COUNCIL RECOGNISES WHAT WE ALL KNEW “Selfless dedication to help less fortunate” Welcome to PARADISE Nº 4 November 2011 raising to date more than 700,000 €uros. The Original Charity Shop and Library celebrates its 40th anniversary and relies on 70 volunteers. Among the recipients of its grants are the Cholbi Residencia, Raquel Paya school in Denia, Jávea Day Care Centre and the Franciscan Refuge in Gandia. For many years they sent weekly bags of clothing to the Caritas store in Real de Gandia. Roundabout Charity Shop, has about 40 volunteers from various nationalities and more than 70 projects have benefited. They started with a shop called "Friends of the Red Cross" and then extended their donations to other organizations such as Friends of the Handicapped, HELP, Emmaus, Residencia Cholbi - and even the Guardia Civil! THE ARENALor Beach

Despite the danger ofmelanoma of the skin,tourists still pour onto thebeach to gain a sun tan thatwill show their UK friendsthey’ve had a great holiday.

The ‘Sandy’ beach offerssafe bathing - not forgettingall bathing by the young orelderly should besupervised - combiningsand that is cleanedovernight, with anabundance of nearby barsand restaurants to suit everypalate and pocket.

There are rope andrubber climbing frames anda special area for disabledbathers at the Southern endof the bay.

It was always going to bea difficult road, with jobs forJavienses (those born inJávea) always being moreimportant than ‘green’ issues.

Camping and CampsitesJávea has two, both withfacilities for static unitsintended for all-year-roundoccupation but whichwelcome tourists and theirtents.

Neither are ‘close’ to thebeach, but Camping Naranjosis less isolated than CampingJávea.

This is particularlyannoying in the Calpe tunnel,where you MUST leave a100m gap between yourselfand the car in front, when anovertaking car can move intoyour gap, leaving you with a‘photo fine’ for travelling tooclose.

MemoriesOxfam aid worker, andregular attender at JáveaEvangelical Church, DavidMcMullan recollects oneparticularly horrifyingexperience in 2002, whichmakes it clear that the aidworker's task, whatever itmay be, is still influencinghis life after almost 10 years.

An aid work incidentThe once beautiful town ofCubal in central Angola wasbeing attacked regularly byrebel forces and some nightswe were shelled ….. afrightening experience .

Oxfam sent two of us,Stuart and myself, to seewhat we could do to assist asthe local population hadincreased tenfold by theinflux of refugees fromoutlying villages. There wasno clean water and many ofthe people had been woundedeither during the fighting orby the anti personnel minesthat seemed to beeverywhere.

Someone told me therehad once been a well justoutside the town in somewaste land .

I drove out there aloneone morning ….. they saidthe well had “just broken along time” … a commonAfrican problem. The spareparts had ‘just vanished’equally common; and thewell man … he’d gone too .. . situation normal .

I arrived, parked in theopen waste land just outsidethe town wall, rubbish andthe debris of wareverywhere.

Nearby a small boymaybe about 6 or 7, wasslowly pulling a man alongby one torn trouser leg. I paidno attention till they camenear, then as usual - reachedinto my should bag for abiscuit or some food .

You dare only do this ifthere are no other peoplearound, otherwise a verydangerous situation candevelop when people arestarving. They will startfighting for the food. I oncesaw two typically generous

American Marines nearlylose their lives when theystarted to hand out food fromtheir HumVee in a Somalitown .

I pulled the biscuit outof my bag, looked closely atthe man for the first time andstopped - frozen by what Isaw ….. there was nowherefor him to put the food; allthe bottom half of his facehad been blown off by amine and of course he wasblind .

His jaw was almostcompletely missing and mostof his face below the nosewas a red gaping hole; amess made up of torn skintissue and congealed blood.

He was almostunrecogniseable as a humanbeing. I gave the little boy, Isuppose his son, the biscuitand thought about giving theman a drink from my waterbottle …. but how to do it? Igave up, walked over to myLand Rover got in and droveaway .

That morning is stillwith me and I supposealways will be. In theevening, sitting oppositeStuart eating our tins ofbeans, I told him about it.

He carried on eating andwithout looking up said;“Did it get to you?“

“Indeed it did” I said,and we discussed it nofurther. He knew!

