JÁVEA CUTS COST OF FITUR STAND BUT KEEPS IMPACT With almost every home in Spain affected by the ‘Crisis’, Jávea - that relies on tourism and construction industries - is fortunate that Tourism Councillor (Antonio Miragell - photo left) and his colleagues chose to lessen the ostentacious nature of their FITUR exhibition space, rather than abandon participation. This year’s 42 square metre stand will feature two 42-inch TV screens, projecting images of the town that have drawn hundreds of thousands of previous visitors in previous years. The new ‘Face of Jávea’ stand has cost less to build and erect, than the cost of the previous one, for erection alone. To coincide with FITUR, Jávea has produced new guides to cycle touring, with 10 cycle routes (of varying degrees of difficulty). The new Jávea History guide will be available in eight languages. Councillors are considering using the FITUR stand later in 2012, in Barcelona, Bilbao, Brussels, Cocentaina, Milan, Utrecht, Valencia and Valladolid, where they will often exhibit as part of the Tour España, Costa Blanca or Valencia Board of Tourism projects. New ‘Bidi’ smartphone technology is being introduced to give instant info to visitors who might not have collected a ‘Guide’ from a Tourist Centre. The 9 other competing top- 10 holiday destinations all have a much higher tourist image (Tuscany, Nice, Florida and Cannes) than Jávea and her neighbours. So many hundreds of Madrid residents invested in second-homes in Jávea, that local roads in the mid- June to mid-September holiday ‘high season’ are enblazoned with car number plates identifying the whole gamut of Madrid car dealerships. With respect to holiday destinations in Spain, the Marina Alta (Calpe to Vergel) is in 4th place, behind Malaga, Majorca and Ibiza, all provincial cities. Jávea is the first choice for Madrileños for sea and sunshine - and practicing their English. More British holidaymakers than ever chose Spain for their July, August and September holidays in 2011. BUT KEEPS IMPACTWith almost every home inSpain affected by the ‘Crisis’,Jávea - that relies on tourismand construction industries - isfortunate that TourismCouncillor (Antonio Miragell -photo left) and his colleagueschose to lessen the ostentaciousnature of their FITURexhibition space, rather thanabandon participation.

This year’s 42 square metrestand will feature two 42-inchTV screens, projecting imagesof the town that have drawnhundreds of thousands ofprevious visitors in previousyears. The new ‘Face of Jávea’stand has cost less to build anderect, than the cost of theprevious one, for erectionalone.

Jávea’s Department ofCulture will organise a specialprogramme of events tocelebrate these importantmilestones and will hold anextraordinary plenary sessionon 2 July 2012, to mark theexact date when Jáveareceived the title of Villa andbecame an incorporated town400 years earlier.

municipal group tocommemorate another episodein local history that occurred200 years ago during the"French War". The motionrefers to the attack on theparish church, convent andprivate homes on August 28,1812 by French soldiers,general looting of the townand the execution of severalXabieros, as well as thedestruction of the castle of LaFontana, occupied by Britishtroops.

The plenum also agreed toprepare a special programmeto commemorate 400 years oflocal history - that has reliedon being passed fromgeneration to generation,almost becoming a legend ofsorts - after the historicalarchives were destroyed.

They will alsobe inches from your rearbumper when on fast roadsand will overtake to fill thegap you leave from the car infront, as taught in the UK.

This is particularlyannoying in the Calpe tunnel,where you MUST leave a100m gap between yourselfand the car in front, when anovertaking car can move intoyour gap, leaving you with a‘photo fine’ for travelling tooclose.

Up until thistime many expertsconsidered it humanlyimpossible to run the mile inunder four minutes. Yet thatwas Bannister's goal. And onMay 6, 1954, he became thefirst man to do it. Nowrunners do it regularly.What's the point? If yourefuse to quit when you fail,you'll ultimately succeed.You just have to be willing toget back up and keep movingforward. In 1832 AbrahamLincoln was defeated for theState Legislature. In 1833 hefailed in business. In 1835his sweetheart died. Tourism - Jávea’s ‘Industry’Jávea’s main ‘industries’ havebeen Construction andTourism, but income fromboth has been drasticallyreduced since 2009. Theinfamous LRAU ‘Land GrabLaw’ by which a strangercould ‘gain the right to build’on land they did not own, andcharge the owner part of thecost for a new infrastructure,without any opportunity ofsharing in any profits, hasdeterred many buyers.

