REPORT TO THE MARCH, 2018 QUARTERLY COMMUNICATION OF THE UNITED GRAND LODGE OF VICTORIA

Applications for Freemasons Foundation scholarships closed at the end of January 2018. The Scholarships &

Educational Support Advisory Committee has since been very busy reviewing all applications to determine who

this year’s scholarship successful recipients should be. The Board will shortly review the recommendations of

the committee which will be followed by a letter sent to all applicants advising them of the outcome. On

Wednesday 9th May, 2018 there will be a scholarship presentation night where all of the scholarships awarded

will be presented to the recipients. The Board of the Foundation looks forward to that evening which is a

highlight of the Foundation calendar.

The Foundation continues to support many Lodges with their charitable works within the community. Whether the application is from an individual Lodge, district or masonic organisation, the Foundation endeavours to support the charitable efforts as much as possible. To ensure Lodges are maximising their contributions in the community we encourage all Lodges to apply for Lodge Support Grants. If you have any questions about applying for a grant or you want a representative from the Foundation to visit your Lodge, please contact Neil Cripps.

At the December and February Board meetings, the Foundation approved grants totalling $140k towards Lodge

supported charitable works and agreed to a further $75k ($25k over 3 years) for an application submitted by the

Bellarine Otway District.

Please remember that all Grant applications need to be completed using the SmartyGrants on line application

forms available on our website at www.freemasonsfoundation.org . The next two closing dates for Lodge

Support Grants are 16th March and 18th May.

In November the Foundation hosted two free workshops facilitated by Philanthropy Australia on Seeking Philanthropic Funding and Writing Effective Grant Applications. These events proved most beneficial to those who attended and as such the Foundation will again offer these workshops later this year. Any interested persons are encouraged to register and come along.

As indicated in the December Quarterly Report the Foundation released its Annual Report for 2016-2017. By now every Lodge should have received a copy of the report, if you require further copies please feel free to contact Neil Cripps.

Should you wish to support Freemasons Foundation Victoria in its charitable work within Victoria supporting

Masonic and non-Masonic causes, donations of $2 or more made to The Freemasons Public Charitable

Foundation are tax deductible.

In closing I once again acknowledge the extensive and vital work which the Members, Directors and Committee

Members carry out, in a voluntary capacity, to support Freemasonry in Victoria.

Vale MWBro John Evans PGM The Trustees, Board of Directors, management and employees of Royal Freemasons mourn the passing of John Evans, a valued trustee of the Royal Freemasons’ Homes of Victoria and a Member of the company since 2007.

John Evans was an esteemed friend and well-respected mentor to many of us at the Homes. We will always value the opportunity with which we were blessed of experiencing and witnessing John’s counsel, inspiration and kindness.

Former trustee, Garry Sebo, when delivering the eulogy at the service to celebrate the life of John Evans, pointed out that being a trustee is an active and most responsible role, and not merely a token appointment. He added,

“At a time when he [John] could have been forgiven for taking it easy and taking time off to ‘smell the roses’ he accepted an appointment as a Trustee of the Royal Freemasons’ Homes of Victoria and he filled this demanding position with distinction for ten years until his passing.”

We will never forget John’s genuineness, candour and generosity of spirit in every endeavour in which he was engaged at the Homes.

We offer our sincerest condolences to Rosemary and to David and Robert on their great loss. While we cannot feel your pain, we do share your sorrow. May he rest in peace.

NOTICE OF MOTION (to be submitted by the President BGP on behalf of the Grand Treasurer)

Take notice that at the communication of Grand Lodge to be held on 20 June, 2018, the Grand Treasurer will move, in accordance with Rules 133 and 134 of the Book of Constitutions: “THAT the yearly contribution payable by Brethren to Grand Lodge will be fixed for 3 years effective from 1st July 2018 and that this fee be $150 (inclusive of GST). This fee will be split between the General and Building Funds as currently (90% and 10% respectively) over this period. At the same time, from 1 July 2018, a number of concessional fees will be introduced: For any member receiving certain government benefits, or who is a full-time student, or who is experiencing financial hardship, the yearly contribution will continue to be $ 114.95 (incl GST). For affiliated members residing interstate or overseas, the yearly contribution will be 50% of the concessional fee. This fee will also apply to interstate or overseas residents who are members of a Victorian virtual Lodge and not affiliated with any other Victorian Lodge.”

