Education Empowerment Post Matric Scholarship for SC students (PMS-SC) Central sponsored; for educational empowerment of SC students. Objective is to provide financial assistance (maintenance allowance, reimbursement of non-refundable compulsory fee charged by educational institutions, Book Bank facility and other allowances) to SC students studying at post matriculation or post-secondary stage to enable them to complete their education. Babu Jagjivan Ram Chhatrawas Yojana Objective is to provide hostel facilities to SC boys and girls studying in middle schools, higher secondary schools, colleges and Universities. NGOs and private deemed Universities can avail the benefits only for expansion of their hostel facilities and for rest both fresh and existing construction for Govt. Rajiv Gandhi National Fellowship for SC students Provides financial assistance to SC students for pursuing research studies leading to M.Phil, Ph.D and equivalent research degree in universities research institutions and scientific institutions. Universal Grants Commission (UGC) is the nodal agency for implementing the scheme. National Overseas Scholarship for SC candidates Provide assistance to selected SC, denotified, nomadic, semi-nomadic tribes, landless agricultural labourers and traditional artisans students for pursuing higher studies of Master level courses and PhD programmes abroad in specified fields of study.Economic Empowerment Special Central Assistance (SCA) to SC Sub-Pan Central Scheme; 100% grant is given to the States/UTs as an additive to their SC Sub plan Main objective is to give a thrust to family oriented schemes of economic development of SCs below the poverty line. Assistance to State SC Development Corporation Identification of eligible SC families and motivating them to undertake economic development schemes, sponsoring the schemes to financial institutions for credit support, providing financial assistance in the form of margin money at low rate of interest and subsidy in order to reduce the repayment liability and providing necessary tie up with other poverty alleviation programmes. Providing credit and inputs by way of margin money loans and subsidy to the target groups. National SC Finance and Development Corporation Provide financial assistance in the form of concessional loans to SC families, and skill-cum-entrepreneurial training the youth of the target group, living below Double the Poverty line National Safai Karamcharis Finance and Development Corporation Apex Corporation under MoSJ&E; The target group of the corporation are Scavengers, Manual Scavenger means a person engaged or employed by an individual or a local authority or a public or private agency for manually cleaning, carrying, disposing of, or otherwise handling in any manner, human excreta from insanitary latrines is disposed of or on a railway track or in such spaces or premises, as Govt notify before all excreta fully decomposes. Safai karamcharis means persons engaged in or employed for any sanitation work and their dependents.

Micro-credit scheme-launch of a new scheme- meant to provide financial assistance for undertaking small self-employment ventures/ activities by the eligible STs through existing profit making SHGs.TRIBAL COOPERATIVE MARKETING DEVELOPMENT FEDERATION OF INDIA LTD. (TRIFED) It functions as a market developer for tribal products and as service provider to its member federations. It is now engaged in the marketing development of tribal products (natural and organic products, handicrafts, ratification etc) through its own shops (TRIBES India) and shops selling its products on consignment basis. Rehabilitation Council of India is a statutory body set p under the Rehabilitation Council of India Act 1992 is responsible for regulating the training policies and programme for various categories of professionals in the area of rehabilitation and special education. Scheme for assistance to Disabled Persons for Purchase/Fitting of AIDs and Appliances is to assist needy and disabled persons in procuring-durable, sophisticated and scientifically manufactured standard aids and appliances that can promote their physical, social and psychological rehabilitation by reducing the impact of disability and enhancing their economic potentialSOCIAL DEFENCE The National Policy for Older Persons (NPOP) with objective to encourage individuals to make provision for their own as well as their spouses old age; to encourage families to take care of their older family members; to enable and support voluntary and non-governmental organisations to supplement the care provided by the family; to provide care and protection to the vulnerable elderly people to provide health care facility to the elderly; to promote research and training facilities