CHALLENGES FOR WASTE MANAGEMENT IN SURABAYA CITY

1. Huge population, different social economic, different characteristic of waste between poor and rich people

2. Many new comer from the other city with low awareness and lack knowledge people that don’t throw away their waste wisely

3. Transforming culture/ mind set, any people still litter the waste (illegal waste, throwing waste carelessly)

4. Low – high community’s spirit to manage their waste from source 5. Limited area of final waste disposal site and lack location of temporary disposal site

(usually rejected by around community) 6. Characteristics of the waste is dominated by organic waste above 60%, so make the

waste more wet and cause difficult to manage with thermal process 7. Lack of enforcement on the laws of waste 8. Under Indonesian Republic Law number 18 of 2008 Article 44, paragraph 2, states that:

"Local governments should cover the final processing site waste disposal systems that use open later than 5 (five) years from the entry into force of this Act.“ So that by 2013, an open drain system should be abolished and replaced with a more environmentally friendly system. To follow up on the matter, Surabaya City has been working with the private sector in managing the existing landfill (Contolled Landfill System) into landfill eco-friendly, sustainable and economical products.

The peak of the problem happened in Surabaya city in October 2001, when at that time the people of Keputih closed the only Final Disposal Site belonging to the Surabaya City at Keputih, causing waste could not be thrown to the Final Disposal Site and become littered all over the corners of the city.

Waste generation in Surabaya about 9.072 m3/day Characteristics of the waste is dominated by organic waste above 60% and the other is inorganic waste such as plastic, metal, glass / glass, paper. Surabaya government involve community to reduce waste with 3R (Reduce, Reuse, Recycle). The program of Community Empowerment Based Waste Management : separate organic and inorganic waste, reduce waste from source, composting, recycling, and the new inovation “Waste Bank”.

Solid waste management is handled by city government (Cleanliness and Landscaping Department) from Waste Temporary Shelter Facility (TPS) until Final Disposal Site (TPA), while its from source until TPS is responsibility of each plot.

Surabaya composting program is conducted by the City Government and Society CITY GOVERNMENT puts efforts in building compost houses in each district to optimize the process of organic waste from routine tree trimming RESIDENTS work together to build compost house/compost kitchen by using special tools, facilitated by the Government. COMPOST will be used for Greening and Park We give this compost free for who want this compost (community, school, etc)

In order to reduce waste and promote recycling at source, composting practices were promoted both at each household and community. By using the compost, many communities turned green, many city parks were developed and a significant number of street trees were planted. As a result, total amount of waste disposed at the landfill site is reduced.

Intermediate Waste Recycling Facility in Surabaya One of Sanitation Facilities Infrastructure in Surabaya to reduce waste before to landfill and effort to realize  “Low  Carbon  Society”. This is a pilot project cooperation between Surabaya and Kitakyushu Government involve the scavengers. Capacity of processing is about 15 Ton/day. The workers are the scavenger and garbage carter around there.

Sutorejo Super Depo Project is one of the concrete manifestations of Green Sister City Partnership between the City Government of Surabaya with Kitakyushu City, Japan. This is the first Superdepo in Surabaya that uses organic and anorganic waste treatment technology in a modern way. By using the method, waste sorting process can be done more effectively, efficiently, and hygienically. Inaugurated on March 8, 2013 by Prof. Dr. Balthasar Kambuaya, MBA (Minister of Environment, Republic of Indonesia). Located on Sub District of Mulyorejo, Dukuh Sutorejo Village on an total area + 1.483 m2.

The second phase after the construction and operation of the Super Depo Sutorejo, then according to the scheme will be built composting plant with a capacity of 20 tons/ day.

Awarding for Community Participation in Waste Management

In order to environmental management and to reduce waste, government established Community Empowerment Based Waste Management which invites public to manage waste, and Composting Programme with build home compost that spread over 31 districts. The activities that support these programme are Surabaya Green and Clean started from 2005 and Merdeka dari Sampah since 2007 which aim to give appreciation to people or community. Surabaya has 420 facilitators and 28.000 environmental cadres spread over in 5 region of Surabaya (West, East, Central, South, North) who take an active role in assistance the community in solid waste management. Government doesn’t give salary for them, they work voluntary.
