Identity of the poor
Who is a poor? Lack of human development facilities i.e. Non
fulfillment of the basic needs :a. Ultra poor- One who has very limited access to food, cloth, shelter etc.b. Poor- Insufficient food, cloth, shelter, education, health facilities (i.e. limited access to those).
Why he/she is poor?
He has no purchasing power or accessibility to market Because he has no money due to lack of income Because he has no work ( i.e. no livelihood) that’s why he is poor.

Salient features of EBEK project
• Goal: The intrinsic goal of the project is to reduce national poverty to 20% from 40% by 2015 through developing each of the houses of the country as a unit of agro economic activities by utilizing human and financial resources of the family members ensuring livelihood.
Specific objectives-1• Bring all (85,000) villages of the country under Village
Development Organization (VDO) comprising 60 members for each by 2013.
• Develop each household (51,00,000) of Bangladesh as an ideal agro farm by 2013.
• Train up 4,25,000 workers (5 from each village) on Agriculture, Home gardening, Fish culture, Poultry and Livestock by 2012.
• Establish 5 (five) exhibition farms in each village by 2012.• Establish agro farms in rest of the possible households of
each village following the exhibition farms by 2013.• Develop mutual fund for each member/beneficiary through
giving incentive TK 200 per month (TK 2,400 per year) as grant by June, 2013.
Specific objectives-2 • Develop common fund for each village organization
through yearly incentives Tk. 150,000 by June, 2013.• Develop Tk 900,000 cumulative common fund for the
villagers under the title of village development organization by June, 2013.
• Develop marketing centers at sub-district level ensuing market facilities for the farmer by 2015.
• Develop food processing and cold storage facilities at sub-district level for the producers/ farmers by 2015.
Revised project profile (1st phase)
• Area: 64 districts & 483 upazilas (instead of 482)• Four unions from each upazila i.e. 1932 unions
(instead of 1928)• Nine villages from each union i.e. 17,388 villages
(instead of 9,640)• Sixty HH from each village i.e. 10,43,280 HH (instead
of 5,78,400)• Fund: 1492 crore instead of 1197 crore• Project period: June 2009 to June 2013 instead of
2014

Strategies & Missions• Five people from the 60 members of the village would be
taken for long training to make specialized agro, fishery, nursery and livestock activities as volunteer with a view to establish five exhibition farms for the villagers.
• The skilled volunteers would give training and assist other members to build new farms accordingly.
• The members should sit in the weekly & monthly village development meeting and identify their needs for livelihood activities.
• After identification of their needs, each of them will apply for fund from the common fund of the VDO.
• After getting fund they will do their farming and thus each household (if opportunities would be available) of Bangladesh will become a unit of agro economic activities.
• The fund getting as loan from the village organization would be refunded to the common fund along with some service charges which would be also the part of their common fund.