We had both workedextensively on Oxfammissions and knew that everynow and then, no matter whatawful things you have seen,something will happen - thatfor some reason - you justcannot cope with. Thatmorning in Angola and thehorror of that shattered facewill stay with me for a longtime ….perhaps for ever.

IBI rate cut will benefit24,599 property ownersAt their October monthlymeeting, Council Tax (IBI)was lowered from the current0.657% to 0.617%.

Finance Councillor,Oscar Anton said it was thegreatest reduction in the rateauthorised by the JáveaTown Council since the 2005valuation came into effect.

In addition, paymentfacilities will be introducednext year, when a newsoftware tool allows payersto tailor-fit the payment oftheir municipal rates.

The cut is additional tothe 2.5% discount alreadyapplied to those opting topay through direct debit.There will be additionaldiscounts, yet to becalculated, to reward earlypayers.

The reduction in the taxrate will depend on the datewhen IBI payments began onthe property. In overallnumbers, 24,599 owners willpay less next year. 12,546will see an increase in theirbill. It is claimed the rise willbe much lower than thatapplied in previous years.

Had the cuts not beenproposed, and the same taxrate maintained in 2012,34,249 taxpayers would haveseen an increase in their IBIbills, 629 would see nochanges and only 2,267would see a reduction.

The proposal will bring1.2 million fewer €uros, butthe Council expects tocompensate that loss withIBI collected fromswimming pools, BBQs andother constructions that hadnot been contributing, aswell as from houses added tothe list after years of “notbeing there”, that shouldraise 579,000 €uros.

Oscar Anton agreed thereduction in tax rates was"ambitious" but said it wouldhave been greater if theCouncil did not have to meet“inescapable commitments”such as the interest on thepurchase of the car parks, thereturn of 150,000 €uros tothe national government andthe loss of revenues, forexample from the now illegal150,000 €uro fee charged to

telephone operators, or the100,000 €uros fromconcessions in the FontanaCanal, now managed by theConselleria.

Tourism - Jávea’s ‘Industry’Jávea’s main ‘industries’ havebeen Construction andTourism, but income fromboth has been drasticallyreduced since 2009. Theinfamous LRAU ‘Land GrabLaw’ by which a strangercould ‘gain the right to build’on land they did not own, andcharge the owner part of thecost for a new infrastructure,without any opportunity ofsharing in any profits, hasdeterred many buyers.

The LRAU wasintroduced to prevent alandowner from frustrating‘Community Projects’ - like aschool, hospital or communitycentre - but was used bycorrupt developers andTownhalls to allow luxuryhomes to be built on stolenland, claiming that ‘high classhomes’ were good for thecommunity. Attempts tooverthrow the Law byAbusosNo have beenunsuccessful, an EU Courtrecently deciding the practicewas NOT unlawful.

The traditional Townhallin Plaza de Iglesia in theTown centre, was vacated forrefurbishment. At the sametime new Council Officeswere created as part of the ElClot parking scheme, butremain unoccupied becausethere are no funds to equipand furnish them.

Town PlanEvery town is obliged to havea “Strategic Plan” whichstates what can - and cannot -happen in different zones. It isnormally revised at 10-yearlyintervals, but the content isbitterly controversial, and itspreparation and approval canoften take 6 or 7 years.Jávea’s new Plan is overdue.

TrainsJávea’s only train is privatelyowned and run, during theSummer months between theArenal and Port. It has notbeen running in 2011. It couldbe hired for events.

Connection to Spain’snational rail network is viaValencia, with Gandia beingthe closest station. Mosttravellers from Jávea join thetrain at its first stop, Xeraco,which is close to the AP-7motorway exit, and has amplefree parking.

There is often talk ofreopening the former linkfrom Gandia to Denia thatwas closed in a ‘Beeching’exercise, but the project hasnever received centralgovernment funding.

MONTGÓ PLANE CRASH WASWELLINGTON TRAINING FLIGHT

We are grateful to David Clarke (RAF Retd.) for pointing us toTimes Newspaper of 6th and 7th December 1950, and to Col.Stuart of the Military Media Service in Gibraltar for his help.

