Welcome to your new home

Queanbeyan-Palerang extends a warm welcome to our newest residents. We hope you enjoy your new home and the many things that our region has to offer.

Our unique location is a gateway to our national capital, which provides us with many benefits. We have it all here - a country lifestyle as well as easy access to city services and amenities which cater for a cosmopolitan lifestyle.

Queanbeyan is one of the fastest growing regional centres in the state. Our whole region is expected to grow in population to over 77,000 by 2036. Queanbeyan-Palerang Regional Council is working hard to ensure that the necessary infrastructure and services are in place to cope with this increased growth.

Our region has much to offer for new residents. To help you settle into your new home we have developed this New Residents’ Guide. It is designed to answer most of the questions that anyone new to our community would ask - such as how do I get my power and gas connected, where are the schools, medical facilities and other community facilities?

We hope this information will assist you in settling into our community and enjoying what Queanbeyan-Palerang has to offer. If you have any other Council-related questions please call Council’s Customer Service Centre on 1300 735 025 during business hours and our helpful staff will be able to point you in the right direction.

About CouncilQueanbeyan-Palerang Regional Council is your local government. We are the organisation that takes care of the ‘day-to-day’ needs of the community residing in the Queanbeyan-Palerang Local Government Area (LGA).

Council is limited in what it can and cannot do by the NSW Government. Councils operate under a number of State laws, principally the Local Government Act 1993, the Environmental Planning and Assessment Act 1979, the Companion Animals Act 1998, the Impounding Act 1993, the Protection of the Environment Operations Act 1997 and the Roads Act 1993.

Council meetings

Ordinary meetings of Council are held at 5.30pm on the second and fourth Wednesday of each month. Meetings alternate between the Council Chambers in Queanbeyan and Bungendore.

Public participation

Members of the public are invited to attend the Ordinary meetings of Council. The public will be asked to leave the Council Chambers should Council agree to enter into Closed Session.

Members of the public are entitled to address Council on any item on the agenda before the meeting commences. If you wish to do this, you must register your interest with the Clerk of Meeting prior to the meeting commencing.

Meetings are livestreamed via webcast.qprc.nsw.gov.au where archived recordings of previous meetings are still available.

Council Merger

Queanbeyan-Palerang Regional Council was created from a merger of the Palerang and Queanbeyan City Councils. At times, this document refers to the former Palerang Council or former Queanbeyan City Councils as some aspects of service delivery differs. If you are unsure which former Council area you live in see the localities below:

Queanbeyan City Council included the suburbs, localities and villages of Carwoola, Crestwood, Environa, Googong, Greenleigh, Jerrabomberra, Karabar, Queanbeyan East, Queanbeyan West, Queanbeyan, The Ridgeway, Royalla, Tralee and Yarrow.

If you own a property in the Queanbeyan-Palerang Local Government Area, you are required to pay rates to Council. These rates are used by Council to maintain the area you live in and construct infrastructure to ensure Queanbeyan-Palerang continues to grow.As a ratepayer, you can choose whether you pay your rates in one hit, quarterly, or you can contact Council to set up a direct debit from an account at a frequency that suits you. If you choose to pay your rates on a quarterly basis, the instalments must be paid by 31 August, 30 November, 28 February and 31 May each year.Failure to pay any quarterly bill by the required date automatically renders interest payable on any overdue amount.

You can pay your Council rates in the following ways:

• In person - at Council by cash, cheque or credit card - Mastercard, Visa, Bankcard and most EFTPOS cards.

• POST billpay - in person at Post Offices by cash or cheque or by telephone and internet (from savings or cheque account).

• BPAY - by the Internet. Payments from savings, cheque, Mastercard, Visa and bankcard accounts.

• Direct debit - Council has an application form available on our website www.qprc.nsw.gov.au or by contacting Customer Service on 1300 735 025.

• Mail - forward cheque in separate cover directly to Council.

• Internet - log on to www.qprc.nsw.gov.au and click on the Pay My Rates link on the front page. Payments accepted from Visa or Mastercard.

Community newsletterThe QPRC News is produced every two months and is delivered to all houses in the Queanbeyan-Palerang local government area. This newsletter contains information on Council decisions, policies, and upcoming events and projects. Mayoral columnsThe Mayor writes a weekly column in the Queanbeyan Age and Bungendore Weekly and fortnightly in the Braidwood Times which keeps residents up to date with what’s happening in the region.

$70m road packageGreat news for Queanbeyan-Palerang in this year’s NSW budget, with the allocation of $70m towards our road network and $38m of that provided for works to begin this year. Council recognises and appreciates the efforts of our local member, John Barilaro, in securing road funding.