to train geriatric care givers and organisers of services for the elderly Create awareness regarding elderly persons to develop them into fully independent studies. CENTRAL WAKF COUNCIL A Wakf is a permanent dedication of movable or immovable properties for purposes recognized by the Muslims Law as religious, pious or charitable. These are also instruments of social and economic upliftment. It is a statutory body along with scheme like Development of Urban Wakf Properties and Educational Development Programmes. Durgah Khwaja Saheb Act, 1955 to make provision for proper administration of Durgah and Endowment of the Durgah Khwaja Moin-ud-din Chishty. Scheme of providing lodging facilities for lakhs of pilgrims who visit the holy Durgah during the annual Urs, facility named as Vishram Sthali and has been renamed as Gharib Nawas Mehmankhana. NMDFC takes care of economic developmentMINISTRY OF WOMEN AND CHILD DEVELOPMENT The main responsibility to advance the rights and concerns of women and children and to promote their survival, protection, development and participation in a holistic manner. Vision of empowered women living with dignity and contributing as equal partners in development in an environment free from violence and discrimination and well nurtured children with full opportunities for growth and development in a safe and protective environment Mission for children is to ensure development, care and protection through cross-cutting policies and programmes, spread awareness about their rights, facilitate access to learning, nutrition, institutional and legislative support for enabling them to grow and develop to their full potential.

POLICY AND SCHEMESNational Policy for Empowerment of Women (2001) Address the discrimination against women, strengthen existing institutions which includes the legal system, provide better access to health care and other services, Equal opportunities for womens participation in decision making and mainstreaming gender concerns in the development process etc. Achieving inclusive growth with special focus on women in line. Focus of planning process has evolved from a purely welfare oriented approach to recognizing womens centrality in the developmental plan, cutting across all sectors.

SCHEMES FOR WOMENRajiv Gandhi Scheme of Empowerment of Adolescent Girls (RGSEAG) SABLA (2010-11) It aims at all-round development of adolescent girls (AGs) of 11-18 years (with focus on all out-of-school AGs). 100 percent Central Assistance for all inputs other than nutrition provision for which 50% Central assistance to states is provided. Anganwadi Centre (AWC) is the focal point for the delivery of the services. Nutrition is being given in the form of Take Home Ration or Hot cooked Meal for 11-14 years out of school girls and 14-18 years all AG. 600 calories and 18-20 grams of protein and micronutrients per day for 300 days in a year. The out of school AG (11-14) attending AWCs and all girls (14-18) are provided Supplementary nutrition in the form of Take Home Ration/ Hot Cooked Meal, these are as per norms for Pregnant & Lactating (P&L) mothers. In Non-Nutrition, out of school AG of 11-18 years are being provided IFA supplementation, health checkup and referral services, nutrition and health education, Adolescent Reproductive Sexual Health (ARSH) counseling on family welfare, life skill education, guidance on accessing public services and vocational training (only 16-18 year old AG)Indira Gandhi Matritva Sahyog Yojana (IGMSY) (2010) A Conditional Cash Transfer Scheme for pregnant and lactating women , to contribute to better enabling environment by providing cash incentives for improved health and nutrition to pregnant and nursing mothers. Partly compensate for wage loss to P&L women both prior to and after delivery of the child. Beneficiary are paid Rs 4000 in 3 installments per P&L women between the second trimester and till the child attains the age of 6 months on fulfilling specific condition related to maternal and child health. Pregnant women of 19years of age and above for first two live births are eligible. All organized sector employees are excluded as those are entitled to paid maternity leave. Transfer is done through bank/post office only Centrally sponsored scheme under which amount is given as grant-in-aid to state govt/UT. It is now covered under Direct Benefits Transfer (DBT) programme.Support to Training and Employment Programme for Women (STEP)(1986-87) Upgrading skills for employment on a self-sustainable basis by mobilizing them in variable groups, arranging for marketing linkages, support services and access to credit, health care, literacy and other information Covers 10 sectors i.e. agriculture, animal husbandry, dairying, fisheries, handlooms, handicrafts, khadi and village industries, sericulture, waste land development and social forestry for enhancing their productivity. 