach of these by-laws andshall be liable on conviction to a penalty of twentypounds, and in the case of a continuing breach to apenalty not exceeding forty shillings for each day thatsuch breach is continued.