The funding will see the unsealed sections of Nerriga Road constructed, realigned and sealed, and some sealed sections in poor condition rehabilitated. The construction of Nerriga Road will be completed in a number of stages, and will bring the road up to a suitable standard for the growing use of the road. Users of the road should expect roadworks to be ongoing over the next couple of years.

The funding has allowed the duplication of Old Cooma Road from the Edwin Land Parkway intersection through to the Googong Road to be brought forward. The project also includes an intersection upgrade at Googong Road/Old Cooma Road.

A roundabout for the intersection of Malbon Street and Molonglo Street/Kings Highway in Bungendore has also been funded. Council will include the funding for these projects in a subsequent quarterly budget review as more details about the funding is confirmed with NSW Roads and Maritime Services.

Council’s 2017-18 Operational Plan includes $73m of capital works, with over $21m towards the maintenance and upgrades of our road network. The supply of funding from the NSW Government towards roads effectively triples our roadworks program for projects to begin this year. There is further information about some of the other capital works projects that will be delivered in the Operational Plan in this newsletter.

The announcement of the $70m roads package from the NSW Government is great news for local residents and means a busy time ahead for Council crews.

There have been a number of highlights for Council this year, including just recently winning Parks and Leisure Australia’s NSW/ACT Park of

the Year for Queen Elizabeth II Park, completing some major roadwork projects on Captains Flat Road and Wanna Wanna Road, and major water main upgrades in Braidwood and Queanbeyan. With the additional NSW Budget funding and Council’s Operational Plan, we look forward to delivering more major projects this year.

Getting settledDomestic bin servicesThe bins and collection services you receive from Council vary depending on where you live. If you are unsure which former Council area you live in, refer to page 6.

In Queanbeyan and other areas of the former Queanbeyan City Council, the following bins are provided:

1. Houses and town houses have a garbage, recycling and greenwaste bin.

2. Multi-units have garbage and recycling bins which are shared. 3. Rural properties can have a garbage and recycling bin or just a recycling bin.

In the former Palerang Council area, the following bins are provided:

1. Residential properties in the urban areas of Bungendore, Captains Flat and Braidwood have garbage, recycling and greenwaste bins

2. Residential properties in specific areas have garbage and recycling bins, or just a recycling bin

Some areas of QPRC do not currently have a bin collection service. Contact Council’s Waste Management section on 6285 6268, or go to the My Neighbourhood section on www.qprc.nsw.gov.au, where you can find out details on when your waste will be collected.

Waste Transfer Stations

Council operates a number of waste transfer stations where excess recycling, green waste and general waste can be taken. Visit Council’s website for opening times, costs, and details of what will be accepted.

Clean up

For those in the former Queanbeyan City Council area, if you live in a house and have your own set of garbage, recycling and green waste bins you are entitled to two free collections of unwanted items each year. Clean-ups are held throughout the year, except for the two-week period over Christmas and New Year. If you wish to have more than two clean-ups you will be charged for this additional service. To use this service, you must book in advance by calling Council on 1300 735 025.

Residents who live in multi units have two allocated clean-up days a year, usually in March and September. Multi-unit dwellers will receive a flyer notifying them of the dates. Residents in rural areas will have two scheduled clean-ups a year at an allocated location for their area. You will need to meet the contractor there on that day with your trailer load of items. Rural residents will be notified by mail.

Household hazardous chemical collection

Council holds a free collection of household hazardous chemicals once a year. For information on what can be collected and the date and location of the next collection, contact Council on 1300 735 025. We advertise via our normal communication channels (see page 9).

Queanbeyan Waste Minimisation Centre

Council’s Waste Minimisation Centre is located at 5 Lorn Rd. Residents can drop off greenwaste and a number of recyclable items for free. The free service does not apply to businesses. Residents may also purchase shredded green waste for use as garden mulch. The Centre is open from 7.15am-4.15pm, 7 days a week. For more information call 6285 6139.

Queanbeyan-Palerang’s water supply systemWithin Queanbeyan, Council has an agreement to purchase water from Icon Water. Queanbeyan’s water supply comes from Googong Dam, which is located in NSW, but is owned by the ACT Government.

Braidwood, Bungendore and Captains Flat have their own water treatment facilities which service the urban area of the three towns/villages. These are managed by Council.

Rural residents are required to source their own water.