90% Govt and 10% implementing agency.Women Empowerment and Livelihood Programme in Mid-Gangetic Plains Priyadarshini Project assist by IFAD, NABARD is lead programme agency. Holistic empowerment (Economic and social) of vulnerable groups of women and AG in the project area through formation of SHG and promotion of improved livelihood opportunities. Empowered to address their political, legal and health problems though rigorous capacity building. Field NGOs will carry out all field level activities on specialized capacity building and provide other technical support to the field level project functionaries.Swadhar (2001-02) Providing holistic and integrated services to women in difficult circumstances and without any family, social and economic support such as destitute widows deserted b their families in religious places like Vrindabhan and Kashi, women prisoners released from jails; Women survivors of natural disasters, who have been rendered homeless, trafficked women/girls rescued or runaway from brothels, women victims of terrorist violence without any means for survival, mentally, challenged women and women with HIV/AIDS deserted by their family etc. Provision for food, clothing, shelter, healthcare counseling and legal support, social and economic rehabilitation through education, awareness generation, skill upgradation and behavioral training.Short Stay Homes Temporary accommodation, maintenance and rehabilitative services through voluntary organizations to homeless women and girls. Temporary shelter to the needy women or bon in the home is permitted to stay in the home upto age of 7 years, after which they may be referred to childrens institutes. Rehabilitation of residents is provided with vocational training and skill development to make theme economically independent and self-reliant.Working Womens Hostel In order to promote gender mobility of women in the employment make and to provide suitable, safe and inexpensive work.

Gender Budgeting Initiatives Powerful tool for achieving gender mainstreaming so as to ensure that benefits of development reach women as much as men. It is not an accounting exercise but an ongoing process of keeping a gender perspective in policy/ programme formulation, its implementation and review. Setting up Gender Budgeting Cells (GBSs) in all Ministeries/Dept. by MoF. MoW&CD is nodal agency for GB THIS IS A OPINIO FROM THE HINDU ABOUT GENDER BUDGETING ON 25th FEB, THOUGHT TO ADD ON The coming Union budget is significant for at least two reasons: first, this will be the new governments maiden full year budget. Second, with the NITI Aayog replacing the Planning Commission, the government is likely to abolish the distinction between plan and non-plan budgets. This years budget is also an opportunity for the government to demonstrate its commitment to gender equality. Gender issues have found consistent mention in official fora, including in the speeches of the Prime Minister. Ensuring adequate allocations for policies and programmes for women will help translate those commitments into action.Development challenge Gender inequality poses a significant development challenge in India. The Global Gender Gap Index 2014 ranked India at 114 out of 142 countries. The ranking is based on a countrys ability to reduce gender disparities in four areas: economic participation and opportunity, education, political empowerment, and health and survival. Violence against women and girls persists, both in private and in public spaces. As a response to these challenges, India adopted gender-responsive budgeting (GRB) in 2005. Put simply, GRB is a method of planning, programming and budgeting that helps advance gender equality and womens rights. It also serves as an indicator of governments commitment to meeting those objectives. So far, 57 government Ministries/departments in India have set up Gender Budgeting Cells a major step that could potentially impact the lives of crores of women. An analysis of GRB in India, 10 years after it was adopted, will be a crucial pointer to the way forward. The quantum of allocations for schemes relating to women out of a budget of nearly Rs.18 lakh crore (2014-15 budget estimate) can be assessed by examining the Gender Budget Statement (GBS) which was first introduced in the 2005-06 budget. The analysis shows that over the last eight years the allocations for women as a proportion of the total budget have remained constant at approximately 5.5 per cent. Further, only about 30 per cent of the demands for grants, or estimates of expenditure, presented by Ministries/departments to the Union government are reported in the GBS. Further, allocations