EXPLANATORY NOTE In considering the member capitation fee for 2018/19 and beyond the Board of General Purposes has considered a number of aspects and suggests it is now the appropriate time to introduce some changes to the structuring of fees in order to promote flexibility and transparency. Developing a sustainable business model for our organisation is a key priority of the Board and detailed planning is being undertaken that examines all key areas, including the services we expect to provide to new, as well as, existing members in the future. This planning looks to the mid-term, from now to 2025 in line with our Strategic Plan, and with the clear objective of ensuring a balanced operating budget is achieved. This requires focus on both revenue streams and cost management. With planning in mind, the Board proposes to introduce a new system; that in future fees be set for a three-year term. Therefore, the new capitation fees proposed for 2018/19 would remain fixed for 3 years, that is to 2020/21. This is considered beneficial for Lodges, members and our administration. Subsequent review and adjustment is also intended to be implemented on a triennial basis.

In addition to this three-year cycle, the Board also proposes to introduce a two-tier system of fees, reflecting the views of many on the need to make allowances for our various brethren who are on a government pension, are a student, or perhaps live interstate or overseas, but who wish to retain their local membership. The current annual capitation fee of $114.95 was made effective from 1 July 2016 and was not increased for the 2017/18 year. As advised when the contribution was last adjusted a significant increase in future was determined as being necessary in the context of level of membership services and the size of the membership base. The Board therefore recommends that the half-yearly capitation fee for the next 3 years [2018/19 to 2020/21] be $75.00 (inc. GST). Further the Board of General Purposes has determined to make available the concessional half-year rate of $57.45 (inc. GST), being the current rate, to members in receipt of government financial assistance, are full-time students or are experiencing financial hardship. Like the general rate this concessional rate will hold for 3 years from 1st July 2018, which effectively means the fee will have been fixed for a period of 5 years. Such members can make appropriate representation to their Lodge Secretary who, if satisfied, by the production of appropriate documentation as to eligibility, then advises our administration for notation on their membership record. This is presumed to continue unless advised to the contrary by the individual member. To encourage former Victorian members residing interstate/overseas to maintain their local connection, the concessional rate will be charged at 50% This rate will also be offered to members of a proposed new virtual Lodge operating in Victoria (which is designed to also attract members from outside Victoria) and who are not otherwise affiliated with a Victorian lodge (subject to certain conditions). The Board of General Purposes is committed to ensuring the long-term sustainability of Freemasonry in Victoria for generations to come. This needs a rigorous approach to both our operating expenses as well as the required revenue from capitation fees and our investments. As noted above, a long-term financial planning exercise is currently under way to maximize the effectiveness of expenditure and maintain a reasonable level of charges to members. This new approach to setting our member fees is part of the strategy over the medium to long-term of ensuring a balanced budget is achieved. Members are encouraged to see each of these proposals as linked and consistent with our key strategic objectives of attracting and retaining members, whether resident in Victoria or elsewhere. Accordingly, the Board of General Purposes commends adoption of the 3-year fixed fee cycle coupled with the general and concessional tiers of membership to all members. The existing exemptions for members who are eligible to receive a 70 year service jewel or those aged 100 years continue unchanged. Relief available to special members remains unaffected.

These changes have been endorsed by the Board of General Purposes in accordance with Rule 133.

Leadership Program 2018 Leadership Victoria is collaborating with the Freemasons Foundation Victoria Limited to enable the Freemasons Community Leadership Program - an immersive leadership development program providing accessible leadership development to all Victorian Freemasons to make better, swifter progress in addressing the complex challenges that face our community. The program is made up of eight units delivered on full-day training sessions over the course of eight months. The program is delivered under the instruction of Leadership Victoria experts. This program is a rare opportunity to develop leadership skills and build a network of fellow leaders within Freemasonry. It is a comprehensive program and involves a significant commitment of time and engagement – both on program days and on self-directed or group activities between program contact days.