Googong Township has a water recycling plant which will see recycled water returned to houses, businesses and schools. Potable water will be sourced from Icon Water and recycled water will be available through purple pipes for water gardens, toilet flushing, firefighting and open space irrigation. More information on how the recycled water system will work for Googong residents is available on the Council website: www.qprc.nsw.gov.au

Water restrictions In Queanbeyan, due to our arrangements with Icon, Council follows its lead when it comes to water restrictions. In November 2010, water restrictions were replaced with Permanent Water Conservation Measures to ensure the community remains water smart even when supplies are at a high level. Features of the Permanent Water Conservation Measures include:• Watering of plants and lawns at any time.• Sprinklers can be used on lawns and plants before 9am and after 6pm on any day from 1

September to 31 May (inclusive).• Vehicles may be washed at any time on a lawn or other porous surface.• Windows and other external parts of buildings may be washed at any time using a bucket and

mop/brush, squeegee or a high-pressure low-volume cleaner.• Private fountains and ponds may now be filled or topped up using a bucket, a watering can or a

handheld hose fitted with a trigger nozzle.• Pools and spas with a capacity of 3,000 litres or more may be topped up before 9am or after

6pm on any day provided that a cover is fitted when the pool or spa is not in use and the pool/spa is registered with Icon.

• Filling of new pools requires an exemption from Icon.• Water storage tanks, dams or lakes must not be filled or topped up using potable water.

Council provides a number of incentives through its WaterWise Program. These include the free installation of dual flush toilets for residential properties, a free AAA rated water saving shower rose, and a water audit.

Rainwater tank rebates are available for any residential properties connected to the Queanbeyan-Palerang Regional Council water supply. A washing machine rebate is also available for new 4 or 5 star WELS rated machines.

For commercial properties, rebates are available for the installation of dual flush toilets as well as the free installation of AAA rated water saving shower roses.

Family Day Care

Queanbeyan-Palerang Regional Council coordinates the Family Day Care scheme which provides quality child care for children aged 0–12 in a family environment in private homes of registered caregivers. To enquire about the availability of the service contact 6285 6253.

Playschool

Council also operates an Aboriginal/Torres Straight Islander Playschool Program which can be contacted on 6285 6522.

Taking care of your petsQueanbeyan-Palerang Regional Council actively encourages residents to exercise responsible pet ownership.

In NSW it is compulsory for all dogs and cats to be permanently identified (microchipped) by the age of 12 weeks and life-time registered by the age of six months. Microchipping can be done at your local Veterinary Clinic for a cost determined by the vet or at the Queanbeyan-Palerang Animal Management Facility for a cost of $40 per animal. Lifetime registration must be paid when your pet reaches six months of age. Registration costs are as follows: Desexed animal $55; Desexed animal pension rate $23; Non-desexed animal $201.

If you move elsewhere in NSW or if you re-home your pet, it is necessary to complete a change of address details form or a change of owner form.

More information on your responsibilities as a pet owner is available on the Council website. You can also find locations for exercising your dog off-lead. Go to www.qprc.nsw.gov.au.

If you have lost a pet and need to contact the Animal Management Facility, you can do so by calling 6285 6269. The Facility is located on the corner of Old Sydney Rd and Ellerton Dr, Queanbeyan and is open from 8.30am-10am and 4pm-5pm Monday-Friday and 1pm-5pm Saturday, closed Sunday.

Becoming an Australian citizenQueanbeyan-Palerang Regional Council hosts Citizenship Ceremonies for people living within the Local Government Area.

If you have been a permanent resident of Australia for two or more years, you may be eligible to apply for citizenship, provided you meet a number of requirements. To become an Australian citizen, you must submit an application and pay a fee to the Department of Immigration. Once the application and fee have been submitted, you will be invited by the Department to attend a short interview where your application will be assessed.

On approval of the citizenship application, residents are invited to attend a Citizenship Ceremony conducted by Queanbeyan-Palerang Regional Council. Presentation of your citizenship certificate at the ceremony is the final step to becoming an Australian Citizen. You cannot receive your citizenship certificate unless you attend the ceremony. If you are unable to attend your allocated ceremony, you will be placed on a waiting list to attend a future ceremony.

Bushfires

Bushfire is a constant threat to the Australian landscape. Nearly every year, some part of Australia is devastated by these fires. It is important to note that bushfire is not solely a rural problem. As Canberra in 2003 showed, it can affect our suburbs as well. Residents need to assess the level of risk they face within their local area and attempt to reduce the risk in advance. You should make sure you do not become the cause of a bushfire, by lighting fires around your home. Regulations prohibit the lighting of fires unless approval is given in the form of a permit. To obtain a permit you should approach either the NSW Rural Fire Service on 6297 1840 or the NSW Fire Brigade on 6297 2332, depending on which part of Queanbeyan-Palerang you reside in.