Working process (Step-1): Village selection
UNO will select villages with his committee giving ID according to the instruction
Nine village in each union i.e. 1 village from each ward, 5 were selected earlier, only 4 new villages would be selected
Each ward would be divided into two units irrespective of number of villages
One unit would be taken as a village under EBEK project activities
The 2nd unit would be taken in the second phase
Working process (Step-2): Beneficiary HH selection
• UNO will appoint a committee headed by a tag officer
• Committee members will go to the village (selected by the village selection committee),
• Develop informal relations with the people like teacher, retired persons, people’s representatives
• Finally invite a common and open public meeting to select the beneficiary according to the criteria
Criteria of beneficiary selection Poor with no land Poor with 30 decimal land with homestead Poor with 50 decimal land with homestead Poor with 100 decimal land in char area Note:
Priority: Freedom fighter and no holding & land development tax or minimum tax
Definition of poor: One who is known as poor to the villagers and selected as
poor in the open meeting
Working process (Step-3): Formation of VDO
• BSC will explain different type of memberships e.g. ordinary member (the poor 60), special member (any volunteer like ret officials or benevolent who would not get any financial benefit) and advisor member (the absentee landowner like the Hon PM)
• Then the BSC will form the VDO (samitee) and give the ID (as collected from UNO) in the open meeting
• The BSC will then set the Member ID according to the instructions
Working process (Step-4): Five Volunteers from members
• BSC and VDO jointly select 5 volunteers on Agro, fishery, livestock, poultry, nursery & composting
• Train them up on those trades by upazila NB departments
• Exhibition farms would be developed with them
• They would be the pioneers and helpers to assist others
Working process (Step-5): Weekly evening meeting and Savings
One a specific day of the week the committee will sit together along with the members
The members will deposit their weekly savings TK10 to 50.
The manager will give entry the amount to the member pass book
If possible the member or the manager will deposit it to Project account through SMS or mobile banking
The mobile banking agent will be in the meeting on the specific day (if possible)
Weekly evening meeting and discussion on crosscutting issues
• Crosscutting issues like education, family planning, law & order, teasing, sanitation etc will be discussed
• Concerned officials of the upazila may attend the meeting to help and appraise them properly
• Members may also submit written complain to officials concerned to take necessary steps
Weekly evening meeting and need-based project selection (Step-6)
• In the evening meeting the members may explain their livelihood needs i.e. working needs
• Depending on that needs they may take project individually or in group
• The committee will recommend the proposal after primary security
• Coordinator/RDO will approve the proposal according to the provision of the manual
Receiving fund (step-7)
• After approval he/she may get the fund from the mobile banking agent either at the village meeting or at union information and service centre (UISC)
• The loanee will do his/her project taking one/two members of the committee as witness in particular during any purchase
• Assets distributed earlier would be part of present process
Deposition of installment (step-8)
• VDC will fix the installment depending on the nature of work/project: whether it would give benefit/profit within month or half-year or so on.
• The refund would be made along with 8% service charges like sustainability fund, establishment, infrastructure, disaster, profit etc as directed in the manual
• Installment deposition will be made in the same process: manually in the book & digitally as discussed earlier
Report-return
• Monthly report would be prepared by the filed organizer on the activities of the VDO
• The report would be compiled by Coordinator/RDO and sent to DD, BRDB and Project office online
• In the meantime all the upazila would be linked with broadband by A2I of PMO.
• Project will supply receptor within December 2011 & the network would be established by June 2012 by Alwayson network.

Responsibilities of UNO
• He is the Focal Point & controlling authority on behalf of the project at Upazila
• He is the DDO & head of the purchase committee
• He will select the union along with his committee
• He will appoint beneficiary selection committee
Responsibilities of RDO & coordinator
Both are responsible for smooth implementation of the project
Till further instruction all the file will be initiated and preserved by project office and RDO will remain as cosignatory with the UNO.
Each VDO will be visited at least thrice a month by the Coordinator and twice by RDO
All the report/return will be sent with joint signature and each of them would be sent to UNO for his information as UNO may give the PD any information at any time
Responsibilities of ADC (Gen)
• He is the district focal point• He will work on behalf of the DC• He will keep intensive watch on the project
activities of the district • He will supervise the work of the UNO• He will monitor the work of the UNO• He will feed the DC & PD and extend
administrative help to the DD, BRDB
Responsibility of DD, BRDB
• He is the District coordinator of the project• He will coordinate and monitor both RDO and
Coordinator’s work• He will feed ADC (Gen) and PD• He will take disciplinary steps against RDO &
Coordinator for any negligence to project work with prior discussion with PD keeping inform the ADC(Gen).
EBEK is an integrated responsibility
• The nation building departments are practically involve with the project
• Along with project personnel, BRDB and Field administration are directly responsible for its proper implementation
• Civil society, media, people’s representatives are also major stakeholders for EBEK
• RDO,DD,UNO and ADC (Gen) should consider those stakeholders as helping forces

backward class of the country• As public servant we must have that courage
and spirit to help them as much as possible from our individual and official end
