The Idaho Statesman reported that the $1.2 million project 11 mi. east of Lowman is being financed by the U.S. Forest Service and is scheduled to be finished in December. Officials say it also will allow wildlife to cross under the popular highway and avoid collisions with motorists. “The bridge completely spans the Five Mile Creek channel and allows unrestricted water flow, thereby per- mitting the passage of fish, aquatic resources, and the transfer of river- bed material, sediment, and debris through an open-bottomed, free- flowing stream that did not exist before,” said Scott Rudel, ITD south- west Idaho environmental planner. Construction Materials Prices DeclineSlightly in October, But Up From 2010construction materials declined during the past month. Pricesfor diesel fuel dropped 2.2 percent in October, but are up27.3 percent since October 2010 while prices for copper andbrass mills shapes fell 8.3 percent during the past month and0.2 percent over 12 months. Meanwhile, prices for gypsumand steel mill products increased in October by 3.0 and 0.4percent respectively. Gypsum prices are down 1.0 percentcompared to last year, however, while steel mill productprices are up 13.6 percent over the past year.“Costs for essential construction materials are likely to

remain volatile, causing financial difficulties for some con-tractors, who must guarantee prices to owners months beforepurchasing materials,” the economist cautioned. He noted, for example, that in the month since the latest price was col-lected retail prices for diesel have jumped 26 cents per gal-lon. Simonson observed that the price index for new construc-

tion — what contractors charge for construction projects —increased during the past month and is up compared to lastyear. The price of new industrial buildings rose 1.5 percentduring the past month and 3.4 percent for the year. Newwarehouses rose 1.6 percent in October and 3.9 percent com-pared to October 2010. The price for new school construc-tion increased by 1.8 percent compared to the prior monthand is up 4.3 percent compared to last year. And new officeconstruction rose 1.0 percent in October and is 3.3 percenthigher than last year.Association officials said the pending repeal of the 3 per-

cent tax withholding mandate will provide some much-need-ed financial relief to the construction industry. “The fact contractors won’t be forced into providing bil-

lions in interest-free loans to the federal government begin-ning in 2013 will provide some much-needed relief for ahard-hit industry and its struggling workers,” said Stephen E.Sandherr, the association’s chief executive officer.

Expansion Plans...

SANY America to Build NewR&D Facility in Peachtree CitySANY America will invest approximately

$25 million to build a new research anddevelopment center alongside its corporateheadquarters in Peachtree City, Ga. Plans forthe new facility, which will create 300 jobs, were announced as Georgia Gov. NathanDeal visited the main offices of SANYGroup in Changsha, China. “The new R&D center will help SANY’s

internationalization initiatives and strength-en SANY’s competitiveness in the globalmarket,” said Jack Tang, president of SANYAmerica. “Over the past two years, we haveintensely recruited R&D talent for our NorthAmerican manufacturing facility, and wewill very aggressively continue those effortsto staff the new research center.” Georgia Gov. Nathan Deal recently trav-

eled to China to attract further capital invest-ments to the southern state. SANY’sannouncement to build the new R&D centercomes as the company continues to localizeits workforce and product development. “This expansion stems not only from the

success SANY already enjoys in Georgia,

but from the relationship that has developedbetween SANY and our state as well,” saidDeal. “The talent from our academic institu-tions ensures that SANY will have a deepsupply of the skilled workers needed to stayat the forefront of innovation.” In February, SANY welcomed Deal to

celebrate completion of Phase One of con-struction at the company’s 400,000 sq. ft.headquarters in Peachtree City, Ga. To date,

Acquisitions Surge...

Volvo Rents Buys Excel RentalsVolvo Rents has acquired Excel Rentals, a

two-location construction equipment rentalcompany based in California, with stores inTemecula and San Jacinto. The centers arelocated at 28115-A Del Rio Road and 1005South State St., respectively. The Temecula Volvo Rents location is

currently open, while the San Jacinto loca-tion will be opening in the first quarter of2012.This is the latest move as part of the com-

pany’s recent surge of nearly 50 acquisitionsin the last 12 months, lifting its NorthAmerican total to more than 80 stores. VolvoRents now operates six stores in California. The other rental centers are located inSacramento, Bakersfield, Merced andSalida. Michael Crouch, vice president of busi-

ness development of Volvo Rents is confi-dent that the Excel team will find great suc-cess with the brand in California. “Lynn Ladenes is truly an industry veter-

an and Excel’s long-time presence in south-ern California adds to our strategic growth,”said Crouch. “Excel anchors the footprint ofthe west region for Region VP Tim Herzogand his staff in the area.”While construction activity has declined

from mid-2000 levels, the heavy equipment

rental business is growing. Crouch noted thathe sees “a secular shift” from contractorsrenting about a third of their equipment toleasing 50 percent or more, adding that hebelieves the trend will continue to acceleratein the coming year.In addition to Volvo Rents’ expanding line

of Volvo compact equipment — such asbackhoe and skid steer loaders, compactwheel loaders, compact excavators and com-paction equipment — the rental center car-ries a comprehensive line of essential equip-ment and tools for the construction, com-mercial, industrial and homeowner markets. The focus is on daily, weekly and monthlyrentals.“The Volvo name inspires confidence