How do I know if I am in a bushfire risk area?Your property is more at risk if it is:• close to bushland or areas with significant

ground fuels (bush, scrub etc)• located in a designated Bushfire Prone Area• located in an area with a history of fire

incidents

• on the top of a slope such as a ridge or hill• has combustible material near structures,

such as bushes and shrubs growing next to homes, wood piles, rubbish or leaves in gutters

• the property has limited access making it difficult for you and firefighters to access and exit your property.

What can I do?You should develop a Family Fire Plan, which involves taking preventative measures well in advance to prepare for the eventuality of a bushfire. The Plan should contain information on the following:• a relocation/evacuation plan• protective clothing• provisions for drinking water• tasks to be performed outside the home• tasks to be performed inside the home• what to do with the car• what to do with pets/livestock• gathering of important personal items.

Flooding

Flooding causes an average of $128 million of damage in NSW annually.

It is important to be aware of any flood risk that might exist where you live, where you have property and where you work. Queanbeyan is vulnerable to flooding, as was seen in December 2010 when water rose quickly and caused damage to houses and infrastructure close to the Queanbeyan River.

Braidwood ShowgroundThe Braidwood Showground is located a few kilometres north of Braidwood. It is the location for the annual Braidwood Show. The Show began in 1876 and has run every year with exception on 1908 and 1942. The Show is run by the the Braidwood Show Society. The agricultural show includes sideshow activities, food and beverage stalls, pavilions for stock and displaying the produce, arts and crafts of Braidwood and more.

Bungendore ShowgroundThe Bungendore Show was founded in the 1840s and has run continuously since 1962. It is managed by the Bungendore Pastoral, Agricultural & Horticultural Society, which is an independent body run by volunteers. The aim of the Bungendore Show is to showcase talent, animals, produces, businesses and services in the region and provide a great family day out.

Queanbeyan ShowgroundThe Queanbeyan Showground is located in the heart of Queanbeyan.

The Queanbeyan Show is the major user of the Showground, but don’t be fooled as there are a wide and diverse range of activities at other times of the year. These activities include an annual rodeo, pigeon racing, dog club activities, pony club, circuses, and car club activities, promotions and swap-meets. The Pavilion is regularly used for meetings, church activities, collectable auctions and expos. The local Italian Community Festival is held at the Showground each year.

The Annual Show is held in November and is the most significant event on the calendar. While the Show is held over the weekend, months of planning and hard work by the Queanbeyan Show Society go into preparing for and organising this annual spectacular. Poultry judging, horse events, best in show livestock, Miss Showgirl and the much loved sideshows and amusements all have to be planned and organised. Each year the Show seems to get bigger and better and the Show Society and its hard working Executive and Committee need to be congratulated on their achievements.

The Friends of the Queanbeyan Showground was established in 2009 and undertake projects and fundraising to ensure that there are improvements to the facilities.

Tarago ShowgroundThe Tarago Showground Is located in Goulburn-Mulwaree Council, but in close proximity to Queanbeyan-Palerang. The Tarago Show is held annually.

The Q - Performing Arts CentreThe Q - Queanbeyan’s Performing Arts Centre was opened in 2008 and has built a reputation as one of the finest performing arts centres in NSW.

The Q attracts world-class shows and presenters and continues to draw healthy crowds. If you’re looking for a top night out at a competitive price then get along to The Q and enjoy the atmosphere.

The Q offers much more than theatrical shows. There is a dedicated arts space which features exhibitions all year round. The foyer can play host to an awards night, wedding or any other celebration.

Each year The Q puts together an impressive season of theatrical shows which are complemented by a number of touring performances. The Q offers patrons the chance to purchase a subscription - either for yourself or as a gift to someone else.

Find out more about the rich and varied history of Queanbeyan and its people. The Queanbeyan Museum tells many of the fascinating stories of the city’s past, through displays of unique collections of historic photographs, documents, costumes, furniture, objects and tools, including a Blacksmith’s Shed and aHospital display. Located in the historic 1875 Police Sergeant’s building in Farrer Place, the Museum is open Saturday and Sunday afternoons from 1pm to 4pm, and at other times by appointment. In Queanbeyan, there are several community centres which are popular with residents and bookings for these are managed by Council staff.

The Queanbeyan Bicentennial Hall is attached to the Council Chambers in Crawford St and is available for hire throughout the year. The hall regularly hosts weddings, dinners, presentations and other large functions. It looks stunning when

decorated.

The Letchworth Community Centre is located in Crestwood and is available for hire. The centre hosts functions, birthday parties, christenings, community groups, training, social groups and many more.