Seven bodies were found in the wreckage of the RAFWellington bomber that crashed into the Montgó on 5thDecember 1950 during a training flight from KAF CentralNavigation School at Shawbury, (Shropshire) the home villageof one of the dead airmen.

They were flying 8,440 miles from Shawbury to Gibraltar,then on via Cyprus to their Khartoum destination, returning tothe UK via Malta. The longest stage, from Gibraltar to Nicosia- 2,250 miles, and 11 hours - was to have been undertakenduring the night, to prove their ability with celestial navigation.

When the Wellington flew into the Montgó it was offcourse and flying below the minimum height. The 3Aircraftsmen were all born within 8 days of each other.

HOSPITAL STAFF POINTFINGER AT BOSSES

A recent meeting in Denia heard that the private company thatoperates the new hospital is failing to provide good care.

Employee unions claim 36 beds have been closed - 18% ofthe total - 21 of them in the surgery department, where six E&Astaff on the night shift, have been “laid off in the last monthwithout justification” at the same time as “the number ofmanagers is increasing.”

The meeting agreed to create a platform to collectcomplaints from patients and relatives, to bring pressure on theRegional Government to cancel the privatisation agreement anditself administer the facility.

UNEMPLOYED LOSEHEALTH COVER

by Patrick VineUnemployed people in Spain whose benefit has ceased for 90days, also lose the right to free public health assistance. Thechange also affects dependent family members.

Retired British citizens or those from a European statewhich has a reciprocal agreement with Spain, and receive a UKstate pension and live in Spain, will still be covered.

A friend was compromised in 2008 when out of work,following 8 years self-employment, and medical assistance waswithdrawn for himself and his 3 children! Fortunately, his wifewas employed and he was able to register as her dependant andhe and his children had their health cover reinstated.

Another self-employed friend who had no work and whosewife was not working, had a child who was diagnosed withcancer and denied treatment because neither of his parents werecovered. It was an awful time for this family.

Eventually the father found work and the child’s treatmentrecommenced.

Apparently 2,000 Spaniards are relocating to the UK eachmonth to claim benefit for themselves and their families, as theyseek work.

NIGHT RATE ELECTRICITYSAVES 900 €uros A DAY

Following a 15-day experiment, AMJASA - Javea’s municipalwater provider - announced it was saving 900 €uros each day bybuying water produced at night, rather than during the day.

The desalination plant is operated by acciona whoseexpertise ranges from every aspect of energy production andwaste management to ferries from Denia to the Balearics.

The announcement by AMJASA Managing Director, JosepLluis Henarejos, acknowledged the obligation to “take 50% ofthe plant’s output” but claimed it intended only to buy 33% andrely on wells for the remainder.

Of the average daily supply of 15,000 m3 during the winter,AMJASA will only have to buy 5,000 m3 from the desalinationplant, 2,500 m3 less than the amount they said they werecontracted to buy!

During November the acciona plant will be overhauled,with AMJASA relying on its wells. Under the new arrangement,water produced at night will be pumped to the Rompudetesstorage facility, for supply during the following day.

AMJASA is also looking at increasing the number of pointswhere chlorine is added to the water to meet the parameter ofbetween 0.4 and 1 parts per million. AMJASA denies there areproblems with current chlorination levels, and points out that testsare conducted daily at the desalination plant and at other pointsof the distribution network.

Those who read our October edition will remember that JáveaEvangelical Church member, Lyn Fisher, “Jumped 4 Jesus” toraise more than 700€uros for the Men’s Hospice at Gandia, runby Franciscan monks. Lyn, Tony, Jeanette and Mike visitedrecently to present a cheque to Father Guillermo. “I’d prepareda card for Father Guillermo” Lyn told us “which told him I hadtaken part in the tandem skydive and that people had sponsoredme, I put a couple of pictures on so he would know what I meant.It’s a lovely place, very peaceful and, if you are a homeless orvery poorly man, you are well loved and cared for. The othermonk, Father Pepe, was unavailable because he had fallen fromthe roof of an outbuilding and had unfortunately broken hisshoulder! They have their own chickens and grow their ownveggies. There are a couple of donkeys in amongst the orangegroves and a beautiful integral chapel and a separate one that isaway from the main building, which is also very peaceful to bein.”