SR92 Gets Redesign, New Name Near Mount Timpanogostative. The name “Timpanogos” comes from the local landmarks

Mount Timpanogos — the second highest mountain inUtah’s Wasatch Range, and the Timpanogos Cave NationalMonument, also in the Wasatch Range.Timpanogos Highway (SR 92) is the chief east/west con-

nector for several communities in northeastern Utah County, including north Lehi, Highland, Cedar Hills and Alpine. Italso provides access to recreational destinations in AmericanFork Canyon and the Alpine Loop. With recent and project-ed residential and commercial development in northern UtahCounty, use of Timpanogos Highway is increasing.Additional improvements were needed along the corridor toaccommodate more traffic.Under the environmental assessment, two things became

clear. First, it was easy to see how important TimpanogosHighway is to the transportation infrastructure of northernUtah County. Second, it was clear that a significant numberof users were either going to or returning from I-15.UDOT engineers considered ways to provide freeway-

type access without incurring freeway-type public impacts.Eventually they came up with the “commuter lane” concept,in which a separate, distinct roadway would be built adjacentto the expanded Timpanogos Highway arterial (and withinthe environmentally approved footprint). These lanes consistof one lane in each direction that links more directly to I-15.They are constructed so that they passed over or under eachTimpanogos Highway intersection, so those commuting toor from I-15 can do so more quickly, without having to stopat signalized intersections. In April 2009, the contract was awarded to a joint venture

of Flatiron Construction (Denver, Colo.) and HarperConstruction (now Harper-Kilgore) of Salt Lake City, Utah.In addition to designing the project and overseeing allaspects of construction, the duo will, themselves, conduct allutility work, excavation, grading, paving and bridge work.Salt Lake City-based subcontractors include Hunt Electric

for lighting and signals; Harper Precast, providing precastbarriers, and ACE Landscaping. Fibertel Inc. ofSpringville is performing fiber relocations; AltaviewInc., headquartered in Sandy, is the concrete supplier, and McNeil Construction Co. of West Jordan is incharge of concrete paving. As part of the Timpanogos Highway project,

UDOT is reconfiguring the Highland/Alpine I-15interchange into a new type of interchange withTimpanogos Highway. The Diverging DiamondInterchange (DDI) will greatly improve mobility andsafety in the area, according to UDOT. The DDIreconfiguration was completed in early December2011.The DDI concept was born in Europe, and was

only recently brought to American roadways. Thefirst American DDI was opened in 2009 inSpringfield, Mo., and on Aug. 23, 2010, the DDI atAmerican Fork Main Street in Utah was opened, making it the first DDI built from the ground up inthe United States, according to the UDOT Web siteThe DDI looks different than a traditional freeway

interchange because there are cross points where thetraffic lanes cross over to the left side of the inter-change. This may seem a little confusing at first, butthese cross points are actually the reason why theDDI functions so smoothly, because they allow for

more open traffic flow between the freeway and the inter-change.The standards of safety and efficiency have been at the

forefront of the development of the Timpanogos HighwayDDI. From the medians and barriers, the landscaping andaesthetic treatments to the pavement marking and signs, everything about the reconfigured interchange has beendesigned to ensure that navigation is seamless, intuitive andsafe. Geneva Rock of Orem, Utah, was contracted for theDDI construction and asphalt.“For the interchange, we used existing infrastructure in

order to increase capacity and reduce stopping time withouthaving to do a complete rebuild. This was done at one-fifth

the cost of a typical interchange overhaul,” explainedHeather Barnum, UDOT’s spokesperson of the TimpanogosHighway Project. All in all, the project encompasses 6 mi. (9.6 km) of a five-

lane arterial, a 5-mi. (8 km) eastbound/westbound commuterlane, and seven bridges.During the course of the project, crews uncovered an

unusually large deposit of hard rock. This rock wasn’t ableto be excavated using traditional methods and was eventual-ly blasted into smaller pieces and removed. Fortunately, themajority of this shot-rock material was reused as rip-rapthroughout the project. The original contract amount was $139 million. However, with change orders and the addition of scopelike the DDI, the project amount is now $150 million. Itis being funded through a combination of state and fed-eral funds. This corridor is used by residents from five sur-

rounding cities as an east-west connection to I-15, aswell as recreational travel to the Timpanogos CaveNational Monument, American Fork Canyon and desti-nation shopping like Cabela’s. “UDOT places high priority on keeping the public as

little inconvenienced as possible during constructionand has been working to keep the businesses and resi-dents informed of construction activities throughout theproject,” noted Barnum.Since the project construction began in September

2009, drivers have experienced a typical 15-minuteconstruction delay that varies occasionally based on thelevel of activity. Residents have been patient and havemade adjustments in their travel patterns. The projecthas experienced some unique challenges that haveunfortunately pushed construction beyond the projectedcompletion date of Oct. 20, 2011. The contractor isworking to complete the main line five lanes by the firstpart of 2012 and the commuter lanes by spring 2012.More information and up-to-date videos can be

Flexible Shoring System Helps Contractor Repair PipelineAlvin, Texas, based T & L Lease

Management recently repaired a small sec-tion of the Conoco Phillips’ gas pipeline thatruns from its Sweeney, Texas, refinery to itsPasadena, Texas, refinery. The repair fixed adefect in the 12 in. (30.5 cm) diameterhydrocarbon pipe that was nicked by anoth-

er contractor’s excavator bucket during workon another pipeline in the vicinity.