to the Ministry of Women and Child Development (MWCD), the nodal agency for women in the country, show a marginal increase over the last three years from Rs. 18,584 crore in 2012-13 to Rs. 21,193 crore in 2014-15. With respect to Women Welfare, the allocations actually show a downward trend from approximately Rs. 930 crore in 2011-12 to around Rs. 920 crore in 2014-15. And almost 87 per cent of the 2014-15 budget of the MWCD was allocated for the Integrated Child Development Services Scheme, leaving only five per cent for schemes exclusively meant for women. The UN Committee on Elimination of Discrimination against Women has emphasised the need for increased investments for the MWCD and for gender budgets across Ministries. In 2014, following its review of the fourth and fifth periodic reports submitted by the Government of India, the Committee which monitors States implementation of the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) also reiterated the need to strengthen institutions such as the National Commission for Women and the State commissions. Schemes focussed exclusively on women either received reduced allocations or were not implemented, as seen from the revised estimates for 2013-14 vis--vis the budget estimates of the same year. Revised estimate figures are presented for the ongoing fiscal year based on the performance in the first six months of that year. The Domestic Violence Act is a case in point. The legislation, enacted a decade ago, received an allocation of Rs. 20 crore in 2012-13. Revised estimate figures for 2013-14 show zero allocation, which indicates that the scheme launched to operationalise the Act did not take off that year. Renamed SAAHAS, the scheme was allocated Rs. 50 crore last year. The coming budget will reveal how much of this was actually spent. Other schemes such as restorative justice for rape victims have also seen a decline in allocations. The recent launch of the Beti Bachao Beti Padhao scheme by the new government is commendable. Equal attention must now be paid to better implementation of laws and special measures for the most marginalised women, as highlighted in the election manifesto of the Bharatiya Janata Party. It will also be important to ensure increased spending on all social sectors such as health, education and sanitation, given their impact on women. Women bear the greatest burden of unpaid care work which includes looking after children and elderly or sick family members, cooking and cleaning. The call to recognise, redistribute and reduce womens unpaid care work has gained momentum globally. This is therefore an opportune time to increase the quantum of allocations to the social sector. Positive trend A positive trend over the past couple of years has been the pre-budget consultations organised by the Ministry of Finance, aimed at ensuring that the voices of women are also heard in the budget making process. This year, in addition to meeting womens rights organisations, the Ministry also held a dialogue with UN Women along with the MWCD to discuss key issues pertaining to GRB. In conclusion, the coming budget can serve as a timely course correction. The emphasis must be on the strengthening of key institutions, adequate investments for schemes that address gender concerns and the effective implementation of those schemes. The coming months will see a greater focus on development issues in general, and gender issues in particular, with the adoption of the post-2015 global development agenda and reviews of countries performance vis--vis the Beijing Declaration and Platform for Action (Beijing+20). The stand-alone goal on gender equality and womens empowerment in the Sustainable Development Goals is an achievement for womens rights advocates across the globe. It will, however, remain elusive if not backed by adequate investments. The governments first full year budget is an excellent chance to recognise missed opportunities and take corrective action.National Mission for Empowerment of Women (NMEW)(2010) Empowerments of women by securing inter sectoral convergence of schemes/programmes of different ministries/ dept. of GOI as well as state govt. Mandate to strengthen and facilitate the process of coordinating all the womens welfare and socio-economic development programmes. Experts in poverty alleviation, social empowerment, health & nutrition, gender budgeting, gender rights & law enforcement, empowerment of vulnerable and marginalized women, media, awareness generation, advocacy & mass communication and IT services. Central Monitoring Committee (CMC) and Inter ministerial Coordination Committee (IMCC) have been setup to monitor and facilitate convergence across Ministries. Prepared an Action Plan 2012-15 for the various initiatives for WE.