The LRAU was reated toprevent a landowner fromfrustrating ‘CommunityProjects’ - like a school,hospital or community centre- but was used by corruptdevelopers and Townhalls toallow luxury homes to bebuilt on stolen land, claimingthat ‘high class homes’ weregood for the community.

Attempts to overthrowthe Law by AbusosNo havebeen unsuccessful, an EUCourt recently deciding thepractice was NOT unlawful.

Spain does not recognisethe function of a DistrictValuer who would stipulatethe value of the land involved.

Townhall (Council) OfficesIf Jávea has a restaurant orbar for every day of the year,the Council has an office forevery day of the month, and atotal lack of cohesion. Back in2003 the (then) Mayorpromised to introduce‘Ventanilla Unico’ - onewindow - for residents and ithas always been a TOPmanifesto item!

One proposal was foreach of the Tourist Offices toact as the Point-of-Contact,receiving requests “expones”and giving an indication ofwhen to call back for theanswer. The ‘Expone’ wouldbe moved from office tooffice, rather than theapplicant needing to do so.

The traditional Townhallin Plaza de Iglesia in theTown centre, was vacated forrefurbishment. At the sametime new Council Officeswere created as part of the ElClot parking scheme, butremain unoccupied becausethere are no funds to equipand furnish them.

Town PlanEvery town is obliged to havea “Strategic Plan” whichstates what can - and cannot -happen in different zones. It isnormally revised at 10-yearlyintervals, but the content isbitterly controversial, and itspreparation and approval canoften take 6 or 7 years.Jávea’s new Plan is overdue.

TrainsConnection to Spain’snational rail network is viaValencia, with Gandia beingthe closest station. Mosttravellers from Jávea join thetrain at its first stop, Xeraco,which is close to the AP-7motorway exit, and has amplefree parking.

There is often talk ofreopening the former linkfrom Gandia to Denia thatwas closed in a ‘Beeching’exercise, but the project hasnever received centralgovernment funding.

There is a high-speedAVE connection fromValencia to Madrid (93minutes) and a connecting busfrom Jávea and Denia.

Somewhat taken aback,O'Leary replied, “That's verycheap” and handed over hismoney.

“Well, we try to stayahead of the competition”said the barman. “And weserve free Guinness everyWednesday evening from 6until 8. We have the cheapestGuinness in Spain.”

“I see you don't seem tohave a glass, so you'llprobably need one of ours.That will be 3 €uros please.”

O'Leary scowled, butpaid up. He took his drinkand walked towards a seat.

“Ah, you want to sitdown?” said the barman.

“That'll be an extra 2€uros - if you’d pre-bookedthe seat, and it would haveonly cost you one. I thinkyou may to be too big for theseat sir, can I ask you to sit inthis frame please?”

Michael attempts to sitdown but the frame is toosmall and when he can'tsqueeze in he complains“Nobody would fit in thatlittle frame!”

SECOND INCREASE INCAPITAL GAINS TAXIN AS MANY YEARS

Non-resident propertyowners in Spain will - from1st January 2012 - becharged CGT at 21%,following a rise in 2010 from18% to 19%.

In 2007 the EuropeanUnion pressured Spain tolower the 35% (15% forresidents) to 18%, saying thehigher rate was an unfairpenalty on non-residents. Anincrease of 1% in 2010 wentcomparatively unnoticed.

Spanish residents willalso feel the pain, with 21%CGT up to 6,000 €uros, 25%between 6,001 and 24,000€uros, and 24% on theremainder.

Spain's Foreign MinisterGarcía Margallo visited his“second home” in Jávea forTres Reyes (Three Kings) andmet local councillors.

Jose Manuel GarcíaMargallo has owned a secondhome in Jávea’s Old Town fordecades, and told those he met“I have made no secret of theSpecial Fondness I have forJávea, which is where I try tovisit as often as I can, andhave always planned toretire.”

The Minister said he“knows, visits and adores allfour seasons of the Jáveayear,” and believes the townshould have much highervisibility on the internationalagenda.
