It is a part of the service structure that has been formalized for legal and business reasons.

The length of thisapproval period is determined by the WorldBoard based on the needs of the fellowship

andthe piece being considered for approval.

Rationale by Region: New literature is presented in English.Thus it is not accessible to largeparts of our fellowship. To reachan informed group conscience,literature has to be available inour language as a rough drafttranslation. To do this, we need atleast 6 month time ADDITIONAL tothe usual approval period.