NMEW is the nodal agency for addressing the issue of declining child sex ratio. A National Action Plan has been drafted.SCHEMES OF CENTRAL SOCIAL WELFARE BOARDFamily Counseling Centre (FCC) Provided to women who are victims of atrocities, family maladjustment and social ostracism and services also provided for crisis intervention and trauma counseling in case of natural and man-made disasters. Centres also create awareness and mobilize public opinion on social issues affecting status of women. Provides professional counselor and FCCC centres as services providers and counselor as Protection Officer under the Protection of Women from Domestic Violence Act 2005.Condensed Courses of Education for Women Initiated by Central Social Welfare Board to cater to the needs of adult girls/ women who could not join mainstream education and who were drop-outs from formal schools. Priority given to tribal, hilly and backward areas. Provides educational opportunities to girls/women above the age of 15 years along with educational inputs of skill development/vocational training at different levels. Ensures that contents of the course are need-based and modified according to local requirement and simultaneously targeted towards various stages of educational levels in order to make them empowered.Awareness Generation Programme Scheme aims to identify the needs of rural and poor women and to increase womens active participation in the development and other allied programmes. Issues such as status of women, women and law, health; community health and hygiene, technology for women, environment and economy. Empowering women by providing knowledge through organizing Awareness Generation Camps and enhance their participation in development process and decision making.POLICIES AND SCHEMESNational Policy for Children (NPC) 2013 Recognize every person below 18 is a child; childhood as an integral part of life with a value of its own, and a long term, sustainable, multi sectoral, integrated and inclusive approach is necessary for the harmonious development and protection of children. Guiding principles like right of every child to life, survival, development, education, protection and participation etc. Identified survival, health, nutrition, education, development, protection and participation as the undeniable rights of every child and has also declared these as key priority areas.

End support to MoW&CD, which jointly with MoH&FW prepared a Strategy Note to Address Indias Nutrition Challenges.Rajiv Gandhi National Creche Scheme for the Children of Working Mothers Provides Day care facilities to the children in the age group of 0-6 years from families with monthly income of less than Rs. 12000. Provides with supplementary nutrition, pre-school education and emergency healthcare etc. Implemented through the Central Social Welfare Board (CSWB) , Indian Council for Child Welfare (ICCW).Integrated Child Protection Scheme (ICPS) Contribute to the improvement in the well-being of children in difficult circumstances as well as reduction of vulnerabilities to situation and actions that lead to abuse, neglect, exploitation, abandonment and separation of children from parents. Provides preventive, statutory care and rehabilitation services to children who are in need of care and protection and children in conflict with law as defined under JJ Act. Service includes- Homes of various types for children Emergency outreach service through childline Open shelters for childrens in need of care and protection in urban and semi urban areas Family based non institutional care through sponsorship, foster care and adoptions.Childline Services 24 hour toll free emergency outreach telephone services (1098) for children in distress. Basic objectives are Respond to the emergency needs of the children in difficulty and refer him/her to such services as he/she is in need of Provide a forum for networking among govt. agencies and NGO dedicated to network of services in child care and protection Sensitize hospitals, medical personnel, police municipal corporations etc. towards need of children. Ensure protection of rights of the child Provide an opportunity to communities to respond to the needs of children in difficult circumstances.Scheme for Welfare of Working Children in Need of Care and Protection Objective of providing non-formal education, vocational training etc, to working children to facilitate their entry/re-entry into mainstream education in cases where they have either not attended, any learning system or where for some reason their education has been discontinued, with a view to prevent their future exploitation. Financial assistance is provided under this scheme to NGOs for setting up of composite centres of working children in those areas which have not already been covered by the MoL&E under their schemes, namely National Child Labour Project and Indo-US Project.Dhanlakshmi- Conditional Cash Transfer for Girl Child (CCT) Provides cash transfer to the family of the girl child (preferably the mother) on fulfilling certain conditionality (i) birth and registration of birth; 2. On completion of full immunization; 3. On progress of Immunization (6 monthly transfer); 4. On enrolment and retention in school. Objective is to direct and tangible objectives is to provide a set of staggered financial incentives for families to encourage them to bring up the girl child and educate her. Secondly, to change the attitudinal mindset of the family towards the girl. Making girl as an asset rather than a liability since their existence has led to cash inflow to the family.