The depth of the pipe was 12 ft. (3.7 m)After digging a trench to expose the pipe, T& L shored the trench with a number ofBuild-A-Box modular aluminum trenchshields manufactured by Efficiency

Production Inc. The shoring system wasrented from Professional Shoring & Supplylocated in Houston.

T & L chose Build-A-Box for its onsiteflexibility as it did not know precisely all theintersections of the existing pipes.

Unlike any standard trench shield withfixed length and height sidewalls, Build-A-Box is comprised of 2 ft. (.6 m) tall panels ofvarious lengths which pin into corner posts. This allows for panels to be removed oradded as the site conditions require or to belifted up from the bottom of the trench toallow utilities to pass underneath the panels.Build-A-Box can be configured to two, three, or four-sided configurations.

T & L had onsite four Build-A-Box

shields each with 12 ft. tall sidewalls (six, 2ft. tall panels) with lengths of 10 and 12 ft. (3and 3.7 m) The two-sided configured shieldsincluded 6 and 8 ft. (1.8 and 2.4 m) spread-ers. T & L also used hydraulic single-cylin-der “spot shores” and shoring boards in com-bination with the Build-A-Box. The tech-nique allowed the contractor to curve thepipeline as needed to access the pipe.

“I thought the repair went real well,” saidLawrence Vincent, T & L’s project superin-tendent. “The service from ProfessionalShoring was excellent, and they had every-thing we needed. We’ll be calling again realsoon to rent more shoring.”

Automation Features Added to Warm Mix Asphalt SystemThe Terex warm mix asphalt system

lowers asphalt production tempera-tures by as much as 90F (32C). Newautomation features for the “foamed”asphalt system’s water fill port andstorage unit increase reliability, effi-ciency and simplicity, according to themanufacturer.

Enhancements found on the Terexwarm mix asphalt system include anauto-fill tank with high/low levelgauges. Once water inside the 220-gal.(832.8-L) tank reaches a prescribedlow point, the plant controls automati-cally turn on water flow to refill thetank, so the plant can continue to makewarm mix asphalt without stopping. Ahigh level marker shuts off the flow ofwater to avoid overfilling. The sys-tem’s water meter includes a “no flow”indicator to alert the plant operator ofwater flow restrictions when makingwarm mix.

The new tank design features anoptional solenoid valve at the waterinlet to allow for water recirculation.Offered for asphalt operations that takeadvantage of producing warm mixasphalt in colder temperatures, thisallows the plant operator to recirculatewater through the tank and supplyhoses, so the water does not freeze.

The system uses a water-injectionsolution that delivers simple operationwith its expansion chamber, featuringsingle-point mixing of water andasphalt binder. The chamber is mount-ed in line on the plant’s existing liquidAC supply line and allows plant opera-tors to reverse the system to clean oilfrom the pipe. Inside the chamber, water is vaporized into a gaseous state to significantlyexpand the binder. This expansion process allows the“foamed” binder to more readily coat the aggregate at lowermixing temperatures than when produced as traditional hotmix asphalt, according to the manufacturer.

With up to 600 tph (544 t) production capacities, the Terexwarm mix asphalt system can be packaged with a new plantsale or installed on existing unitized counterflow, parallelflow or rotary mixers. Designed to interface with most inputsignals from a variety of plant controls packages, this warmmix system can be installed on virtually any asphalt plant

manufacturer’s design in addition to Terex asphalt plants. Ifrequired, the unit comes complete with a programmablelogic control (PLC) installed in the control panel, allowingthe warm mix system to operate as a stand-alone unit.

A belt-driven, variable-frequency 5 hp (3.73 kW) electricmotor drives the skid-mounted water pump and allows theproducer to control power output. Water is injected into theexpansion chamber at a variable rate up to 4 percent of thebinder’s mass weight. A check-valve on the water side of theexpansion chamber ensures no liquid AC contaminates thewater line. Unlike other foamed asphalt warm mix systems,

the closed-loop Terex system includes a water meter to ver-ify that the correct percentage of water is injected with hotliquid AC.

Terex warm mix asphalt allows producers to take advan-tage of the many benefits associated with lowering mix tem-peratures, including lower fumes and emissions, reducedenergy consumption and reduced oxidative hardening of thebinder. Through a 70F mix-temperature reduction, the sys-tem can lower BTU consumption by nearly 15 percent, according to the manufacturer.
