Since then, colleges have been incorporated as independent bodies through the Further and Higher Education Act 1992. From this point all further education colleges ceased to be under the direction of local authorities. This saw responsibility for the provision of services and ownership of all assets, liabilities and land transferred to individual colleges, which are scrutinised by independent Boards of Governors and monitored by a range of statutory agencies. Barnfield College merged with West Herts College in February 2019. Why is redevelopment needed to achieve transformational change? The existing college estate dates back to the late 1950s when the site was originally built as a school. Welcome to our Consultation

Welcome to our consultation event to show you our plans for the redevelopment of the New Bedford Road campus.

We are currently preparing planning applications and are seeking your views on the proposals.

History of Barnfield College

Like all further education institutions, Barnfield College can trace its history back over many decades. But the legal basis for the whole sector was transformed in 1993 when colleges were transferred from the control of local government to become self-governing statutory corporations.

Subsequent building work has added to this stock rather than replacing it, creating a college campus which is aging and no longer fit for purpose.

The current configuration poses a number of problems:

• Costly maintenance

• Poor environmental credentials and energy efficiency

• Inflexible interior spaces that cannot be adapted to modern teaching and apprenticeships

• A dated appearance that fails to inspire when Barnfield College should be a beacon for local people and employers

What do we need to achieve transformational change?

A single, modern building offering state-of-the-art facilities will bring learning to life at Barnfield College:

• Focusing on the skills local people need and local employers want

• Combining a professional environment with a warm, accessible welcome for all

• Replacing the current campus with a single building that’s environmentally sustainable and architecturally appealing

• Offering a return on investment which will deliver for the local community and is a viable long-term solution for Barnfield College

Redevelopment MasterplanA robust masterplanning exercise has been completed by IBI Group.

Residential Development:

The new College development will be enabled by the sale of surplus land for residential development to the south of the College campus.

The planning application will seek outline planning approval for approximately 100 new family homes. An outline planning application relates to the principle of development only.

When this site is sold, a residential developer will produce a detail layout and confirm the housing mix and appearance. This will require a further planning application and consultation.

The layout is purely indicative to illustrate how approximately 100 new family homes could be laid out on the site. The plan below shows circa 100 three, four and five bed homes, with a communal central green.

Key Design Objectives:

• Responding to site constraints, such as flood zone, culvert, change in levels

• Responding to landscape assets of the site

• Responding positively to feedback from previous planning applications in 2008 and 2012
