CRE HighlightsFirst, the GOOD NEWS!!!
• Right now, all SOICS owned RPs are Up to Date, and on a planned Maintenance Track. GREAT WORK!!!
• There are NO open or outstanding User Request For Interpretation (RFIs) on any of our 7 responsible RPs.
• Our SOICS RPs continue to be in Demand. (as you’ll see on upcoming Slide)
• CRE News - Seeing more and more Subcommittee Interactions on RP/Standards
maintenance than in the past. Need to ensure Subcommittee Interaction occur early – to avoid surprises at the Ballot Stage.
API Responsible for about 180 Standards (CRE- 160, PSM – 5, and Fire/PRV – 12)
API creating a Master database to manage RP/Standards maintenance and User company preferences on Priorities. Expect it to be ready by Fall, 2012.
CRE HighlightsNow, the BAD NEWS!!!
• CRE News -• API – ISO Standards Co-branding “Fast Track” Initiative has reach a legal
deadlock between the 2 Organizations over: Ownership of Intellectual Properties of Standards Potential ISO Release to sanctioned Countries (Iran, Korea, etc.) For now, API will continue On as normal.
• All Subcommittees are experiencing an API editing/publication slow down. API claims attributed to Requesting Permission to use 3rd Party Info.
• Doug Smith Letter to API’s David Miller about S84 usage in API RP / Standards (RAGAGEP - Reasonable and generally good engineering practices)
• SOICS Voting Could be Improved. Last 2 SOICS Ballots RP551 & RP555: Per Ballot - 6 out of 16 eligible did not Vote (˜40%), but submitted comments.
• Reminder on API rules on Ballots: All API members assigned voting status are expected to Vote, or find an alternate to cast your Company’s vote. Each API recognized Company gets 1 vote.
CRE HighlightsAPI Voting Criteria:
Per API’s 2011 Standards Procedures Section 7.1.2 – Consensus: API develops industry standards on the basis of consensus. Consensus is established when substantial agreement has been reached by directly and materially affected interests. Substantial agreement means more than a simple majority but not necessarily unanimity. Consensus requires that all views and objections be considered, and that an effort be made toward their resolution. For purposes of these Procedures, consensus shall be defined as a majority of those eligible to vote, shall have voted, and approval by at least two-thirds of those voting.
Per API’s CRE Policy and Procedures Section 4.5 Removal from Membership/Voting: Members of the CRE and any subordinate group may be removed from membership by the CRE chair, in consultation with the subgroup chair, for failure to attend regular meetings, failure to return ballots, or failure to otherwise contribute to the work of the committee or subcommittee for two years or longer. When any one or a combination of these factors is observed, the CRE staff will notify the nominating company that the member will be removed. If the company desires to continue to be represented, a new member may be nominated.