The Jerrabomberra Community Centre is located on the lake in Jerrabomberra and caters for many community organisations. The centre has recently been expanded to provide more meeting and event space.

The Karabar Community Centre is located at 183 Cooma St, Karabar, in close proximity to the Karabar Shopping Centre. The centre can cater for groups between 2-20 people and is perfect to host training days, business meetings, social gatherings and other groups.

There are also community rooms available for hire at the Riverside Oval Sporting complex and at the Queanbeyan Library.

The Queanbeyan Aquatic Centre is situated on the corner of Crawford, Campbell and Antill Sts. The facility has a:• 50m outdoor pool (open October to March)• 25m indoor pool (open all year)• Wet play area - toddler spash zone, water slides,

A new wet-play area was opened at the Q-One Aquatics Summer Activation event on 20 January 2018. This features a toddler-splash pool, a water slide area, and a water gun/fountain area.

There are three public pools in the eastern part of Queanbeyan-Palerang. These are outdoor pools that open for the summer season from November to March. They are operated by the Q-One Aquatics team. For opening hours and entry costs, visit q-one.com.au/aquatics. The Little Nippers Swim School is also available at the eastern pools.

The Axis Youth Centre is located in Queanbeyan Park next to the playground. It provides a safe, supervised drug and alcohol free recreational space for young people 12-18 years old and is open for drop-in from 3pm-6pm Wednesdays, 3pm-8pm on Thursdays and Fridays and 1pm-6pm on Saturdays. A minimum of two staff are on duty during drop-in.

The Coordinator is available by appointment from 9:30am-6pm to assist young people. The safety and well being of young people is paramount at all times.

The Centre provides the following free activities and services:• information and referrals to a range of

services• advocacy and support on a range of issues

confronting today’s youth

• someone young people can talk to about any problem no matter how big or how small

• Links to Learning (an alternative education program)

• Internet Café (Broadband)• dedicated home work room with print

facilities• X-Box and Nintendo game consoles• pool table, soccer table and an air hockey

table• half-sized basketball court• DJ equipment.

Q-One Indoor Sports CentreThe Q-One Indoor Sports Centre was built in 2011 and was privately operated until September 2014.

The Centre was renovated in 2015-16 to cater for a wider range of sports, including futsal, netball, volleyball and floorball, along with entertainment activities such as bubble football, archery tag, inflatables and birthday parties.

In 2017, Council was also successful in gaining funding of $2.5m from the Australian Government under the Community Development Grant Program for an extension to the centre, providing an additional three multi-purpose courts, two squash courts and refurbishing an existing court into an indoor cricket court. The completed facility opened to the public in September 2018.

The Centre is also home to the Queanbeyan Sporting Gallery. Some of Australia’s greatest sportspeople are honoured in this gallery and there is also an electronic terminal where you can read all about them.

Parks and sportsfields

Braidwood Recreation Ground

Queanbeyan-Palerang is home to around 150 parks, gardens, recreation areas and playgrounds. These range from the large parks and playgrounds like Queanbeyan Park and Queen Elizabeth II Park, to the small parks like Boronia Park in Karabar.

To find a park near you, go to www.qprc.nsw.gov.au/My-Neighbourhood, where you can type in your address to find all the parks and services near you. You can also search the parks, reserves and places of recreation via locality or features on the Council website at www.qprc.nsw.gov.au/Facilities-Recreation/Parks-Playgrounds-Sportsfields.

The Braidwood Recreation Ground is located at 1 Keder Street, Braidwood. The Recreation Ground has sports fields, a combined netball/basketball court, a BMX track and an amenities block.

The Scar

Captains Flat MTB Park

Looking for a great day out with the family? The Scar on Southbar Rd was formerly a quarry that Council has rehabilitated. It now includes a large dog off-lead area and a top quality BMX track. Parking is available at The Scar and Council has recently undertaken extensive planting to help create some shade.

The BMX Track was designed by one of Australia’s premier designers and has received positive reviews from riders of all levels. The off-lead area is split into two areas, for small and large dogs, and provides residents of Queanbeyan with a safe place to exercise their pets.

Rolling Ground Jindabyne built the Captains Flat MTB Park in 2017. It is a pump track.

There are four skateparks in Queanbeyan-Palerang. They are located at Railway Park on Henderson Road in Crestwood, David Madew Regional Park on Bayside Court in Jerrabomberra, in Moore Park next to the Queanbeyan Aquatic Centre on the corner of Crawford, Campbell and Antill Sts in Queanbeyan and in Bungendore on McMahon Drive.
